居民的行为是社会对环境产生影响的关键因素,对环境有着直接或间接的影响。遏制环境退化,实现可持续发展不仅仅取决于政府,同时与公众的环境态度和行为也有着密不可分的关系。环境态度是否会影响人们实施环境友好行为是研究中的一个重要问题。本研究采用在海口市的调查数据,分析了居民所持的环境态度对其环境友好行为意向的影响。采用"新生态范示"量表(NEP)测量居民的环境态度,并根据环境态度倾向,运用K-Means聚类法将居民划分为近生态中心主义者、近人类中心主义者,在此基础上,应用独立样本t检验,比较了持不同环境态度者在环境友好行为意向与认知上的差异。  相似文献

This chapter compares the public communications of modern presidents across target groups and issue areas of civil rights. We find that attention, support, and symbolism on civil rights vary considerably across individual presidents and political party. Not surprisingly, in their public messages Democratic presidents are more attentive and supportive of civil rights than are Republican presidents. Some results were expected, while others were surprising. Lyndon B. Johnson was attentive and supportive; but, unexpectedly, George H. W. Bush was highly attentive to and quite nonsupportive of civil rights. Also surprisingly, on most indicators, Bush's policy statements were less symbolic and less equivocal than were Ronald W. Reagan's. Most attention is given to blacks as a target group (although this is declining) and to the employment issue area. Overall, the findings reveal the considerable flexibility and discretion in presidents' public communications in the civil rights realm.  相似文献

This study investigates the relationship between environmental attitudes and the ‘greenness’ of party choice, moderated by exposure to environmental problems such as the incidence of natural disasters and poor air quality. The ‘greenness’ of party choice is operationalised as the share of environmental policy in the parties' election manifestos. Voting for greener parties is especially important for environmental protection because greener votes are the keys to national, and eventually, global action mitigating the effects of environmental degradation. The analysis relies on the European Social Survey, the World Values Survey, the Manifesto Project Dataset, the EM-DAT dataset, as well as World Bank data, and covers 139 surveys in 38 countries between 1995 and 2016. Multilevel linear models reveal that voters with greener attitudes chose greener parties, as expected. At the same time, exposure to country-level environmental problems decreases the effect of these attitudes by significantly increasing the green vote cast by citizens not particularly concerned with the environment. It seems that non-environmental attitudes are substituted by environmental problems in increasing the ‘greenness’ of the vote. When people meet bad environmental conditions, they are more willing to take environmental action irrespective of their prior attitudes towards environment protection. This foreshadows an increasing overall emphasis on environmental issues in national party politics as more and more countries are facing the dire consequences of a degrading environment.  相似文献

Richard Oastler (1789–1861), the immensely popular and fiery orator who campaigned for factory reform and for the abolition of the new poor law in the 1830s and 1840s, has been relatively neglected by political historians. Few historians, however, have questioned his toryism. As this article suggests, labelling Oastler an ‘ultra‐tory’ or a ‘church and state tory’ obscures more than it reveals. There were also radical strands in Oastler's ideology. There has been a tendency among Oastler's biographers to treat him as unique. By comparing Oastler with other tories – Sadler, Southey, and the young Disraeli – as well as radicals like Cobbett, this article locates him much more securely among his contemporaries. His range of interests were much broader (and more radical) than the historiographical concentration on factory and poor law reform suggests. While there were periods when Oastler's toryism (or radicalism) was more apparent, one of the most consistent aspects of his political career was a distaste for party politics. Far from being unique or a maverick, Oastler personified the pervasive anti‐party sentiments held by the working classes, which for all the historiographical attention paid to popular radicalism and other non‐party movements still tends to get lost in narratives of the ‘rise of party’.  相似文献

了解环境友好型游客的特点、行为及其影响因素,从行为角度探求解决环境问题的路径,对可持续旅游的发展具有很强的借鉴意义。本文以九寨沟为案例地,进行了游客环境友好行为及其影响因素的探索性研究,发现女性表现出更高的环境友好性,环境意识、道德约束力对游客环境行为有显著的正向影响,景区现存环境状态也对环境行为有一定影响;不同环境友好程度的游客分组在旅游动机、旅行偏好、阅读报刊类型等方面的差异显著,环境友好型游客的满意度、重游意向、推荐指数更高,是景区从环境保护和经济发展的角度愿意吸引的群组,为景区选择性营销提供了理论依据,弥补了国内相关研究的空白。  相似文献

