The prejudicial linking of infection with ethnic minority status has a long-established history, but in some ways this association may have intensified under the contemporary circumstances of the "new public health" and globalization. This study analyzes this conflation of ethnicity and disease victimization by considering the stigmatization process that occurred during the 2003 outbreak of Severe Acute Respiratory Syndrome (SARS) in Toronto. The attribution of stigma during the SARS outbreak occurred in multiple and overlapping ways informed by: (i) the depiction of images of individuals donning respiratory masks; (ii) employment status in the health sector; and (iii) Asian-Canadian and Chinese-Canadian ethnicity. In turn, stigmatization during the SARS crisis facilitated a moral panic of sorts in which racism at a cultural level was expressed and rationalized on the basis of a rhetoric of the new public health and anti-globalization sentiments. With the former, an emphasis on individualized self-protection, in the health sense, justified the generalized avoidance of those stigmatized. In relation to the latter, in the post-9/11 era, avoidance of the stigmatized other was legitimized on the basis of perceiving the SARS threat as a consequence of the mixing of different people predicated by economic and cultural globalization.  相似文献

In the early Turkish republic of the 1920s, population was a central question of concern for the leadership of the Kemalist state. This article focuses on how a demographic discourse concerning population – in terms both numerical and medical – provided a basis for emerging programs in public health, confronting the very real threats posed by disease. Employing the example of the nascent republic’s anti-malarial campaigns, this study thus examines the discursive, cartographic, and legislative measures employed in combating this widespread disease in the wider contexts of nation-building. In doing so, it traces one vital trajectory of the development of modern governmentality (i.e., that of public health) in the case of Turkey during the 1920s and 1930s, prior to the wartime slowing of state investments (due to national defense priorities), the post-World War II infusions of foreign aid and the incorporation of DDT in confronting malaria.  相似文献

At the beginning of the twentieth century, municipal authorities in England and Wales, and in Scotland, began to develop systems of veterinary public health which encompassed both the welfare of animals and the safety of meat and milk intended for human consumption. This paper examines the motives behind veterinary attempts to extend the integration of human and animal health considerations within the public health framework in the inter-war period. In 1938 the Ministry of Agriculture implemented a national administrative structure for the management of animal diseases which absorbed the veterinary personnel of the municipal authorities, whose own veterinary public health activities largely fell into abeyance. As a result, the ideal of veterinary public health disappeared from British public health practice after 1939, and lost its force as a professional political cause. The mid-century disappearance of animal health from consideration in British public health programmes was one of a complex of historical strands which contributed to the late-twentieth-century emergence of public health crises over such animal-borne diseases as salmonellosis, Escherichia coli infection, and bovine spongiform encephalopathy.  相似文献

This essay examines the history of fluoride debates in four Canadian cities. It argues that fluoride's opponents were primarily motivated by what they saw as the health and environmental risks of adding fluoride to the water supply. They also believed that fluoridating the public water supply was a fundamental violation of civil liberties. The fluoride debates have much to teach us about how people evaluate potential health risks and how they respond to state interventions in the field of public health.  相似文献

Historical analysis of the topic of women and smoking has concentrated on the early part of the twentieth century and on the challenge which smoking by 'new women' or 'flappers' offered to dominant notions of womanly behaviour. This paper considers, rather, the dominant constructions of women and smoking in the UK offered through the prism of changing versions of public health in the last fifty years. The construction of women and smoking, it is argued, has been emblematic of those policy agendas within public health and has borne a reciprocal relationship to them. The traditional view of women as mothers has been renegotiated and redefined through the new scientific alliances of late twentieth-century public health. These constructions have helped to set the parameters of discussion within which policy has been made.  相似文献

Abstract

As the Ottoman Empire tottered towards its final collapse at the end of the First World War the fate of its various territorial components aroused the interest not only of other states, but of interest groups within those states. Britain in particular revealed a strong concern with this subject, having long been interested in the Eastern Mediterranean. The end of the Ottoman Empire saw the legendary Lawrence of Arabia grasping the Arab lands, various secret treaties with the other Great Powers disposed of much of Anatolia, and the future of Turkish rule over Constantinople, that much sought after city, now hung in the balance. The final fate of the city would be decided at the postwar Paris Peace Conference. Of all of the spoils of the Ottomans none evoked such passions as that inspired by Constantinople – Byzantium, the Second Rome. If any building could epitomise the Europeans' vision of this city it was the St Sophia, the Church of the Holy Wisdom, which since the fall of Constantinople in 1453 had been a mosque. With the end of Ottoman dominance an opportunity was seen by some of symbolically completing a crusade begun centuries before, with the expulsion of the Turks, and Islam, from Europe. Nothing could so symbolise a change of control at Constantinople than the reconversion of St Sophia into a church. This found support from those who wished to see the Turk expelled bag and baggage from Europe. The philhellenes saw its transfer to the Greek Orthodox church as indicating the resurgence of the Greek nation, and forming the backdrop to eventual Greek control of Constantinople. In Britain the focus of such views was the St Sophia Redemption Committee, which sought to restore the building to its original function. Now virtually forgotten, the agitation for the redemption of St Sophia was an emotive topic during the first months of peace. The supporters of this movement were not a group of fringe political cranks, and its members numbered two future foreign secretaries and many other prominent public figures. The popular agitation coordinated by this committee, and the opposition it encountered, illustrate some of the complexities at work in the formulation of a coherent Eastern Mediterranean policy for Britain.  相似文献

Between 1876 and 1881 Massachusetts experienced an outbreak of human rabies (hydrophobia). The entire state--the Governor, the legislature, the State Board of Health, newspapers, and the citizenry and elected officials of every town and city--reacted to the disease. Central to the response was the Commonwealth's legislature--called the General Court. Through public hearings, their own debates, and the passage of legislation, it resolved widespread fear and anger, mediated conflicting concepts of disease, and promoted social solidarity in the face of an epidemic. This article first narrates the General Court's legislative actions; it then examines the conflicting understandings of disease causality; finally, it explores the social and political rituals the legislature drew upon to deal with this public health crisis. Arguing that public health legislation is simultaneously instrumental and symbolic, this article demonstrates that attention to both enriches the study of epidemics, historical and yet to come.  相似文献

This article studies illegitimacy, which was a canonical impediment to ordination, within the English clergy between 1198 and 1348. Scholarship on illegitimacy in the clergy has previously relied on canon law, conciliar decrees, and dispensations preserved in papal registers. Using these sources, historians have concluded that the papacy tightly controlled illegitimate men's access to orders, that the burdens of obtaining dispensations for illegitimacy (the defectus natalium) could pose substantial obstacles to a man's clerical career, and that priests' sons made up a significant percentage of the illegitimate clergy. This article, which draws on the large and previously untapped body of dispensations surviving in English episcopal registers to supplement the papal sources, reaches different conclusions. It argues that the great majority of illegitimate clerics in the thirteenth- and fourteenth-century English clergy were the sons of unmarried lay parents. It further argues that dispensations were more readily accessible than has previously been suggested, and emphasises the importance of local branches of the ecclesiastical hierarchy to an individual's efforts to attain a dispensation to enter holy orders.  相似文献
