This study assesses the overall spatial variations and neighbourhood‐level “hot spots” of low birth weight and preterm birth incidence within three public health units in Ontario, Canada. The analysis uses a stepwise approach of intra‐class correlation analysis, a spatial scan statistic, and multilevel spatial modeling. Results show that neighbourhood level variation accounts for only 2–3 percent of the total variation of adverse birth outcomes in the study area. However, strong spatial autocorrelation is observed at the neighbourhood level, and spatial clusters of relatively high adverse birth outcome rates exist in areas that are associated with environmental risks, including pollution sources and proximity to highways. Thus, although estimated neighbourhood impacts on adverse birth outcomes are small compared with those of individual‐level risks, local high potential environmental risk areas are identifiable. Environmental surveillance and spatial statistical analysis should be conducted regularly by local health authorities to identify and monitor the impact of environmental changes on health in general and on birth outcomes in particular. Specific community‐oriented health interventions may be required to reduce observed local health impacts.  相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI.  相似文献

This article examines the location of functions within the electricity sector in Canada from 1971 to 2001, using a centre‐periphery model. Power generation, distribution and retailing are generally carried out by multiestablishment crown corporations. Location patterns of different functions—management, scientific, production, etc.—are analyzed via the use of occupational groups. The spatial distribution of functions is found to be generally consistent with centre‐periphery relationships, with evidence of a growing functional specialization between large metropolitan and nonmetropolitan locations. However, differences emerge depending on power generation sources: fossil fuels, hydro, nuclear, solar or biomass. The choice of a power generation source has consequences for local economies.  相似文献

As of January 29, 2017 Canada had received 40,081 Syrian refugees. The scale and scope of this resettlement is historic, with the only comparable event being the arrival of 60,000 Indo‐Chinese refugees in the late 1970s. Since that time, much has changed in local resettlement policy. This research focuses on one component of these changes—the role of Local Immigration Partnerships (LIPs) in Syrian refugee resettlement—through a case study of an official refugee reception centre in the Waterloo Region of Ontario and a series of interviews with key informants from multiple sectors involved in resettlement. Results indicate Waterloo's LIP playing a sizable role, but not acting as the sole response body to refugee resettlement. Nevertheless, participants saw the LIP as a crucial part of Waterloo's resettlement efforts. Despite being a product of a tri‐level intergovernmental agreement, the LIP played a central role in shaping a local strategy by using local solutions. LIPs represent an example of place‐based policy that worked well during the Syrian Refugee Resettlement Initiative, but LIPs’ success may set a challenging precedent for future mass refugee resettlement events.  相似文献

China has experienced considerable economic growth following the economic reforms of 1978, while simultaneously facing dramatic increases in regional inequality. China is becoming a polarized society—a phenomenon that is at the heart of a multitude of serious problems that are threatening sustainable development, as well as social cohesion within the country. Among the key reasons for this polarization are the quality of and accessibility to basic education for children. Since the establishment of the law for nine‐year compulsory education in 1986, children's education has progressed remarkably in most parts of China. It has, however, remained persistently problematic in the western provinces, particularly in remote regions, rural areas and minority communities. Even though some studies on child education in China have been carried out, very little existing research examines spatial inequality in children's schooling or accounts for the importance of sociocultural and geographic contexts. Using the example of Gansu, one of the poorest provinces in Western China, our research emphasizes the two main aspects that have led to high nonschooling rates for children: an unfavourable sociocultural milieu and inadequate educational resources.  相似文献

