This article reviews contemporary heritage management through a systematically coded content analysis at one of Malaysia’s UNESCO World Heritage Sites: the Archaeological Heritage of the Lenggong Valley (AHLV). It evaluates the competency of the preliminary Conservation Management Plan (CMP) of AHLV by looking at the accuracy of five distinctive dimensions of the CMP in conveying the information about the sites and management objectives: the legislation related to the heritage conservation and management; the action and implementation of the management strategies; the level of stakeholder’s participation; and, finally, how the CMP integrates local values and ideas into management planning. The results show that contemporary heritage management planning at Lenggong Valley tends to prioritize the conservation of the archaeological values of the sites over other values (i.e. social, historical, and aesthetic values), and that planning has largely been in the hands of governmental agencies with limited involvement from local communities in the decision-making process.  相似文献

Abstract

The predicted impacts of climate change on cultural heritage are likely to be dynamic and complex. Understanding the potential risks at site level is vital to ensure that appropriate adaptation and mitigation measures are put in place. There is, however, a dearth of tools and methodologies suitable for use by heritage managers. In this paper the potential of vulnerability analysis for site-based assessment is explored. A six-step vulnerability framework, adapted for cultural heritage, is illustrated utilizing material from two case-study sites (Brú na Bóinne and Skellig Michael). The implementation of each step in the proposed framework is demonstrated to aid those wishing to apply the method in practice. The ‘values based’ approach taken is suitable for a wide range of cultural heritage including landscapes, monuments, and buried archaeology. The six-step framework and the utilization of indicators provide a method that allows comparison between sites and yet is sufficiently flexible to account for localized concerns. The framework will aid decision makers with planning and prioritization.  相似文献

Abstract

Public folklore’s dialogic engagement with communities incorporates methodologies for sharing representational and interpretive authority, collaborative programme development, mutually constructed modes of presentation and stakeholder participation in policy-making. While recognising that heritage interventions inevitably involve power asymmetries, public folklore seeks to mitigate and diminish these imbalances as it develops approaches to enable communities to present their culture on their own terms. This paper explores dialogic public folklore practice through community self-documentation projects, folklife festivals, government folk arts funding programmes and a project promoting places of local cultural significance. It provides examples of the integration of multiple roles of public folklorists as scholars, administrators, producers of folklore presentations and government heritage officers. Public folklore praxis achieved through the integration of these roles is seen as a potential model for critical heritage studies praxis for scholars who are advisors and researchers in intangible cultural heritage (ICH) initiatives. Critical heritage scholars involved with ICH can learn from how public folklorists engage with communities and foster cultural self-determination. For public folklorists, collaboration and increased dialogue with critical heritage scholars could foster greater awareness of hegemonic discourses, reconceptualisation of the social base of ICH and recognition of the pitfalls of fostering economic development through heritage.  相似文献

Abstract

International heritage doctrine and the Operational Guidelines (OG) for the Implementation of the World Heritage (WH) Convention discourage the reconstruction of cultural heritage. Only ‘exceptional circumstances’ justify this practice, namely armed conflicts and natural disasters. The UNESCO WH Committee recently expressed its support for the reconstruction of damaged WH properties in view of such circumstances and requested the development of new guidance to address this timely issue (Decisions: 39 COM 7 and 40 COM 7). Guidelines will be prepared and provided to the Committee accordingly (Decision: 41 COM 7). We can therefore foresee revisions and additions to Paragraph 86, which is currently the only guideline in the OG, deemed ‘inadequate’ by the Committee. This research paper brings into focus the status of reconstruction in WH policy formulation and takes a normative position. Drawing on document analysis and the most up-to-date studies, I argue that its status should formally shift from exceptional case ruled out a priori to conservation treatment ruled in. I encourage a fruitful international exchange of ideas among a broad interdisciplinary readership to contribute to policy-making. Readers who dispute my position, no less than those who support it, may come to see reconstruction in a different light.  相似文献

