This article argues that the ideological and emotional meanings of the terms ‘Holocaust’ and ‘antisemitism’ have obstructed their use as analytical concepts in Holocaust scholarship. It claims, specifically, that they frame the persecution and annihilation of Jews during World War II as unique, placing these events and processes apart from essential historical and political contexts. The destruction of Jews in wartime Hungary underscores how histories of state and nation building—in this case the drive to realize ‘Greater Hungary’ with a marked Magyar majority—generated multi-layered mass violence against non-Jews as well as Jews. Focusing on the multi-ethnic borderland of Subcarpathian Rus’ before the German invasion of Hungary in March 1944 illuminates the links in the state's multi-layered attack against the region's society and sheds new light on the particular victimization of Jews, also after March 1944. Almost all the scholarship on the Holocaust in Hungary has addressed the period after the German invasion, dealing with ghettoization and deportation to Auschwitz. This perspective has provided important insight, but it has also overshadowed significant dimensions in the history of wartime Hungary. The histories of the state's borderlands, which have received limited attention, challenge this account of ‘the Holocaust’ in Hungary. This article uncovers how anxieties about disloyalty and foreignness played crucial roles in the exclusionary campaign against Jews, Roma and Carpatho-Ruthenians in Subcarpathian Rus’. The Hungarian authorities planned and carried out discriminatory and violent measures against them and, whenever national and international opportunities permitted, mass deportations. The examination of these related processes of mass violence lays bare the meaning of ‘antisemitism’ in a specific political context, highlighting connections between anti-Jewish policies and the persecution of other groups. Viewing this violence as it unfolded, rather than backward from the ‘final solution’ and Auschwitz, opens new paths to rethink ‘the Holocaust’ in Hungary.  相似文献

UCH managers are increasingly aware of the limitations of excluding public participation in heritage management both in terms of their own limited resources and need for wide public political support. This article assesses a pilot project in South Australia to train citizen scientists to record and monitor underwater cultural heritage sites. The results reinforced the need to ensure the data collected is robust and meaningful, and that citizen scientists know their contribution is valid; the need to help citizen scientists interpret data and foster peer‐to‐peer learning, and highlighted the importance of open source data for site conditions.  相似文献

A British exit from the EU would add to growing strains on the United States’ relations with Britain and the rest of Europe, but by itself would not lead to a breakdown in transatlantic relations due to the scale of shared ideas and interests, institutional links, international pressures and commitments by individual leaders. It would, however, add to pressures on the US that could change the direction of the transatlantic relationship. From the perspective of Washington, Britain risks becoming an awkward inbetweener, beholden more than ever before to a wider transatlantic relationship where the US and EU are navigating the challenges of an emerging multipolar world. The article outlines developments in the UK, EU, Europe and the US in order to explain what Brexit could mean for the United States’ approaches to transatlantic relations. By doing so the article moves beyond a narrow view of Brexit and transatlantic relations that focuses on the future of UK–US relations. In the conclusion we map out several ways in which US views of the transatlantic relationship could be changed.  相似文献

This article examines the rising prominence of strategic nuclear deterrence in Sino‐US relations. China is the only major nuclear power that has been actively expanding its offensive capabilities. Its nuclear modernization has inevitably caused concerns in the United States. The article suggests that China's nuclear programme is driven significantly by US missile defence, which has fundamentally altered the incentive structures for Chinese nuclear deterrence. The article also assesses the latest Chinese perception of US strategic adjustment under the Obama administration and its potential impact on arms control. It reveals that recent measures by the United States to restrain its missile defense could be conducive for achieving a strategic nuclear understanding between the two countries. The article then suggests a number of concrete actions for China and the United States to realize such an understanding.  相似文献

A more powerful China under the seemingly confident leadership of President Xi Jinping has committed to a more activist global policy. In particular, this commitment has influenced Beijing's policy towards UN peacekeeping operations, with a long‐awaited decision to add combat forces to the engineering troops and police and medical units that have been features of its past contribution. In addition, Beijing has doubled the size of its contribution to the UN peace operations budget. This article explains why the UN is a key venue for China to demonstrate its ‘responsible Great Power’ status and expressed willingness to provide global public goods. The main explanatory factors relate to the UN's institutional design, which accords special status to China even as it represents a global order that promotes the sovereign equality of states. Moreover, there are complementarities between dominant Chinese beliefs and interests, and those contained within the UN system. Especially important in this latter regard are the links that China has tried to establish between peacebuilding and development assistance with the aim of strengthening the capacity of states. China projects development support as a contribution both to humanitarian need and to the harmonization of conflict‐ridden societies. The Chinese leadership has also spoken of its willingness to contribute to peacemaking through stepping up its efforts at mediation. However, such a move will require much deeper commitment than China has demonstrated in the past and runs the risk of taking China into controversial areas of policy it has hitherto worked to avoid.  相似文献

A widely held view in economic geography is that the commodity economy — in which goods and services are produced by capitalist firms for a profit under market conditions — has permeated, albeit slowly and unevenly, ever more areas of daily life. Until now, however, little evidence has been provided of the extent and unevenness of its penetration. This is the intention of this paper. First, secondary data are used to evaluate the penetration of commodification in the advanced economies. Rather than find its permeation into every crevice of daily life, a non-commodified sphere as large as the commodified sphere is identified. Reporting case study evidence on the commodification of household services in rural England, explanations are then sought for the persistence of these non-commodified spaces and the uneven penetration of commodification. This reveals that despite household services being more commodified in higher income rural areas, commodification and its uneven contours cannot be explained simply in terms of economic determinants. Although economic forces prevent the advance of commodification, especially in lower income rural areas, strong 'cultures of resistance' to the edicts of commodification also impede its deeper penetration. The paper thus concludes by outlining the roles played by both economic and cultural forces in shaping commodification and its uneven contours, as well as the need for economic geography to broaden its scope beyond the commodity economy.  相似文献

