With the changing nature of warfare and the increasing awareness of the specific gender dimensions of war and peace, the international legal framework has been expanded to address the particular challenges faced by women in conflict and post-conflict contexts. This process culminated in 2000 with the first United Nations document to explicitly address the role and needs of women in peace processes: United Nations Security Council Resolution (UNSCR) 1325 on women, peace and security. Thirteen years on, this article assesses the extent to which Australia's stated commitment to women, peace and security principles at the level of the international norm has translated into meaningful action on the ground in the Regional Assistance Mission to Solomon Islands (RAMSI). The analysis shows that despite it being an ideal context for a mission informed by UNSCR 1325, and Australia being strongly committed to the resolution's principles and implementation, the mission did not unfold in a manner that fulfilled Australia's obligations under UNSCR 1325. The RAMSI case highlights the difficulty in getting new security issues afforded adequate attention in the traditional security sphere, suggesting that while an overarching policy framework would be beneficial, it may not address all the challenges inherent in implementing resolutions such as UNSCR 1325.  相似文献

United Nations Security Council Resolution 1325 on ‘Women, peace and security’, passed in 2000, reflects a recent growth in women's peace activism. Women's resistance to violence is widely believed to be a mobilizing factor in both local and international peace movements. This provokes questions around essentialism and violence of concern to feminists: are men inherently territorial and aggressive, and women naturally nurturing and peaceable? Or is the behaviour of both conditioned by particular local configurations of social relations of power? This contribution reviews these questions in the light of the experiences of women's peace organizations. It concludes that essentializing women's roles as wives, mothers and nurses discourages their inclusion as active decision makers in political arenas, as well as overshadowing the needs of other disadvantaged groups. Rather than seeing war as the violation of women by men, we should recognize that men and women are each differently violated by war.  相似文献

As the number of de‐stabilized regions of warfare or post‐war conditions worldwide continues to grow, this article investigates how civilians survive in the context of a civil war. It analyses livelihood strategies of farmers in the war‐torn areas of Sri Lanka, using an analytical framework based on a revised form of DFID's sustainable rural livelihoods approach, placing particular attention on the institutional reproduction of household capital assets in the war economy. The author delineates a three pillar model of household livelihood strategies focusing on how households (1) cope with the increased level of risk and uncertainty; (2) adjust their economic and social household assets for economic survival; and (3) use their social and political assets as livelihood strategies. Empirical evidence comes from four case study villages in the east of Sri Lanka. Although the four case studies were very close together geographically, their livelihood outcomes differed considerably depending on the very specific local political geography. The role of social and political assets is essential: while social assets (extended family networks) were important to absorb migrants, political assets (alliances with power holders) were instrumental in enabling individuals, households or economic actors to stabilize or even expand their livelihood options and opportunities. The author concludes that civilians in conflict situations are not all victims (some may also be culprits in the political economy of warfare), and that war can be both a threat and an opportunity, often at the same time.  相似文献

This article investigates the politics and social impact of post‐war ‘respacing for peace’ strategies in Burundi from within a set of contested spatial arrangements — or rather, post‐war socio‐spatial experiments — including peace villages, IDP site clearances and land sharing. The author takes a critical look at these reconfigurations, and the resistances and manipulations that result when people (or their remains) are moved or placed in the name of coexistence, integration and sharing after the war. In this way, the article contributes to a post‐conflict planning literature that is mostly concerned with overcoming segregation and cleansing through integration, by exploring some of the complexities and problems that can arise with unquestioned embrace of the latter. It shows that a very particular and problematic logic of ethnic coexistence and physical integration drives post‐war respacing in Burundi and that people resist it with strategies in both physical and reflexive space. Proceeding through a set of paradoxes — such as the refusal to return and staying put, or re‐emigration as a response to settling — the article explores how and why respacing‐for‐peace might produce, or fail to prevent, the opposite outcome: community conflict, social tension and segregation.  相似文献

