The rapid and unpredictable changes in the Middle East collectively known as the “Arab Spring” are posing tremendous challenges to U.S. policy formation and action. This article will explore and evaluate evolving U.S. policy in the Middle East and its potential implications. There has always been a tension in American foreign policy between pursuing American “values” (foreign policy idealism) and protecting American “interests” (foreign policy realism). For decades, the United States has sought to “make the world safe for democracy,” while at the same time often supporting repressive, nondemocratic regimes because of national security or economic self‐interest. The tension between these two fundamentally distinct policy orientations has become even more pronounced as the United States tries to respond to the Arab Spring uprisings. Why did the United States actively support the rebels in Libya but not the protestors in Syria or Bahrain? Is there an emerging, coherent “Obama Doctrine” on intervention in Arab countries, or was Libya just a “one‐off” event? These are some of the questions that this article will attempt to answer.  相似文献

This article explores the implications of the Judeo-Christian tradition's influence on the United States for the foreign policy of an American Christian Democratic Party. If there were to be such a party in the United States, it would not have to create a new set of ideas and principles out of whole cloth. In fact, an articulation of an American Christian Democratic foreign policy would largely consist of an effort of resourcement, rediscovering and applying anew foundational principles at the core of the American experiment. For more than a decade, Russia's foreign policy has sought to challenge the international consensus on a number of issues. Today, as the international internet ecosystem is becoming more volatile, Moscow is eager to shift the western narrative over the current global internet governance regime, in which the United States retains considerable leverage. In a context wherein states increasingly forge links between cyberspace and foreign policy, this article explores Russia's deepening involvement in internet governance. The disclosure by Edward Snowden of the US government's wide net of online surveillance contributed to legitimize the Russian approach to controlling online activity. While the struggle around the narrative of internet governance has been heating up since then, Russia actively seeks to coordinate internet governance and cyber security policies with like‐minded states in both regional forums and the United Nations. By introducing security concerns and advocating more hierarchy and a greater role for governments, Moscow is contributing to the politicization of global cyber issues and seeking to reshape the network in accordance with its own domestic political interests. Indeed, the Russian leadership has come to consider the foreign policy of the internet as the establishment of a new US‐led hegemonic framework that Washington would use to subvert other sovereign states with its own world views and values.  相似文献

Puerto Rico became a territory of the United States in 1898 with the end of the Spanish-American War. In 1952, the island became a ‘Commonwealth’ through the development and approval of a local constitution. While this political status allows Puerto Rico some degree of autonomy, it nevertheless continues to subject the island to United States federal authority. For the last 60 years, discussions on whether Puerto Rico’s Commonwealth status is a permanent or transitional status has fuelled much of the political debate and public policy of the region, and has been highly influenced by political status ideologies: to become a state of the United States, to maintain the current status, or to become independendent. Budgetary, legal, and commercial dependence on the United States causes constant conflicts in the design and implementation of Puerto Rican public policy in areas such as education, law, and economic development. Likewise, culture has not been exempt from these debates. In fact, cultural differences have caused conflict at all levels – from the theoretical conceptions of culture, to cultural policy and arts management. Moreover, the implementation of cultural policies has also been subject to political ideologies and the concept of culture has variably been seen as an obstacle or strength for specific political purposes. In the midst of a sustained economic crisis, the current Puerto Rican government has proposed the development of a comprehensive cultural policy through a participatory process. The objective of this paper is to present this process as a means of analyzing Puerto Rico’s experience through the challenges in designing and implementing cultural policy within a ‘postcolonial colony’ scenario. This paper will place emphasis on the government’s role, cultural public institutions, and cultural production.  相似文献

This review article examines four recent American books relating, in very different ways, to the rise of unilateralism and neo-conservatism in the United States. Richard Perle and David Frum, former advisors to George W. Bush robustly present the 'neo-conservative' case. Max Boot, another unilateralist, argues from the experience of American history that small wars have often been as important as big wars in projecting American power; and he suggests that this experience has a present-day relevance. Ivo Daalder (who served in the Clinton administration) and his co-author James Lindsay, set out to explain the 'Bush revolution' in foreign policy and put it in context. They insist that Bush is not a mere tool of his advisors, who are in any case not homogenous. His foreign policy strategy is indeed new, although it has given rise to certain unresolved problems. Robert McNamara (a former US Defense Secretary) and James Blight, share the fear of nuclear terrorism but argue that it can only be contained through the universal elimination of weapons of mass destruction, under the supervision of a possibly reformed UN. They oppose the unilateral use of force by the US except when America itself is attacked. They also argue that the US must change its posture from 'deterrence' to 'reassurance' and show more empathy in addressing the concerns of other countries and communities.
The review concludes that America is now deeply divided over its foreign policy and that events, rather than arguments, may decide the outcome of the debate.  相似文献

