This article examines the location of functions within the electricity sector in Canada from 1971 to 2001, using a centre‐periphery model. Power generation, distribution and retailing are generally carried out by multiestablishment crown corporations. Location patterns of different functions—management, scientific, production, etc.—are analyzed via the use of occupational groups. The spatial distribution of functions is found to be generally consistent with centre‐periphery relationships, with evidence of a growing functional specialization between large metropolitan and nonmetropolitan locations. However, differences emerge depending on power generation sources: fossil fuels, hydro, nuclear, solar or biomass. The choice of a power generation source has consequences for local economies. 相似文献

A previous use‐wear and residue analysis of backed artefacts from Deep Creek Shelter showed that they had a range of functions and had been used with a variety of raw materials. Were non‐backed retouched flakes at Deep Creek used for different purposes? To answer this question, 40 non‐backed specimens were selected for microscopic use‐wear and residue analysis. Not all of these non‐backed artefacts had been used, but we identified that many were scrapers, knives, incisors and saws. These tools were used for bone‐working and wood‐working, and possibly skin‐working and non‐woody plant‐processing. Some of these non‐backed retouched artefacts were hafted. For the first time, these results allow comparison of the tool use of backed and non‐backed artefacts in Australia. At Deep Creek, the range of functions for the non‐backed component was extremely similar to that of the backed artefacts. Although both artefact categories displayed similar tool use, they are distinguished in one interesting way: non‐backed specimens were often single purpose, dedicated to one function, whereas backed artefacts were often multifunctional and multipurpose. This study assesses the overall spatial variations and neighbourhood‐level “hot spots” of low birth weight and preterm birth incidence within three public health units in Ontario, Canada. The analysis uses a stepwise approach of intra‐class correlation analysis, a spatial scan statistic, and multilevel spatial modeling. Results show that neighbourhood level variation accounts for only 2–3 percent of the total variation of adverse birth outcomes in the study area. However, strong spatial autocorrelation is observed at the neighbourhood level, and spatial clusters of relatively high adverse birth outcome rates exist in areas that are associated with environmental risks, including pollution sources and proximity to highways. Thus, although estimated neighbourhood impacts on adverse birth outcomes are small compared with those of individual‐level risks, local high potential environmental risk areas are identifiable. Environmental surveillance and spatial statistical analysis should be conducted regularly by local health authorities to identify and monitor the impact of environmental changes on health in general and on birth outcomes in particular. Specific community‐oriented health interventions may be required to reduce observed local health impacts. 相似文献

Indigenous families are overrepresented among those within Canada who experience food insecurity. Studies have largely focused on northern populations, with less attention paid to southern and urban communities, including the social, cultural, and geographic processes that challenge food security. In this study, we present findings from a decade‐long community‐based study with the Southwest Ontario Aboriginal Health Access Centre (London, Ontario) to examine family perspectives related to the social determinants of food security. These topics were explored through qualitative interviews (n = 25) and focus groups (n = 2) with First Nation mothers with young children from the city of London, and a nearby reserve community. Interviewees from both geographies identified a number of socio‐economic challenges including household income and transportation. However, some interviewees also shed light on barriers to healthy eating unique to these Indigenous contexts including access issues such as a lack of grocery stores on‐reserve; loss of knowledge related to the utilization of traditional foods; and the erosion of community, familial, and social supports. Resolving these unique determinants of food security for urban and reserve‐based First Nation families will require a range of economic and culturally specific interventions, particularly those that support development and uptake of Indigenous foodways. 相似文献

China has experienced considerable economic growth following the economic reforms of 1978, while simultaneously facing dramatic increases in regional inequality. China is becoming a polarized society—a phenomenon that is at the heart of a multitude of serious problems that are threatening sustainable development, as well as social cohesion within the country. Among the key reasons for this polarization are the quality of and accessibility to basic education for children. Since the establishment of the law for nine‐year compulsory education in 1986, children's education has progressed remarkably in most parts of China. It has, however, remained persistently problematic in the western provinces, particularly in remote regions, rural areas and minority communities. Even though some studies on child education in China have been carried out, very little existing research examines spatial inequality in children's schooling or accounts for the importance of sociocultural and geographic contexts. Using the example of Gansu, one of the poorest provinces in Western China, our research emphasizes the two main aspects that have led to high nonschooling rates for children: an unfavourable sociocultural milieu and inadequate educational resources. 相似文献

How is inner city space represented and by whom? Drawing from an extensive framing analysis of print media portrayals of Vancouver's Downtown Eastside between 1996 and 2008, we offer a detailed assessment of the predominately negative portrayal of the neighbourhood, and the centrality of three frames: medicalization, criminalization, and socialization. Certain social actors are given a privileged position in the media in the representation of the inner city. Outsiders are privileged over insiders, with the neighbourhood constituted as a problematic space and its residents as passive victims. The effect is to further the stigmatization of an already marginalized neighbourhood, and to accentuate the disempowerment of its residents. 相似文献

As of January 29, 2017 Canada had received 40,081 Syrian refugees. The scale and scope of this resettlement is historic, with the only comparable event being the arrival of 60,000 Indo‐Chinese refugees in the late 1970s. Since that time, much has changed in local resettlement policy. This research focuses on one component of these changes—the role of Local Immigration Partnerships (LIPs) in Syrian refugee resettlement—through a case study of an official refugee reception centre in the Waterloo Region of Ontario and a series of interviews with key informants from multiple sectors involved in resettlement. Results indicate Waterloo's LIP playing a sizable role, but not acting as the sole response body to refugee resettlement. Nevertheless, participants saw the LIP as a crucial part of Waterloo's resettlement efforts. Despite being a product of a tri‐level intergovernmental agreement, the LIP played a central role in shaping a local strategy by using local solutions. LIPs represent an example of place‐based policy that worked well during the Syrian Refugee Resettlement Initiative, but LIPs’ success may set a challenging precedent for future mass refugee resettlement events. 相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI. 相似文献
