What is the relationship between changes in interest group resources and the proposal and adoption of state policy? Using a dataset of proposed and enacted teacher policies across five legislative cycles in all 50 states and measures of interest group relative and absolute resource strength, I estimate a series of within-state fixed effects models that gain identification from changes in interest group resources and teacher policy over time. I find that legislatures propose more unfavorable and fewer favorable policies toward teachers' unions in states where teachers' union opposition interest groups are expending more election (but not lobbying) resources over time. Further, I find that more unfavorable and fewer favorable policies are adopted in states where teachers' union opposition groups are growing in election resource strength. Expanding on prior empirical work, this study suggests that interest group resources matter for policy change and highlights the importance of capturing interest group resource dynamics over time.  相似文献

Following the murder of George Floyd, there was widespread debate about the policies that govern the use of force by police, but municipal leaders suggested that police unions kept many of the proposed changes from being adopted. Although there is anecdotal and scholarly evidence that unions frequently oppose policing reform, the limited literature in this area actually offers somewhat mixed conclusions about the relationship between union strength and the success of previous reform efforts. In this study, we draw on Halpin's theory of interest groups as politically adaptive organizations to develop expectations about the behavior of police unions in police governance subsystems. We hypothesize that union attempts to influence policy will correlate positively with reform adoption when the political environment is conducive to victory on that front or makes the cost of opposition too high and negatively when the opposite conditions hold. Analyses of the impact of union campaign contributions on the adoption of use-of-force policies in the 100 largest U.S. cities demonstrate that the nature and direction of union influence are moderated by the political climate of the jurisdiction in which they operate.  相似文献

Since the late 1960s, the number and types of organized interest groups working at the state level have increased dramatically, but research shows that traditional organized interest groups, such as business and labor unions, are still the most influential in state policymaking ( Thomas and Hrebenar 1996 ). Less is known, however, about the influence of non‐economically focused interest groups in the state policy process. Using pooled cross‐sectional data from the American states, I explore the effect that nontraditional organized interests can have on state policy. Specifically, I examine the influence of the Humane Society of the United States on state adoption of animal cruelty felony laws. Although the Humane Society is not one of the traditional groups expected to have a significant influence in state policymaking, my results suggest that it has played a significant role. However, I also find that the Humane Society's influence on the stringency of these laws is less pronounced.  相似文献

Charter schools have generated support from politicians in both major American political parties while stimulating intense debate among interest groups. We investigate whether and how public attitudes reflect interest group polarization or politician consensus. Using an original survey, we find that charter school opinions diverge along ideological lines among high‐information respondents. With embedded experiments, we manipulate respondents' information using policy cues tied to opposing sides of the charter debate: We assess whether the role of private companies and nonunion teachers changes support for charter schools. We find that the public responds favorably to some informational cues; conservatives without prior information are especially persuaded by information about nonunion teachers. This explains how polarized opinion can develop even in the absence of strong partisan sorting among top political leaders and clarifies the partisan and ideological context of ongoing education policy debates.  相似文献

This article investigates the policy feedback and political learning effects of school vouchers. Of particular interest is how market‐based policies affect the likelihood that program participants will connect their experiences with the policy to the government. I examine parent survey data from an evaluation of the Milwaukee school voucher program. I find that voucher parents are more likely than public school parents to perceive that the government has influenced their child's schooling and to believe that their experiences with their child's school have taught them about how government works. Further, voucher parents report that their experiences with the policy have made them more politically active. While majorities of voucher and public school parents support increased public school expenditures, there is some evidence that school vouchers may decrease support for public schools.  相似文献

This article is a research synthesis addressing four questions critical to our understanding of the determinants of public policy. How often and how strongly do hypothetical determinants of policy—public opinion, interest groups, the party balance, and other factors—actually influence policy? Do some hypothetical determinants of policy have more influence than others? Does the way we measure policy affect our ability to explain it? And is there a connection between how strongly particular variables affect policy, and how much effort we devote to studying them? It turns out that variables hypothesized to influence policy more often than not have no effect. When variables do affect policy, researchers very seldom say anything about how much impact they have. Variables that convey the most information to policymakers about what the public wants have a greater impact than other variables, but it is less clear how the measurement of policy affects our findings. Researchers pay much attention to hypothetical determinants of policy unlikely to matter very much, and little attention to those likely to be the most important. Using an original and unique database of state charter school laws that we have developed, we analyze how state policymakers have incorporated two key values into state charter school laws: flexibility and accountability. We supplement this database with other state‐level measures to answer two specific questions: What factors influence the degree of flexibility and accountability in state charter school laws? How does the content of state charter school laws, and the different values those laws embrace, affect the formation of charter schools in the United States? Overall, we show that state political and contextual factors help account for the degree of flexibility, but not accountability, in state charter school laws. Further, we show that the degree of flexibility, accountability, and political and contextual factors influence the number of charter schools that form in the states.  相似文献

