We offer a general-equilibrium economic approach to Zipf's Law or, more generally, the rank-size distribution—the striking empirical regularity concerning the size distribution of cities. We provide some further understanding of Zipf's Law by incorporating negative feedbacks (congestion) in a popular model of economic geography and international trade. This model allows the powers of agglomeration and spreading to be in long-run equilibrium, which enhances our understanding of the existence of a rank-size distribution of cities.

ABSTRACT. In the presence of agglomeration and congestion externalities the sequence of location choices made by firms results in an inefficient distribution of economic activity, since individual firms do not bear the congestion costs they impose on other firms. In this paper, we model the interaction of public authority service strategies and firm location choices. We show that a self-interested regional authority can effect a welfare-improving distribution of economic activity when compared with an economy without an authority or an economy with local authorities. However, we also show that the conditions under which the authority would induce a welfare enhancing distribution depends on the authority's strategic posture, as well as the nature and size of public subsidies for the authority. The conditions necessary for a regional authority to choose an efficiency enhancing strategy may be difficult to achieve.

ABSTRACT This paper studies the impact of localization, urbanization, and diversification on regional labor productivity levels and growth. We find substantial effects, accounting for roughly half of the explained variation in the labor productivity differences within the Netherlands in the 1990s. Diversification, urbanization, and localization effects are significant and positive for productivity levels. These levels appear cointegrated. The error correction specification of productivity growth surprisingly reflects negative agglomeration effects. From the theoretical model it follows that congestion effects must have taken precedence over agglomeration effects during this period. Both agglomeration and congestion effects are dampened by job density in neighboring regions. Finally, policy simulations with the estimated model show that spatial concentration is more harmful to national productivity growth than spatial dispersion.

This paper presents a partial equilibrium model of land, labor, and transportation markets in an information-oriented city with traffic congestion of commuting and agglomeration economies of interaction. We derive the equilibria by numerical computations using specific utility, production, and congestion functions. The laissez-faire equilibrium is compared with the optimum. In contrast with the results of many previous papers, at the optimum the CBD becomes compact and the city more suburbanized than the laissez-faire equilibrium. We also analyze the effects of a Pigouvian tax system and subsidies on the spatial structure in the city.

Abstract

Urban agglomeration economies make cities central to theories of modern economic growth. There is historical evidence for the presence of Smithian growth and agglomeration effects in English towns c.1450-1670, but seminal assessments deny the presence of agglomeration effects and productivity gains to Early Modern English towns. This study evaluates the presence of increasing returns to scale (IRS) in aggregate urban economic outputs—the empirical signature of feedbacks between Smithian growth and agglomeration effects—among the towns of 16th century England. To do so, we test a model from settlement scaling theory against the 1524/5 Lay Subsidy returns. Analysis of these data indicates that Tudor towns exhibited IRS—a finding that is robust to alternative interpretations of the data. IRS holds even for the smallest towns in our sample, suggesting the absence of town size thresholds for the emergence of agglomeration effects. Spatial patterning of scaling residuals further suggests regional demand-side interactions with Smithian-agglomeration feedbacks. These findings suggest the presence of agglomeration effects and Smithian growth in pre-industrial English towns. This begs us to reconsider the economic performance of Early Modern English towns, and suggests that the qualitative economic dynamics of contemporary cities may be applicable to premodern settlements in general.

In this paper we derive an analytical expression for the regional neoclassical economic base marginal employment multiplier. The model that we adopt is a variant of the 1-2-3 general equilibrium model used in trade analysis. Its specific neoclassical characteristics are that laborsupply is a positive function of the real consumption wage and that factor and product demands are price sensitive. We calculate the employment multipliers associated with both a demand and supply stimulus to the basic sector. We demonstrate that it is possible for the marginal economic base multiplier to take any positive or negative value. However, the value of the marginalmultiplier is likely to approximate the value of the conventional average multiplier the closer production and utility functions are to Cobb-Douglas specifications and the more elastic is the labor supply function.

ABSTRACT This paper investigates the joint impact of the first nature and the second nature forces on industry location. Toward this aim, we develop a two‐region new economic geography model where local factor congestion and location advantages compete with demand linkages and product market crowding. In particular, we study the case of absolute location advantage in a single industry model and the case of comparative advantages in a two‐industry model. We characterize the structure of industries and discuss the possibilities of catastrophic changes, endogenous industrial asymmetries and specialization. We find that absolute location advantage are associated with a smooth agglomeration process and comparative advantages with a catastrophic process.

Endogenous Fractal Dynamics at Alpine Treeline Ecotones
Many of the hypotheses proposed to explain ecotones are based on an individualistic paradigm and are essentially static. While they include local feedbacks, they ignore the interactions between pattern and process across scales. These feedbacks in ecotones are nonlinear in nature and complicate the relations of pattern and process in vegetation, which, combined with observed fractal patterns, suggests a complexity science approach to investigate ecotone dynamics. A cellular automaton of alpine treeline, including nonlinear, local, positive, and negative feedbacks in tree establishment and mortality, as reported in field studies, is used as a model system. Fourier analysis of simulated alpine treelines shows fractal patterns across the treeline landscapes, which are created by patch development. The temporal evolution of the spatial pattern is also fractal. Landscape scale linear correlations between spatial pattern and the rate of advance of trees into tundra arise from localized nonlinear interactions. A tree-patch-landscape scale explanation of pattern–process interaction is proposed in which the endogenous feedbacks determine the spatial and temporal fractal properties of the ecotone. The simulated treeline advance exhibits self-organized complexity and may indicate a potential strategy for monitoring change.

