This article tests capture theory by analyzing voting behavior on U.S. Regional Fishery Management Councils. Some seats on the councils are reserved for state and federal agency representatives; others, for political appointees. The political appointees primarily represent special interests (specifically, commercial and recreational fishing interests); a smaller number of appointees represent public interests. We use logistic regression to model the vote of state and federal agency representatives on the councils as a function of the votes of commercial interests, recreational interests, and public interests. We find evidence that some state agencies are captured by special interests from their states, but not systematic evidence across all states. We find that state agency representatives voted with commercial interests from their own state in five of the sixteen states in our sample; with recreational interests in three states; and with both special interests in two states. These ten states support the capture hypothesis; the other six states do not. We find no evidence that federal agencies were captured on the councils. We conclude that the gubernatorial‐driven appointment process leads to capture at the state level by promoting voting blocs among state agency representatives and special interests from those states. Federal agency representatives, by contrast, are better able to maintain their distance from state‐level politics on the councils, and thereby enhance their ability to vote independently on fishery management measures.  相似文献

This paper sets out the need to conceptualise labour internationalism in the public sector, given its distinct political character and orientation. Our analysis adds to a literature on labour internationalism that hitherto has mainly depicted strategies of unions in private sector industries. To better understand the reasons for upscaling trade union efforts in a sector where the main employer remains the institutional apparatus of the nation-state, we have interviewed office bearers in the most important global union federation organising across different public services – Public Services International (PSI) – asking them to explain their political and strategic considerations. We find that the distinct role of the nation state as an employer, the public character of work and specific relations between public sector workers and the users of services, are all determinants in shaping labour transnationalism in the public sector. This in turn leads to a greater emphasis on alliances with social movements and oppositional campaigns, representing a radical global political unionism. Neoliberal austerity and privatisation measures have reinforced the importance of such political relationships and power, but also challenged their organisational foundations. However, alliance-building is not PSI's sole strategy. We find that office bearers at the transnational level combines three strategic rationales through orientations that we have labelled the political-institutional, the movement-popular and the industrial-corporate. We also suggest that employing these sensitising concepts can bolster the scholarly treatment of understanding labour internationalism and its strategy repertoires more generally.  相似文献

The identification of substantively similar policy proposals in legislation is important to scholars of public policy and legislative politics. Manual approaches are prohibitively costly in constructing datasets that accurately represent policymaking across policy domains, jurisdictions, or time. We propose the use of an algorithm that identifies similar sequences of text (i.e., text reuse), applied to legislative text, to measure the similarity of the policy proposals advanced by two bills. We study bills from U.S. state legislatures. We present three ground truth tests, applied to a corpus of 500,000 bills. First, we show that bills introduced by ideologically similar sponsors exhibit a high degree of text reuse, that bills classified by the National Conference of State Legislatures as covering the same policies exhibit a high degree of text reuse, and that rates of text reuse between states correlate with policy diffusion network ties between states. In an empirical application of our similarity measure, we find that Republican state legislators introduce legislation that is more similar to legislation introduced by Republicans in other states, than is legislation introduced by Democratic state legislators to legislation introduced by Democrats in other states.   相似文献

In the aftermath of the 2008 financial crisis, neoliberal governments embarked on austerity programs that include reducing public services, imposing public sector wage restraint, and reorganizing public sector working conditions and labour relations. In this context of economic crisis and austerity, populism has risen across North America and Europe on both the right and left of the political spectrum. The rise of right populism in particular confronts unions with key organizational and strategic challenges as neoliberal governments seek to mobilize right populist discourses in their efforts to restructure work and labour relations. Using a socio‐geographic framework, and based on an examination of post‐2008 legislative and policy measures undertaken at the federal, provincial, municipal levels in Canada, this paper explores the nexus between “uneven austerity”, rising populism, and union strategic capacities. We examine this intersection of austerity and populism at multiple scales to reveal the implications for organized labour.  相似文献