The 1990s witnessed growing attention to the adoption of choice-based school reforms, particularly charter schooling and school vouchers. Although researchers have approached the school choice debate from theoretical, normative, and empirical directions, little attention has been paid to examining how teachers view school choice or what factors shape their attitudes. This oversight is significant because teachers can impact the success of school choice experiments in many ways, such as through their willingness to launch and staff schools of choice, adopt new practices developed in schools of choice, and support choice-based reform efforts in their unions and communities. Using a survey of Arizona and Nevada teachers, we find that White, experienced, unionized, Democratic educators and those working in a "positive" school environment are less supportive of school choice. Arizona teachers, who live in close approximation of a free market for education, are particularly hostile to choice, but teachers who have had personal contact with a charter school are more supportive. The results indicate that the success of school choice will likely be influenced by the characteristics of the teacher workforce and teachers' familiarity with competition.  相似文献

While the number of charter schools has increased rapidly in the United States, few studies have examined whether charter schools are implemented in response to real and perceived educational needs or to political and institutional factors in the education policy arena. Unlike traditional policy adoption and diffusion studies that focus on the state level and use a dichotomous dependent variable—adoption or not—this article focuses on local school districts and uses the number of operating charter schools as the dependent variable. Accordingly, instead of applying event history analysis, this article conducts generalized event count regression to estimate models. Based on a data set that consists of Florida's 67 school districts across a six‐year time period, the results suggest that charter school diffusion is more heavily driven by political and institutional factors than by educational needs. The results also demonstrate a dynamic trend of charter school diffusion over time.  相似文献

Many American state governments have made extensive promises to pay for employees’ health care and other benefits in retirement. Currently estimated at over $1 trillion in unfunded liabilities, these other postemployment benefits (OPEB) are creating a major fiscal problem for state governments. In this article, we examine the politics of OPEB. We seek to explain the variation in the generosity of OPEB across U.S. states. We argue that party competition theories do not adequately explain the outcomes we observe. Instead, we draw on the emerging Schattschneiderian approach to the politics of public policy to show that public union strength conditions a party's incentives to represent unions’ interests. In states where public sector unions are strong, unions can find their way into either party's coalition. We find that Republicans are more responsive to public union interests than either their ideological brand or prior research would suggest. It is only in states where public employees are weak that Republicans can act unilaterally and enact their preference for less government spending. To test our theories, we carry out an empirical analysis using a newly assembled data set of per capita OPEB liabilities across 49 states.  相似文献

Studies of failure typically assess public policies through the lenses of effectiveness, efficiency, and performance. Here I wish to propose a further dimension to the evaluation and assessment of policy failure—legitimacy. The substantive elements of public policies and the procedural steps taken by authoritative decision makers during the policy cycle affect the perception of policy legitimacy held by both stakeholders and the public. In substantive terms, policy content should align with the dominant attitudes of the affected policy community and, ideally, the broader public. Procedurally, factors such as policy incubation, the emotive appeals deployed to gain support for an initiative, and the processes of stakeholder engagement shape the legitimacy of public policies and the governments who promote them. This argument is based on a comparison of education reform in two Canadian provinces during the 1990s. Governments in Alberta and Ontario pursued common agendas of education reform, but while Alberta achieved success, the Ontario government experienced a series of setbacks and lost the support of education stakeholders and the public. The root of Ontario's failures lies in the realm of legitimacy. These findings highlight the fact that the strategies used for enacting policy change may fail to bring about the necessary consensus among societal actors to sustain a new policy direction and calls attention to our need to better understand how governments can achieve meaningful public participation while still achieving legislative success in an efficient fashion.  相似文献

This article responds to the Archbishop of Canterbury's high profile endorsements of credit unions and his strong stance against so‐called payday loan companies charging high rates of interest. His views have received wide press coverage along with responses by payday loan companies. This article looks at research on Rotating Savings and Credit Associations (ROSCA) which flourish in communities frequented by anthropologists worldwide to meet the financial needs of participants. The problem of child labour in Indonesia, although generally less prevalent than in other developing countries at a similar stage of development, is significant. As in other countries, this study finds a strong link between the child labour phenomenon and poverty, with the profile of child labour largely mirroring the profile of poverty. Furthermore, poverty is found to be an important determinant of whether children work. However, working does not always completely eliminate a child's opportunity to obtain formal education: children from poor households can still go to school by undertaking part‐time work to pay for their education, implying that banning these children from working may force them to drop out of school instead. Since the phenomenon of child labour is strongly associated with and determined by poverty, the most effective policy for eliminating child labour is through poverty alleviation. Other policies that can foster the rate of reduction in child labour are those which make it easier for children from poor families to access education and increase the opportunity cost of working by improving the quality of education. Such policies will increase the rate of return to education.  相似文献

Advocates of market-based education reform hypothesize that competition will cause traditional public schools to increase outreach efforts as they seek to market themselves. Advocates hope such efforts will result in more information on school activities and performance and thereby enhance accountability. We examine the effect of charter school competition on outreach efforts by a sample of 98 Arizona district schools, finding that charter competition is associated with a short-term increase in outreach. Organizational structure influenced school response, with more decentralized district schools responding more readily to charter competition. Competition modestly increased information regarding schooling in the short run, although long-term implications are less clear.  相似文献

