This article attempts to describe the gender dimensions and aspects of agrarian transition/transformation in post-socialist countries of Central and Eastern Europe with a focus on family farms. This farming model is characterised by a conflation of labour, land, capital, management and human bonding and was promoted by the privatisation policy of post-socialist restructuring. Australia is experiencing a major drought, one that has devastated the landscape and people for up to ten years. This major disaster has accelerated ongoing rural restructuring and created changes in the way farm family members order and live their lives. Yet despite evidence that drought is a gendered experience, that is, that generally women and men experience and respond to drought differently, and despite a rhetorical move to gender mainstreaming in Australian policy circles, drought policy remains significantly gender blind. In this article I use the example of emergency support to poverty stricken farm families to show how agricultural departments that attend to a notional norm of family farming as a unitary male pursuit can actively discriminate against women in their efforts to preserve the farm and support their families. The article exposes gender mainstreaming as an ‘empty signifier’ that is contextually grounded and that its success is highly dependent on making these issues transparent. For gender equity efforts to reach women at local levels, I argue that gender mainstreaming requires international collaboration by gender specialists to facilitate greater attention to gender assessments by national bodies. It also requires national coalitions of gender expert units, women's organisations and academics to work together to expose culturally specific gendered issues and discriminatory outcomes. 相似文献

This article examines the way gender mainstreaming is interpreted by specific non-governmental organizations (NGOs) in India whose development initiatives draw upon particular ideologies of gender equality in their attempts to apply gender analysis. Its purpose is to locate and situate gender mainstreaming in the culturally specific contexts in which it is practiced to capture the complex realities in which gender policies are implemented and women are positioned to effect change. This is an important focus given that gender mainstreaming now pervades transnational governance and yet is informed by feminist analysis. Moreover, NGOs form key sites in which these policies are expected to be implemented. Of the critiques of gender mainstreaming which have emerged in the last 10 years, I examine how potentially conflicting models of gender inequality and equality take local expression and expand on the importance of framing in making gender mainstreaming meaningful by attending to indigenous interpretations of feminism and gender equality. The analysis I offer provides an ethnographic and comparative contribution to an understanding of gender mainstreaming as a contested site whose possibilities and limitations can be revealed by an attention to its feminist origins, namely a focus on context, process and identity formation. 相似文献

The supranational gender equality regime of the European Union (EU), in place since the 1990s, affects gender-related social policy including the so-called ‘gender-neutral’ policy fields such as the common agricultural policy and rural development policy. Especially, the implementation of gender equality in all policy fields through the strategy of gender mainstreaming in EU Structural Funds and Rural Development Programmes has become a key challenge for political and administrative players and stakeholders. Analysis reveals that the existing institutional, political and social barriers for an effective implementation of gender equality in rural development policy are manifold. Instead of promoting rural women's agency and empowerment, Rural Development Programmes and processes in Austria are preserving and perpetuating traditional gender roles and patriarchal structures in rural society. 相似文献

This paper considers gender mainstreaming of the EU Rural Development Programme. The EU promotes the gender mainstreaming of rural development policies because retaining women in rural areas is seen as crucial to the long-term viability of rural areas. A review of literature and scan of policy documents demonstrates that few rural development plans address gender issues, and generally only by including some separate projects for women. Little is done to address the systemic features of gender inequality and to realise inclusive developments that address the needs of all social groups. The de-politicisation of rural gender issues results in policy makers ticking the obligatory gender box without envisioning any real change in the agenda or process of rural development policy making. I argue that a more fruitful way to go forward is to re-politicise gender in rural development and to tease out at the local level how changing gender relations and rural development coincide. 相似文献