This study empirically investigates traffic congestion effects on agglomeration through the lens of firm location decisions. A discrete choice model is applied to examine new establishments’ location choices within the Los Angeles metropolitan area. Employment centers are defined as the choice set to explore the nature and role of intraurban agglomerations. The results show that metro‐wide congestion negatively affects the location choices of firms in the high‐order office‐related activities, while local congestion have positive impacts on those firms’ location decisions. In contrast, firms in production‐related activities are positively influenced by regional congestion but are negatively affected by local congestion levels.

Abstract This paper develops a model of economic geography that examines how the distribution of economic activity may change as a country opens up to foreign trade. The distinctive features of the model are that transportation is costly between locations within a nation as well as between nations, and that these transportation costs are subject to increasing returns to scale. A result of the model is that trade liberalization may cause the population of a country to become more concentrated in a single megalopolis. The large megalopolis may reduce welfare due to congestion costs, which implies that liberalization may unexpectedly leave the country worse off.

Producer Services, Economic Geography, and Services Tradability
We investigate how the incorporation of producer services linkages affects the outcome of an economic geography model. We specify the production of manufactures such that a variety of producer services is needed to transform tradable unfinished goods into final consumption goods. We find that service linkages promote the concentration of economic activity in a single region, but whether full concentration is achieved depends on the costs and mode of services trade. Applying the model to a multiregion world shows that incorporating producer services may also give rise to regions that specialize in different economic activities.

ABSTRACT This study provides an empirical evaluation of employment accessibility as a determinant of urban land price. We find that the monocentric model, despite recent criticism, can perform satisfyingly if the hedonic value of land is identified in an account of structural and neighborhood characteristics. Gravity employment accessibility measures, however, can explain the residential land gradient entirely and disentangle positive accessibility effects from negative congestion effects related to transport infrastructure. They can therefore be recommended as an appropriate mean to account for labor market accessibility in an environment of dispersed employment, at least if the transport geography is accounted for.

The role of road pricing in travel demand management and congestion mitigation has been gaining support in many countries. Although the theory of congestion pricing is persuasive and straightforward, successful application of road pricing mandates that congestion externalities be estimated. Using data from a recent traffic survey in Singapore, this paper estimates congestion prices for alternative time values and vehicle types. These estimates are compared with the existing cost of area licenses, from which implications for economic efficiency and resource allocation are drawn.

This article reviews the political, technological, and economic issues involved in the formulation of congestion pricing policy. Increased urban congestion combined with increasingly scarce resources is making policymakers consider congestion pricing as an alternative to expanding highway capacity. Past experiences with congestion pricing and other types of demand management are discussed in an attempt to identify problems policymakers may expect to encounter in the US.

Congestion Tolling and Urban Spatial Structure
According to the standard model of urban traffic congestion and urbanspatial structure, congestion tolling results in a more concentrated city. In recent years, a new model of rush-hour urban auto congestion has been developed that incorporates trip-timing decisions—the bottleneck model. In the simplest bottleneck model optimal congestion tolling without toll-revenue redistribution has no effect on trip price because the efficiency gainsexactly equal the toll revenue collected. Optimal congestion tolling then has no effect on urban spatial structure. This paper formalizes and extends this result.

Abstract. Asymptotic stability of equilibrium is often difficult to know when the number of variables exceeds four, since all eigenvalues of the Jacobian matrix are not analytically solvable. However, we obtain stability conditions for a general class of migration dynamics without computing eigenvalues. We show that a spatial equilibrium is stable in the presence of strong congestion diseconomies, but unstable in the presence of strong agglomeration economies. We also show existence of a stable equilibrium in the case of negligible interregional externalities, which is applicable to club goods, local public goods, and new economic geography.

Probing a die-hard traffic congestion controversy, this paper scrutinizes two key variables, density and flow, under equilibrium versus optimal states. Optimization requires equilibrium flow to decrease under mild congestion, but increase under hyper-congestion. However, both increasing flow needed under hypercongestion and decreasing flow needed under mild congestion should be accompanied by decreasing density. Thus, inflow of vehicles should always be discouraged to either increase or decrease flow of vehicles for economic efficiency. Moreover, even when optimal policy requires equilibrium flow to increase, the optimal flow itself must decrease eventually as demand increases beyond a critical level.

It is well known that labour productivity growth in Europe isslowing down, against an increasing growth rate in the US. TheNetherlands is one of the countries in Europe with the lowestgrowth rates of productivity. This article looks at this phenomenonfrom a regional perspective and presents the results of a growthaccounting exercise applied to regional industry data of TheNetherlands between 1995 and 2002. We find that slow productivitygrowth in The Netherlands is particularly situated in the economiccore regions and is caused by slow multifactor productivity(mfp) growth. A substantial part of this slow mfp-growth canbe explained by the fact that positive agglomeration advantagesare overruled by negative congestion effects caused by trafficjams.
