In the 1960s, flexibility was often seen in planning literature as a negative feature, whereas today it is perceived by planners and policy-makers as a positive asset to cope with the challenges of growing complexity, opportunism and diversity in cities. The discussion seems to rest between two approaches. While planning should be flexible to facilitate a non-linear and multi-layered decision-making system, implementation should not be too flexible as the public sector might lose the controlling power and the private sector might gain increasing influence in urban development. This paper uses empirical data from case-based research on British, Spanish and Dutch urban regeneration projects, and provides an analysis of the effects of an important feature of flexibility on public-value capturing. Public-value capturing is the level at which public bodies manage to make developers pay for public infrastructure—infrastructure provision, public roads and space, public facilities and buildings, affordable and social housing—and eventually capture part of the economic value increase. This important aspect of flexibility is the level of certainty about future development possibilities before negotiations between developers and local planning bodies take place.  相似文献

Local and regional governments in western European peripheral areas aim to spur leisure-led regional development. We explore planning for leisure by applying an evolutionary economic geography (EEG) approach from a complexity perspective. We identify conditions which enable and constrain leisure development and its effects on the region as a whole. This means combining the local level of individual adaptations with the institutional setting and with the regional scale. We examine the Dutch province of Fryslân and explore by means of case study analysis how current leisure development processes can be explained in a complex evolutionary manner. We explore economic novelty as a result of individual adaptations; how such adaptations through interactions create emerging spatial patterns; how these spatial patterns form self-organizing new types of order; and the way this process is dependent on previous paths whilst also creating new pathways. Our findings show that although development is dependent on individual adaptations often stemming from a few actors, for such adaptations to have an effect on the region requires a connectivity between actors and a sense of urgency amongst those actors. Using a complex EEG approach allows us to explain leisure-led regional development as the product of these conditions. This can help planners deal with the complexity and unpredictability of this process, focusing not on a desired end goal as such, but on creating the conditions in which a more autonomous development can take place.  相似文献

Development of different viewpoints/perspectives in the planning process and discussion of their empirical results will allow creation of “better land-use plans”. In this sense, one of the deficiencies met by the land-use planners is lack of decision support system that can analyse the empirical results of different viewpoints analytically. The aim of this study is to analyse impacts between planners' different viewpoints and the optimum land-uses allocation empirically and analytically. The study uses a generalized land assignment model formulated by Hanink and Cromley (1998) [Land-use allocation in the absence of complete market values, Journal of Regional Science, 38(3), pp. 465–480] that integrates the geographical information systems with multi-criteria decision-making techniques in Cesme/Izmir in Turkey. The study results indicated that the model is very useful to analyse impacts between planners' viewpoint and optimum land-use allocation.  相似文献

Abstract: This paper presents an argument for considering issues of class in analyses of communicative planning projects. In these projects, class interests tend to be obscured by the contemporary preoccupation with the class‐ambiguous category of “community”. Through a case study of a project of urban redevelopment at King's Cross in London, we conceptualize and map class interests in an urban redevelopment project. Three aspects of the planning process that contain clear class effects are looked at: the amount of office space, the flexibility of plans, and the appropriation of the urban environment as exchange or use value. These aspects structure the urban redevelopment but are external to the communicative planning process. The opposition to the redevelopment has in the planning discourse been articulated as “community”‐based rather than in class‐sensitive terms. We finally present three strategies for reinserting issues of class into planning theory and practice.  相似文献

Nowadays, cities formulate long-term strategies to address the challenges and opportunities they face. Numerous strategic plans or planning instruments are developed for this purpose. In this article, we would like to examine the role, impact and relevance of these types of plans in decision-making processes concerning urban development projects (UDPs) in the Flemish Region of Belgium. To what extent do strategic plans succeed in capturing and steering the complexity of spatial interventions in contemporary urban contexts? We argue that a complexity-acknowledging perspective provides a more realistic and adequate view here by seeing strategic plans as only one among many elements in the set of tangled inter- and intrastrategic processes which together determine UDPs. A comparative and qualitative case study was carried out in the city of Kortrijk. The decision-making of three UDPs was studied thoroughly. Interviewing key actors and analysing policy documents helped us to (re)construct the complex decision-making processes and to stipulate the meaning of all involved formal plans and planning tools.  相似文献