After a Coalition electoral victory in 2013, the Australian Office for Women was returned from the periphery to the centre of government. This was contrary to the expectation that women’s policy will be given greater salience under governments of the left rather than of the right. To unpack this puzzle, we examine institutional arrangements and policy directions under successive Labor and Coalition governments in Australia, including the abolition of intergovernmental bodies concerned with gender equality. We find that the influence of neoliberalism has resulted in a blurring of patterns of partisan difference over gender equality policy. There are some continuing partisan differences but also a common pattern of increased emphasis on international and regional rather than domestic policy. The notable exception to this pattern is in the area of gender-based violence. 相似文献

This article focuses on how northern non-governmental organizations (NGOs) and their partners, community-based organizations (CBOs), are ‘working’ gender after a crisis. It explores the relationship between one NGO aiming to mainstream gender and a women's CBO in a village in southern Sri Lanka after the 2004 tsunami. The gender policies of the NGO and how the CBO has co-opted these policies are analysed in terms of discourse, interdependence, power and performance. Structural and individual challenges for working gender in post-crisis situations are analyzed and the constraints for making deep reaching changes that can alter gender relations are identified. Because of differences in the conceptualization and implementation of gender policies and practices, the CBO has manoeuvred to maintain its own interests, while the NGO has experienced disconnections in working gender between organizational levels and locations of implementation. In conclusion, it is argued that for changes to take place, knowledge production on gender needs to be locally situated and sensitive to the structural conditions and power relations with which organizations and communities engage. 相似文献

This article focuses on the potential of women’s non-governmental organizations (WNGOs) for effectively addressing gender inequality in Sub-Saharan Africa. As the mainstreaming of gender and women’s issues continues to pervade global governance, scholars, and practitioners have questioned whether local WNGOs are capable of formulating projects that are relevant to the communities in which they work. One important challenge is local WNGOs’ dependence on external funding and agendas. The extensive literature on women and development indicates that there is a critical need to develop a more radical, transformative feminist agenda for women’s empowerment. The objective of this quantitative study is to test the association between WNGOs’ emergence and measures of gender inequality in Sub-Saharan Africa. It argues that while there is evidence that WNGOs’ formation represents a legitimate response to African countries’ challenges in terms of gender inequality, the institutionalization of gender within NGOs does not automatically translate into greater gender equality and women’s empowerment. This article identifies some of the gaps and limitations of gender mainstreaming initiatives within African WNGOs. Examining the heterogeneity of women’s organizing and WNGO formation in the region and gaps in development activities, this study highlights the importance of place and space in developing a progressive feminist agenda. The quantitative analysis used in this study, which highlights the uneven geographies and scales of WNGO intervention in Sub-Saharan Africa, contributes to, and calls for more geographic studies on development and gendered activism. 相似文献

Cities are rapidly transforming into complex places which traditional approaches to urban planning have difficulties to deal with. The new EU- and UN-urban agendas still lack gender-awareness concerning the supportive infrastructure of everyday life that enhances the opportunities for both women and men with different backgrounds and orientations to muddle through in the complex daily contexts. I argue that, in addition to mainstreaming gender equality as a top-down endeavour, there is a need for an expansion of engendering urban planning, which requires different ways of dealing with varying types of planning from the gender perspective. The aim of the article is to present and discuss the results of an explorative study with qualitative methods which has tested with examples a framework for engendering urban planning in different contexts. These are (1) Gender mainstreaming comprehensive urban planning (Vienna); (2) Gender-sensitive advocacy planning (Barcelona); (3) Gender+ self-organizing around urban planning & development (Helsinki); (4) Gender-aware co-governance with public, private, people-partnerships (Athens). The results corroborate the argument but lead to a new one concerning the engendering of new approaches, such as Expanded urban planning that might alleviate dealing with complexities. 相似文献

