The field of cultural diplomacy, which looms large in present-day cultural policy and discourse, has been insufficiently analysed by the cultural disciplines. This special issue engages with the task of filling the gap. The present essay sets out the terms in which the authors have taken up this engagement, focusing principally on Australia and Asia. Distinguishing between cultural diplomacy that is essentially interest-driven governmental practice and cultural relations, which is ideals-driven and practiced largely by non-state actors, the authors pursue a twofold aim. First, to demystify the field, especially when it is yoked to the notion of ‘soft power’; second, to better understand how actually-existing discourses of cultural diplomacy and/or cultural relations operate in different national contexts. The essay seeks in particular to scrutinize the current confusion surrounding cultural diplomacy and, in the context of the changing role of the nation-state, to explore its possibilities as an instrument for going beyond the national interest.  相似文献

This study examines the conception of culture and the cultural policies of the French Front National. Tracing the developments of the party’s cultural agenda before and after Marine Le Pen took over the leadership of the party from her father, I show how the Front National has adapted its discourse on cultural policy to its wider programmatic profile. In the context of a strategy of de-radicalisation promoted by Marine Le Pen, recent years have witnessed focussed efforts by the party leadership to professionalise and modernise the party’s cultural policy programme. However, the analysis of the party’s current cultural policy agenda reveals a remarkable continuity in the way the party leadership conceives of national culture and of what cultural policy should promote. This programmatic continuity becomes apparent in the analysis of the local cultural policies of municipalities won by the Front National in 2014. Exploring the cultural agendas of ten local governments with a Front National majority, I argue that the cultural policies of the Front National remain deeply rooted in a nativist understanding of culture and a dirigiste approach that wilfully excludes postcolonial minorities.  相似文献

Increasingly, local cultural communities are called upon to support global mega‐events such as the Olympic games with the promise that this global occurrence is a ‘once in a lifetime opportunity’ for an urban artistic community. What evidence exists to support the premise that hosting a Cultural Olympiad provides a professional arts sector with positive and substantive legacies, sustained material and financial benefits, or increased national and international profile? Data collected on the Vancouver 2010 Cultural Olympiad suggest that the local arts sector did not enjoy any of the claimed global benefits. However, it is also clear that some arts organizations, by virtue of the artistic and operational decisions they took, were able to exert influence over and upon the outcome; this outcome ultimately depending on whether they elected to play for a global or a local stage.  相似文献

Subsistence digging is an action taken by people living a region to find antiquities in order to sell them and use resulting proceeds as a means of living. Subsistence digging is the main source of recent excavated cultural materials supplied to the market. The term is tied to the economy and plays an important socioeconomic role in many countries particularly in developing countries throughout the world by solving the starvation problem. Despite of the frequency of digging activities, they have not been investigated and even are not known in Iran so far. To find out the possible reasons behind digging activities and the neglect of the relevant authorities and agencies, this study explores subsistence digging and distinguishes it from looting, a term that is frequently referred to as the looting of cultural heritage in Iran.  相似文献

Cultural racism has found fertile territory in a post-industrial Europe experiencing economic crisis and social disintegration, but its manifestations vary between countries. Denmark, a country traditionally regarded as liberal and tolerant, experienced a fundamental shift in attitude during the early 1980s that has seen it emerge potentially as one of the most racist countries in Europe. Paradoxically, liberal values are used as justification for negative representations of 'others'. This paper examines the place-specific manifestations of cultural racism in Denmark, which can be identified as essentially anti-Muslim and anti-refugee. Through the use of interviews with minority women, newspaper extracts and material propagated by far-right organizations, the paper traces the evolution of this discourse, identifying its key actors as: specific far-right anti-immigration groups; the media; and a culturally deterministic academic research tradition. The subtle manifestation of cultural racism in Denmark, coupled with inadequate anti-racist opposition or legislation, have rendered it particularly damaging, and 'legitimated' a range of racist policies and practices.  相似文献

Elements of culture and cultural policy have now become firmly integrated within urban design and regeneration practice. Culture is recognised as a driver of economic renewal and many cities have utilised culture as an additional means of achieving regeneration outcomes through the application of designated cultural quarters. This study provides a critical evaluation of the regeneration and development of Cathedral Quarter Belfast, exploring the integration of cultural and economic strategies to encourage greater cultural provision and economic development as well as examining the role of culture as a catalyst in the regeneration process. It does so by utilising a mixed methodology incorporating qualitative key informant interviews and a quantitative survey of visitors to the quarter. This research examines and challenges existing theories in relation to culture-led regeneration making a valuable contribution to the literature on the application of cultural quarters and identifies areas for further investigation.  相似文献

This paper explores the historical roots of cultural values as a prerequisite for German cultural policy. With reference to current investigations of the social impact of the arts, the analysis is based within the framework of the history of ideas and focuses on three concepts: the common base of culture, nation of culture and culture as a state aim. The author argues that the transformative positive powers of culture are linked in a complex system of historically grown intellectual alliances while directing current policy thinking. As a consequence the positive impact of culture in society is strengthened over time and remains unquestioned by actors in the cultural sector.  相似文献