There is little doubt that political leaders are more important, and more visible, than at any time since democratisation. This article uses monthly public opinion poll data collected since 1973 to test four hypotheses concerning the relationships between leader approval, economic and political performance, and government support. The findings show that Prime Ministerial approval is based on public perceptions of both political and economic performance, with minis terial resignations, by-election defeats and the party complexion of State governments forming the major components of political performance, and unemployment and GDP being the major contributors to economic performance. There is support for the hypothesis that Prime Ministers mediate the effects of political performance on government popularity, but no support for the hypothesis that economic performance has a direct impact on government popularity. Overall, the results emphasise the extent to which the leader has absorbed the functions once exercised by the party, a pattern now common across the other advanced democracies.  相似文献

This article suggests that three widely shared commonsense principles of fairness or equity converge upon the same general answer to the question of how the costs of dealing with a global environmental challenge like climate change could be distributed internationally. The first of these principles is that when a party has in the past taken an unfair advantage of others by imposing costs upon them without their consent, those who have been unilaterally put at a disadvantage are entitled to demand that in the future the offending party shoulder burdens that are unequal at least to the extent of the unfair advantage previously taken, in order to restore equality. The second is that, among a number of parties, all of whom are bound to contribute to some common endeavour, the parties who have the most resources normally should contribute the most to the endeavour. The third commonsense principle is that, when a) some people have less than enough for a decent human life, b) other people have more than enough, and c) the total resources available are so great that everyone could have at least enough without preventing some people from still retaining considerably more than others have, it is unfair not to guarantee everyone at least an adequate minimum.  相似文献

Abstract

This article examines the territorialization of party support in the Republic of Georgia as political parties in Georgia try to territorialize by aligning themselves to existing societal cleavages. The article specifically focuses on the case of the United National Movement (UNM), which from its inception in 2001 was led by Georgia’s former president, Mikheil Saakashvili, and was the country’s governing party from 2004 to 2012. While in power, the UNM enjoyed nationwide support. After being unseated, instead of nationalizing countrywide, the UNM has based its support in national elections on specific areas populated by ethno-linguistic and religious minorities. By analyzing the results of the most recent five national elections and the 2014 national census, the article shows that continuing support for the UNM and the subsequent territorialization of the party is dictated by these existing societal cleavages.  相似文献

One important criterion for assessing the quality of democratic governance is the extent to which the policy process effectively translates citizen preferences into collective choices. Several scholars have observed a discrepancy between citizen preferences for strong environmental protection and weak policies adopted in the United States, indicating that the United States may fall short on this criterion. We examine one possible mechanism contributing to this discrepancy—legislator defection from campaign promises. Our data indicate that legislators in the U.S. Congress routinely defect from their campaign promises in environmental protection, undermining the link between citizen preferences and policy choice. We also find that legislators are much more likely to defect from pro‐environmental campaign promises, which moves government policy toward less stringent environmental programs. Finally, the propensity of legislators to defect from their campaign promises is systematic, with defection affected by partisanship, constituency influence, the influence of the majority party, and the likely consequences of defection for policy choice. These findings contribute empirical evidence relevant to the “mandate theory” perspective on how citizen preferences are translated into collective choices through the policy process. These findings may also complement research in comparative politics concluding that legislatures selected through single member districts adopt less stringent environmental policies than do legislatures chosen via proportional representation in that the mechanism for this effect may go through legislator defection from campaign promises.  相似文献

The Australian party system's historic affiliation between religious identification and party support has generally been explained in terms of overlapping cleavages, with the coincidence of Catholicism and working-class socio-economic status given greatest agency. The evidence, however, is inconclusive for working-class predominance amongst Catholics at the time of Fusion. The accepted explanation fails to recognise the power and agency of religion and so overlooks the role of Protestant values and beliefs in the Deakinite Liberals' response to Labor's organisational demands for the subordination of individual judgement to party discipline, and in the subsequent rhetoric of the nonlabour parties. Nonlabour's easy slippage between the vices of Labor and those of the Roman Catholic Church explains why Catholics preferred Labor more convincingly than does the accepted class-based explanation.  相似文献

