Central Cities as Engines of Metropolitan Area Growth*   总被引:1,自引:0,他引:1  
The paper analyzes the role of central cities as engines of economic growth in their metropolitan area. We wonder if there are increasing returns to central city growth at the metropolitan level arising from the positive externalities associated with the unique features of central cities. To answer this question we analyze the causality between the economic growth of Spanish central cities and the growth of the other jurisdictions belonging to their metropolitan area (i.e., the suburbs). The analysis uses population and economic activity data for a sample of 28 Spanish metropolitan areas during 35 years. We use a Vector Error Correction Model (VECM) framework to estimate long‐run equilibrium relationships between the growth of central cities and their suburbs. The combination of panel data and a VECM is an innovative approach that is still being developed in econometrics. The results suggest that central city growth has a long‐run positive effect on the growth of the suburbs. We also inquire as to whether or not this positive effect depends on the size of the central city. The results suggest that the effect is much higher in the case of the largest cities, but that it is also important in the case of the smaller ones.  相似文献

Abstract

The literature repeatedly stresses the role of knowledge-intensive business services (KIBS) as a provider of knowledge and information to other businesses and organizations. KIBS simultaneously promotes, mediates and enables client innovation. This investigation mainly seeks to link KIBS to the analytical structure of concepts, including regional innovation systems, knowledge exchanges and innovation patterns. This investigation interprets the role of KIBS as that of a knowledge intermediary that mediates and transmits knowledge among actors. This study also clarifies the mechanism of knowledge exchanges in different geographic innovation systems. The analytical results obtained by this investigation are applied to analyse the intermediary functions of KIBS in various metropolitan areas in southern and northern Taiwan. This investigation demonstrates variations in how KIBS act as knowledge intermediaries, and that these variations depend mostly on industrial cluster patterns, the dominant innovation patterns at their locations and the birth of sustainable KIBS. KIBS in large/core metropolitan regions, thus, are initially based on science, technology and innovation industrial activities, and further closely resemble doing, using and interaction industrial activities. Consequently, more informal learning processes, such as local buzz and discussion/competition relations, tend to develop in such regions.  相似文献

Metropolitan cities are undergoing a major spatial and environmental transformation. The proliferation of business districts, corporate headquarters and international hotels is prompting a massive verticalization and densification of land use, which is affecting the urban environment and infrastructure in a number of ways. Nowhere are urban environmental pressures so accentuated as in Third World metropolitan cities. Here the rush to gain a competitive edge in the global economy, in order to attract multinational firms and become a ‘global city’, is leading to an inconsistent urban policy framework in which development policies frequently clash with environmental policies. This article explores the environmental complexity of Third World metropolitan cities, focusing on the cases of Beijing and São Paulo. After a conceptual review of the relationship between globalization, cities and urban environmental problems, it examines how globalization is prompting spatial and environmental transformations in both cities; looks at the dichotomy between development policies and environmental policies by analysing the instruments in place; and investigates the role of globalization vis‐à‐vis urban sustainability issues.  相似文献

SUMMARY: The archaeology of modern cities has grown enormously over the past half-century, driven in large part by developer-funded urban renewal. This activity has utilized a diverse array of methodological approaches, research paradigms and scales of analysis — a diversity increasingly reflected in the pages of Post-Medieval Archaeology. In this paper, we review the development of urban archaeology, with a particular focus on material remains from the past two or three centuries. We emphasize the role played by commercial archaeology and the growing importance of community engagement, along with changing theoretical models and the emergence of new analytical technologies.  相似文献

This paper reviews recent research on the changing spatial structure of Australia's major cities from the early 1990s, concentrating on (a) the location of employment and journey to work patterns, (b) the changing nature of housing, and (c) patterns of residential differentiation and disadvantage. The paper argues that the 1990s was a watershed decade during which some taken‐for‐granted aspects of Australian urban character experienced significant change. It then examines the latest generation of strategic planning documents for these major metropolitan areas, all published between 2002 and 2005, and argues that there is a mismatch between the strategies’ consensus view of desirable future urban structure, based on containment, consolidation and centres, and the complex realities of the evolving urban structures. In particular, the current metropolitan strategies do not come to terms with the dispersed, suburbanised nature of much economic activity and employment and the environmental and social issues that flow from that, and they are unconvincing in their approaches to the emerging issues of housing affordability and new, finer‐grained patterns of suburban inequality and disadvantage. Overall, the paper contends that current metropolitan planning strategies suggest an inflexible, over‐neat vision for the future that is at odds with the picture of increasing geographical complexity that emerges from recent research on the changing internal structure of our major cities.  相似文献

