ABSTRACT

Deindustrialisation contributes to significant transformations for local communities, including rising unemployment, poverty and urban decay. Following the ‘creative city’ phenomenon in cultural policy, deindustrialising cities across the globe have increasingly turned to arts, culture and heritage as strategies for economic diversification and urban renewal. This article considers the potential role that popular music heritage might play in revitalising cities grappling with industrial decline. Specifically, we outline how a ‘cultural justice approach’ can be used within critical heritage studies to assess the benefits and drawbacks of such heritage initiatives. Reflecting on examples from three deindustrialising cities – Wollongong, Australia; Detroit, USA; and Birmingham, UK – we analyse how popular music heritage can produce cultural justice outcomes in three key ways: practices of collection, preservation and archiving; curation, storytelling and heritage interpretation; and mobilising communities for collective action.  相似文献

Heritage sites and museums play a significant role in the production and legitimization of historical knowledges and social identities. The potential for these institutions to act in ways that maintain deep‐rooted inequalities in the relative power of social groups has long been noted by academic commentators. A critique of the role of museums in reproducing ‘official’ histories is now well established. In this paper we explore new ways of conceptualizing and empirically exploring the production and politics of museum histories. By tracing the historical development of museums, we explore the power play between individual actors and institutions involved in production of the museum, and the multi‐vocal histories and landscapes which result from the interaction between these actors. We illustrate these arguments through a case study of Ellis Island Immigration Museum in New York Harbor.  相似文献

This article examines the responses of established residents to contemporary physical and social changes in Richmond, British Columbia, a Vancouver suburb that has received a considerable number of ethnic-Chinese immigrants over the past decade. In the metropolitan Vancouver context, recent considerations of immigrant reception at the neighbourhood level have focused on the critical reactions of 'white', European-origin residents in upper-middle class areas to local immigrant settlement and housing stock transformations. These studies have given rise to conflicting interpretations of the relationship between immigration and neighbourhood landscape change, the motivations behind resident protest and, in particular, the definition of their responses as racist. Drawing from extended interviews with fifty-four long-term Richmond residents, I attempt to provide a broader account of immigrant reception as a supplement to works that have revolved around housing issues and 'white' resistance. I also critique the way that the term racism has been used to describe resident reactions to immigration-related changes, calling for researchers to be more reflexive and explicit in their application of the concept.  相似文献

The 1965 Race Relations Act was the first legislation directed towards outlawing racial discrimination and racial incitement in Britain; but it has been almost universally criticised as weak, narrow and ineffectual. This article focuses on an area not adequately discussed in the existing literature—the debate about, and impact of, replacing initial criminal sanctions with American-styled conciliation and civil remedies, and subsequent creation of conciliation machinery. It argues that the protracted process of forming this Board had a greater impact upon the Act’s success than has been previously acknowledged, as it demonstrated the bipartite lack of desire to address the politically unpopular issue of race and immigration, thus creating further disillusionment towards the British state. Rather than being the ‘last step’ in such legislation, as desired by many at the time, its weaknesses and limitations stimulated criticism and increased political action, leading to subsequent broader legislation in future years.  相似文献

In 1877, Frank Wilson, an African American man, was executed for murdering a white tramp in Harrisburg, Pennsylvania. This article examines the trial, punishment, and press reporting of the case in the evolving context of race and criminal justice in post-Civil War Pennsylvania. It presents three main findings. First, it documents evidence of racial discrimination and wildly disproportionate rates of African American arrest and imprisonment in Harrisburg and surrounding counties comparable to earlier research focused on the largest northern cities. Second, it shows that views on law enforcement were diverse within both white and black communities and shaped by the exigencies of local and national party politics. Third, it makes the case that African American experiences of law enforcement in northern states are better understood as part of a national criminal justice culture than in distinctively regional terms.  相似文献

In this paper I ask how might environmental justice studies scholarship be recast if we consider the phenomenon of environmental injustice as a form of criminalisation? In other words, since environmental injustice is frequently a product of state‐sanctioned violence against communities of colour, then what are the implications of reframing it as a practice of treating those populations as criminally suspect and as deserving of state punishment? Moreover, how are the targets and survivors of environmental injustice/racism enlisted in generative ways that resist that criminalisation and support abolition? I answer these questions through a consideration of how struggles inside and outside of carceral spaces represent urgent and timely opportunities to rethink the possibilities of environmental justice theory and politics by linking them to practices and visions of abolition ecology and critical environmental justice.  相似文献