It is only seven years since Monsignor Camillo Ruini resigned from his role as President of the Italian Episcopal Conference (CEI), yet it feels much longer. The tempestuous events that marked Silvio Berlusconi's decline, on one hand, and the election of Pope Francis to the Holy See, on the other, have made such an impression on recent Italian history that seems to leave no time for reflection on what has happened over the last twenty years. This article explores how, during this time, Cardinal Ruini has re-fashioned the relations between the Catholic Church and Italian politics, following a pattern that has come to be known as ‘ruinismo’. The essay follows the development of the theological-political line of the Conference, from the “mediation” of the “Catholic Party”, the Christian Democrats (DC), to the “policy of presence” of politically committed Catholics, defined in these terms by the ecclesiastical congress in Loreto in 1985 and fully carried out under Ruini's management, with the backing of Berlusconi's governments. The aim is to establish whether and to what extent the “Ruinian” rule may be regarded as the consequence of mainstream Catholic politics of the 1980s and, equally, as a response to the cultural and political transformation brought about by the upheavals of the corruption scandals of 1989–91. Only from this long-term perspective is it possible to determine whether Ruini's exit has brought an end to ruinismo.  相似文献

The culture of the Qiang ethnic minority in Western China has been threatened by assimilation with the majority culture, and many Qiang no longer take part in traditional ceremonies or use their cultural skills and knowledge. The devastating 2008 earthquake in Sichuan killed a 10th of the Qiang population and destroyed monuments, houses and villages. The Beijing Cultural Heritage Protection Centre (CHP), a citizen volunteer non-governmental organisation, launched a project to help a Qiang village named A’er preserve its intangible and tangible cultural heritage. This paper describes the damage that was done and the needs of the Qiang people in the remote village of A’er, which is generally considered one of the last major repositories of traditional Qiang culture. The A’er people, despite their desperate situation, were determined to save their cultural heritage. The CHP team, working with them, provided necessary instruments and methods for recording. The Qiang people of A’er village themselves decided what they would record and produced an introduction to the A’er Qiang culture named ‘The A’er Archive’ and an elementary conversation booklet over which A’er villagers explicitly maintained copyright.  相似文献

The purpose of this article is to document the activities, inBritain during the 1950s, of the Congress for Cultural Freedom(CCF), a body of anti-communist intellectuals based in Pariswhich received covert subsidies from the Central IntelligenceAgency. Although initially unpopular in Britain, the CCF eventuallywon significant support among the country's literary, political,and academic intellectuals, including most notably the youngLabour politicians known as the Gaitskellites. During the May Fourth New Cultural Movement, three debates on new/Western and old/Chinese cultures were respectively carried out between the journal New Youth and Lin Qinnan, Chen Duxiu and Du Yaquan, as well as Zhang Dongsun and Fu Sinian. New Youth, Chen Duxiu and Zhang Dongsun were regarded as the “new school,” whereas their opponents “the old new-intellectuals.” The difference between them lies in their attitudes towards traditions instead of their new or old knowledge. After three heated debates, New Youth won a total victory in big cities, because the so-called “urban youths” needed a radical cultural reform plan and a simple guide for action. On the contrary, “town youths” who lived in small cities and towns did not care about the attitudinal difference of two sides. They paid more attention to absorbing new knowledge from both sides and were more sympathetic to tradition.  相似文献

Henry Kissinger famously explained the ‘intelligence failure’ of Yom Kippur in cultural terms, asserting that Western analysts were unable to understand Arab rationality in ‘starting an unwinnable war to restore self-respect.’ This article fundamentally challenges this conventional understanding of the 1973 surprise attack. Drawing on recently declassified material and interviews with veteran diplomats and intelligence professionals it will show that both the British and American intelligence communities had an excellent sense of Egyptian President Sadat's intentions in waging war against Israel. Rather the evidence suggests that misconceptions about Egyptian military capability were more important. These misconceptions derived from particular ideas about Arab culture and Soviet–Egyptian relations following the expulsion of Soviet advisors in 1972. The article thereby illuminates wider questions about how we define ‘failure’ in intelligence and the role of cultural ideas in international history.  相似文献

This paper examines how the villagers of Pams?m village in Seoul acted as agents in configuring their own cultural identity which explores issues concerning Korea’s Intangible Cultural Heritage (ICH) designation system. It delves in detail how villagers practice their ritual of Pams?m Pugundang kut ? amidst the complex process of continuity and change as a way of sustaining and promoting collective village identity. By examining the implications of this cultural practices in contemporary society, this paper ultimately raises the question of who constitutes the true legatee of traditional culture of Pams?m village. The cultural practice of the Pams?m Pugundang kut carried out by the villagers of Pams?m can be interpreted not merely as a critique of the dynamics of political and cultural heritage, but the reconstruction of villager’s identity through the creation and continuation of their long village history. This study provides a useful case in examining a village community which describes in detail how the subject of this study constructs their cultural identity and faces the complex issues concerning Korea’s ICH designation system.  相似文献
