Ground‐penetrating radar (GPR) and magnetic surveys were conducted on 13 earth mounds within Mapoon Aboriginal Lands, western Cape York Peninsula, Queensland. Detailed analysis of GPR profiles and amplitude maps of the mounds were compared to those from previously recorded, known burials at the Mapoon Mission Cemetery. Based on these models, burials were identified in ten of the 13 mounds. Both European‐style (coffin) and traditional burials were identified, suggesting that they were used for human interment for some time and that there may have been continuity of burial practice in these features after European contact. GPR and magnetics also indicate that a number of mounds had constructed floors or platforms at the base of the mounds, and evidence for burning. Stratigraphic layers identified with GPR show that many of these mounds have complex internal layering, suggesting multiple building episodes. Based on the GPR and magnetics results, in conjunction with ethnohistorical and oral history research, we conclude that the mounds are constructed features that appear to have had a long history of use for multiple purposes, including mortuary. These results demonstrate the cultural continuity of mortuary practices within Mapoon from pre‐contact times to the present.  相似文献

This paper examines the response by local government and stakeholders to the arrival and resettlement of Syrian newcomers in Hamilton, Ontario in 2015 and 2016—the first major wave of refugee arrivals since two significant changes in Hamilton's settlement organizational landscape. The creation of a local immigration partnership called the Hamilton Immigration Partnership Council (HIPC) is an example of place‐based policymaking within local immigration and settlement in Canada. Place‐based approaches emerged to bypass top‐down policy ineffectiveness, and the shift to empower civic participation in the local decision‐making process is seen as one solution to public policy innovations. Examination of HIPC's role in this context is thus critical to understand the challenges and learnings encountered in one place‐based setting. Our findings suggest that the lack of power (in terms of information, communication, resources, and funding) led to a missed opportunity for HIPC to lead a significant resettlement initiative. HIPC's inability to bring together key partners across the sector prior to and during the event is symptomatic of systemic barriers the Council had faced, including competing interpretations of HIPC and its role by its members. This study suggests the effectiveness of place‐based policy is not without its nuances, and iterative challenges and learnings.  相似文献

As of January 29, 2017 Canada had received 40,081 Syrian refugees. The scale and scope of this resettlement is historic, with the only comparable event being the arrival of 60,000 Indo‐Chinese refugees in the late 1970s. Since that time, much has changed in local resettlement policy. This research focuses on one component of these changes—the role of Local Immigration Partnerships (LIPs) in Syrian refugee resettlement—through a case study of an official refugee reception centre in the Waterloo Region of Ontario and a series of interviews with key informants from multiple sectors involved in resettlement. Results indicate Waterloo's LIP playing a sizable role, but not acting as the sole response body to refugee resettlement. Nevertheless, participants saw the LIP as a crucial part of Waterloo's resettlement efforts. Despite being a product of a tri‐level intergovernmental agreement, the LIP played a central role in shaping a local strategy by using local solutions. LIPs represent an example of place‐based policy that worked well during the Syrian Refugee Resettlement Initiative, but LIPs’ success may set a challenging precedent for future mass refugee resettlement events.  相似文献

We examine Canada's recent Syrian Refugee Resettlement Initiative (SRRI) paying close attention to the resettlement role played by mid‐sized urban communities. We elaborate on a key policy dimension at work at this scale of action: local immigration partnerships (LIPs). We start with a very brief review of Canada's history of mass refugee resettlement. Second, we assess the policy of LIPs, particularly how they have been presented as a form of “place‐based policy,” and third, we offer an overview of the role the LIPs played in three case study communities (Hamilton, Ottawa, and Waterloo) during the SRRI. Finally, we present three overarching themes that emerged from our research in each of these communities: the importance of each community's history of immigration and refugee resettlement; the embeddedness of the LIP and its leadership in the local community; and how the positioning of each LIP relative to the three levels of government and its official Resettlement Assistance Program agreement holders impacted its ability to act. The history, location, and place characteristics of each community influenced the nature of intersectoral and intergovernmental relations in distinctive ways, and differentially shaped the effectiveness of each LIP's ability to contribute to the SRRI.  相似文献

It has recently been suggested that cities and regions should focus upon attracting talented individuals as a means to develop. Such a suggestion implies two things: first that it is possible to meaningfully alter migration flows by way of local policy, and second that these flows have an effect on local growth (and not the reverse as has generally been admitted). In this paper, we begin to investigate the empirical foundations of such assertions by examining some structural determinants of graduate migration flows by comparing them, in a gravity model context, to flows of nongraduates. Our contention is that, if migration flows are structured by such factors, then policies aimed at modifying flows—and any research purporting to give such policy advice—must first take them into account. We show that migration flows are strongly dependent on basic gravity variables such as size and distance, but that these and other variables (such as income differences, presence of graduates and border effects) do not affect all flows equally. Furthermore, we show that certain factors that are assumed to be local (such as wage levels) in fact only operate at a provincial level. Thus policies implemented locally may have little or no effect if they are manipulating factors that operate at a different scale.  相似文献

A previous use‐wear and residue analysis of backed artefacts from Deep Creek Shelter showed that they had a range of functions and had been used with a variety of raw materials. Were non‐backed retouched flakes at Deep Creek used for different purposes? To answer this question, 40 non‐backed specimens were selected for microscopic use‐wear and residue analysis. Not all of these non‐backed artefacts had been used, but we identified that many were scrapers, knives, incisors and saws. These tools were used for bone‐working and wood‐working, and possibly skin‐working and non‐woody plant‐processing. Some of these non‐backed retouched artefacts were hafted. For the first time, these results allow comparison of the tool use of backed and non‐backed artefacts in Australia. At Deep Creek, the range of functions for the non‐backed component was extremely similar to that of the backed artefacts. Although both artefact categories displayed similar tool use, they are distinguished in one interesting way: non‐backed specimens were often single purpose, dedicated to one function, whereas backed artefacts were often multifunctional and multipurpose. These results help us understand the structure of tool use in Australia.  相似文献
