This paper grapples with the state's response to contemporary urban movements. In light of recent debates on the changing nature of urban movements, it presents an overview of the responses of states in different modes of regulation, ranging from a Keynesian regime to sequential stages of neoliberalisation. Examples of authoritarianism and the entrepreneurial roles of the state are drawn from the Turkish experience to show how economic liberalism can be combined with increasing social control, restrictions, penalisation and exclusion. Reviewing Turkish urban policies and practice, the urban mobilisations against them, and the varying positions of the state will shed light not only on what is happening in Turkey but also on the transformative nature of neoliberalisation. © 2013 The Author Antipode© 2013 Antipode Foundation Ltd.  相似文献

This paper offers a historically contextualised intellectual history of the entangled development of three competing post‐war economic approaches, viz the Austrian, Chicago and post‐Walrasian schools, as three forms of neoliberalism. Taking our cue from Foucault's reading of neoliberalism as a mode of governmentality under which the social is organised through “economic incentives”, we engage with the recent discussions of neoliberal theory on three accounts: neoliberalism is read as an epistemic horizon including not only “pro‐” but also “post‐market” positions articulated by post‐Walrasian economists who claim that market failures necessitate the design of “incentive‐compatible” remedial mechanisms; the Austrian tradition is distinguished from the Chicago‐style pro‐marketism; and the implications of the differences among the three approaches on economic as well as socio‐political life are discussed. The paper maintains that all three approaches promote the de‐politicisation of the social through its economisation albeit by way of different theories and policies. © 2013 The Author. 进入二十一世纪以来,以赛博格城市、混合城市、城市政治生态学、集合城市主义为代表的后人类城市研究思想成为揭示当代城市中人类与非人类复杂交织关系的前沿性理论视角。本文在深入探讨上述概念的理论渊源、主要思想观点及其应用进展的基础上,指出后人类城市思想在我国城市研究中的可能方法论意义,即城市分析不能将人类与非人类绝对割裂地看待,而需要将城市中的主体或客体重新定义为人类与非人类的“混杂体”,整合以往分散在自然、工程、社科与人文等不同领域中的观察与分析,拓展人们对城市过程的认知,开创更多的城市研究可能性。  相似文献

Abstract:  Recent critiques of environmental justice research emphasize its disengagement from theory and its political focus on liberal conceptions of distributional and procedural justice. Marxian urban political ecology has been proposed as an approach that can both contextualize environmental inequalities more productively and provide a basis for a more radical politics of environmental justice. Although this work takes its primary inspiration from historical materialism, it also adapts key concepts from actor-network theory (ANT)—in particular, the agency of nonhumans—while dismissing the rest of ANT as insufficiently critical and explanatory. This paper argues that ANT—specifically, the version articulated by Bruno Latour—provides a basis for an alternative critical approach to environmental justice research and politics. Instead of arguing for a synthesis of ANT and Marxism, I contend that ANT gives us a distinctive conception of the  social  and opens up new questions about the production and justification of environmental inequalities.  相似文献

Outright victories against urban elitisation are rare in the current urban revolution. This article highlights how urban elitisation is confronted in Chacao, the most elite and urban part of Venezuela. Initially it reviews how this urban elitisation created the main economic, political and military strongholds of the opposition to the Bolivarian revolution. Then, in contesting it, the urban and Bolivarian revolutions feed each other through women's participation in invited and invented spaces of citizenship. From such spaces, Chacao women in their settler's movement organised struggles of insurgent citizenship to stop elitist urban renewal agendas and develop further forms of insurgent urbanism to conduct an urban renewal from below and establish a New Socialist Community for 600 families. They emerged as a revolutionary class to implement Bolivarian policies addressing the inefficiency and opportunism of the bureaucratic state and contesting urban elitisation with an anti‐capitalist and anti‐imperialist insurgent urbanism.  相似文献

21世纪以来,西方城市研究界认为大部分城市发展将发生在发展中国家,新的城市理论也将产生在这些新的地理空间,而城市非正规性是其主要特征。本文首先对城市非正规性的演变进行了梳理,认为城市非正规性的研究具有对"二元主义"的超越,"传统"非正规研究的超越和认识论上的转变3个特征,并明晰了城市非正规性的理论内涵是一种管治模式;其次,认为制度变迁和城市非正规性研究之间的焦距在于国家、地方政府、企业和个体等行动者之间的相互作用,在此基础上总结出了城市非正规性互补式、补充式和让步式3种主要类型;最后,从政治、社会和文化三个维度总结了非正规性在中国形成的根源,并提出非正规性可以理解成为中国城市发展的一种模式,非正规实践及非正规制度蕴含制度创新的启示。  相似文献