The study of migratory movements, with all their changing features in the context of post-1989 political, economic and geographical restructurings, offers a prime site for reflection on the gendered meaning/s and content of mobilities and borders. Particularly in human geography, new questions and different approaches to established themes in migration research are elaborated in this ‘era of globalisation’. Negotiations of geographical and social borders and boundaries, the speed and ease of movement, but also gender inequalities in choice and cases of immobility and/or enclosure, emphasis on agency and the importance of space and place are some such themes and questions. This article is based on research with migrant women in Athens; it follows the trajectories of an Albanian woman from Elbasan to Athens as a starting point for the discussion of gendered practices and perceptions of migration, (im)mobility and border-crossings. In these trajectories, space is involved, in its material aspects but also in terms of representations and codings. Notions of place, local/global relations and gender identities are re-worked in the efforts to set up bearable everyday lives ‘here’, while maintaining links ‘there’. At the same time, ‘here’ (in Athens) and ‘there’ (in Elbasan) come out as open and temporary while borders are (re)produced, negotiated and challenged in multiple ways and at various spatial scales. 相似文献

This article compares the interrelationships between gender, family structures and intra-family care arrangements during two markedly different periods of Albania's recent history. The first of these, the communist era, was dominated by the autocratic state-socialist regime of Enver Hoxha. In contrast, the post-communist period that followed was characterised by a kind of reactive free-for-all capitalism and high rates of both internal and international migration, the latter mostly to Greece and Italy. Families have been torn apart by this mass emigration, resulting in husbands separated from their wives and children, and older generations left behind by their migrant children. All this contrasts with family, residential and care arrangements during the communist period when not only were families generally living in close proximity, but also state welfare was available to support vulnerable and isolated individuals. Across these periods, however, the burden of care responsibilities fell almost wholly on women, despite the egalitarian ideology of the socialist era and the potentially modernising and empowering effects of post-socialist migration on the agency of women. The article provides a valuable lesson in historicising regimes of gender, family and care across dramatically contrasting social models. 相似文献

Results of analyses of the photoperiod response gene (PPD-H1) and simple sequence repeats (SSRs) in modern landraces of cultivated barley were used as evidence for the mechanism of agricultural spread in Neolithic Europe. In particular, we explored the usefulness of considering adaptive genes as indicators of past selective pressures acting on crops, during their spread through Europe. In some areas, such as the Alpine region, Britain and Scandinavia, we have evidence to suggest that the adaptation of crops to certain climatic conditions may have contributed to the timing of agricultural spread. At the northern fringes of Europe, and in higher altitude locations in central Europe, the introduction of more suitably adapted cereals may have facilitated successful agriculture to trigger agricultural expansion. This research opens up the possibility of investigating other genetic adaptations to climate, which would permit a fuller evaluation of the relative contributions of climate/crop and forager/farmer interactions in the process of agricultural spread. 相似文献

We have investigated the environmental history of human occupation and the development of agriculture in the eastern interior Lake District of Finland. The material consists of archaeological data, which is reviewed in topographical and agrogeological context, and pollen analytical evidence of agricultural indices from eight precisely dated (varved) lake sediment sequences. Before the Viking Age, archaeological evidence, consisting of stray finds, dwelling sites, and graves, is very scarce. Iron Age finds are clearly confined to the lowland environs with silty and clayey soils. During the Viking Age, the number of stray finds multiplies and the first cemeteries are established. Comparison between Viking and Crusade Period finds reveals a topographic shift toward higher locations and morainic soils. Most of the cup-stones are located on upland sites—that is, not in connection with known Iron Age sites. These are interpreted as medieval indicators of slash-and-burn farming of the fertile but stony supraaquatic morainic soils. There is pollen analytical evidence of sporadic cultivation in the area from the Bronze Age onward. Afterca. AD 700, the occurrence of cereal pollen grains becomes regular but remains discontinuous at each site until after the turn of the millennium. There is then an exponential rise in the cereal pollen rain, indicating a fully agricultural population. 相似文献