This article examines the effectiveness of the EU's use of trade to induce peace in Libya during Gaddafi's final ten years in power, between 2001 and 2011. During this period, the EU implored and reiterated through rhetoric, policy and the exchange of goods and services that trade was to be used as a tool to maintain peace and prevent conflict. Indeed, this peace‐through‐trade assumption is at the heart of the EU, which was founded on the notion that economic interdependence ameliorates potential causes of conflict. Initially, this article embeds its argument in the theory concerned with the relationship between trade and peace, followed by tracking the development of the EU's policy. The main body of the article then provides evidence which goes against the assumption that the trade–peace relationship is positively correlated. Specifically, it is argued that the EU's peace‐through‐trade policy failed in this instance due to the fact that it failed to take into account the Libyan context: namely, the Middle Eastern state's ethnographic and historical makeup; the weapons of mass‐destruction programme and the subsequently induced sanctions; Gaddafi's rule and attempts at reform; as well as the 2011 conflict. All these factors amalgamated to ongoing conflict in Libya during Gaddafi's final decade in power despite EU–Libyan trade continuing to take place during this timeframe.  相似文献

Feminist philosophy can make an important contribution to the field of genocide studies, and issues relating to gender and war are gaining new attention. In this article I trace legal and philosophical analyses of sexual violence against women in war. I analyze the strengths and limitations of the concept of social death—introduced into this field by Claudia Card—for understanding the genocidal features of war rape, and draw on the work of Hannah Arendt to understand the central harm of genocide as an assault on natality. The threat to natality posed by the harms of rape, forced pregnancy and forced maternity lie in the potential expulsion from the public world of certain groups—including women who are victims, members of the 'enemy' group, and children born of forced birth.  相似文献

SUMMARY: War and conflict has been well represented in Post-Medieval Archaeology over the last 50 years with a range of research exploring the archaeology of conflict in the modern world. The aim of this article is to review themes of war and conflict as presented in Post-Medieval Archaeology and to track the changing nature of their scope and focus, such as the move towards an increasingly multidisciplinary approach encompassing all aspects of human conflict. By highlighting key articles and innovative research, this article also reflects on the impact and influence of the journal on the burgeoning discipline of conflict archaeology.  相似文献

ABSTRACT. This article examines attitudinal differences and similarities among ethnic groups in conflict‐affected societies. Conventional wisdom tells us that societies that have experienced violent struggles in which individuals of different ethnic groups have (been) mobilized against each other are likely to become polarized along ethnic lines. Indeed, both policy‐makers and scholars often assume that such divisions are some of the main challenges that must be overcome to restore peace after war. We comparatively examine this conventional wisdom by mapping dimensions of social distance among 4,000 survey respondents in Bosnia‐Herzegovina and the North Caucasus region of Russia. The surveys were carried out in December 2005. Using multidimensional scaling methods, we do not find patterns of clear attitudinal cleavages among members of different ethnic groups in Bosnia‐Herzegovina. Nor do we find patterns of clear ethnic division in the North Caucasus, although our social distance matrices reveal a difference between Russians and ethnic minority groups.  相似文献

This article investigates the implications of women’s exclusion for the nature and durability of peace processes, and whether factors that undermine peace consolidation post-settlement might be prevented through more inclusive peacemaking. It examines the Sudan-South Sudan peace process that produced the 2005 Comprehensive Peace Agreement, the roles women played in peacemaking and their exclusion from official negotiations, and the sources of insecurity post-CPA. South Sudan’s peace process shows that the exclusion of women can be understood as a canary in a coal mine: a highly visible marker of the broader exclusivity of such processes, and the complex dynamics of elite capture in war and peace processes. Women’s exclusion was the product of the region’s political marketplace, in which power and authority is secured by elites through violence and bargaining, to the exclusion of other groups. By understanding exclusion as a deliberate strategic tactic that extends from war into peacetime, I argue that the exclusion of women is not the reason why peace processes fail in and of itself, but rather the product of elite ownership of peace processes and the structure of many peace processes that facilitates and rewards such ownership, with serious consequences for the sustainability of peace post-settlement.  相似文献

The war in Afghanistan (1978 to the present) is one of the longest and bloodiest wars in modern history. From the early 1980s war intensified between the Leftist regime and the opposition Mujahideen and touched the life of every citizen. Bombardments, rockets and landmines killed and injured hundreds of thousands of civilians and caused massive displacement. Women were the direct and indirect targets of the war; some women lost members of their immediate family, others were displaced and emigrated, some were raped, and others were enslaved and sold. Thus trauma and mourning mark the lives of the majority of Afghanistani women. Given the political nature of the conflict—with superpowers and regional powers behind the warring sides—and the nature of socio-cultural bonds that required women to keep silent, how did women deal with these traumas? One of the areas in which this can best be seen is in women's literature—most notably narrative works. These works, in which the authors were themselves either victims or witnesses, voice women's resistance to the war and portray war and its consequences for ordinary women's everyday lives. In the narrative works of Spozhmai Zaryab (the pioneer of the anti-war fiction in Afghanistan), women and trauma are multi-dimensional. In some of her short stories women mourn publicly; in others, women cope with war and resist it by whatever means available to them. In others, women visualize war, invasion and destruction of all socio-cultural bonds. Women are transformed by a profound change, including in their perception of gender relations.  相似文献

