This article uses comparative case studies to examine the political shaping of public Information utilities developed by American local governments. These public access computer networks are designed lo facilitate access to community information and dialogue. We view technology design as analogous to developing public policy on citizen participation, where the "legislation" is imbedded in the technological design. Research sites included three adopter cities, Santa Monica, Pasadena, and Glendale, California, and one nonadopter city, Irvine. This comparison highlights key technology-policy choices (including the choice of not developing this application). Our analysis then examines the role of technological paradigms, local political cultures, and organizational arrangements in shaping municipal approaches to addressing these key policy choices.  相似文献

UCH managers are increasingly aware of the limitations of excluding public participation in heritage management both in terms of their own limited resources and need for wide public political support. This article assesses a pilot project in South Australia to train citizen scientists to record and monitor underwater cultural heritage sites. The results reinforced the need to ensure the data collected is robust and meaningful, and that citizen scientists know their contribution is valid; the need to help citizen scientists interpret data and foster peer‐to‐peer learning, and highlighted the importance of open source data for site conditions.  相似文献

Culture is often promoted as crucial in efforts to achieve economic growth and social cohesion. In recent debates, greater attention has been directed at the importance of culture in creating democratic and just cities. Drawing on theories concerning participation, we study the processes of citizen participation in the creation of culture in relation to the European Capital of Culture in Umeå in Northern Sweden. The city has been praised for its focus on participation and the ‘co-creation’ of culture. We scrutinize the idea of co-creation, how it is filled with meaning by different actors, the way it is operationalized by city officials and cultural actors/practitioners and the possibilities for public participation and the power relationships at play in the city. We conclude that culture tends to be depoliticized and turned into an arena available for all on supposedly equal terms and ignores the very unequal terms on which different actors participate. It ignores how power relations affect and construct who gets to speak and be heard; that there are conflicting meanings of culture and co-creation and how power influences whose definition of culture is accepted.  相似文献

In efforts to become “smart cities,” local governments are adopting various technologies that promise opportunities for increasing participation by expanding access to public comment and deliberation. Scholars and practitioners encounter the problem, however, of defining publics—demarcating who might participate through technology-enhanced public engagement. We explore two case studies in the city of Calgary that employ technologies to enhance public engagement. We analyzed the cases considering both the definition of publics and the level of citizen participation in areas of participatory budgeting and secondary suites. Our findings suggest that engaging the public is not a straightforward process, and that technology-enhanced public engagement can often reduce participation towards tokenism. City councillors and planners need to critically confront claims that smart cities necessarily enhance participation. Moving beyond tokenism requires understanding “public” as a plural category. Municipal governments should seek to proactively engage citizens and communities utilizing helpful resources including, but not limited to, digital tools and smart technologies. This would allow planners to keep a “finger on the pulse” of publics' concerns, better identifying and addressing issues of equity and social justice. It is also important to consider how marginalized publics can best be recognized in order to bring their concerns to the fore in decision-making processes.  相似文献

This article examines the reception of Benjamin Disraeli as a bestselling novelist and respectable elder statesman as reflected in obituaries and biographical sketches appearing in the wake of his death in 1881. It starts out by tracing Disraeli’s entry into the popular imagination during his lifetime before focusing on the intersections of literary and political fame in late nineteenth-century commemorations. Disraeli’s posthumous media reception reveals that his deft migration between the literary and the political fields as closely interconnected arenas of self-fashioning crucially influenced his position as one of the most eminent figures in Victorian public life. It will be shown, however, that the narrative of the duality of Disraeli’s public acclaim is complicated by the celebrifying impact of his lifelong position as a social, ethnic, and intellectual outsider who transgressed Victorian norms and categories. In its attempt to unpick the multiple layers of Disraeli’s Victorian pre-eminence from the angle of Celebrity Studies, this article illuminates the tension between processes of self-fashioning and media appropriation that informs the production and consumption of fame and celebrity in nineteenth-century Britain and beyond. It thus participates in an ongoing scholarly conversation about the cultural history of fame and celebrity, presenting Disraeli as a type of media celebrity whose public profile was fashioned from a variety of dynamically interacting and mutually sustaining manifestations of fame.  相似文献

It is usually assumed that US policy makers need to generate popular consent in order to undertake regime change against another state. This article explores the ways in which contextual factors such as the joint democracy effect, popular values and public moods influenced efforts by elites in the United States to generate popular consent for regime change in the Philippines and Chile. Against the backdrop of the Vietnam War, the United States undertook covert action in Chile due to public recognition of the target state's democratic credentials and a public mood opposed to further military ventures. In contrast, the absence of a strong joint democracy effect, a national mood infused with romantic nationalism qua militarism and social Darwinism facilitated efforts by US elites to generate consent for the invasion and occupation of the Philippines. Subsequently, this article contributes to understandings of the domestic-level factors that influence foreign policy decisions.  相似文献