This article examines the link between cities and culture from the point of view of the production of cultural goods, including media products. It focuses on the institutional structure of present-day cultural production and the media industry and on their geographical organization at the local and global levels. The cultural economy is a prime mover for globalization processes in the urban system, in which cultural production clusters act as local nodes in the global networks of the large media groups. The models frequently used to analyse the global city system will be supplemented and partially modified by an empirical analysis of the 'world media cities'. The analysis of the world media cities enables those locations to be identified, from which globalization in the spheres of culture and the media proceeds and is 'produced' in practical terms. Global city research has predominantly emphasized the role of advanced producer services—in contrast this article concludes that for the process of globalization the globally operating media firms are at least as influential as the global providers of corporate services, because they create a cultural market space of global dimensions, on the basis of which the specialized global service providers can ensure the practical management of global production and market networks.  相似文献

High-skilled groups are regarded as a key asset for economic growth and urban development and are thus increasingly targeted by cities. Within this context, the paper analyses the effects of urban decline and intra-national migration trends on cities. The impact of both processes on population development varies considerably between cities and regions and calls for micro- and macro-level policy responses. The contribution focuses on the local impact of the (out-)migration of higher-skilled groups and addresses the research questions: how do local stakeholders and decision-makers evaluate the consequences of the out-migration of highly qualified residents and how are they responding? Our analysis combines the findings of two research projects and draws mainly on qualitative data. The case studies are located in Germany and comprise three medium-sized cities outside of major agglomerations and three large cities within metropolitan areas. The six cities share the common characteristic of urban decline as a result of structural change and have been experiencing population decline. While medium-sized cities lose the highly skilled after they complete schooling, larger old industrial cities lose them after they complete higher education degrees. The paper discusses the implications of intra-national migration for these cities.  相似文献

Recent studies on urban poverty in Canadian cities suggest a growing spatial concentration of poor populations within metropolitan regions. This article assesses trends in the intra‐urban distribution of the poor population from 1986 to 2006 in eight of Canada's largest cities. We consider five well‐known dimensions of segregation, as identified by Massey and Denton (1988) , in order to examine changes in the spatial distribution of poor populations within metropolitan areas: evenness, exposure, concentration, clustering, and centralization. These indices were calculated for low‐income populations at the census tract level using data from five Canadian censuses. Although each metropolitan area has distinctive characteristics, we were able to identify some general trends. The results suggest that, in 2006 compared to 1986, low‐income populations lived in more spatially concentrated areas, which were, at the same time, socioeconomically more homogeneous and more dispersed throughout the metropolitan area. In addition, we observed that over the last twenty years areas of poverty have been located, for the most part, in neighbourhoods adjacent to downtown cores. Nevertheless, we found that poverty has mostly increased in suburban areas located outside inner‐city neighbourhoods. Growing socioeconomic homogeneity and dispersion of low income areas in metropolitan areas reveal new spatial patterns of urban poverty distribution. These findings should be cause for concern as social isolation in the most disadvantaged neighbourhoods could affect the life chances and opportunities for the residents of those areas.  相似文献

Australia's metropolitan cities have undergone significant social, economic and demographic change over the past several decades. In terms of socio‐economic advantage and disadvantage these changes, which are often associated with globalisation, wider economic and technological restructuring, the changing demographics of the population and shifts in public policy are not evenly dispersed across cities, but represent a range of often contrasting outcomes. The current paper develops a typology of socio‐economic advantage and disadvantage for locations across Australian metropolitan cities. More specifically, the paper takes a range of Australian Bureau of Statistics data and uses a model‐based approach with clustering of data represented by a parameterised Gaussian mixture model and discriminant analysis utilised to consider the differences between the clusters. These clusters form the basis of a typology representing the range of socio‐economic and demographic outcomes at the local community level.  相似文献