This paper considers the term critical in the unfolding formulation of critical heritage studies. It argues for a shift in emphasis from the subject of our effort to the object of attention, in other words focusing primarily on the critical issues that face the world today, the larger issues that bear upon and extend outwards from heritage. To that end, the paper presents two key directions. It suggests much is to be gained from tackling the uneasy relationship that currently exists between social science and humanities-based approaches to heritage and the professional conservation sector oriented by a scientistic materialism. Second, there is a need for heritage studies to account for its relationship to today’s regional and global transformations by developing post-western understandings of culture, history and heritage and the socio-political forces that actualise them.  相似文献

Perhaps the most challenging heritage management issue since the beginning of the modern conservation movement relates to religious buildings and sites. This paper investigates approaches to the management of religious heritage buildings and sites in Osogbo, a multireligious Nigerian city, through the perspectives of various stakeholders. These stakeholders include the State, and its role in formal legislation and enforcement, the religious authorities as heritage owners and decision-makers, local communities’ understanding of heritage, and expert opinions about the properties. Drawing on physical observations, ethnographic assessment methods and secondary literature, the paper demonstrates how decisions taken by political leaders to construct a secularised national heritage have shaped the community’s cultural heritage perceptions, alienated from religious connotations. This selective use of the past gave heritage owners a free hand in decision-making about conservation, without taking into consideration historic and architectural/artistic values. This article engages with the Association for Critical Heritage Studies Manifesto which argues that heritage studies is in need of a complete renovation. We do so by looking back to two earlier moments. The first when museum studies also called for a renovation, drawing on those experiences as potentially instructive for the immediate future of heritage studies. The second a debate within cultural studies on the value of engagement with the world outside of academia to achieve the discipline’s political aims. Thus, while agreeing with the questions posed by the Manifesto, we argue that rather than casting the terms of the debate in a way that positions the professional field as needing renovation from without, we might do better by fostering a more ‘organic’ sense of intellectual work, one that values engagement and collaboration rather than critique for its own sake. Our conclusion points to the importance of the teaching of heritage studies as a potential site for such a practice as well as more collaborative models of research practice.  相似文献

Recently, the UN Special Rapporteur in the field of cultural rights has stated that the intentional destruction of cultural heritage is a violation of cultural rights. The Rapporteur examines a timely issue but bases her statement on narrow understandings ‘heritage’ as irreplaceable and ‘destruction’ as ideologically motivated and aggressive. This reinforces hegemonic ideas about heritage and what constitutes its destruction. In this article, I discuss the case of Bagan in Myanmar to illustrate the limitations of the Rapporteur’s statement. In Bagan, whether and how ‘heritage’ should be protected has been the topic of controversy. By implication what is – or is not – considered intentional destruction is contested. Ambiguity about the meaning of cultural rights, the dissonant nature of heritage, the subjectivity of destruction, and complex multi-layered motivations behind ‘destructive’ practices make overarching statement about the destruction of cultural heritage and cultural rights violations too bold and call for more nuance and contextualised research.  相似文献

This paper addresses the feeling of being at home in time and in place through fieldwork carried out in Mostar, Bosnia and Herzegovina from 2015–2016. Such feelings are needed after a war resulting in geographical displacement as occurred during the breakup of Yugoslavia. This paper argues for the need to see beyond only spatial factors for the ‘making of home’, and therefore considers temporal factors through the role of the heritage in forming narratives, which combine temporal and spatial relations. Alternative narratives to those of ethnic separation are taken into consideration, and it is argued that a sole focus on division may further enforce it rather than lead to its reduction. A sense of disassociation to the current city of Mostar and its narratives has led to the construction of narratives of home within a different time-period (pre-war Mostar). In turn, this may cause nostalgia, passivity, and an ‘othering’ of the newcomers to Mostar. However, there are also cases of employing such a narrative actively in order to envision an alternative future beyond ethnic separation. So far, the institutions working with the heritage of Mostar have not addressed these issues, thus possible ways forward are suggested.  相似文献

