This paper analyzes how personalized disability support interacts with the uneven and incomplete neoliberalization of community organizations and how this affects access and inclusion for people with intellectual disability. In many countries, the introduction of individual budgets for disability support has shifted some responsibility for community inclusion onto individuals with disability and their carers. Concurrently, geographers have shown that community organizations have adopted commercial and bureaucratic qualities while continuing to facilitate opportunities for active citizenship and participation. This paper highlights how personalized disability support funding interacts with community organizations that have adopted some neoliberal ideas about responsibility and entrepreneurialism. Drawing on in-depth interviews with people with intellectual disability and the managers of community centres in the state of Victoria, Australia, the paper analyzes how the resultant community spaces shape the terms on which people with intellectual disability participate. The paper demonstrates that individual support packages issued by the federal government turn people with disability into entrepreneurial employers and that this comes up against a branch of community organizations that has come to understand its responsibility for inclusion in entrepreneurial terms. The paper offers avenues for future geographical work on disability inclusion and for understanding neoliberalization that go beyond direct state interference.  相似文献

Dwarfs, midgets, even freaks, are among the terms that have been used to label little people. Feminist theorists have argued that discursive identities of women prevent any meaningful essentialised analysis of their experiences. Similarly, disability researchers have argued against generalising the experiences of disabled individuals. This paper explores the intersection of gender and dwarfism through the narratives of four women who are little people. Findings suggest that the ways women, who are little people, negotiate public spaces are affected by discourses of gender, disability and common conceptions of what is physically normal. Furthermore, these discourses have material implications in the everyday lives of these women. A brief historical overview of dwarfism is followed by narratives that describe experiences in public spaces, perceptions of height related to age and capability, gendered spaces and sexual stereotypes, uncomfortable spaces, violations of personal space and transportation. This paper provides a partial perspective on how discourses of dwarfism are manifest in social spaces and the built environment. Despite these significant commonalities that little people shared with other disabled people, there are socio‐spatial experiences that appear to be unique to people with dwarfism .  相似文献

This essay considers how the AIDS quilt can function within the public historical record as a disability artifact; it connects contestations over the quilt to contestations over the meaning of disability in American cultures. Although the AIDS quilt is a very different artifact from others constructed during the Disability Rights Movement, the movement that generated the AIDS quilt has likewise been propelled by a commitment to more democratic futures. This essay considers how interpretations of the past can contribute to such futures and asks what can be gained by broadening our still-fluctuating sense of what disability history might be.  相似文献

The Americans with Disabilities Act was pushed through Congress with far less attention from the media than has accompanied other major civil rights bills. This was part of a deliberate and unconventional strategy by disability rights lobbyists who believed that media portrayals of disability were so cliched that journalists would impede, not further, the public's understanding of disability rights issues. Despite the success of the strategy, there is a price to pay for having been a 'stealth' civil rights movement: Now that the law is in place, disabled people face a backlash from Americans who neither understand the ADA nor the need for civil rights protection for disabled people.  相似文献

This paper explores rural Australian settler historical narratives through an examination of the landscape of public history in the northwestern Queensland city of Mount Isa. In various sites of public history, including the city's 75th anniversary festivities, tourism sites, and popular historical literature, certain narrative themes are predominant. Themes of ‘discoverers’, ‘firsts’, and ‘pioneers’ coalesce into a ‘timeline’ approach to history, in which the past is ordered sequentially in a linear pattern of development and progress. Aboriginal people are incorporated into linear histories in various ways, notably through the concept of ‘the last of the tribe’, which separates an aboriginal past from a European, colonial present and presumes colonial authority to be effectively established. Aboriginal people, particularly the Kalkadoon, are also incorporated within a second narrative tradition, the Anzac legend, for their heroic, desperate and failed battle in 1884 against European invaders. Aboriginal leaders in Mount Isa use these settler narrative traditions to advance native title claims and to create a respected public space for Aboriginal people in the city. In short, settler historical narratives, while being conservative in language, are continually being reshaped and metaphorically extended to new contexts, and are mobilized for both conservative and critical political agendas..  相似文献

Abstract: This paper argues for geographers to be more attentive to the potentially competing values, interests, and rights of the equality strands (race, gender, disability, religion and belief, sexual orientation, age). We focus on two that are most commonly assumed to experience tensions: religion/belief and sexual orientation. Drawing on focus groups with heterosexual Christians, Jews, Muslims, and Hindus and lesbian and gay people of faith we explore the attitudes of heterosexual people of faith towards homosexuality. These findings suggest that tensions should be emerging between these groups in public space. However, we then demonstrate that these anticipated conflicts are not emerging because of the strategies people employ for separating their beliefs from their everyday conduct. In such ways, our findings demonstrate how the “what is” (ie personal experience) for both heterosexual and lesbian and gay people of faith is prioritised over theological or institutional perspectives of “what ought to be”.  相似文献

The purpose of this two-part symposium of the Policy Studies Journal is to broaden theconcept of disability policy from one that has relevance onlyforpeople interested in that substantive area to that of a major field of social policy having ramifications for the study and teaching of public policy broadly construed. The goal is for experiences in disability policy to be regarded in the same way that experiences in Other substantive areas, such as environmental policy, other social services, and civil rights, illustrate broader themes in areas such as public management, policy analysis, or ethics.  相似文献