Predictions of ‘American decline’ have come and gone before, apparently in cycles, leading some to regard it as a cultural trope stemming from domestic insecurities rather than a serious prospect. There is reason to believe, however, that this time is different. Fundamental erosion of the United States’ decades‐long primacy may finally be at hand, and wise analysis should resist the temptations of contrarianism or denial. Critics of ‘declinism’ have offered important caveats with which we should qualify any overly simplistic or deterministic portrait of America's trajectory from hegemon to lesser status. This article gives such qualifications due weight while nevertheless seeking to steer our gaze back towards the core truth at the heart of the declinist thesis. That is: unless something very significant changes to jolt the course of events onto a different track, the relative power of the United States—measured in terms of its advantage over others in economic and military capacity—will be shrinking significantly over the decades to come. Happily, the nation's current president seems to have a disposition well fitted to leading the nation into the opening stages of an era of relative decline. President Obama has made headlines in recent months for his boldness in orchestrating the killing of Osama bin Laden. A fuller survey of his foreign policy, however, reveals that its most signal feature has been prudence and circumspection regarding American power and its exercise. Major divergence between the ends pursued and the capacities available for their pursuit is one of the cardinal sins giving rise to strategic failure. It is thus fortunate for the United States that it should have a president who, even if he may not be inclined to cast it in such words himself, seems disposed not to ‘rage against the dying of the light’ of American primacy, but to practice the admirable art of declining politely.  相似文献

For many Americans during the 1930s, participation in real and potential foreign conflicts was a national dilemma as serious as the Great Depression. As the decade progressed and the possibility of war loomed larger, an ideological battle ensued between two loosely formed yet bitterly hostile camps: one favoring unilateral isolation and the other for a more active role in the international system. This period of intense public debate about national foreign policy was not an American phenomenon, though. It had a distinct northern counterpart in Canada. The core of this project is to explore isolationism as an ideology of North American themes within national varieties. Comparing an American and a Canadian example of this mindset brings a broader perspective to a subject so commonly associated with the United States alone, revealing both cross-border commonalities and national differentiations.  相似文献

This article explores the state of public policy preferences between the United States and Mexico in the realm of foreign policy in the context of the post‐9/11 world, democratic change within Mexico, and the immigration protests within the United States. Specifically, we will analyze the differences and possible convergence of public policy views on the issues of terrorism, immigration, free trade agreements, drug trafficking, and foreign policy. We find that although there are differences of opinion, particularly in the application of force in Iraq and on the benefits of free trade, there still remains a significant degree of positive convergence within the policy issues of terrorism, immigration, and drug trafficking. Although there are institutional impediments to progressive policy change, future relations between the United States and Mexico do not need to be contentious as long as the focus is on the similarities, rather than the differences, in public preferences between the populations of the two states.  相似文献

Since the end of the Cold War, Americans have been divided over how to be involved with the rest of the world. In the wake of the 11 September terrorist attacks, the debate between those who favour a unilateral foreign policy and those who advocate a multilateral approach has been brought to the fore in American politics and the media.
In this article, Joseph Nye proposes a conception of the American national interest grounded in multilateralism. He argues that, although the United States remains the world's leading power, it cannot act alone to solve global problems such as transnational terrorism, the proliferation of weapons of mass destruction and global warming. Although the United States is the only country in a position to take the lead in protecting 'global public goods', such as an open international economic system and international stability, it will maintain its current predominance only if it works to establish international consensus on issues of global importance.  相似文献

Orchestrating relations between its American security ally and increasingly crucial Chinese trading partner constitutes perhaps the major foreign policy challenge now confronting Australia. The Howard government insists that it can pursue such diplomacy without having to choose between the US and China in the event of a future great power regional confrontation. Both Washington and Beijing, however, appear intent on pulling Australia into their own orbits of influence. This article contends that neither of them will be content to allow Australia to apply a ‘discriminate engagement’ policy toward their own regional interests if Sino–American strategic competition intensifies over Taiwan or throughout the Asia–Pacific region. It reviews Chinese and American strategic expectations regarding Australia and their response to that country's relations with the other, and outlines growing policy imperatives that Australia must confront in order to overcome current anomalies in its ‘dual strategy’ directed toward China and the United States.  相似文献

A number of recent events—especially attempts to negotiate a bilateral trade agreement and Australia's participation in the conflicts in Afghanistan and Iraq—have thrown Australia's relationship with the United States into sharp relief. While this relationship has historically enjoyed strong bilateral endorsement, such uncritical support is beginning to unravel. At the very least, the relationship is being subjected to a renewed, more critical scrutiny. This paper argues that a dispassionate analysis of the relationship is appropriate and overdue. Not only are the benefits that accrue to ‘Australia’ from the relationship debateable, even when judged within the limited calculus of the ‘national interest’, but Australia's uncritical support for US foreign policy is also helping to entrench potentially damaging aspects of American foreign policy and— somewhat ironically—undermining the legitimacy of its pre-eminent ‘hege monic’ position.  相似文献