Many empirical studies on large municipalities, ranging from thousands to millions of inhabitants, have helped shape the knowledge of sustainability management in developed countries. However, issues and approaches specific to micro-municipalities with fewer than 1,000 inhabitants have been relatively less covered. In this context, this study presents an empirical content analysis of sustainability-related instruments used in the 487 smallest municipalities of Quebec. A total of 1,962 instrumental documents were identified, and their characteristics (e.g., accountability-based vs. informative-based approach) and scope (e.g., land-use planning and pollution reduction) were assessed. The results are threefold. First, informative-based instruments (e.g., flyers and project presentations) are generally preferred to those with accountability mechanisms (e.g., policies and plans). Second, 90% of the municipalities address sustainability issues, but in pieces and parsimoniously rather than comprehensively; hence, initiatives vary significantly from one municipality to another. Third, because of their mandatory nature, initiatives such as sorted waste collection and pro-environmental zoning are common among municipalities. In contrast, non-mandatory services such as transportation planning have only a few adopters. These findings have policy implications for urban sustainability management in micro-municipal organizations.  相似文献

The article introduces the concepts of robustness and flexibility into the discussion on spatial quality to unpack the approach adopted by the Dutch province of Friesland in pursuit of their ambition to stimulate spatial quality. The analysis of how robustness and flexibility are manifested in Friesland, respectively the capacity to counteract negative impacts on spatial quality and the capacity to progress to more enhanced forms of spatial quality, reveals a multi-component, dynamic and selective approach. Multi-component refers to the combination of regulations, the building of purposeful organizations and teams and deliberate actions to influence spatial development projects and plans. It is dynamic because the approach is adapted to the dynamics of the multilevel governance system wherein the province and its actions are embedded. It is selective because spatial quality is reduced to a limited set of factors, decision-making is done by a selected set of actors and some measures tend to address a limited set of themes. The findings suggest that stimulating spatial quality strongly depends on how spatial quality is conceptualized and formalized in the arena of politics and planning, negotiated in multilevel decision-making processes alongside decisions on whether to make resources available for this purpose.  相似文献

This paper is about the many pitfalls in the decision-making process on mega-projects, and how to deal with them. I present first a summary of the pitfalls, derived from hands-on experience and recent publications on large-scale projects in transport infrastructure. Then I explain how experts and the author of this contribution think these pitfalls should be tackled. Finally, I formulate some conclusions and recommendations. The basic idea behind the recommendations is that the decision-making process on mega-projects could be defined as a learning process, in which many stakeholders are involved. As early as possible alternatives have to be considered and options have to be maintained to guarantee flexibility, which enables the initiators to cope with changing markets, a changing political landscape, new technologies and new insights. Although not an exhaustive picture of all potential pitfalls and remedies is presented, I expect that the presentation adds to the knowledge on mega-projects and will assist an adaptive decision-making processes.  相似文献

Abstract

This article gives insights into an inter- and transdisciplinary research approach designed to enhance the planning of climate change adaptation responses at urban-regional level. What makes interdisciplinary approaches to adaptation action unique is its ability to unravel the complexity of climate change and the interwoven processes it entails. It is the planning aspect here that makes stakeholder involvement crucial. Hence in contemporary climate change research the science-policy interface takes centre stage, generating response capacity and exchanging ‘usable’ information with decision-makers within the framework of a transdisciplinary approach. Climate action plans and climate adaptation strategies, for example, have the potential to unite sectors and levels of decision-making around an integrated planning approach. This article discusses the challenges and constraints of the inter- and transdisciplinary research approach developed for a Metropolitan Region of Santiago de Chile (MRS).  相似文献

This paper explores the scope to bridge top-down and bottom-up perspectives on spatial planning by drawing on EU-funded action research in relation to rural settlement planning in Northern Ireland. The empirical work is located within a review of planning theory that exposes a long running tension between the technocratic stances of government planners and the aspirations of engaged citizens. It demonstrates the operation of a large group planning methodology that delivers community preference with environmental responsibility as a participatory input into planning policy formulation. Abstract

Since conservation became a recognized discipline, professionals involved in conservation projects have tried to find the best criteria for their interventions. Often these criteria remain quite vague, based on the idea that every historic building has its own special conditions, which make its problems different from other buildings. This conviction, which is appropriate at one level, has serious consequences due to the lack of a consistent methodology. More than a lack of criteria, we might talk about a lack of 'habit' in identifying values in the Mediterranean region: the concept of values is much more widespread in Anglo-Saxon countries.