AbstractSocial norms surrounding women’s and men’s mobility in public spaces often differ. Here we discuss how gendered mobilities and immobilities influence women’s and men’s capacities to innovate in agriculture. We analyze four case studies from Western Kenya and Southwestern Nigeria that draw on 28 focus group discussions and 32 individual interviews with a total of 225 rural and peri-urban women, men and youth. Findings show that women in both sites are less mobile than men due to norms that delimit the spaces where they can go, the purpose, length of time and time of day of their travels. Overall, Kenyan women and Nigerian men have better access to agricultural services and farmer groups than their gendered counterparts. In Southwestern Nigeria this is linked to masculine roles of heading and providing for the household and in Western Kenya to the construction of women as the ‘developers’ of their households. Access and group participation may reflect norms and expectations to fulfill gender roles rather than an individual’s agency. This may (re)produce mobility pressures on time constrained gendered subjects. Frameworks to analyze factors that support women’s and men’s agency should be used to understand how gendered mobilities and immobilities are embedded in community contexts and affect engagement in agricultural innovation. This can inform the design of interventions to consider the ways in which norms and agency intersect and influence women’s and men’s mobilities, hence capacity to innovate in agriculture, thus supporting more gender transformative approaches. 相似文献

Offering a systematic comparison of the history of the differing rural gender orders that have developed in Norway and Sweden since 1750, this article considers the complex interconnections between gender and capitalist relations. It begins by highlighting the contrasts between these two Scandinavian countries’ settlement patterns, agricultural structures and rural gender orders, in spite of the similarities in their environments, social-democratic policies and commitments to gender equality. Within a theoretical framework focused on the persistence of simple commodity production by farming families within capitalist economies, it considers the gender division of labour, commodity systems, and laws of succession and inheritance as they bear upon the positions of farm women in Norway and Sweden. Tracing the development of stratification in the countryside and the history of farmers’ political activism at the national level illuminates the salient differences between these two countries’ histories from the early 19th through the late 20th centuries. This comparison demonstrates that gender as well as the mobilization of rural citizens shaped the transition to capitalism and that, in turn, agricultural and settlement policies reshaped rural gender relations. 相似文献

In East-Central Europe (ECE), the evolution of feminist geographies began after the end of state socialism. Aiming to identify individual and shared characteristics, this study outlines the development of gender/feminist geography in East-Central European countries. Providing a brief historical overview, the first part of the article substantiates the arguments that i) the evolution of feminist geography in ECE is linked to the post-socialist transition; although the fall of state socialism has removed the political, social and ideological obstacles that prevented its gaining ground, this approach is still considered to be relatively new; and ii) today, development is hindered mainly by conservative mainstream geography, which seems slower in transforming itself than in some related disciplines which have ‘embraced’ gender studies. The topics, methods and theories of feminist geography that have developed in ECE is significantly influenced by the resistance that advocates of feminist geography have to contend with from representatives of mainstream post-socialist geographies. The second part of the article presents the major characteristics of gender/feminist geography in Europe's post-socialist region, while providing an outline of the various methods used in an attempt to earn positive recognition for gender studies. The concluding section maps some lessons to be learnt on the relationship between the production of feminist geographical knowledge and post-socialism. 相似文献

The 2007 mainstreaming of URBAN raised important questions about the sustainability of its regeneration approach under the new regulatory regime, and particularly about the policy legacy left by this Community Initiative in its participating cities. Taking advantage of the recent conclusion of the 2007–2013 programming period, these questions are tackled here both theoretically and empirically. Building on the general model of Europeanization, the article posits a trade-off between local misfit with the URBAN approach and the durability of the policy change induced by the scheme. The argument is then illustrated through an in-depth study of Pescara, a mid-size Italian city that participated successfully in URBAN only to lose most of its policy innovations in the immediately subsequent programming period, when it took part in the country's mainstreamed funding scheme, the “Programmi integrati di sviluppo urbano”. With hindsight, the study suggests that URBAN was set up to fail exactly those cities with little experience in integrated and participatory regeneration that it was supposed to help the most. It also concludes that future European Union policy-making and implementation should factor in the misfit/durability trade-off to maximize effectiveness given the Union's goals as well as its involvement expectations. 相似文献