How do interest groups shape the diffusion of policies they oppose across the states? This study explores this question using the case of teachers' unions and education reform policies. Using a novel dataset on charter, voucher, and performance pay policies spanning 1992–2013, I find evidence that strength of the teachers' unions decreases the likelihood of performance pay and that additional strength is less impactful with more Democratic control of the legislature. Teachers' unions are weakly related to a lack of charter laws and do not impact voucher laws. The latter two policies are more strongly associated with policymaker learning and education reform advocacy groups, respectively. These findings suggest that vested interests most strongly impact the policies that most fundamentally threaten their organizational strength and that this effect is conditioned on the party in power; increases in interest group strength are not necessary when policymakers are already sympathetic.  相似文献

Pessimistic accounts of women's lives in post-communist Poland view women as powerless and passive victims of the transformation process. In contrast, this article argues that while political change and the restructuring of the economy have closed down some spaces of articulation and organisation, others have opened up. The article focuses on the way in which women in their spheres of work are shaping and actively resisting change through new organisations and individual and collective actions, which are in some ways a break with the past, but in other ways build on previous forms of activity. The work draws on qualitative research conducted over the last decade across Poland. This has coupled extensive interviews with women workers, national and regional trade union leaders, activists and feminists in a number of major Polish cities with reviews of Polish media and policy. We examine the economic and ideological context in which these new articulations are taking place, against the background of Poland's post-war communism and the rise of opposition movements. We look at the neoliberal restructuring of the economy and the implications for women within the labour market and in their domestic lives. In particular, we examine initiatives from below in workplace organisation, by focusing on new unions and new actions in the public sector, and the beginnings of organisation in the new areas of the economy such as supermarkets. Finally, we look at how women are articulating their interests beyond formal workplaces. We conclude that we should be optimistic about these new spaces of activism. While some are well established, others are embryonic but provide a strong foundation on which women can increase their participation in spaces that promote their varied interests.  相似文献

Abstract

The role of labor unions has increasingly been the focus of scholarly analyses in recent years as the world has experienced the most encompassing wave of democratization. In his seminal article proposing a typology of four different modes of labor union behavior depending on their treatment by the former authoritarian regimes, J. Samuel Valenzuela (1989) observed that labor unions will best contribute to a successful consolidation of the new democracies if they do not press excessively for the satisfaction of narrow interests. Conversely, if their demands are too harshly denied by the new democratic elites, unions may be disloyal to new governments and thus undermine the transition process (Valenzuela 1989, 451). In a similar fashion, Adam Przeworski argued that the containment of excessive wage increase demands by unions is critical for the success of economic transition reforms (1991, 181). In her comprehensive comparative analysis of labor union and business roles in democratic transitions in Latin America and Eastern Europe, Joan M. Nelson concluded that in both economic and political reforms within the transition processes, unions can and do play crucially supportive roles but can likewise cause slowdowns, and stalemates (1994).  相似文献

What is the relationship between changes in interest group resources and the proposal and adoption of state policy? Using a dataset of proposed and enacted teacher policies across five legislative cycles in all 50 states and measures of interest group relative and absolute resource strength, I estimate a series of within-state fixed effects models that gain identification from changes in interest group resources and teacher policy over time. I find that legislatures propose more unfavorable and fewer favorable policies toward teachers' unions in states where teachers' union opposition interest groups are expending more election (but not lobbying) resources over time. Further, I find that more unfavorable and fewer favorable policies are adopted in states where teachers' union opposition groups are growing in election resource strength. Expanding on prior empirical work, this study suggests that interest group resources matter for policy change and highlights the importance of capturing interest group resource dynamics over time.  相似文献

There is an ongoing debate within radical geography concerned with the trade union response to the hegemony of business interests apparent under neoliberal capitalism. In this paper, I contribute to this debate by exploring recent attempts to renew trade union organisation in the UK following decades of decline. I argue that, despite recent successes in stemming falling membership numbers and signing new recognition agreements, closer inspection reveals flaws in the renewal process that reflect the underlying nature of scale politics within the union movement itself. In particular, centralised strategies at the national level are failing to re‐energise local‐level union organisation leading to a rather hollow and pyrrhic renewal process. Drawing upon both macro‐level analysis and evidence from a particular industry case study, I suggest that unions rethink their organisational geographies and scalar relations if they wish to re‐connect with the grassroots and at a broader level remain a progressive force in the changing economic landscape.  相似文献