After a decade of relative neglect post‐Soviet Central Asia has become a foreign policy priority for the transatlantic community. Both the United States and Europe have engaged with the region in recent years in pursuit of new strategic interests, including maintaining military basing access in support of coalition operations in Afghanistan and securing the export of Central Asian oil and gas to the West. Despite this period of renewed engagement, however, the quality of democratic governance within the region remains poor, especially in comparison with other post‐communist regions that successfully completed their political transitions. In fact, the United States and the European Union have often tempered promoting their Central Asian democratization agendas in order to maintain access to these strategically important fixed assets. The transatlantic struggle to balance the pursuit of strategic interests and democratic values has been rendered more difficult by Russia's recent resurgence as a regional power. Backed by the Central Asian governments, Moscow has challenged the purpose and influence of western‐based international and non‐governmental organizations in the region, thereby further diminishing the transatlantic community's capacity to promote sustained democratic reforms.  相似文献

Both Canada and the United States have “pivoted” toward Asia in their foreign policy over the past decade, although emphases in those pivots differed between the two countries. The former focuses on an economic pivot initially, the latter on a security one. What factors explain these shifts? What was the magnitude of policy change by both? Utilizing some important theoretical works by Charles Hermann, we discuss the factors that appear to have brought about this policy change toward Asia, outline the actions and activities that both countries have initiated toward Asia in the past decade to illustrate the type and magnitude of policy change that has occurred, and compare some areas of political, economic, and military similarities between Canada and the United States toward this region. Finally, we assess the likely future of these pivots to Asia in light of the change in political leadership within both nations.  相似文献

The foreign policy world views of George W. Bush and Barack Obama differ dramatically. Bush made terrorism the focal point of his foreign policy and dismissed the idea that either allies or international institutions should constrain America's freedom of action. Obama sees terrorism as one of many transnational problems that require the cooperation of other countries to combat and, as a result, the United States must invest more in diplomatic efforts to build partnerships. Despite these differences, both presidents share one common conviction: that other countries long for US leadership. Bush believed that friends and allies would eventually rally to the side of the United States, even if they bristled at its actions, because they shared America's goals and had faith in its motives. Obama believed that a United States that listened more to others, stressed common interests and favored multinational action would command followers. In practice, however, both visions of American global leadership faltered. Bush discovered that many countries rejected his style of leadership as well as his strategies. Obama discovered that in a globalized world, where power has been more widely dispersed, many countries are not looking to Washington for direction. The future success of US foreign policy depends on the ability of policy‐makers to recognize and adapt to a changing geopolitical environment in which the US remains the most significant military, diplomatic and economic power but finds it, nonetheless, increasingly difficult to drive the global agenda.  相似文献

Even as the world’s sole superpower, the United States requires the cooperation of other states to achieve many of its foreign policy objectives. The President of the United States thus often serves as ‘Diplomat in Chief’ in public diplomacy efforts to appeal directly to publics abroad. Given Donald Trump’s antagonistic approach to foreign relations and widespread lack of popularity, what are the implications for support for US policy among publics abroad – particularly among middle power states allied to the US? While previous research on public opinion relying on observational data has found that confidence in the US President is linked to support for American foreign policy goals, the mechanisms at work remain unclear. Using original data from survey-based experiments conducted in Canada and Australia, this article seeks to clarify the effect of ‘presidential framing’ (presenting a policy goal as endorsed or not endorsed by Trump) on attitudes toward key policy issues in the Canada–US and Australia–US relationships. Results point to a negative ‘Trump framing’ effect in Canadians’ and Australians’ trade policy attitudes, but such an effect is not observed in other policy domains (energy policy in Canada, and refugee policy in Australia).  相似文献

With the end of major combat operations in Afghanistan, how will the North Atlantic alliance maintain the unprecedented levels of interoperability developed over the last decade? One of the most effective means of building and maintaining interoperability—the forward‐based presence of US military forces in Europe— has shrunk significantly over the last 25 years and is likely to shrink further in the coming years, meaning it will become increasingly difficult for American and European military forces to operate side by side. Nevertheless, the United States continues to look to its allies in NATO as the primary partners in maintaining and promoting common interests around the globe. Additionally, Washington seems more committed than ever to wielding force in a coalition context. In order to help remedy this seeming incongruity, Washington announced in early 2012 a plan to deploy rotationally several hundred troops from the United States to Germany for periodic exercises with European partners and allies. However, it remains unclear whether a rotational model will be sufficient to generate the level of interoperability necessary for US forces and those of its most capable European allies to work seamlessly across the range of military operations. The loss of tactical and operational interoperability threatens transatlantic strategic interoperability, and therefore risks decoupling European and American security policy. To mitigate these challenges, the article discusses several policy steps the United States should consider.  相似文献

State subsidy for the arts in Britain has been determined by a variety of political and social factors over the last two hundred years. This article examines the recent emergence of a therapeutic ethos that has come to shape arts policy in the United Kingdom. It begins with a survey of existing literature describing a shift in Britain’s arts policy since the 1970s. It examines the limitations of existing explanations and suggests another explanatory factor – the growing valorisation of the arts as a therapeutic tool to address social problems. This can be seen in two historically convergent trends: the challenge to cultural authority through the emergence of a therapeutic understanding of creativity, and the reorientation of political activism around issues of culture and wellbeing. Finally, the article considers how and why these ideas became institutionalised in Britain’s main arts policy body – the Arts Council.  相似文献
