In contrast to recent policies in the United States, immigration reform in Canada, during the past decade, has resulted in one of the most transformative periods in Canada’s immigration history. This article examines these changes, against the comparative backdrop of American inaction. These include changes affecting the three classes of legal permanent residents—economic, family, and refugee—as well as temporary foreign workers and foreign students. Canadian citizenship rules have also been refocused from citizenship as a “right” to citizenship as a “responsibility.” The article illustrates the advantages of the Canadian system, but cautions against overmanagement, centralization of decision-making power, and the loss of Canada’s welcoming reputation. The Canadian system, while not perfect, is efficient and should be able to successfully adjust to future problems that arise, provided that the Canadian public has sufficient input in policy decisions. Given a more complex and cumbersome US immigration policy system, comprehensive immigration reform is not likely to occur if partisanship prevails.  相似文献

Considering that the United States and Canada are neighboring North American countries with fairly similar liberal democratic political cultures, their immigration policies are noticeably different. While US policies prioritize family reunification, Canadian policies favor labor demands and employability. This difference reflects the varying degrees to which the public influences their respective immigration policies. Examining contemporary immigration policies of the United States and Canada, this paper compares the role of public opinion in each, and argues that public opinion plays a more prominent role in immigration policies in the United States than it does in Canada. This observation is due in part to the partisan nature of the US political structure and to the cohesiveness among immigrants, particularly Latinos. Canada, in contrast, favors a policy of multiculturalism that empowers immigrant groups and limits individual groups’ capacity and inclination to dominate policy decisions.  相似文献

This paper explores assumptions made and measurement approaches in the nuanced pathway between enacted state immigration policies and the outcomes they affect in Latino immigrant communities. Scholars across a variety of fields have found that contemporary state immigrant policymaking is associated with outcomes in immigrant communities including political engagement, mental and physical health, access to education, and labor opportunities. In this paper, we explore questions of how state immigration policies produce these and other outcomes. Much of this literature relies on the assumption that members of the immigrant communities are aware of the state policies being enacted, yet few quantitative studies of the effects of state immigration policy contain measures of both policy and of perception. We seek to determine the extent to which Latino immigrants are aware of state immigrant policymaking to help determine whether state immigration policies are a valid approach to measure perceptions of the immigration policy environment in Latino immigrant communities. Additionally, we explore alternative measures of immigration policy. Our findings are particularly relevant to policymakers and immigration scholars as the contemporary political environment has helped to fuel anti‐immigrant sentiments and rhetoric contributing to Latinos’ perceptions of the state immigrant policy environment.  相似文献

ABSTRACT. Countries of immigration are generally faced with a dilemma: they wish to accept immigrants for economic purposes, but also to restrict immigration for ethnonational reasons. This is especially true in ethnic nation‐states, where immigration is seen as a threat to ethnonational unity more than in civic nation‐states. However, in recent decades, various ethnic nation‐states have adopted immigration policies that have encouraged their diasporic descendants born and raised abroad to return to their ethnic homeland. Ethnic return migration apparently solves the immigration dilemma by providing ethnic nation‐states with a much‐needed unskilled labour force without causing ethnonational disruption because the immigrants are co‐ethnic descendants. After comparing ethnic return migration policies in European and East Asian countries, this article analyses the development of such policies in Japan and their eventual failure to solve the country's immigration dilemma. As a result, Japan (and other ethnic nation‐states) have imposed restrictions on ethnic return migration.  相似文献

As deportations from the United States rose to unprecedented levels, a nationwide immigration enforcement program Secure Communities helped identify deportable noncitizens under arrest in county jails. Examining county‐level variation in deportation activity between 2008 and 2013, this paper contributes to immigration policy research by examining how county officials in some locations facilitated exceptionally restrictive deportation outcomes while others exercised the discretion to turn noncitizens over for deportation sparingly. Consistent with a hypothesized “tiered influence” relationship, but contrary to a “racial threat” hypothesis, Hispanic concentration predicts the highest levels of exercised discretion where Hispanic concentration is neither too small nor too large. Noncitizens under arrest seem to have benefited from above‐average Hispanic concentrations, except in counties where Hispanics exceed about 40 percent of the population.  相似文献