Primary data, though an essential resource for supporting authoritative archaeological narratives, rarely enters the public record. Lack of primary data publication is also a major obstacle to cultural heritage preservation and the goals of cultural resource management (CRM). Moreover, access to primary data is key to contesting claims about the past and to the formulation of credible alternative interpretations. In response to these concerns, experimental systems have implemented a variety of strategies to support online publication of primary data. Online data dissemination can be a powerful tool to meet the needs of CRM professionals, establish better communication and collaborative ties with colleagues in academic settings, and encourage public engagement with the documented record of the past. This paper introduces the ArchaeoML standard and its implementation in the Open Context system. As will be discussed, the integration and online dissemination of primary data offer great opportunities for making archaeological knowledge creation more participatory and transparent. However, different strategies in this area involve important trade-offs, and all face complex conceptual, ethical, legal, and professional challenges.  相似文献

ABSTRACT

This article examines the two distinct historical policy paths taken by the South Korean government in the late twentieth century towards the democratization of museums. One was based on the creation of a museological public sphere as an extension of the political democratization movement of the 1980s. This demonstrated the potential to become a valuable component of the wider incipient national public sphere within which civic subjects could discuss their individual and collective historical memories. However, despite this potential, a museological public sphere failed to influence the general trajectory of national policy regarding the democratization of museums that had been in development since the early 1980s. This other policy path towards cultural democratization was triggered by the award of the Seoul Olympics in 1981. It was based on public participation and entitled the ‘cultural Olympics’. An important strategy of the cultural Olympics was the construction of a new institutional infrastructure to expand the public right to enjoy culture. This path facilitated an increasing entanglement with neoliberalism in 1990s. Finally, the 1997 IMF crisis furthered the association between a superficial idea of democratization through institutional expansion and the practices of neoliberalism, a trend which continues within South Korean museum policy today.  相似文献

Over the past twenty years, patriarchy has become a vitally important analytical concept for historians of women, gender and masculinity. By contrast, misogyny has been under‐explored, despite being an equally prevalent historical phenomenon. This article offers a cultural history of seventeenth‐century masculinity based on an analysis of the humorous jokes and stories found in jest‐books, a genre that appealed in particular to male adolescents and young men in their twenties. It argues that patriarchy and misogyny should be treated as separate analytical concepts and cultural phenomena that appealed to different sorts of men. While patriarchy offered a code of manly behaviour for middling‐sort married males to aspire to, misogynistic humour appealed predominantly to youthful single males, who were as antagonistic towards patriarchs as they were towards women. In articulating such an argument, this article engages with debates about manhood, misogyny and the reception and creation of everyday culture in early modern society.  相似文献

Concerned by declining interest, trust, and participation by citizens in democratic politics, governments and political institutions worldwide are turning to the internet in attempts to revitalise democracy through online public consultation and citizen participation, referred to as e-democracy or ‘government 2.0’. This paper reports research into the planning and conduct of a series of online public consultation trials launched by the Australian federal government in late 2008, and it compares and contrasts Australian experiences with international e-democracy developments, including the Obama presidential campaign and findings of the Digital Dialogues review of online technologies to enhance citizen engagement in the UK, the UK Power of Information Task Force review, and experiments conducted as part of the MIT Deliberatorium. This paper presents qualitative analysis of findings in 10 areas, which it argues can be further grouped into four main areas of management focus of which technology, often the major topic of discussion, is important but less significant than policy, culture and resources.  相似文献

Abstract

Public folklore’s dialogic engagement with communities incorporates methodologies for sharing representational and interpretive authority, collaborative programme development, mutually constructed modes of presentation and stakeholder participation in policy-making. While recognising that heritage interventions inevitably involve power asymmetries, public folklore seeks to mitigate and diminish these imbalances as it develops approaches to enable communities to present their culture on their own terms. This paper explores dialogic public folklore practice through community self-documentation projects, folklife festivals, government folk arts funding programmes and a project promoting places of local cultural significance. It provides examples of the integration of multiple roles of public folklorists as scholars, administrators, producers of folklore presentations and government heritage officers. Public folklore praxis achieved through the integration of these roles is seen as a potential model for critical heritage studies praxis for scholars who are advisors and researchers in intangible cultural heritage (ICH) initiatives. Critical heritage scholars involved with ICH can learn from how public folklorists engage with communities and foster cultural self-determination. For public folklorists, collaboration and increased dialogue with critical heritage scholars could foster greater awareness of hegemonic discourses, reconceptualisation of the social base of ICH and recognition of the pitfalls of fostering economic development through heritage.  相似文献

This paper brings together two disparate but critical bodies of literature about contemporary citizen participation in the Australian city: transport politics and post‐politics. The argument is advanced that state and citizen actor relations—as they exist in the governance and management of Australian urban transport—have taken on characteristics of post‐politics. By conceiving of citizen participation in this manner, new ways of understanding it are generated and it is possible to appreciate how such participation is shaped by state actors both across time and in response to the politicisation of transport proposals. The paper illustrates the extent to which citizen engagement has become a new focal point in transport politics, particularly given citizens' capacities to politicise proposals and transport trajectories. It achieves such ends by drawing upon key‐informant interviews conducted between 2013 and 2016 with public transport advocates, select resident groups, and local and state level planning officials from Melbourne, Australia.  相似文献