ABSTRACT

In this paper, we explore the ‘Preservation/Heritage Values/Management’ triptych, and we propose a new method for addressing the values attributed to cultural heritage sites. Combining multidisciplinary and cosmopolitan approaches, we propose a way of moving beyond the traditional lens of assessing significance within the imposed categorical framework of ‘aesthetic, historic, scientific, social or spiritual values’. We provide an example of our new approach through a worked case study in the Maloti-Drakensberg Park World Heritage Site (South African section). Our case study concerns the values associated with the world famous San (Bushman) rock art of this mountain area. Through a thematic analysis of data collected in this area from 2009 to 2017, six cross-cultural interest points are identified and are discussed. Building upon the history of values-based heritage management, we argue that our multidisciplinary and cosmopolitan method is transferable and can be applied to heritage sites around the world. It can facilitate the construction of heritage management plans that are more in tune with local actors and that will therefore prove to be more effective and sustainable.  相似文献

During the last decade, we have witnessed an increased interest in Ecosystem Services (ES), including the so-called ‘cultural ecosystem services’ and its subcategory of ‘cultural heritage’. In this article, a review of academic literature of ES and cultural heritage is carried out. ES has primarily been developed by scholars from the ecological and economic disciplines, and in this article, we discuss how this impacts the way in which cultural heritage is used and conceptualised in ES literature. Based on the conceptual review, we initiate a discussion of what the implications for cultural heritage management could be if the heritage sector adopts the rationales in the ES framework.  相似文献

ABSTRACT

In recent years an interest in ‘critical heritage studies’ (CHS) has grown significantly – its differentiation from ‘heritage studies’ rests on its emphasis of cultural heritage as a political, cultural, and social phenomenon. But how original or radical are the concepts and aims of CHS, and why has it apparently become useful or meaningful to talk about critical heritage studies as opposed to simply ‘heritage studies’? Focusing on the canon of the 1980s and 1990s heritage scholarship – and in particular the work of the ‘father of heritage studies’, David Lowenthal – this article offers a historiographical analysis of traditional understandings and approaches to heritage, and the various explanations behind the post-WWII rise of heritage in western culture. By placing this analysing within the wider frames of post-war historical studies and the growth of scholarly interest in memory, the article seeks to highlight the limitations and bias of the much of the traditional heritage canon, and in turn frame the rationale for the critical turn in heritage studies.  相似文献

The objective of this study is to establish a methodology for temporary protective structures, that is, the guidelines for planning, design, and implementation of future protective structures. The basic method of this paper was the observation and analyses of temporary protective structures as well as the evaluation of the results achieved in implementation of these rules in completed structures, within the Hilandar Monastery complex on Mount Athos, in Greece. Mount Athos was inscribed on the UNESCO World Heritage List for its cultural and natural values. The Holy Mount Athos is a unique monastic complex in the world and only males are allowed past the entrance. Having performed the evaluation of certain types of temporary protective structures, the given results were offered as recommendation for their design and implementation. The most significant accomplishment of this paper is verification of the designed, calculated, and completed protective structures through practical application within the Hilandar Monastery complex, in accordance with all the factors of site management.  相似文献