The paper explores physically disabled people’s experiences of institutions in the industrial city, focusing on the case of nineteenth-century Melbourne. Here ‘institutions’ refers to the panoply of public, semi-public, private and charitable places that were established in industrial cities to house, and frequently confine, a diverse estate of poor, ill, elderly, disabled and otherwise socially dependent persons. The aim of this paper is to retrace the institutional experiences of disabled people in nineteenth-century Melbourne, with a view to explaining the role of the institution within a broader ‘social space of disability’in the industrial city. In particular, the analysis seeks to identify the type of institutions that disabled people were admitted to, including places of confinement such as gaols. The paper also explores how disabled people coped with the ‘duty to attend the asylum‘ (after Foucault) that weighed heavily on socially marginalised people in the industrial city.  相似文献

The impact of the Paralympic Games and disability sport upon the lives of people with disabilities and the perceptions of non-disabled society regarding people with disabilities has been immense. Yet examples of this disability sport and Paralympic heritage are all but invisible amongst the wider area of sports heritage. This paper will attempt to outline some of the possible reasons why this might be the case and cite some examples of how this apparent marginalisation of Paralympic heritage might be overcome as we move forward beyond the London 2012 Olympic and Paralympic Games.  相似文献

This paper describes the research and training infrastructure that is needed if disability policy is to flourish as a viable field of inquiry. Due to its interdisciplinary character, no one discipline or academic field has adopted disability policy as its own, and as a result, has not developed the infrastructure needed to give disability policy the visibility and focus it deserves. This paper explores the reasons for the field's underdevelopment and proposes several developmental steps essential to its future success, Inparticular, the paper proposes (a) an academic home for disability policy, (b) the development of curriculum, (c) graduate and post-doctoral research opportunities, (d) recruitment of students with disabilities, and (e) the establishment of policy research centers. The paper notes achievements already in place, such as a policy journal and the development of professional organizations. Finally, the paper notes the important role of both private and public funding.  相似文献

While it is recognized that disability policy is a subset of broader public policy, the relationship between disability issues and other public policy issues is not well understood. Insight into this relationship can be gained through a greater understanding of the concept of "handicap," as distinguished from the concepts of "impairment" and "disability." In everyday conversation, these terms typically are used interchangeably and erroneously. However, when applied correctly, their important differences help us to focus on the appropriate level for analyzing disability and other policy issues. When ignored for reasons concerning the "political unacceptability" of handicap as a term or concept, we risk focusing on the wrong level and possibly holding individuals with disabilities responsible for circumstances beyond their control.  相似文献

This article presents a brief history and legislative record of the disability movement, along with their political implications. Beginning with the mid-nineteenth century efforts of Samuel Gridley Howe, the history of disability policy is reviewed. The impact of the field of eugenics is assessed. Notable achievements of the disability movement over the last two decades are presented, culminating in the Americans with Disabilities Act. The basic paradigm of disability policy is presented. Voluntary associations of persons with disabilities have played an important role in bringing issues related to disability onto the national agenda in Italy in the absence of effective provision by the state or representation by other bodies, such as the political parties and trades unions. At the same time, the nature of Italy's welfare state – weak, clientelistic, particularistic – and its way of conceiving disability as a set of bodily deficits has also shaped the character of disabled persons' organisations in Italy and the ways in which they have framed their demands and policies. These organisations have tended either to represent fragmented subsets of people with disabilities or, more recently, to form large federations that, while they reflect a more comprehensive understanding of disability, have left some categories of people with disabilities feeling excluded or under-represented  相似文献

As federal and state budget sheets show more red than black ink, the private sector is delivering more social services and even protecting rights. The experience of disability rights leaders during the past five years shows that the private sector will accept such obligations as long as the burden is evenly distributed throughout an industry. They will balk if it is not. The task of ensuring access and fairness for people with disabilities in an industry where equal allocation of social responsibility is difficult is illustrated by the continuing effort of disability rights leaders for accessibility to Information Age telecommunications products and services. The effort also highlights a recurring theme in public policy: Does equity mean that all Americans pay a little more so that those with disabilities gain full access, or does it mean that overall rates are kept low while those with special needs use adaptive devices? Each point of view was illustrated in the telecommunications policy debate of the 102nd Congress-and likely will shape that of the 103rd Congress as well.  相似文献

This study follows around 500 disabled individuals over their lifespan to examine their risks of dying in 19th-century society, in comparison to a reference group of non-disabled people. The aim is to detect whether people, due to their disability, had a higher probability of meeting an untimely death. We use Sweden’s 19th-century parish registers to identify people the ministers defined as disabled, and to construct a reference group of individuals who were not affected by these disabilities. By combining the deviance theories from sociology studies with demographic sources and statistical methods, we achieve new insight into how life developed for disabled people in past societies. The results suggest that disability significantly jeopardized the survival of individuals, particularly men, but also that the type of disability had an impact. Altogether, we can demonstrate that the disabled constituted a disadvantaged but heterogeneous group of people whose demography and life courses must be further researched.  相似文献

Abstract

This article reports on oral history interviews undertaken with migrants residing in the London Borough of Bexley from the 1950s onwards. It focuses on the significance of early migration and settlement on their mental wellbeing. The findings reflect the diversity of Bexley’s communities and highlight some of the unique experiences that impacted on mental wellbeing for participants. Significantly this project has had important educational benefits, giving the people of Bexley the opportunity to speak out about their experiences, thereby generating awareness in public attitudes towards the complex issues of mental wellbeing and migration.  相似文献