Over the past 15 years social movements for community food security, food sovereignty, and food justice have organized to address the failures of the multinational, industrial food system to fairly and equitably distribute healthy, affordable, culturally appropriate real food. At the same time, these social movements, and research about them, re‐inscribe white, patriarchal systems of power and privilege. We argue that in order to correct this pattern we must relocate our social movement goals and practices within a decolonizing and feminist leadership framework. This framework challenges movement leadership and scholarship by white people who uncritically assume a natural order of leadership based on academic achievement. We analyze critical points in our collaboration over the last four years using these frameworks. Doing so highlights the challenges and possibilities for a more inclusive food justice movement and more just scholarship.  相似文献

Abstract

Extant literature on the U.S. Sanctuary movement of the 1980s mainly facilitates an understanding of the movement as part of liberal religious resistance to the Reagan-Bush Administrations' policy in Central America. However, I argue that Sanctuary should also be understood as pivotal to church involvement in a longer lineage of social activism that can be called immigrant advocacy. Church-based immigrant advocates (CBIAs) were in short supply until the end of World War II, when Christian clergy and laity used biblical calls for hospitality to argue for the admission of thousands of displaced persons from Europe. Over the next quarter-century, many CBIAs provided services to political refugees admitted under State Department criteria. But as CBIAs grew frustrated with double standards in refugee admissions, they began to develop discourses legitimating hospitality work outside of a nation-state framework. In tracing the history of church-based immigrant advocacy, Sanctuary indexes the juncture at which many Christian organizations widened their operations beyond the standard of sovereignty to accommodate undocumented refugees as well as immigrants motivated by economic need.  相似文献

There is a rich, but unacknowledged, heritage of rural subalterns, crofters, in Scandinavia. A Swedish-Norwegian interdisciplinary research-network investigated the most prominent category – the remains of crofts. Due to industrialisation, urbanisation and the modern welfare state, the institution of crofting was abolished, and many crofters left for opportunities elsewhere. The welfare state transformed a landscape of living and working people into a one filled with relicts mostly from the nineteenth century. Although numerous and important to local citizens, these sites fall outside the authorised heritage discourse (AHD) in terms of both research and heritage management. This paper takes an environmental justice perspective to challenge the AHD. Three themes are in focus: (1) bringing out the history of a subaltern and marginalised group of people; (2) promoting crofts as heritage of importance to local citizens and demanding complex management due to the various historical narratives and risks; (3) considering the crofting landscapes in relation to the (economisation) framing of heritage in development processes, especially in relation to fair development in present rural communities.  相似文献

Abstract

Although there are many migration theories that purport to explain why people migrate, many theologies and ethics of migration rely on neoclassical migration theory, which views migration solely as the result of poverty and unemployment in sending countries. This paper reviews various migration theories in order to argue that Catholic social teaching on migration has primarily relied on neoclassical theories of migration. This over-reliance on neoclassical migration theory has led to flawed policy recommendations and ethical analyses.

Christian ethics must respond to the reality of migration as described by migration systems theory, which suggests that migration systems are actually initiated by the policies of receiving countries, primarily colonial and organized guest worker recruitment. The ethical principles required to respond to migration are not only benevolence and hospitality. Christian ethics must begin by seeing migration as a problem of exploitative relationships between citizens and migrants.  相似文献

Geographers have recently progressed the debate on NIMBYism by demonstrating that opposition to new development is frequently motivated by white residents' desire to exclude non-white groups. In this paper, I extend this argument by exploring community opposition to a proposed accommodation centre for asylum seekers in Nottinghamshire (UK). Herein, I detail a rhetoric of opposition that ignored the multiple origins and ethnicities of asylum seekers to depict them as an undifferentiated Other group. Though local campaigners rarely referred directly to their own 'whiteness', I argue their campaign can only be understood within a racialized problematic, constituting an attempt to defend the privileges of an 'unmarked' whiteness against the imagined threat of a racialized Other. In conclusion, I argue that studies of NIMBYism must take careful account of the contingency of racial identities if they are to effectively contribute to the geographic literature that seeks to de-centre white privilege.  相似文献

The “Plantationocene” has gained traction in the environmental humanities as a way of conceptualizing the current era otherwise nominated as the Anthropocene, Capitalocene, or the Chthulucene. For Donna Haraway, Anna Tsing, and their interlocutors, the concept suggests that our current ecological crisis is rooted in logics of environmental modernization, homogeneity, and control, which were developed on historical plantations. This paper argues that, while there is indeed a need to analyze the ways in which the plantation past shapes the present, current discussions of the Plantationocene have several crucial limitations. Here, we focus on two: first, the current multispecies framing conceptualizes the plantation largely as a system of human control over nature, obscuring the centrality of racial politics; and second, the emerging Plantationocene discussion has yet to meaningfully engage with the wide variety of existing critiques of the plantation mode of development. Thus, we draw on a deep well of Black geographic and ecological work that provides a powerful challenge to the ongoing colonial–racial legacies of the plantation, prompting consideration of white supremacy, capitalist development, and (mis)characterizations of what it means to be human. These approaches not only reveal a more nuanced and comprehensive analysis of the role of the plantation in current global crises but also highlight ongoing struggles and the possibilities of ecological justice in the future.  相似文献