Abstract

African-Americans in the U.S. military encompass at least two distinct identity groups: a racial status associated with lower support for the wars in Afghanistan and Iraq, and a military status which tends to be more ‘hawkish’ in perspective. This study examines the intersection of these two status characteristics utilizing survey data of American military academy cadets, Reserve Officer Training Corp (ROTC) cadets, and civilian students (n = 5,051). Majorities of military cadets, regardless of race, supported both of these wars more than their civilian counterparts, but African-Americans are significantly less supportive of the wars relative to their peers within each group. African-American cadets support both wars less so than whites and cadets of other races, but African-American cadets supported both wars more than African-American civilians. It appears that racial and military affiliations combine to yield a unique perspective on war, adapting elements of both statuses. These findings support the concept of intersectionality.  相似文献

The Public Choice literature has identified conditions in which voters in multi-candidate contests would have an incentive to vote strategically rather than vote for the most preferred candidate or candidates. In the US, where party registration and party primaries play a critical role in the electoral process—especially in states with closed primaries—the existence of multiple layers of elections across constituencies can induce strategic falsification of party registration that is tied to the geographic distribution of electoral strength. Following V. O. Key, we should expect that a long history of one party dominance in local elections should encourage voters to register in the party whose elections are most determinative of electoral choices, even if that is not the party with which they most identify. However, in many states, while politics may be dominated by one party locally, there may be real two-party competition for at least some offices at the state level and for the presidency.We use a `natural experiment' to view the link between party registration and voting for president and obscure judicial offices in order to test the hypothesis that, for whichever party is the minority party in the local unit, party registration will understate the voting support in presidential or other statewide elections, where that party's candidates have a realistic chance to win. In the modern South this hypothesis can be shown to imply that the relationship between Republican party registration and vote shares for Republican candidates for president or statewide office ought to be curvilinear. To test this and other related hypotheses, we examine data on political units (e.g. counties) with considerable variation in party registration and concomitant variation in the extent of one-party dominance of local politics by looking at county level data from North Carolina for the presidential elections and obscure judicial elections in 1984 and 1996. As hypothesized, for the North Carolina data the relationship between party registration and voting can best be fit by a quadratic function, but the strength of the quadratic term is much less for the 1996 data, reflecting the increase in Republican registration and the success of local GOP candidates in the 1990s.  相似文献

Although party voting in the U.S. Senate has been affected by long-term and short-term factors, models in previous research have ignored this distinction. The author employs a relatively new tool, error correction modeling, to measure the long- and short-term effects of internal and external factors on party voting in the U.S. Senate. The results show that party voting for both major parties is a long-term equilibrium relationship with ratification of the 17th Amendment and that external factors are much more important than internal ones for explaining changes in levels of party voting.  相似文献

Data from the 1990 and 1993 Australian Electoral Studies are used to investigate whether public concern about the environment has declined in Australia over recent years. Questions of the ranking and structure of environmental concerns and of levels of support for environmental organisations are addressed. The data show that public concern about the environment remains high on an ‘agenda of long‐term issues’, that environmental concerns form two distinct clusters (termed ‘brown’ and ‘green') and that active support for environmental organisations correlates only with the green cluster. It is argued that these findings give no more than partial support to the ‘organisational’, ‘postmaterialist’ and ‘risk society’ perspectives on environmental issues.  相似文献

It is known that many Liberal–National voters are environmentally conscious. However, the lack of importance of environmentalism in influencing voter behaviour in Australia, compared with socio-economic ideologies and issues, means that few Liberal–National identifiers are likely to find appeal in the parties which place most emphasis on protecting the natural environment, as these parties are generally Left-leaning with regard to socio-economic policy. Given the balance of influences on the vote, Liberal–National vulnerability on environmental issues would seem to be most exploitable by a Right-of-Centre environmental party. This article examines the case of the ‘liberals for forests’, a rare example of just such a party, which had some success in Western Australian State elections in 2001. The paper supports the notion that environmental issues, including those such as logging often linked with Left partisan ship, have the potential to influence vote choice, in a positive sense, on the Right as well as the Left of Australian politics. Implications for the Liberal Party and the party system are discussed.  相似文献