Charter schools have grown in popularity, as both citizens and government officials search for ways to improve public education in America. Much of the research on charter schools focuses on academic performance comparisons between charter schools and traditional public schools. Far less attention has been devoted to whether the presence of charter schools creates marketlike environments that bring about systemic improvements in public education. This study examines the extent to which charter schools stimulate performance gains in traditional public schools. The results show that charter schools contribute to modest overall performance improvements for students enrolled in traditional public schools. Charter schools help bring about stronger performance gains for low-income students enrolled in traditional public schools. The presence of charter schools also affects how financial and programmatic resources are allocated in traditional public schools.  相似文献

We analyze morality policy change from the perspective of punctuated equilibrium theory (PET) to test whether reform dynamics in this policy sector follow a distinct pattern. First, we propose a new measurement scheme capturing changes in the intensity of morality policy output. Second, we demonstrate that morality policy change is strongly punctuated. Finally, and most importantly, we show that the degree of policy punctuations varies between different domains of morality policy, but not according to institutional features operating on the country level, supporting existing PET research, which has discovered similar domain‐specific dynamics in changes of public spending. Specifically, punctuations are particularly pronounced in areas of manifest morality policy, that is, policies characterized by strong value conflicts, whereas punctuations are less pronounced for latent morality policies, that is, policies in which other dimensions of conflict are present next to the value dimension. Significant differences in reform dynamics are neither discerned for countries belonging to the religious or the secular world, nor for countries with majoritarian or consensual democracies. The analysis relies on an original dataset capturing legislative changes in five manifest (abortion, euthanasia, prostitution, pornography, and homosexuality), and three latent morality policies (drugs, gambling, and handguns) in 19 European countries (1960–2010).  相似文献

National laws, local traditions and practices largely define which spatial planning policies are pursued and how they are carried out. Still, like many other policy areas, an unmistakeable process of Europeanization is underway in planning. On the one hand, informal bottom-up Europeanization is occurring through the increasing interaction between scholars and practitioners and by the growing body of spatial information and analyses available at the European Union (EU) level. On the other hand, formal top-down Europeanization occurs when EU policies – competition, economic development, agriculture, nature protection, air quality, etc. – impact domestic spatial planning systems, policy and practice. In this study, we investigate this second kind of Europeanization, using the case of the Netherlands as an example. Specifically, we construct a map revealing the location of EU sectoral policy using six distinct impact types. We observed that many policies overlap and various inter-sectoral tensions (horizontal coordination) are present. The empirical analysis moreover revealed, in line with recent theoretical literature on multilevel governance, that domestic policies and practices, particularly at the national level, determine the way European policies affect planning. This finding has implications for all member states, but particularly those whose national planning is undergoing fundamental reform.  相似文献

区域政策强度是政府投入影响区域经济格局的政策变量值的大小。区域政策强度的影响因素可分为政策自身内容和政策背景属性两类,前者主要考察政策工具体系,后者则主要考察区域政策的影响范围和政策实施保障能力。在此基础上提出区域政策强度定量化的指标体系,据此定量考察区域政策强度值的时空演变规律与特征。以改革开放以来长江三角洲实施的区域开放开发政策作为实证研究样本,经过区域政策强度的定量化分析发现:区域开放开发政策强度具有能级上的差异,不同类型区域政策的强度值变化特征不同,并在时间上呈阶段性和周期性,在空间上由等级梯度向扁平化转变。  相似文献

Disenfranchisement policies were formulated with discriminatory intent in several states ( Behrens, Uggen, and Manza 2003 ; Mauer 2001 ; Preuhs 2001 ). Does such discrimination persist? Do disenfranchisement laws disparately impact black voters? I argue that disenfranchisement policies target black citizens and impact black voters disparately compared with white voters. I show that disenfranchisement laws have a disparate impact on the black community that becomes increasingly disproportionate as disenfranchisement laws increase in severity. I find that disenfranchisement policies have a significant independent effect on voting rights in the black community and do not have a similar effect on white voters. I conclude that the ability of the black community to achieve adequate representation is substantially diminished as fewer and fewer blacks qualify for voter registration.  相似文献

Most states have adopted significant measures to reduce the incidence of driving under the influence (DUI) but a DUI death occurs about every 53 minutes; a significant portion of these accidents are the result of recidivist DUI drivers. A relatively new and novel way states can reduce DUI deaths from repeat offenders is to require offenders to install an interlock device on their vehicle, but not all states have adopted this measure. We explore whether the Policy Typology and Policy Diffusion Frameworks can help us understand the politics behind why some states have adopted interlock policies while others have not. Employing over‐time data from the American states our results suggest that the adoption of interlock laws is best explained by internal factors to the state and the adoption of interlock laws by neighboring states. In addition, the adoption of interlock laws is a form of incremental policymaking—states with existing DUI laws are more likely to adopt interlock policies. We conclude that interlock policies diffuse in a manner similar to other regulatory policies and that interlock policies should be categorized as protective regulatory policies rather than social regulatory policies.  相似文献