As the organizers of an event on women in the global city, we wanted to create a forum exploring the intersections of class, gender and other forms of inequality that fracture ‘global Chicago’. In the panelists' discussion of the intersections of struggles relating to housing, education and environmental justice in Chicago's particular version of the global city, we found evidence of lives disrupted by neoliberal trends, as well as possible sites to contest these disruptions. These struggles reverberate to shape a new urban vision, as the academics and activists assembled for our panel aim not just to work on the local issues of specific women, but to create a city in which work is well compensated, housing is affordable for everyone, schools educate all children well, all neighborhoods are safe both from crime and environmental pollutants, and everyone has the time to fully engage as active citizens of the city.  相似文献

Abstract: This paper addresses student volunteering as an important socio‐cultural trend which is generally taken for granted and un‐interrogated. We explore tensions inherent in the practice and articulation of higher education student volunteering, via biographical narratives of contrasting student volunteers and employ Rose's (1993, Feminism and Geography: The Limits of Geographical Knowledge, University of Minnesota Press) theory of “paradoxical space” to unpick and understand these narratives, as this has proven a generative approach to re‐conceptualising students’ engagement with universities and communities. Building on this theoretical approach, we propose a new conceptual framework to analyse students’ learning and understanding of social justice through volunteering. This framework contrasts reproductive altruism, or volunteering which reproduces social inequalities, with a deconstructive form that provides students with resources to recognise and challenge power relations and inequality in society.  相似文献

In recent years, there have been many political and economic debates in Hong Kong, and heritage conservation has been used as a political and economic weapon by some members of the community. Based on participant observation and in-depth interviews, this paper analyses how buildings of a small street built in the 1950s were constructed as ‘heritage’, and how a community heritage discourse was used by a group of local residents (Kiefang), university students and professionals to object to the urban renewal project led by the Hong Kong government. In this context, heritage was used to obtain political rights and to express anger against the increasing gap between the rich and poor of Hong Kong. Though the immediate objectives of this group were not achieved, the protest process empowered a group of local residents, and has marked the commencement of a politicalized heritage conservation movement in post-colonial Hong Kong.  相似文献

Over the last 40 years museums have become important sites to understand the politics and poetics of heritage management, display, and knowledge production. The books under consideration here all help demonstrate how museums as relational entities—containing dynamic relations between persons and things, as well as generating them—are emergent processes. Each work helps demonstrate why museums in their many guises remain critical terrains for the negotiation of identity, history, and culture in the push for more collaborative accounts of our world and the circulation and display of things.  相似文献

A new dataset created from the first 18,000 savings accounts opened (from 1850 to 1858) at the Emigrant Industrial Savings Bank in New York City is described. The bank was founded by Irish Americans, and most of its depositors in its first decade of operations were recent Irish immigrants. The data offer a unique window on both savings behavior by the poor and not-so-poor in antebellum New York and on how emigrants who came primarily from rural parts of Ireland adapted to urban life. They also contain much that is new on the regional origins of mid-nineteenth century Irish immigrants and on their settlement patterns in New York.  相似文献

This paper theorises the spatialisation of White supremacy through the siting and expansion of a US immigrant detention centre, the Northwest Detention Center (NWDC). This case reveals the spatial relationship between the detention centre’s displacement with the Seattle‐Tacoma region’s increasing wealth, highlighting the role of detention and incarceration in the spatialisation of White supremacy. If White advantage maps onto whiteness as property, then White supremacy maps onto interlocking systems of settler colonialism and racial capitalism that dispossess people of colour of land and turns their bodies into devalued pollution sinks, where the less‐than‐citizen is forced to live on Tar Pits that they cannot even call “home”. Since 2014, detained immigrants’ activism has fuelled conversations about the punitive nature of administrative immigrant detention, racial profiling, and the city’s responsibility to enforce health, safety and environmental regulations for all residents. Through the stories of detainees, deportees and their co‐conspirators, this site fight illustrates how abolition ecologies call for tearing down toxic detention centres. Beyond rejecting White supremacist logics in immigration enforcement, abolitionists make freedom as a place together.  相似文献