We develop a multicountry model of illegal immigration with equilibrium unemployment. Two geographic cases are considered. One has two destinations adjacent to the source country while the other has just one destination country adjacent to it. In both cases, the equilibrium border control proves insufficient compared with the joint optimum, calling for enforcement by federal authorities. Absent such authorities, delegating border control to the country with a larger native labor force can improve each destination country’s welfare. In contrast, the equilibrium internal enforcement policy is efficient, obviating enforcement by supranational authorities.  相似文献

Because of its relatively recent emergence as an international migrant destination, the Russian Federation provides an interesting context to examine when and how migrant flows “masculinize” or “feminize.” While recent migration to Russia appears to be male-dominated, the sex composition of registered migrant flows has varied substantially throughout the post-Soviet period, and there is significant variation in the sex composition of flows from different origin countries. I use multiple origin- and destination-based data-sets to identify gender differences in both the number and characteristics of migrants to Russia from Azerbaijan, Georgia, Tajikistan, Ukraine, and Vietnam. These data show that labor migration from Tajikistan, Azerbaijan, and probably Georgia is male-dominated, with women coming as tied migrants, while men and women are equally likely to be labor migrants coming from Ukraine and Vietnam. In addition, high levels of human capital are an important motivating factor for women’s migration in the former Soviet Union. These findings highlight the importance of considering both origin and destination factors to understand the gender dynamics of migrant flows.  相似文献

This article addresses conceptual and measurement challenges that complicate the study of state immigrant policies. First, given the multiple facets of immigrant‐related policy, policy‐specific effects may be obscured by highly aggregated outcomes variables. Second, variables of interest often capture both time‐varying and time‐invariant effects, potentially producing coefficients that are uninterpretable averages of both processes. This article presents a research design that addresses both of these obstacles and applies it to an original dataset of both integrative and punitive policies adopted over the period 2005–16. The findings suggest that the causal roles of growing immigrant populations, partisanship, and wealth vary across different clusters of immigrant policies and that average, cross‐state effects often differ from within‐state effects. Future research would do well to clearly link theoretical expectations to specific types of policy outcomes and test hypotheses over both integrative and restrictive outcomes.  相似文献

This article uses Antonio Gramsci's theory of cultural hegemony to analyze how a relatively small Irish-American bourgeoisie legitimated its authority over the broader Irish ethnic community during the antebellum era. As part of the massive wave of immigrants that left Ireland during and after the Great Famine of the mid-1840s, the Irish Catholic middle class was saddled with a dually marginal status. On the one hand, its members maintained only tenuous authority over the hundreds of thousands of peasants and laborers that made up the bulk of the Irish-American community. On the other hand, they were deeply distrusted by important elements of native American society that associated them with the supposed superstition, laziness, and violence of their lower-class fellow countrymen. The bourgeoisie responded by using the celebrity status of Irish political exiles to achieve the twin project of simultaneously obscuring intra-ethnic class tensions while proving its suitability for American domestic politics. Famous personalities and the editors who lauded them employed celebrity to consolidate their leadership status in America.  相似文献

At the crossroads of citizenship, cultural and diversity studies, I enter in the emerging debate on cultural citizenship. Culture is seen as a channel for diversity inclusion, and cultural policy carries the function of enhancing citizenship. My reasoning will follow two steps. First, in overviewing the recent literature, I identify two main drivers making cultural citizenship: the democratic/equality and the identity/national drivers. However, I will note that the debate is concentrated in the plurality of meanings of ‘culture’, and not, as I will argue as a second step, in the plurality of citizenship traditions: a liberal, a communitarian and a republican one. This view is at the basis of different approaches of cultural policies when we focus on them as enhancing cultural citizenship in diversity contexts. At the end, I will also contend that this can ground an interpretative framework capable of distinguishing current social practices and policies.  相似文献