Increasingly, archaeologists are opting for on-site examination, reinterment, and in situ preservation of underwater cultural heritage sites as the first option in the management of sites at risk, as opposed to the more traditional excavation, recovery, conservation, and display/storage methods. This decision will inevitably be based on significance assessment, degree of perceived risk, and resourcing issues. However, long-term monitoring must become an integral part of these management programmes in order to quantitatively evaluate the effectiveness of the in situ preservation techniques employed. In 2012 the Australian Historic Shipwreck Preservation Project (AHSPP) was awarded a large Australian Research Council (ARC) Linkage Grant, enabling ten partner organizations and three Australian universities to collaborate in one of the largest multi-organizational maritime archaeology projects to be undertaken in Australia to date. One of the major aims of the project is to develop a protocol for the excavation, detailed recording and reburial of significant shipwrecks under threat, fostering a strategic national approach for the management of underwater cultural heritage (UCH) sites at risk. Two historically significant shipwreck sites that are considered under threat were chosen for this longitudinal comparative study — the Clarence (1850) located in Port Phillip Bay, Victoria; and the James Matthews (1841) which lies in Cockburn Sound, Western Australia. Both sites have been preserved in situ using two very different but innovative remediation strategies. More importantly, long-term monitoring programmes have been implemented on both sites, which will characterize changes in the reburial environment and the effect on the reinterred materials. In this way, the efficacy of both in situ preservation techniques will be systematically tested, providing a comparative analysis of practical protocols for the long-term protection and management of underwater cultural heritage.  相似文献

According to Daniel Kahneman’s theory of loss aversion in behavioural economics and decision theory, people tend to prefer strongly avoiding losses to acquiring gains of the same value. A recently proposed alternative explanation of the same behaviour is inertia. In this paper, I am heuristically transferring these observations from the realm of economics to the realm of cultural heritage. In the cultural heritage sector of the Western world there has long been a preference for avoiding losses over acquiring gains of the same value. Maintenance of the status quo of cultural heritage is typically perceived as being superior to loss or substitution. However, social anthropologist Tim Ingold recently advocated a view that challenges this preference for loss aversion by considering both people and buildings as something persistent, continuously re-born, and constantly growing and going through a process of ever new creative transformations. By appreciating heritage objects as persistent and continuously being transformed in ongoing processes of change, growth and creation, the preference for loss aversion can be averted and a more dynamic view of cultural heritage be adopted that is better able to work through cases and examples like those presented in this paper.  相似文献

European cultural heritage is discussed with affective rhetoric in current European Union (EU) policy discourse. How does affect contribute to the meaning-making of a European cultural heritage and how are the workings of affect used by the EU to promote certain meanings of heritage and effect thereupon? The analysis focuses on recent promotional videos of sites awarded with the European Heritage Label by the EU. In the videos, affective textual, visual, audible, and narrative tropes intertwine with the tropes of EU policy rhetoric, increasing its capacity to impact and ‘move’ the receivers. The ethos of a European cultural heritage in the videos is based on a paradox: the history of the several sites is in various ways intertwined with extreme agony, violence, hatred, oppression, and injustice. However, the stories of the sites in the videos turn their legacy into a positive ethos of conquering these negative extremes and cherishing their positive opposites: freedom, justice, solidarity, and peace. The affectivity of the videos prepares the receivers to adopt their political aim: support for the EU and European integration. The analysis indicates how affect has a key role in producing an impression of the irrefutability and choicelessness of EU politics.  相似文献

遗产本质上具有伦理性,在历史主义保护传统中隐含着以传承为中心的伦理向度;同时,当代遗产保护运动中"人类遗产"理念和传承共同责任,又提升了遗产的公共性,揭示出了遗产保护中的当代共享向度。在历史主义保护占据主导地位的情况下,当代人在遗产面前的主体共享诉求相对不足,近些年国际国内对这种现象有较多的批评和反思。在需要满足当代人共享愿望又不能废弃传承伦理向度的情况下,创新保护理念和方式,在利用中实现"文化再生产"也许是文化遗产保护的有效途径。  相似文献

Rock art conservation has developed hand-in-hand with the increased pace of tourism, yet the two activities tend to remain in opposing camps. Policies and guidelines have been developed for cultural heritage and cultural tourism and there is a widely accepted range of principles in place, but a theory of sustainable rock art tourism is only in its infancy. To mature, the discipline needs research into the interaction of key elements that affect the long-term conservation of frequently visited rock paintings and engravings in their original setting, as well as consideration of social and economic factors that drive tourism and the public interest in rock art.  相似文献