Urban displacement is receiving growing visibility within urban studies. However, most literature centres on the logic of late capitalism and tends to neglect colonial history and local resistance to displacement. This paper takes an alternative path: it relates (a) the history of colonialism and ethnic cleansing of the city of Jaffa with (b) the present-day gentrification and displacement caused by neoliberal urbanism. To unpack this entanglement, the article focuses on political city walking tours led by Internally Displaced Palestinians in Jaffa, alongside a broader repertoire of urban subaltern tactics to reclaim it—ranging from community meetings to more overtly politicised acts of protest and initiatives to disrupt gentrification. The article therefore advances debates on urban displacement and urban citizenship mobilisation through the lens of post-colonial theories, and by adopting a participatory interdisciplinary approach—from a novel perspective that centres local knowledge, lived experiences, and grassroots activism.  相似文献

This and the subsequent papers in this special issue set out the contours of Marxian urban political ecology and call for greater research attention to a neglected field of critical research that, given its political importance, requires urgent attention. Notwithstanding the important contributions of other critical perspectives on urban ecology, Marxist urban political ecology provides an integrated and relational approach that helps untangle the interconnected economic, political, social and ecological processes that together go to form highly uneven and deeply unjust urban landscapes. Because the power-laden socioecological relations that shape the formation of urban environments constantly shift between groups of actors and scales, historical-geographical insights into these ever-changing urban configurations are necessary for the sake of considering the future of radical political-ecological urban strategies. The social production of urban environments is gaining recognition within radical and historical-materialist geography. The political programme, then, of urban political ecology is to enhance the democratic content of socioenvironmental construction by identifying the strategies through which a more equitable distribution of social power and a more inclusive mode of environmental production can be achieved.  相似文献

This paper presents results from a study of environmental harm created in the collision of real estate speculation and the political process that governed extension of the urban frontier of New Orleans into its eastern wetlands. Near term concerns of rent‐seeking real estate capital and the contested politics of urban infrastructure expansion challenged a fragmented state charged with regulatory oversight and protection of investments in land and citizens. The paper engages theoretically the relative inattention of urban political ecology theory to rent as a way to theorize how capital flows through land, and argues for increased attention to the problem of land rent and the multiple scales of political engagement that manage ecological crisis immanent in the metabolism of nature and society under capitalism.  相似文献

With this paper, we analyse an ordinary urban process, which has received little attention so far, and propose a new concept to take account of it: plotting urbanism. It is usually subsumed under terms like “urban informality” or “incremental urbanism” and not studied as a distinct process. In comparing Lagos, Istanbul and Shenzhen we captured four defining features of plotting urbanism: first, it unfolds in a piecemeal fashion with limited comprehensive planning. Second, it emerges from specific territorial compromises often resulting from conflicts between overlapping modes of territorial regulation, land tenure and property rights. Third, plotting is based on commodification of housing and land, which might accentuate socio-economic differentiations between property-owners, who often live in the same area, and their tenants. The term “plotting” highlights the key role of the plot in the process. It also alludes to strategic acts of collaboration for individual and collective benefit.  相似文献

In this article we develop a novel analytical framework for situated studies of uneven peri-urbanisation that resist further dividing Marxist and Situated (Urban) Political Ecology. We conceptualise uneven peri-urbanisation as a process in which access to the resources mobilised for peri-urban developments, such as water or land, is rendered uneven. In a three-step approach we suggest, first, describing how peri-urbanisation unfolds in the case being studied and distinguish it from other processes, such as suburbanisation. Second, we propose analysing the transformations of nature on which the peri-urbanisation process is based; and third, examining the uneven power relations infusing inequalities into these transformations and consequently into the peri-urbanisation process described. To allow for a situated analysis this approach regards the study of practices as crucial, but they have to be embedded in wider socio-economic, political, and historical processes, since both contribute to transformations of nature and thus shape uneven peri-urbanisation.  相似文献

Within the making of Portuguese liberal‐representative democracy, the Portuguese Communist Party became a major actor in local government in urban deprived peripheries, shaping Lisbon's Red Belt. In this article, we analyse the communist discourse on the Portuguese urban question, showing how it politicised the urban as a site of unevenness and deprivation, but simultaneously depoliticised it by refusing to acknowledge it as a proper space for conflict. This historical account leads us to a critical debate with proposals that discuss urban politicisation by ontologising “the urban” or “the political”—we argue that these approaches tend to be less helpful in understanding processes of contingent, partial and inter‐related forms of politicisation/depoliticisation of the urban in itself. In contrast, we argue for a more attentive theorisation on politicisation–depoliticisation of the urban condition as a most valuable path to grasp situated formulations of citizenship and, hence, configurations of political regimes.  相似文献

The state of archaeological research on ancient cities is presented in three edited volumes, and our understanding of ancient urbanism is undoubtedly advanced. Some venerable questions are renewed, including how and whether ancient cities differ from modern ones. However, the chapters consist mainly of narrowly focused aspects of ancient cities, and there are few interconnecting themes running through each volume. Future investigations of ancient cities will depend on an engagement with modern urban and social theory and from new kinds of comparative studies.  相似文献