When local governments are small and fragmented, promoting inter‐municipal cooperation (IMC) among them is seen as a tool to improve the management of public services by reaping economies of scale and scope. Yet, the empirical evidence on the impacts of IMC on local governments' efficiency is scarce and inconclusive. In this paper, we investigate the experience of Italy's municipal unions (Unioni di comuni). We develop an index of technical efficiency by means of robust data envelopment analysis. We then exploit nearest‐neighbor matching and fuzzy regression discontinuity design estimators to explore whether municipal unions have any impacts on the administrative efficiency of member municipalities. In this article, we examine long-term state budget trends to find evidence of punctuated equilibrium. We use the American states as a broad set of institutional variation with which to examine the nature of policy change through the lens of incrementalism and punctuated equilibrium theories of policymaking. The strength of this article is its sensitivity of variations in policy outcomes across time (18 years), across space (50 state institutions), and across issue space (10 budget categories). This research advances the characterization of policy outcomes by employing a quantitative measure that is both less sensitive to outliers and one that characterizes budget distributions on a simple numeric scale. Our general findings are: (i) state budget categories are interdependent; (ii) state budgets are generally punctuated; but (iii) to varying degrees: Thus, considerable stability (indicated by tall peaks) and punctuations (represented by fat tails) are a central feature of policy outcomes in the American states. This result confirms the logic of punctuated equilibrium theory, but raises future questions about the impact specific variations in institutional costs have on policymaking across the 50 states.  相似文献

One factor that has affected state and local politics since the 1960's is the growth of public sector unionism. Conventional wisdom assumes that the “fist generation” of public unionism has been a major cause of the fiscal problems faced by many state and local governments in the 1970's. State level cross-sectional analysis (1960–71) questions this widely held assumption with respect to the impact of strike activity and collective bargaining legislation on the tax burden across the states.  相似文献

We provide evidence regarding potential policy feedback effects of healthcare reform by estimating the effect of Medicaid expansion on public support for the state actor most closely associated with responsibility for the expansion decision—the governor. The discretion granted to state governments concerning Medicaid expansion has created the potential for significant variation in mass feedback effects across the states. We are particularly interested in how these effects are influenced by the emerging racial polarization over healthcare policy, and how this may lead to different types of feedback effects that align with partisan, ideological, and racial cleavages. We estimate the impact of Medicaid expansion on gubernatorial approval, utilizing five waves of the Cooperative Congressional Election Study (2008–16). We find that on average, expansion led to a modest, yet statistically significant increase in gubernatorial approval. However, there is important variation both within and across states in the effect of expansion. Specifically, we find that governors were more likely to be rewarded for expansion by those who supported President Obama, and those who resided in states where the Medicaid recipient population is more likely to be white.  相似文献

Much of contemporary Eastern and Southern Africa is governed by former national liberation movements, each having won power after lengthy and punishing insurgencies. To varying degrees, these post-liberation governments have since commemorated their respective struggles through inscribing the landscape with a range of spatial projects – from museums and statues to vast memorial complexes. This study explores the provenance, significance, and meaning of this spatial work, and its relationship to the broader politics of post-liberation Africa. Drawing on 3.5 years of fieldwork undertaken across five countries and numerous memorialization sites, we argue that, with some exceptions, these spatial acts have been undertaken with limited consultation or debate outside of ruling elites, who approach struggle memorialization as a normative and political imperative. For these actors, these spaces are not necessarily intended to persuade domestic audiences of the “rightness” of the struggle or of the party's legitimacy to govern per se. Instead, they offer an assertion of authority, not a dialogue. This, we suggest, aligns with these governing movements' general – totalising – political mindset, whereby ensuring the continued centrality and commemoration of the struggle, and of key figures and leaders within it, is a self-evident obligation rather than a matter for wider reflection and debate.  相似文献