The municipality of Olavarría, Buenos Aires province, Argentina, has a rich, diverse, and ancient natural and cultural heritage, although this is not well known by the local community. For this reason, an itinerant exhibition was developed to promote public access to scientific information and community awareness concerning the importance of local heritage. This project was the starting point of an integral programme of public outreach and science education, whose main goal is to facilitate intellectual and physical access to academic knowledge by local communities. After seven years of development, several lessons have been learned, including the need to increase stakeholders’ participation and the exploration of new strategies of communication in order to engage different segments of the public.  相似文献

This article presents two arguments. The first relates to the relevance of citizen participation vis-à-vis the design and implementation of public policy. More specifically, the article empirically demonstrates how a model of community decentralisation can have a number of practical benefits for crisis-management policy. The second argument relates to a question that has come to characterise studies of citizen participation in public policy. Why is it that there is so much rhetoric in support of participation but so little action in terms of the day-to-day realities of policy implementation? We place this question in a crisis-management context so that we might ask: why is it that crisis-management systems built around the principles of community resilience continue to fail on these very grounds? We find our answer to this question in state-centric governance settings which devolve authority, but do not relinquish it.

Over the past decade, intangible cultural heritage (hereafter, ICH), the significance which it possesses and the continuation of its myriad manifestations have reached unprecedented levels of recognition and attention on international and national policy agendas. Traditional Medicine (hereafter, TM) has long been included under the vast umbrella of ICH, yet there have been few attempts to explore that relationship. This paper examines the practical implications of applying the UNESCO Convention for the Safeguarding of Intangible Heritage to TM, alongside the relationship of traditional medicine to the fields of human rights, public health and development. It considers, and reaches the conclusion that the cultural significance of traditional medicine combined with the fundamental principles of the Convention render the Convention significant in safeguarding traditional medicine for the future.  相似文献

Recent museological scholarship emphasises visitor participation and democratic access to cultural heritage as key to securing the ongoing relevance and future sustainability of museums. But do legacies of colonialist collecting practices and hierarchical conventions of representation in museums afford the possibility of genuine cultural democracy? This paper explores this question via detailed analysis of the Encounters exhibition, developed by the National Museum of Australia in partnership with the British Museum and promoted as an unprecedented partnership between the institutions and Indigenous Australian communities. Drawing on an extensive and emerging literature on museums, community engagement, participation and democracy, in tandem with analysis of public critiques and Indigenous responses to the exhibition, the paper suggests that the extent of Indigenous agency within the collaboration fell short of the articulated goals of the project. It concludes that the concept of maximal participation and release of agency to communities of interest may be difficult to achieve within existing museum frameworks.  相似文献

This article explores the relation between gender identities and spatial aspects of audience reception by means of a case study on film-viewing in the Turkish and Moroccan diasporic communities in the Belgian city of Antwerp. Drawing on feminist and gender approaches to audience reception on the one hand, and research into the spatial dynamics underlying audience reception on the other, we look at film-viewing as a socially and spatially meaningful practice that is relevant for the understanding of gender identities in diasporic families. This article is based on the results of a four-year project on diasporic film cultures in Antwerp that investigated how film-viewing practices relate to social and cultural dynamics within the Turkish and Moroccan communities. The data that are discussed include participant observations, in-depth interviews and group interviews with a varied sample of people with Turkish and Moroccan backgrounds. The results show that although film-viewing, especially in the public space of the film theatre, can be mobilized by women as an emancipating social practice, gendered power structures often prevail. Also in the domestic contexts, a more traditional gender division is articulated by the respondent concerning family viewing. We conclude that the space of the film theatre and film-going serve the continuity and stability of gendered family relations, rather than subverting them.  相似文献

Municipal open data projects are motivated by a desire to democratize data access and knowledge production, strengthen transparency, and advance cities socially and economically. However, their effects and implications are insufficiently analyzed. This paper examines civic engagement in open data in Cape Town, South Africa, the continent's first municipal-level open data initiative. Findings reveal how local civil society organizations have been driving engagement with municipal open data as part of their recent turn towards technology and data-driven forms of public engagement and activism. This analysis highlights the important role of the “smart civil society organization”—occupying a position between the smart city and smart citizen—that is developing significant capacity to produce and share data about the city's informal settlements with stakeholders in government, the private sector, and wider society. Minimal engagement with or recognition of civil society efforts illustrates the limits to the city's philosophy of data openness, which is largely restricted to releasing selected government datasets to the public. The notion of “bi-directional open data” is developed here to characterize emerging possibilities for data openness between governments and the public. This may be particularly relevant for cities like Cape Town with a highly active, capable, and data-literate civil society.  相似文献

This paper presents a discussion on the role and background of citizen membership in occupational licensing in California. An analysis of the effects of increased citizen membership on boards is conducted utilizing statistical data over a period representing a before and after increased public participation on a variety of output measures including applications, exams, percent pass, complaints.