In this paper, we develop a situated and intersectional urban political economy approach to social infrastructure. This approach contrasts with a growing body of liberal urban geography, which offers an optimistic account of how shared spaces afford encounter and social connection. We present four arguments about why such outcomes cannot be assumed, which are informed by a case of contested redevelopment in the London borough of Haringey. First, social infrastructures express power relations, enacting distinct visions of “the social”, that are at times premised on the denigration of other forms of collective life as anti-social. Second, elite social infrastructures are increasingly central to speculative urban development, serving to procure consent for, and valorise, investment. Third, other social infrastructures are essential networks of social reproduction and survival, especially for diverse working-class communities: demolition and displacement mean infrastructural disruption. Finally, unequal political economies of social infrastructure are a realm of structural antagonism over urban citizenship (un)making.  相似文献

Recent literature has pointed to the role of urban agriculture in self‐empowerment and learning, and in constituting ways to achieve food justice. Building on this work the paper looks at the potential and constraints for overcoming the residual and contingent status of urban agriculture. The first part of the paper aims to expand traditional class/race/ethnicity discussions and to reflect on global, cultural, procedural, capability, distributional and socio‐environmental forms of injustice that unfold in the different stages of urban food production. The second part reflects on how to bring forward food justice and build a politics of engagement, capability and empowerment. Three interlinked strategies for action are presented: (1) enhancing the reflexivity and cohesion of the urban food movement by articulating a challenge to neoliberal urbanism; (2) converging urban and agrarian food justice struggles by shaping urban agroecology; and (3) regaining control over social reproduction by engaging with food commoning.  相似文献

The development of Dublin's Docklands was paradigmatic of the speculative storm that overwhelmed the Irish economy between the late 1990s and the crisis of 2008. It also served as a textbook case of entrepreneurial urbanism, with the development agency driving private‐led development on a former industrial and waterfront site. Following the crash, however, the key actors have been decimated: the development agency itself, the developers and the banks. This article traces the re‐emergence of Docklands development in order to analyse post‐crisis urban development. I argue that the latest phase of development reproduces key aspects of entrepreneurial urbanism, but also includes novel aspects. In particular, the National Asset Management Agency, a “bad bank” set up to rescue the financial sector, emerges as a major force. The article contributes to debates on urban development after the crash, and the specific relationship between post‐crisis entrepreneurial urbanism and financialization.  相似文献

Abstract: China's urbanization is undergoing profound neoliberal shifts, within which urban redevelopment has emerged in the forefront of neoliberalization. This study aims to understand China's emerging neoliberal urbanism by examining the association between urban redevelopment and neoliberalism. Rather than a deliberate design, neoliberalization in China is a response to multiple difficulties/crises and the desire for rapid development. The neoliberalization process is full of controversies and inconsistencies, which involve conflicts between neoliberal practices and social resistance, and tensions between central and local states. Nevertheless, China's neoliberal urbanism has a responsive and resilient system to cope with the contradictions and imbalances inherent in neoliberalism. Meanwhile, neoliberal urbanism is more tangible at the sub‐national scale, since the local state can most effectively assist neoliberal experiments and manage crises. This study not only contributes to the understanding of China's neoliberal urbanism, but also has multiple implications for neoliberalism studies in general. First, in examining the interrelationship between the state and market, it is the actual effect of legitimizing and facilitating market operation rather than the presence (or absence) of the state that matters. Second, a new nexus of governance has formed in the neoliberalization process. Not only the nation state but also the local state is of great significance in assisting and managing neoliberal projects. Third, this study further validates the importance and necessity of scrutinizing neoliberal practices, in particular the controversies and inconsistencies within the neoliberalization process.  相似文献

This paper examines indigeneity and spatial production in the city of Winnipeg, home to the largest urban Indigenous population in Canada. Using data from semi‐structured interviews with Indigenous inhabitants, municipal officials, and Indigenous leaders, this paper argues that the right to the city and to difference are deradicalized for urban Indigenous communities. Indigenous engagement in processes of everyday urbanism occurs through broadly participatory public consultation and through mechanisms designed by City Hall to communicate with Indigenous communities about municipal initiatives. To arrive at a more robust and meaningful Indigenous urban visibility in Canadian cities, spatial production and programming mechanisms will need to be reconstituted. Guided by the perspectives of Indigenous participants, this paper considers some of what Indigenous urbanism might yet entail. Fulfilling coexistence and reconciliation is dependent on enabling Indigenous urbanism to guide the course taken in urban governance, spatial planning, and the built environment of Canadian cities.  相似文献

The question of whether Late Iron Age oppida in Europe were truly ‘urban’ has dominated debate over these sites since the nineteenth century. Oppida have been surprisingly absent from comparative urban studies, however, despite increasingly nuanced perspectives on the nature and diversity of the urban phenomenon. In particular, Roland Fletcher's implication that oppida might represent part of a broader alternative form of low‐density urbanism has been largely overlooked, by Iron Age scholars and urbanism specialists alike. With the complex nature of many oppida now becoming increasingly apparent, I suggest it is a pertinent time to assess Fletcher's claim and examine whether oppida can be convincingly compared to low‐density urbanism elsewhere in the world and, if so, what implications this might have for understanding Iron Age societies. This paper argues that oppida do indeed display aspects of low‐density urbanism and that this is likely to be due to the negotiated nature of power in Iron Age societies.  相似文献