Immigration is predicated on the centrality of the nation‐state. The authors argue that analyzing settlement patterns and successful integration within a strictly national context is insufficient to understand the political, social, and economic relations which shape the lives of refugee immigrants in Canada. To support this claim, a less state‐centric theoretical framework of transnational migration is outlined. The paper examines methods emerging from transnational migration, focussing in particular on research with Burmese refugees who have settled in the Greater Vancouver Area. Based on 50 personal interviews conducted with refugee newcomers from Burma who are now settled in the Lower Mainland, the authors use the case study as a basis to raise methodological and theoretical questions about immigration research. We argue that the very politics of doing research with this group of refugees and other immigrant groups are shaped by the relations of power experienced before arriving in Canada. Les auteures soutiennent que l'analyse des schémas d'établissement et d'intégration réussie dans un contexte strictement national s'avère insuffisante pour comprendre les relations politiques, sociales et économiques qui définissent l'existence des réfugiés immigrants au moment de l'arrivée. Dans le but d'appuyer cette proposition, nous définissons un schéma théorique moins axé sur l'état, c'est‐à‐dire le transnationalisme. La recherche examine ces facteurs en relation avec les expériences des ‘immigrants non‐traditionnels’ au Canada, en particulier les réfugiés Burmans installés dans la région de Vancouver. Basés sur 50 entrevues personnelles menées avec des réfugiés nouvellement arrivés du Burma et qui sont maintenant installés dans le ‘Lower Mainland’, les auteures utilisent l'étude de cas comme une base permettant de soulever des questions de méthodologie pour la recherche en immigration. 移民文化具有多元性、宗教性、民族性和开放性的特征。本文以宁夏镇北堡为例,分析了镇北堡移民文化的由来和特征;对镇北堡开发移民文化旅游进行了可行性分析,包括区位优势分析和资源优势分析。在资源优势分析中,笔者运用层次分析法(AHP)对镇北堡旅游资源价值进行了综合评价,得出了旅游资源的文化价值是影响旅游资源开发潜力最重要的因素;同时也说明了移民文化在整个镇北堡旅游资源中具有极高的文化价值。最后,笔者提出了宁夏镇北堡移民文化旅游开发思路和开发战略。  相似文献

客民是清代地方诉讼中的一个特殊群体。从《樊山政书》所载案件来看,客民在诉讼中处于不利地位,他们上控的案件基本都以失败告终,仅在对方当事人的道德被官员否定时才会出现例外。造成这种情况的原因包括清代社会价值观对客民进行否定;官僚制度设计使得地方官员偏袒本地民众;客民的出现使得地方政府难以实现有效治理等。这种历史现象对今日社会仍具有借鉴意义。  相似文献

Thanks to pioneering work within anthropology, students of international migration acknowledge that most immigrants do not sever their ties with the homeland, but rather maintain them through a variety of cross‐border relationships. While scholarly work has proliferated, since the early 1990s, over the transnational economic and political activities of immigrants, to date, only few analysts have examined the religious practices with which immigrants sustain memberships in multiple locations. In addition, most available studies on transnational migration has dwelled on qualitative methods, such as participant observation, focus groups discussions and in‐depth interviews with a handful of informants, with little or no inclination towards the quantitative measurement of key variables implicated in the process. The prevalence of ethnographic methods in this area of research has, quite understandably, engendered charges of exaggeration, given the tendency of such techniques ‘to sample on the dependent variable’, to borrow the phrase of Alejandro Portes. Using data collected from a survey among Ghanaian immigrant congregations in Toronto, this study seeks to statistically predict the propensity to engage in transnational religious practices by way of a binary logistic regression analysis. In addition, the study examines how the transnational religious activities of the sampled immigrants relate to, overlap with, and differ from other kinds of transnational practices they pursue.  相似文献

In this afterword to our special issue on immigrant identity and place, we explore the importance of place and context in forming immigrant identity, as well as the various ways in which immigrants make places. Discussions of immigrant adaptations often just consider reception at the national scale, whereas immigrants move into particular cities and towns. This article details some of the different ways that immigrants interact with their places, how the process of immigration introduces hybrid identities, and the differences in the immigrant experience by gender, status, and color.  相似文献

The search for and early exploitation of oil and gas in Scottish waters have occurred over a brief time span. Considerable environmental problems have had to be overcome offshore and large servicing and engineering developments have been established onshore. The latter have generated particular pressures locally on labour supply and on the economic infrastructure of certain regions.