The 2001 conflict in Afghanistan has attracted a great deal of international controversy. The impact of the conflict on Afghanistan's children has been no exception. The research conducted by the United Nations and child protection organisations on the experiences of Afghan children throughout the conflict paints a bleak picture. Accounts of children being directly targeted, accidently killed, abducted, actively fighting in armed groups, denied humanitarian assistance or simply struggling to be healthy, happy, educated and secure amid this conflict are a reminder that conflict devastates children's lives. However, while this research demonstrates that children are often war's innocent victims, the ways in which this research is narrated, particularly by belligerent parties to the conflict, are far from innocent. This article examines the political manipulation of research on Afghan children affected by armed conflict. It argues that Afghan children and their experiences have become a powerful moral symbol that is used by belligerents to advance political, military and strategic agendas.  相似文献

This article examines the spatial construction of gender roles in a time of war. During a period of armed conflict both women and men are perceived as beings who exemplify gender-specific virtues. The relationship of gender and identity in this case is a paradoxical one: war-usually a catalyst of change-can often become an agent of conservatism as regards gender identities. This conservatism can be seen in the wartime spatial relegation of women to the private/domestic realm. When a society is in armed conflict there is a predisposition to perceive men as violent and action-oriented and women as compassionate and supportive to the male warrior. These gender tropes do not denote the actions of women and men in a time of war, but function instead to re-create and secure women's position as non-combatants and that of men as warriors. Thus, women have historically been marginalized in the consciousness of those who have researched the events of war. This article is largely based on interviews I conducted in the fall of 1993, in an Irish Catholic community in Belfast, Northern Ireland. I will offer both female and male interpretations of what women did and how they were affected by the upheavals of the Irish Nationalist struggle in Northern Ireland.  相似文献

Carl Schmitt emphatically rejected intermediate formations between peace and war. Analysing Schmitt's oscillation between the domestic and the international, the article suggests that the notion of ‘intermediate state’ provides a vital route to the core of Schmitt's political theory. The concept emerges in Schmitt's analysis of the Rhineland crisis, recurs in his vehement critique of Weimar pluralism, and, finally, reappears in his theory of modern war from the Third Reich to the Cold War. ‘Intermediate state’ has both qualitative and temporal aspects; it connotes not only categorical confusion and impurity but also instability and limited duration. Despite his criticism, Schmitt himself utilised the ambiguity, polysemy, and normative ambivalence of the intermediate state in his argumentation, finally giving it an open theological reinterpretation in his later work. Schmitt's theory of political conflict, consequently, is problematically bound to the vague intermediate state of perpetual conflict that he sought to avoid, and to the metaphorical aspects of the notion of battle that he explicitly rejected.  相似文献

There has recently been a resurgence of interest in the art of diplomacy, fuelled by the growing popularity of the idea of 'soft power'. This article reviews three books key to this revival, all of which argue that a transformed and revitalized diplomacy can and should play a positive role in international politics. One calls for diplomats to overcome their traditional reserve and become 'guerrillas' fighting for human security, peace and development; another for a broader and deeper engagement with 'public diplomacy'—the practice of speaking to foreign peoples rather than just foreign sovereigns. The last favours a return to inherited diplomatic wisdom now half-forgotten. While welcoming this renewed concern for diplomacy, this review article argues that its place in contemporary international politics is perhaps less secure than the works reviewed allow. The 'management of legitimacy'—the central task of diplomats—is a much more difficult task than is often acknowledged.  相似文献