Assessing biodiversity in natural landscapes continues to be a focus of attention. While some researchers assess the value of predictive features, such as land‐form, others examine concentrations of rare species, seeking insight into their significance. In this paper I examine two inter‐related concepts. I explore the distributions of rare species on the landscape, assessing correlations between landform, numbers of rare species, and protected areas. I also examine the role of protected sites in maintaining biodiversity. Using records of rare plant collections for the south‐western portion of Ontario (the Carolinian zone) that were compiled as part of the Atlas of Rare Vascular Plants of Ontario project, and combining these with a) a map of the landforms of south‐western Ontario and b) the locations of protected areas within this region, an analysis was made of the spatial coincidence of rare vascular plants, landforms and protected areas. The findings here indicate that protected areas are critically aligned with the distribution of rare vascular plant species. While protected areas occupy less than 2 percent of the study region, approximately 20 percent of the 4379 unique rare plant records analyzed (representing 170 of the 293 rare species in the database or 68%) were collected from a protected site. In addition, while 42 percent of the rare vascular plant records occur on a single landform type, sand plains, sand plains occupy only 18 percent of the region. And while 24 percent of the study region is composed of till plains, less than 2 percent of the rare plant collections were found on this landform. Significantly, four land‐forms, representing 50 percent of the study region, support over 80 percent of all rare plant collections. Pendant que certains chercheurs estiment la valeur des caracteristiques prédictives, telles que des formes de relief, d'autres examinent les concentrations d'espèces rares pour comprendre leur signification. Dans cet exposé, j'examine deux concepts intereliés. J'explore les distributions d'espèces rares dans le paysage, évaluant les corrélations entre les formes de relief, les nombres d'espèces rares, et les sites protégés. J'examine aussi le rôle des sites protégés dans la conservation de biodiversité. La coïncidence spatiale des plantes vasculaires rares, formes de relief, et sites protégés a été analysée. L'analyse utilise, en partie, l'inventaire de collections de plantes rares pour une région dans le sud‐ouest de l'Ontario. Cet inventaire a été compilé pour le projet Atlas of Rare Vascular Plants of Ontario. L'analyse totale combine cet inventaire avec (a) une carte des formes de relief dans le sud‐ouest de l'Ontario et (b) les emplacements des sites protégés dans la même région. Les resultats indiquent que les sites protégés sont fortement alignés avec la distribution d'espèces rares. The presence and properties of long‐range correlations in temperature data reflect interactions among climate components; therefore, the quantitative characterization of scaling aspects of temperature patterns is important to climate research and can serve as an effective constituent of tests for climate models. The article presents the results of a study using multiscale characterization of daily atmospheric surface temperature patterns in Atlantic Canada. Important influences in this region are exerted from the west (the Pacific Ocean), the south (the Gulf of Mexico) and the north (the Arctic), while a significant easterly impact is due to the Atlantic Ocean; the corresponding processes involve a wide range of spatial and temporal scales. The objective of the present study of long‐term temperature recordings was to evaluate the scaling properties produced in this geographical context. The data consist of homogenized daily atmospheric temperature time series recorded in stations from Atlantic Canada over a time interval of more than 100 years. Detrended fluctuation analysis (DFA) was applied both to maximum and minimum temperature records. The atmospheric temperature pattern produced by the interplay of factors of different strengths and dominating various time‐space scales was found to be characterized by consistent scaling properties, expressed over time intervals ranging from months to decades. Higher values of DFA scaling exponents were obtained for minimum temperature compared to maximum temperature records. Site‐specific properties include stronger pattern persistence—higher DFA exponents—for oceanic than for coastal locations; persistence tends to decrease with increasing distance from the coast for distances up to 10 kilometres. Scaling exponents tend to increase with decreasing difference between average minimum and maximum temperature, which may be relevant for the assessment of future changes in pattern variability if climate change involves modified contrasts between minimum and maximum temperature values.  相似文献