Political scientists have debated the causes of divided government since the Reagan administration. In addition, a handful of scholars have also pondered the possible consequences of divided party rule for politics and policy. Still, one serious oversight in the divided'government literature is the potential consequences of divided party rule for the types of policy pursued during divided and unified party regimes. Divided government may create incentives for conflicting institutions to use social regulation debates, often considered the most divisive public policy debates, as "wedges" in order to damage the opposing party in future elections. Each party also has an incentive to embrace social regulation in order to reaffirm its allegiance to its core constituency. This article tests the hypothesis that divided government produces more important social regulation votes than unified government. I define the population of important votes as all Key Votes in the House of Representatives from 1953 to 1998. The data analysis reveals that important social regulation votes are in fact more prominent during eras of divided government than during unified party control. This finding has potential implications for the tenor of our national politics as well as the public trust.  相似文献

Various newspaper and scholarly articles have appeared in the past few years which enthusiastically claim that a Green Islam is emerging in Indonesia. This movement is supposedly going to have a major positive impact on pro-environmental behaviour. In contrast to this optimism, on the basis of our observations of daily life in Indonesia, we question the belief that such a powerful Green Islam is emerging. We argue that, in the cases we have studied, contrary to the scholars and journalists writing about Green Islam, Muslim religious frameworks do not lead to an activist environmentalism. There is no reason to assume that Islam is a major force for pro-environmental behaviour, and we are therefore doubtful about the potential of Green Islam. Many people, however, interpret their diverse interactions with the environment in religious terms, and Islam does certainly support and legitimize behaviour which is good for the environment, albeit more in the form of unforeseen side-effects.  相似文献

This article attempts to answer the puzzle of why, amongst undemocratic states, some regimes are more authoritarian than others. The author contends that differing party structures result in different authoritarian outcomes. A ruling, competitive authoritarian regime that has a party structure akin to a cadre party, or where there is little or no intra-party democracy, is more likely to be more authoritarian than a party which has intra-party democracy. The lack or absence of intra-party democracy ensures that elites remain cohesive and that there are lesser opportunities for the opposition to take advantage of divisions in the party, whereas in a party with intra-party democracy, there is a greater possibility of elite disunity, which could be capitalised on by the opposition, and there is also a greater likelihood of a different ideology being propagated by defectors from the party. The cases of the People's Action Party in Singapore and the United Malays National Organization in Malaysia are used to illustrate the author's case.  相似文献

Despite increasing polarization in the House of Representatives, preferential trade agreements (PTAs) often pass not only with, but often because of, support from both parties. What explains these patterns? When do members cross party lines to support (or oppose) trade legislation? We argue that members are both ideologically and electorally motivated. Further, we argue that the relative balance of these incentives varies across the membership in meaningful ways. We examine House votes on 11 PTAs and find that ideology and district trade position have independent effects on support for free trade. We also find that the effect of trade position is conditioned by the ideology of the legislator; moderates are more responsive to their constituents' interests on trade.  相似文献

This article adds to the literature interrogating existing hierarchies in global knowledge production by examining the dominant research on post-1989 Central and East European (CEE) environmentalism. Analyses of CEE environmentalism have predominantly relied on concepts and organizational models generated by research on environmental activism and politics conducted in Western contexts, resulting in negative assessments of CEE as lacking environmental engagement. This article proposes to re-think CEE environmentalism, arguing for a more positive perspective that takes into account the various traditional practices and informal outdoor and nature-based educational activities that have a long history in CEE. These originated to promote everyday pro-environmental behaviours that are motivated by a desire for authenticity, ethical living and personal integrity. While often overlooked by both Western and CEE observers alike, these forms of CEE environmentalism are strikingly compatible with the everyday material and ‘post-postmaterial’ environmentalism recently promoted by Western-based political theorists.  相似文献