Since the warring parties to South Sudan's civil war (2013–15) signed a peace agreement in August 2015, South Sudan has endured a series of setbacks and clashes that have threatened the fragile peace process. This article examines many key factors affecting the peace process, including rampant corruption, military factionalism, gross human rights abuses and ineffective foreign intervention/pressure. It shows that the past and present failure to structure accountability at the institutional level drives the instability and distrust that has limited the political dialogue and consensus needed to implement the peace deal. To frame this issue of accountability, the article distinguishes between core (essential) and peripheral (self‐serving) objectives of promoting accountability. In doing so, it seeks to devise and apply the logic of this dynamic of accountability and to explain the unexpected outcomes of South Sudan's conflict. It argues that, rather than transforming the conditions and hostile relations of South Sudan's situation, international demands for accountability continue to fuel the volatile tensions between international authorities and the various factions inside the Sudan People's Liberation Movement/Army (SPLM/A). The central conclusion the article draws is that instead of signifying the official beginning of the end of the conflict, the peace agreement has wedged itself between the core and peripheral objectives of accountability, thereby setting the stage for further stalemate and increasing distrust among domestic and international authorities.  相似文献

The forces of climate change and globalization are transforming the Arctic, tightening the links between this seemingly remote region and the world at large with regard to matters of environmental protection, sustainable development, and the pursuit of peace. This has triggered an explosion of both popular and scholarly interest in the far north. Much of the resultant literature is marked by persistent expectations that the Arctic will become the scene of escalating jurisdictional conflicts, resource wars, a new great game and even armed clashes during the coming years. Yet as the books considered in this review article make clear, these expectations are greatly exaggerated; there is much to be said for the proposition that armed conflict is less likely to occur in the Arctic than in most other parts of the world anytime soon. What is needed is an alternative paradigm to provide a basis for understanding the significance of the profound changes now eroding the old order in the Arctic and establishing a basis for framing innovative governance arrangements capable of ensuring the future of the Arctic as a zone of peace.  相似文献

This article begins to examine the history of economic and social ideas launched or nurtured by the United Nations (UN). In 1999, the United Nations Intellectual History Project was initiated, to analyse the UN as an intellectual actor, and to shed light on the role of the UN system in creating knowledge and in influencing international policy‐making: this article is based on the first five books and the oral histories from that Project. The starting point is that ideas may be the most important legacy of the UN for human rights, economic and social development, as well as for peace and security. For the authors, this ‘intellectual history’ provides a way to explore the origins of particular ideas; trace their course within institutions, scholarship, and discourse; and in some cases evaluate the impact of ideas on policy and action.  相似文献

This article examines the role of the Islamic State of Iraq and Syria's (ISIS's) beheading videos in the United Kingdom and the United States. These videos are highly illustrative demonstrations of the importance of visual imagery and visual media in contemporary warfare. By functioning as evidence in a political discourse constituting ISIS as an imminent, exceptional threat to the West, the videos have played an important role in the re‐framing of the conflict in Iraq and Syria from a humanitarian crisis requiring a humanitarian response to a national security issue requiring a military response and intensified counterterrorism efforts. However, this article seeks to problematize the role and status of ISIS's beheadings in American and British security discourses by highlighting the depoliticizing aspects of reducing a complicated conflict to a fragmented visual icon. The article concludes by emphasizing the need for further attention to how the visibility of war, and the constitution of boundaries between which acts of violence are rendered visible and which are not, shape the political terrain in which decisions about war and peace are produced and legitimized.  相似文献

After the fall of Saddam Hussein's regime in April 2003 many women supported the process of transition and became active in political parties and coalitions. A wide range of groups were also formed which pursued women's rights agendas and, in many cases, included a call for peace and reconciliation and charity activities for women and children. However, female political action and the field of women's rights remain divided by the same multiple boundaries of belonging which affect Iraqi society itself; women operate in specific ethnic and denominational, local and regional settings, and they support nationalist, secularist, left‐wing or Islamist agendas. Women's rights—whatever the direction—can be of major or minor concern. This article outlines female political action and draws attention to the key issues which are discussed, in particular, by secular feminists in Iraq. In so doing, the article highlights how women in Iraq have not only lost, as a wide range of observers argue, but have also benefited from the restructure of the political landscape. Female political activists are still faced with old and new social, cultural, legal and political obstacles. The article argues that when women support narratives that leave men's superiority untouched, they are not simply victims of men or ‘false consciousness'; women either compete and cooperate, or they reject ideological narratives and power relations, while pursuing agendas of individual interest. Yet, despite competition among women and women's groups, and women's loyalty to agendas controlled by men, radical overtones that resist male domination can be heard— and should be supported.  相似文献
