Community capacity building is a common goal for programmes and policies involving Indigenous peoples, but it relies heavily on organisational capacity to work effectively in intercultural settings. This paper reviews the organisational capacity of the senior leaders of Australian Red Cross and institutional efforts to build a culturally appropriate and respectful organisation. It reports results from a survey of the organisation's leadership team and follow‐up interviews undertaken in 2010, reviews the challenges facing the organisation in working with Aboriginal and Torres Strait Islander Australians, and considers institutional progress in building internal capacity to lead change in working with Aboriginal and Torres Strait Islander Australians. The paper concludes with discussion of wider implications of this research.  相似文献

This paper examines developments and dilemmas in relations between local governments and indigenous Australians over the last quarter century. It establishes a framework for analysis based on differences in local government systems, circumstances and populations. It then examines two sets of developments in relations which have occurred in contrasting circumstances. The first is ongoing poor relations in incorporated local government areas, focusing on a complex of issues surrounding landownership, rates and services. The second is discrete predominantly Aboriginal or Torres Strait Islander communities in sparsely settled areas themselves becoming local governments. Both of these sets of developments are seen as being accompanied by significant dilemmas. In relation to the first, the major dilemma identified is how superordinate levels of government should best proceed in attempts to improve relations. In relation to the second, major dilemmas are identified relating to indigenous 'ownership' of the resulting local government structures and the weakness of the financial position of these newly emerging local governments. The paper suggests there have been some very significant and quite complex developments in relations between local governments and indigenous Australians over the last quarter century. However, these developments have only tentatively moved relations in a more positive direction, if indeed at all. Poor relations still predominate between local governments and indigenous Australians.  相似文献

Indigenous women continue to experience a disproportionately higher burden of cervical cancer than non‐Indigenous women in Australia. The National Indigenous Cervical Screening Project used probabilistic record linkage to combine population‐based administrative databases and identify Indigenous women on Pap Smear Registers. This study aimed to quantify the spatial variation by local government areas (LGAs) for Indigenous and non‐Indigenous women in Queensland in cervical screening participation rates and related outcomes. Empirical Bayes local geostatistical smoothing was performed to reduce the likelihood of spurious variation between small areas. The cohort included 1,091,260 women (2 per cent Indigenous) aged 20 to 69 with 2,393,708 Pap smears between 2006 and 2011. Indigenous women had smoothed LGA‐specific 5‐year participation rates (interquartile range (IQR) 38.9–53.3 per 100 eligible women) consistently lower than non‐Indigenous women (IQR 80.7–85.3). The non‐overlapping confidence intervals of these rates suggest that the Indigenous differential was significant. Compared with Indigenous women, non‐Indigenous women had consistently lower and more stable prevalence rates of histologically confirmed high grade abnormalities (IQR 8.0–10.1 versus 15.0–21.3 per 1,000 screened women). Although the LGA‐specific rates also suggest that a higher proportion of non‐Indigenous women were followed‐up within two months of an abnormal screening result, the wide confidence intervals for these estimates limit our ability to draw definitive conclusions about spatial patterns for this outcome. These findings highlight the importance of continued monitoring and ongoing efforts to identify drivers of these patterns and develop effective strategies to improve participation and potentially reduce the cervical cancer burden among Indigenous women.  相似文献

The changes in regulation of mineral development on Indigenous people's lands, wrought by the advent of native title in Australia, created an impression that the political economy of mining on Indigenous people's lands would be fundamentally transformed. In this paper we argue, in reality, a deeply seated settler‐colonial mentality endures in Australia within the institutions presiding over mineral governance, particularly in those States that are heavily dependent upon resource extraction. Focusing on the governance of mineral development in Queensland, Australia, we offer an analysis of the rationalities that inform the endurance of an inequitable architecture of extractive governance in that State. Our conceptual framework draws on a synthesis of the concepts of “accumulation by dispossession”, “settler colonialism”, and Indigenous critiques of the politics of recognition, to argue that liberal states remain deeply committed to the facilitation of mineral development on Indigenous people's lands in direct contravention to international norms.  相似文献