If we take a look at the history of conservation, there are a number of cases which are often used as models: for example, the Colosseum or the Arch of Titus in Rome, both interventions which are greatly admired and included in many conservation manuals. More recently there are projects which are widely accepted by the heritage conservation community as well: the paper explores the Palace of the Partal (Granada), the Villa Romana del Casale (Piazza Armerina), the theatre at Orange, and the Insula Orientalis I in Herculaneum. In this article, I suggest that there are constant elements within these conservation projects, reflecting typological, structural, constructional, functional, aesthetic, formal, historical, and symbolic values. These features represent a way of planning a conservation project and a critical methodology to judge the outcomes of the project in an objective manner. The methodology is qualitative rather than quantitative. All historic buildings have a set of values developed from their origins and throughout their history. These values can be analysed to extract the most important elements to be preserved. Analysing the values of our built heritage will allow us to create better decision-making processes.  相似文献

The paper offers a theory-based evaluation of the ongoing reforms in the Finnish spatial planning regime. The paper argues that Finnish planning is moving in a reactive and market-driven direction. This development is not being brought about solely through a direct decrease in public discretionary powers in planning, but is also unfolding indirectly through a process of rescaling in the spatial planning regime. These processes increase municipal autonomy in relation to other planning scales, despite problems observed in the municipality-centred market-driven planning orientation. The resulting reduction in manoeuvring room in public planning is conceptualized in the paper as expanding vacuums of strategic planning. Building on concepts from the literature on state transformation theory and scale theory, the paper draws together theoretical and empirical conclusions from several case studies conducted in close-to-administration projects.  相似文献

In Germany, land consumption for settlement and transport development amounts to 100?ha/day, thus significantly exceeding the goal set by Germany's sustainability strategy, which aims at reducing the rate of the expansion of built-up areas to 30?ha/day by the year 2020. Increased orientation of local authorities and stakeholders towards the promotion of economic competitiveness, complex interrelations between actors involved in planning, substantial planning autonomy of Germany's local administrative units, as well as stronger democratic norms in planning, render a traditional linear planning scheme obsolete. The federal administration and publicly funded research institutions therefore opted for a non-legislative approach aiming at the production of a body of methodologies, which would engage participation processes and deliberative decision-making. The name being a German acronym for “Research for the Reduction of Land Consumption and for Sustainable Land Management”, this collaborative national programme gathered a number of planning actors who have framed the complex topic of sustainable land use into a series of manageable, fundable and adjustable projects which take into account multiple spatial and time scales. This paper emphasizes the elements found within REFINA which lead the way towards a strategic communication-based, integrated and multilevel approach to dealing with land consumption.  相似文献

There is a growing tendency to conceive of hunter-gatherer adaptations as points on a yardstick, with foragers at one end and collectors on the other. Such a view limits our perspective and may trap anthropologists into seeing these categories as steps in an evolutionary progression. It is more productive to think of human adaptation as an N-dimensional space, with individual cases occurring at the intersections of the various dimensions. When this viewpoint is taken, it becomes clear that a search for a single dimension in archaeological data that can be used to characterize all prehistoric adaptations is unlikely to be fruitful. This paper explores the multidimensionality of hunter-gatherer adaptive behavior and reviews those archaeological manifestations that are empirically or logically linked with various dimensions of three components of adaptation: mobility, predation, and technology. Those manifestations with the greatest potential for characterizing prehistoric hunter-gatherer adaptive strategies are identified as measures of mobility type, frequency, stability, scheduling, demography, and range; predation mode, breadth, and scheduling; and the time budgeting and storage dimensions of technology. A subset of these measures is evaluated by comparing assemblages from the late prehistoric Columbia Plateau with expectations derived from ethnographies written on the same local area.  相似文献

Abstract. Recent natural and manmade disasters have had significant regional economic impacts. These effects have been muted, however, by the resilience of individual businesses and of regional markets, which refers to the inherent ability and adaptive responses that enable firms and regions to avoid potential losses. Computable general equilibrium (CGE) analysis is a promising approach to disaster impact analysis because it is able to model the behavioral response to input shortages and changing market conditions. However, without further refinement, CGE models, as well as nearly all other economic models, reflect only “business‐as‐usual” conditions, when they are based on historical data. This paper advances the CGE analysis of major supply disruptions of critical inputs by: specifying operational definitions of individual business and regional macroeconomic resilience, linking production function parameters to various types of producer adaptations in emergencies, developing algorithms for recalibrating production functions to empirical or simulation data, and decomposing partial and general equilibrium responses. We illustrate some of these contributions in a case study of the sectoral and regional economic impacts of a disruption to the Portland Metropolitan Water System in the aftermath of a major earthquake.  相似文献