Recent advances in local spatial statistics and operational computing capacity have led to growing interest in the detection of disease clusters for public health surveillance and for improving understanding of disease pathogenesis. Although conceptual reviews and applied examples have appeared in the literature, few studies have addressed the connection between conceptual and practical issues that confront researchers interested in using local statistics to detect disease clusters. Here we review recent literature on the use of local statistics for cluster assessment and focus on the practical issue of assigning correct geographic coordinates. The process of assigning geographic coordinates to an address or postal code, known as ‘geocoding’, is a necessary step in conducting smallarea health analyses. With a study of mortality data from Hamilton, Ontario, we illustrate inaccuracies that may be encountered when using Statistics Canada postal code conversion files. Using the Moran's I and Getis‐Ord Gi and Gi* local spatial statistics to identify significant mortality clusters or ‘hot spots’, we demonstrate that small geocoding errors, even those that affect less than one percent of a total dataset, can have a discernible impact on analytic results. To assist other researchers, we supply guidelines to minimize error introduced by geocoding. These results emphasize the importance of accurate geocoding in local health analyses. Les avancées récentes en statistiques spatiales localisées et en capacité informatique opérationnelle ont conduit à un intérêt croissant dans la détection de foyers de maladies pour fins de surveillance de santé publique, et dans l'approfondissement de la compréhension de leur pathogénèse. Bien que des revues conceptuelles et des exemples concrets aient été publiés dans la littérature, peu d'études ont adressé le lien entre les problèmes conceptuels et pratiques auxquels sont confrontés les chercheurs intéressés à utiliser les statistiques locales pour détecter les foyers de maladies. Nous revoyons ici la littérature récente sur l'utilisation de statistiques locales dans l'évaluation de foyers et focalisons sur le problème pratique d'assigner des coordonnées géographiques correctes. Le procédé d'assigner des coordonnées géographiques à une adresse ou à un code postal, nommé‘géocodage’, est une étape nécessaire dans la conduite d'analyses de santéà petite échelle. À l'aide d'une étude sur des données de mortalitéà Hamilton, en Ontario, nous illustrons que des inexactitudes peuvent être rencontrées lorsque les fichiers de codes postaux et de conversion de Statistique Canada sont utilisés. En utilisant les statistiques spatiales localisées I de Moran, Gi and Gi* de Getis et Ord pour identifier des foyers de mortalité significatifs ou des ‘points chauds’, nous démontrons que de petites erreurs de géocodage, même celles n'affectant moins qu'un pour cent de la base de données, peuvent avoir un impact discernable sur les résultats analytiques. Public participation geographic information systems (PPGIS) increasingly are utilized in geographic research, yet researchers rarely are provided with guidance on how to implement PPGIS in an appropriate and effective manner. This article reports on the process of research that explores responses to current and future local tourism development offered by a sample of residents using a modified PPGIS approach called ‘community action geographic information system’ (CAGIS). The conceptual development of CAGIS is reported and the challenges encountered during its implementation in Churchill, Manitoba during 2005–2007 are reviewed. It is suggested that researchers wishing to conduct similar research should undertake thorough preliminary fieldwork to assess the likelihood of finding agreement on a common problem; acquiring adequate resources; establishing collective responsibility for the project's outcome; attaining stakeholder support; developing trust and meaningful relationships; and incorporating indigenous knowledge appropriately. Feedback of results to community members also should be an integral part of the research process. A number of feedback mechanisms are reported, including an interactive weblog, which helped facilitate communication between heterogeneous groups in Churchill. Although ambitions for a truly participatory GIS approach to this project have been set aside, it is held that PPGIS can yield positive outcomes for communities and academia. Sharing this research experience will be useful to others who venture into PPGIS research, especially in northern communities.  相似文献

This paper explores the concepts of old‐growth forests, preservation and natural disturbance and demonstrates how contemporary biogeographic theory contributes to successful preservation of old‐growth forests. The case study analyzes the composition, structure, age and growth histories of trees in Big Timber Park, Whistler, British Columbia. Composition. The structure of the forest was diverse and tree ages ranged from 122 to 305 years. The densities of large old Douglas‐fir, shade‐tolerant trees and all snags are indicative of old‐growth forests; however, maximum tree diameters and densities of large snags and logs do not meet quantitative criteria for old‐growth forests. The abundance of tree regeneration and understory vegetation are relatively low. We conclude that some aspects of Big Timber Park are transitional between the mature and old‐growth stages of forest development. In the future, fine‐scale canopy gaps caused by tree senescence and interactions among insects, pathogens and wind are expected to dominate stand dynamics. Forest structure will become increasingly complex, exemplifying the dynamic nature of old‐growth forests. To successfully preserve Big Timber Park and La préservation des forêts other old‐growth forests in Canada requires understanding of natural disturbances. Preservation and the criteria and indicators used to measure successful preservation must explicitly include elements of natural change.  相似文献