This paper reports a preliminary investigation into the economic efficacy of two spatial frameworks—English Core Cities and the Northern Way—recently promoted by national policy makers. We ask whether they are consistent with contemporary economic process in the UK space economy through analyses of commercial multi-city law firms. The latter are treated as an “indicator sector” to define the contemporary UK space economy as practised by law firms. Within this new space of flows, the location strategies of the law firms do confirm the salience of the Northern Way (as trans-Pennine corridor) and Core Cities as part of a larger UK metropolitan space of flows. Conflating the two spatial frameworks leads us to identify hints of a rebalancing of London within a metropolitan UK space. A Manchester polycentric mega-city region is found to be the likely candidate for this role. This finding in no way impinges on London's dominant global role, and we conclude that perhaps mutuality between London and provincial cities is beginning to replace past negative dependency relations.  相似文献

In Europe, cross-border cooperation in spatial planning has intensified in recent years. Organizations with varying institutional characteristics have emerged in urban areas that cross a national border. They deal with problems stemming from the cross-border situation. The institutional and spatial aspects of organizations on the sub-national level in nine European cross-border metropolitan regions are compared in this article. The analytical concept of metropolitan governance applied here takes into account the simultaneous existence of different cross-border organizations as well as their spatial and functional relationships. Subsequently, this article assesses the impact of governance on spatial planning in two cases, Basel and Lille, where institutional changes occurred on the sub-national level between 2000 and 2010. The way organizational and spatial attributes of new forms of cross-border metropolitan governance influence the coordination of spatial policies is discussed here. The comparison of organizational characteristics and capacity to coordinate reveals important differences. Furthermore, comparing spatial scales shows how new cross-border perimeters are drawn along existing national territories. Organizations' competences and interests are decisive for the coordination and implementation of spatial policies.  相似文献

This article analyses French assimilation policy towards the four communes of the colony of Senegal, placing it in a new conceptual framework of ‘globalization’ and ‘post-colonial studies’. Between the end of the eighteenth and the middle of the nineteenth century, the four cities of Saint-Louis, Gorée, Rufisque and Dakar were granted municipal status, while their inhabitants acquired French citizenship. However, the acquisition of these political privileges went together with a refusal on the part of these ‘citizens’ to submit themselves to the French code civil. Their resistance manifested itself in particular in the forging of an urban culture that differed from both the metropolitan model and the Senegambian models of the independent kingdoms on the colony's fringes or the societies integrated as protectorates. This article argues that, at the very heart of this colonial project and despite its marked assimilationist and jacobin overtones, a strong project of cultural and political hybridization developed. The inhabitants of the quatre communes forged their own civilité which enabled them to participate in a global colonial culture on the basis of local idioms.  相似文献

In recent years urban entrepreneurialism has become a metropolitan strategy to cope with the challenges of an increasingly flexible global economy. Building on a debate about the problematic nature of this strategy we argue that cooperation of cities, or metropolitan cooperation, constitutes a new policy option for local actors which has the potential to overcome the negative effects of urban competition. In order to explore this potential we analyse the fundamental changes of the local state and existing cooperative efforts. This analysis shows that so far metropolitan cooperation is mainly experimental in character and a policy option that moves forward by trial and error and by learning from success and failure. We see this as partly due to a lack of an adequate theoretical framework dealing with the economics of urban systems. By way of synthesizing different academic discourses we suggest a conceptualization of metropolitan cooperation which takes into account the potential economic benefits and institutional requirements of cooperative behaviour of urban actors. Based on these considerations we establish criteria for suitable thematic fields of metropolitan cooperation and suggest forms of institutionalization.  相似文献

This article sets out to propose and apply a qualitative framework for thinking about how to analyse and compare metropolitan spatial plans in a milieu of divergent spatial planning traditions and discretionary planning practices. In doing so, the article reviews and develops an understanding concerning the institutional context, instrumental content and planning processes associated with four contemporary metropolitan spatial plans in Europe, namely those of London, Copenhagen, Paris and Barcelona. Through the results of a multiple case study and a subsequent cross-comparative analysis, the article stresses that contemporary metropolitan spatial plans tend to merge the characteristics associated with project-based and strategy-based spatial plans, thus contrasting with the typical land-use character of municipal plans and the often strategic, growth-oriented pursuit of regional plans in Europe. In this sense, the metropolitan scale is treated less explicitly as a planning scale per se; rather, it tends to emerge as a “concealed” scale between municipal and regional scales and also between local and regional knowledge in planning. Moreover, the analysis suggests that while metropolitan plans seem to converge in terms of their general themes, they cannot be ultimately “typified” in view of ad hoc variations related to their institutional contexts, instrumental contents and planning processes.  相似文献