Although environmental assessment (EA) has been applied to large resource and infrastructure projects in developing countries, recent innovations in EA concepts, processes and tools have facilitated its application to small projects focused on basic human and livelihood needs. This paper describes innovations in the application of EA to community projects implemented by Canadian nongovernment organizations and their partners in sub‐Saharan Africa. Innovations include: (1) the dovetailing of environmental constructs in neopopulism with a conceptual shift in EA toward participatory, transactive planning; (2) assessment methodologies adapted from participatory rural appraisal; (3) development of grassroots EA capacity; and (4) linkage of community EA with project planning. Community EA is demonstrated for five cases involving agriculture and charcoal retail in Uganda, water supply and flood control in Niger and integrated rural development in Zambia. Future prospects and challenges include cultural adaptation, community empowerment through realignment of power relationships, mutual development of local and national EA capacity and increased training and resources for enhancing grassroots EA capacity .  相似文献

An enlarged Europe is addressing the challenge of territorial cohesion on the basis of a disciplinary and operative framework formed by a number of evolving documents and provisions to be applied and developed at different administrative and planning levels. Rapid and profound changes have occurred in previous decades as far as institutional framework, the role of actors and issues to be tackled are concerned, within a re-scaling process of territorial governance. In this context, small territories can take advantage of European funds, but experience a hard confrontation with the market economy and supra-local visions, use of resources and infrastructure projects. A decisive role, in many countries, has been gained by regional authorities, which must mediate among various territorial levels, institutions and actors involved in a multilevel governance process. The paper focuses on spatial and regional/territorial planning processes among the European dimension, Member States and regions, on the basis of a case study conducted in Northern Italy. The aim is to determine the role of European spatial planning as a “learning machine” [Faludi, A. (2008) European Territorial Cooperation and Learning, disP 172, (1/2008), pp. 3–10.] able to support processes of mutual learning and cooperation, overcoming the attitude of compliance to upper level schemes and financial programmes rather than innovating usual procedures and territorial planning.  相似文献

The departure point for the paper is the need to scrutinize previously unconsidered dimensions which are fundamental to understanding the dynamics of the planning enforcement system. Drawing upon emerging themes in regulation theory the paper fuses these with knowledge constructs. The rationale is that the regulatory regimes must be informed by knowledge imparted from a range of sources and the resultant quality of decision making in pursuit of remedies is inextricably linked to the robustness of the evidence base collated. The theoretical analysis, coupled with radical legislative changes, provides a lens for an empirical investigation which scrutinizes tactics, strategies, operational mechanisms, attitudinal dimensions and ethics with a view to identifying the key factors impacting upon enforcement efficacy. Prizes and pitfalls are identified in the course of the analysis and evaluation, with evidence-based remedies suggested where appropriate. The paper concludes by reflecting on the importance of theoretical synergy and epistemological advancement, taking cognisance of ethical and attitudinal challenges facing the planning profession; and, brings to book those who flagrantly breach the Code of Professional Conduct.  相似文献

The article contributes to the discussions of the relationships between planners and the local community, with a focus on the intervention of the planner in reaching reflexivity and just decisions. In spite of the commonly acknowledged phenomenon of local communities that protest against “unwanted” risk facilities, the principal contradiction in the problem formulation between their lifeworld and the structure of modern institutions has received little attention. This is the focus of the following case study, which explores the communicative activity of the local community within a planning process of mining in a new EU member state. In the theoretical section, I discuss the theory of Habermas to re-investigate the widely criticized foundations of communicative planning. I approach the statements of Habermas with the help of Luhmann to reveal that their different viewpoints may be complementary rather than oppositional. The empirical analysis focuses on the lifeworld of the affected community members and the decision-making process by institutions. The analysis reveals preconditions embedded deeply in the planning process that prevents community members from the introduction of their vision of the issue.  相似文献

The availability of deepwater survey technology allows researchers to work more readily in waters beyond conventional diving limits and makes possible an increased number of historical shipwreck projects. Several deepwater historical wreck sites are being investigated, some are being archaeologically mapped, and a few are even being excavated. Conducting a deepwater archaeological project to acceptable archaeological standards requires extensive and complex pre-investigation planning; otherwise, valuable data could be lost, as well as expensive ship and sub time wasted. High-resolution geophysical survey data must be a part of this planning process. Utilization of this type of data gives the planning scientists a better overall understanding of the site, which is essential in formulating valid field methodology. Drawing on examples from actual deepwater projects, this article discusses why high-resolution geophysical data is essential to the planning process, the means and methods used to collect the data, and how this data is integrated into the planning process to produce a feasible field project plan.  相似文献