Recent writings in economic geography have questioned the way the literature has featured the regional scale in discussing issues of innovation and economic competitiveness, and called for a different conceptualization of scale. This paper takes up the challenge to go beyond what is called the 'regional gaze', by presenting a critical review of the regionalist literature and outlining an alternative approach. The critique of the 'regional gaze' is developed in two steps: first, by discussing the influence of strategic management discourse; and second, by invoking the twin concepts of lifeworld–systemworld. This critical account results in identifying various windows for elaborating an alternative conceptualization of the relationship between economic development and space. A first alternative is found in the dimension of the 'non–local' or 'extra–local', but the significance of these notions is considered to be limited. Drawing on recent work on scaling and the 'politics of scale', a relational–scalar approach is proposed that focuses on the question of how scalar qualities are socially produced and contested. What is called for is a geographical imagination that sees innovation and economic competitiveness as braced on spatialized networks rather than bounded territories scaled at the regional level. An illustration of how such a perspective may be elaborated is found in recent discussions on the concept of 'global production networks'.  相似文献

ABSTRACT. Recent scholarship has begun to nuance the idea of Ottoman decline, but few works have attempted to see nationalism outside of the dominant decline paradigm. By addressing the emergence of Kurdish nationalism in the late Ottoman period, this paper questions the idea that imperial disintegration and nationalism were inherently intertwined; and challenges not only the mutually causal relationship that has been emphasised in literature to date, but also the shape that the ‘nationalist movement’ took. Using archival sources, the Kurdish‐Ottoman press, travel literature and secondary sources in various languages, the present paper will illustrate how the so‐called Kurdish nationalist movement' was actually several different movements, each with a differing vision of the political entity its participants hoped to create or protect through their activities. The idea of Kurdish nationalism, or Kurdism, may have been present in the minds of these activists, but the notion of what it meant was by no means uniform. Different groups imbued the concept with their own meanings and agendas. This study demonstrates that most ‘nationalists’ among the Kurds continued to envision themselves as members of the multi‐national Ottoman state, the temptingly powerful rise of nationalism in their day notwithstanding. The suggestion has important implications for students and scholars of nationalist movements among other non‐dominant groups, not only in the Ottoman Empire but in contemporaneous empires such as the Habsburg, and in later states like Iraq, Rwanda and Sudan. The present study further questions the received wisdom that multi‐ethnic entities are a recipe for disaster. It proposes that a joint effort to rethink what we know about minority nationalism may involve not only a reconceptualisation of the very terms we use, but perhaps an accompanying shift in approach too.  相似文献

ABSTRACT. The traditional distinction between civic and ethnic citizenship continues to dominate the study of citizenship concepts. In recent years, various authors have questioned the dichotomous character of these concepts. In this article, we empirically investigate the applicability of this dichotomy based on an analysis of International Social Survey Programme (ISSP) survey data across thirty‐three societies. The analysis demonstrates that this dichotomous structure can indeed be detected and therefore the theoretical dichotomy can be considered as empirically valid. While ethnic citizenship refers most strongly to having national ancestry, for civic citizenship the most important criterion seems to be to obey national laws. However, the ethnic concept of citizenship can also be defined in a negative manner: for ethnic citizenship, obeying the national laws is clearly not a sufficient condition. Further analysis also reveals that the measurement of both concepts is not equivalent cross‐nationally, so that findings on civic and ethnic citizenship are difficult to compare across societies.  相似文献

Abstract. The ‘Irish question’ encompassed negotiations leading to the partition of Ireland in 1921. The paper considers factors that contributed to the growing tendency for the major players involved in the struggle – Irish nationalists, unionists and British officials – to adopt postures that were mutually irreconcilable. Conceptualising the problem in terms of Rogers Brubaker's ‘triadic nexus’ model of nationalisms reveals that the rigidity was encouraged by the dynamic interaction of nationalist representations employed by the three parties in response to the postures adopted by their rivals. Further, international factors – specifically, the prevailing international definition of nation and the position taken by the authority in place to adjudicate claims of nationhood – combined with regional pressures to consolidate Irish, Ulster and British nationalisms in such forms that militated against a compromise solution. By amending Brubaker's model to include international as well as regional forces, the analysis shows how understanding of the Irish contest can be enhanced if conceived as issuing from the continuous and reflexive interaction of three distinct nationalisms with and within an international context that itself was structured with respect to questions of nation.  相似文献

This paper explores the political context of an increasingly familiar phenomenon: unilateral interference with international trade and payments. The particular case examined is that of US balance of payments policy between 1960 and 1971, during which time the country which had been the world's foremost advocate of an open world economy attempted to separate the US and international capital markets. The policy is explained at two levels: systemic political imperatives to explain the overall structure of policy choices, and domestic bureaucratic politics to explain the changing sources and objectives of policy. The Bretton Woods system linked US political power to the international monetary system in such a way as to leave the US no choices but those of capital export controls or the destruction of the entire system, as the US balance of payments moved into deficit. The domestic policy process reacting to these international strains followed a pattern of progressive politicisation, which lifted the issue out of the hands of the Treasury and into the White House. Finally, it is suggested that an examination of the political structures which led to restrictive policies in the monetary sphere may shed some light on the current trends toward protectionism in the trade area.  相似文献