The relationship between nationally unified calls for immigration restriction in the White Australia period and the emergence of an imagined national identity has been the focus of much valuable historical research. Through the method of content analysis, a geographical lens was used to re-examine the Commonwealth Parliamentary debates regarding the development of the Immigration Restriction Act 1901 and to provide empirical support to the existing scholarship. The content analysis provided statistical evidence for the ways in which immigration restriction in this specific historical context was legitimised and rationalised by social constructions that reproduced racisms. Constructions of the Self and the Other were fundamental in defining exclusion and inclusion during the White Australia era. The national Self was complexly defined by overlapping constructions of the Self as Australian, British (racially and culturally) and White. This is indicative of the tensions and negotiations between national interests and cultural, historical and ‘racial’ ties to Britain at the time. Additionally, content analysis provided nuanced insight into the ways in which the designation of inherent (and diametrically opposing) racial attributes to the White Self and non-White Other justified the ways in which ‘they’ were different from ‘us’. In this way the Other was characterised as an intrinsic threat to the development of the nation and the wellbeing of its peoples. ‘We’, on the other hand, were integral to the development of White Australia.  相似文献

“Protected areas” is the formal definition for the global network of conservation places, including marine and terrestrial reserves, which are overseen by the IUCN through instruments such as the Guidelines for Applying Protected Area Management Categories (Guidelines). In the long‐term conservation of nature, the Guidelines embed a nature–culture dualism, upon which the values of each are ascribed and weighted. This binary does not recognise relational values of Indigenous peoples to land or encompass worldviews beyond the restricted choice of the dualism. Through two Australian Aboriginal case studies, I reveal tensions in classifying cultural values for protected areas under the limited Guidelines offerings and provide an alternative engagement, through reassessing the means and scope by which values are assigned, for greater equity to Indigenous peoples.  相似文献

This article narrates the complex ways in which race and gender play out for the author, an Indigenous woman, when she encounters a man one Saturday night. It highlights how as a ‘raced’ being she finds herself placed in the position of the Other even whilst attempting to enact resistance and agency. The encounter raises questions about discourses of race and the impact on Indigenous women when blackness and whiteness converge, and reveals how whiteness is privileged. The narrative unpacks the nuances of desire, blackness and whiteness and how interracial relationships in Australia are performed in everyday life viewed through the lens of an Aboriginal woman.  相似文献

This article studies gender education gaps among indigenous and non‐indigenous groups in Bolivia. Using the National Census of Population and Housing 2012 and an estimation method analogous to difference‐in‐differences, the study finds that the intersection of gender and indigenous identity confers cumulative disadvantage for indigenous women in literacy, years of schooling and primary and secondary school completion. While gender education gaps have become narrower across generations, there remain significant differences within indigenous groups. The Aymara have the largest gender gap in all outcomes, despite having high overall attainment rates and mostly residing in urban centres with greater physical access to schools. The Quechua have relatively smaller gender gaps, but these are accompanied by lower attainment levels. The article discusses the possible sources of these differentials and highlights the importance of taking gender dynamics within each indigenous group into greater consideration.  相似文献

This article explores the connections between Indigenous enfranchisement and assimilation in Australia. Focusing on testimony given by Indigenous people to the 1961 Select Committee on Voting Rights for Aborigines, and assessing the political and discursive overlaps between enfranchisement and assimilation at this time, the article argues that enfranchisement could both demand and produce forms of social and cultural change that involved Indigenous people becoming more like settler Australians. Indigenous witnesses recognised and often welcomed the acculturation presaged by enfranchisement. But this embrace was not unanimous or unqualified, especially in evidence given by and on behalf of Indigenous people whose lives were partly or wholly beyond the reach of settler institutions.  相似文献