Abstract

The Hellenistic and Roman passion for founding, or renaming, Eastern cities in honour of their rulers abated only with the decline of urban life itself under the Byzantines, although it was never entirely forgotten. The last notable example seems to be the tragi-comic career of Tralles (Aydin) as Andronikopolis or Palaiologopolis in 1278–82. But the last emperor to have notably bestowed his (or his family's) name on cities with the old gusto seems to have been Heraclius. It was perhaps part of a recognizable pattern of traits—the complex naming of his sons, the family groups on his coins, the concern for his own title, the quest for the True Cross, and the style of his victory despatch from Nineveh—in which one may glimpse in Heraclius a relentless and self-conscious sense of dynasty and historicity.  相似文献

When it comes to making planning and development decisions, the concepts of small, medium-sized, or large cities are sometimes used to adapt public policies and instruments, or even to highlight challenges that are specific to certain categories of city. In this article, we take a look at the various dimensions that can be used to characterize cities, so as to empirically test a multi-criteria approach and build a typology of Quebec cities. Using an ascending hierarchical classification, we derive 11 classes of cities, whose conceptualization and graphic representation enable us to highlight their role and, in part, to localize their polarized area. This article complements and adds to works undertaken by other researchers over the last 20 years. Although it does not aim to propose specific changes to public policies and instruments, this article may serve to inform public decision makers in the development of such policies and instruments, and to enrich academic debates on the nature of small and medium-sized towns in particular.  相似文献

Abstract

This article addresses the ethics of reclaiming moepū (funerary items) for reburial. It centres around a case involving moepū that were removed from a burial cave, conserved by the Bernice Pauahi Bishop Museum, and reburied. Most significant amongst the funerary items removed from the burial cave were four carved wood images of ancestral deities called ki 'ciaumākua and other personal possessions of highranking chiefs. To explain the traditional practice of placing items with the dead, an overview of the traditional role of moepū is provided. Two opposing perspectives in response to the reburial are then presented. The article concludes that, as with iwi kūpuna (ancestral bones), the conservation of moepū is improper and museums should support efforts to return them to their deceased owners. Only by restoring moepū, to their original context — and thereby their original function — can the responsibility of caring for the ancestors be properly maintained and higher levels of traditional cultural understanding be achieved.  相似文献

Abstract

This article aims at distinguishing recurrent population movements within the territory of the Russian Federation between urban localities of different sizes and rural areas in connection to the processes of urbanization, suburbanization, and de-urbanization. Incomplete urbanization and the strong polarization of socio-economic space in Russia have resulted in two powerful contradictory population flows: centrifugal seasonal sub- and de-urbanization and centripetal labor migration from rural and small towns to large urban centers. The article discusses three forms of recurrent population mobility in Russia: (1) daily commuting of urban and rural inhabitants within metropolitan areas; (2) commuting to large cities and their suburbs for long-term employment intervals (weekly, monthly, etc.), (3) second-home commuting to countryside dachas. Unfinished urbanization in Russia not only attracts rural and small towns’ population to major cities but also keeps it within the latter. It slows down the real de-urbanization and induces specific dachas (second-home) suburbanization/de-urbanization, with these processes being closely interrelated. An opportunity to earn money in cities together with the impossibility of moving to major centers due to expensive housing encourages households to remain in small towns and rural areas. Meanwhile, inhabited rural localities (even ones distant from cities) attract seasonal population (dachniks).  相似文献

The ever-increasing concentration of people and economic growth in the largest cities relative to the rest of the country has slowed down or even reversed in many of the developed European countries over the last decade. This trend contradicts what the global cities, urban economics and new economic geography literature would predict. This trend can be interpreted from two points of view: (1) the trend is due to large obstacles to further large city urbanization and thus is inefficient or (2) this trend highlights alternative pathways to growth than the mega-city approach and may be as, if not more, efficient. This trend may be linked to Europe's uniquely polycentric urban structure with high number of small- and medium-sized cities. In addition, improvements in the access to services, including broadband, outside large cities may have facilitated the higher growth rates of smaller centres and rural regions and increased their appeal for residents and firms. Last but not least, negative externalities in the large cities, such as congestion costs, pollution, labour crowding and high cost of living, may increase the appeal of smaller centres and rural regions.  相似文献