No political observer, politician, or political scientist doubts that party polarization has weakened the social fabric of Congress. Measuring that effect, however, is exceedingly difficult. In this article, we operationalize the congressional social fabric by examining the foreign travel behavior of members of Congress over time. We evaluate the social disintegration in Congress by examining if and whether changes in member travel can explain why the social connectedness of members has waned. Using a unique dataset of foreign travel for House members from 1977 to 2012, we find that Republican House members, in particular, have altered their foreign travel patterns. Ideologically extreme members have always been less likely to take foreign trips, but extremely conservative Republican have become much more likely to travel only with co-partisans as polarization has increased in Congress. Ideologically moderate Republicans, while still traveling as members of bipartisan delegations, have also increased their willingness to travel only with fellow Republicans. Our results suggest that bipartisan foreign travel is a victim of the partisan war waging in Congress.  相似文献

This essay deals with active labour recruitment from Yugoslavia to Sweden at the end of the 1960s and early 1970s. It is a case study of recruitments of foreign-born workers to one particular manufacturing industry. It focuses primarily on trade-union actions and strategies in connection with the recruitments, analysed in the light of the power relations within the corporatist Swedish labour market model. This approach illuminates how the Swedish labour market model dealt with an issue involving both conflicting and coincident interests between labour and capital, with the state as an intermediary. But the recruitments are also analysed from the recruited workers' points of view. The essay reveals great union influence in the process of labour recruitment, and suggests that the national Swedish labour market authority only approved as many work permits for non-Nordic workers as the trade union concerned accepted. This power, in combination with the shortage of workers, could be used by the unions as a forceful instrument in their struggle to transform working life according to their members' interests. Accordingly, the labour recruitments to Sweden were framed by the power relations and the corporative practices within the Swedish labour market model.  相似文献

This article illuminates a paradox in the contemporary political mobilization of new Americans. While labor unions are taking an increasingly active role in the successful mobilization of foreign‐born residents in electoral politics, a substantial number of these newly mobilized Americans are undocumented migrants and residents, and thus are members of a growing and permanently disenfranchised working class. While this marginalized labor force benefits capital, an expanding long‐term, non‐citizen population presents a serious challenge to democratic politics. In this article, I discuss a case study which demonstrates both sides of this paradox. Facilitated by broader Latino political mobilization, their membership in progressive labor unions, and labor's shifting political strategy, many undocumented residents of Los Angeles are participating in candidate endorsements, campaign rallies, and "get out the vote" efforts, even though they are unable to vote on election day. Their actions portend future reconfigurations of the boundaries which surround citizenship and suffrage.  相似文献

Australia and New Zealand have always been close, and the adoption of the Closer Economic Relations Agreement has brought them closer. In the context of public debate in Australia about constitutional reform it is appropriate to discuss the possibility of political union between the two countries. This article looks at some of the processes and politics involved with five scenarios under which union might or might not take place. This article seeks to further our knowledge of the university campus by focusing on one particular aspect of most UK campuses: the students’ union. UK students’ unions have rarely been the subject of scholarly attention, despite them now occupying an important place within the higher education landscape. Nevertheless, in this paper we draw on a UK-wide study of students’ unions to explore, firstly, the role played by the buildings of the students’ union and, secondly, the ways in which aspects of the university’s campus influence union activity. We pay particular attention to the expansion of the university campus, in many institutions, from a single site to multiple sites, both within the UK and overseas. We contend that a focus on the materiality of the students’ union and the level of union activity (or inactivity) across various campus spaces can illustrate the values, ideologies and power relations that dominate contemporary British higher education.  相似文献

Aboriginal peoples in Canada are gaining influence in post‐secondary education through Aboriginal‐directed programs and policies in non‐Aboriginal institutions. However, these gains have occurred alongside, and in some cases through, neoliberal reforms to higher education. This article explores the political consequences of the neoliberal institutionalization of First Nations empowerment for public sector unions and workers. We examine a case where the indigenization of a community college in British Columbia was embedded in neoliberal reforms that ran counter to the interests of academic instructors. Although many union members supported indigenization, many also possessed a deep ambivalence about the change. Neoliberal indigenization increased work intensity, decreased worker autonomy and promoted an educational philosophy that prioritized labour market needs over liberal arts. This example demonstrates how the integration of Aboriginal aspirations into neoliberal processes of reform works to rationalize public sector restructuring, constricting labour agency and the possibilities for alliances between labour and Aboriginal peoples.  相似文献
