Abstract The article turns critical attention to the process of Kola Sami land-use changes that had occurred in the century immediately preceding Soviet collectivization drives of the mid-1930s. Particular attention is turned to influences brought by Izhma Komi settlers at the end of the 19th century. The overall argument is that Kola Sami land-use adaptive patterns had shown signs of orienting towards reindeer-driven, market-oriented form of husbandry well before collectivization. In this sense, there are grounds to see collectivization – in its expansive strategy for ever-rising production of reindeer meat – as part of a sufficiently long period of continuous changes, rather than an abrupt disruption of ‘traditional’ patterns – the latter reading occurring as a popular theme in Kola Sami related literature. Attention is turned also to post-Soviet forms of re-orientation in land-use. Here the problematic point of intra-community tendencies for ‘hidden privatization’ of extant collective assets is discussed in its current local controversy with foreign-supported experiments in private, clan community (obshchina) reindeer-husbandry. 相似文献

In this article the authors analyse the conflict in contemporary Sami politics in Sweden. To understand this conflict a historical perspective is necessary, and the authors reconstruct the ideas and beliefs in the public debate that has legitimized a system of Sami rights over more than a century, and analyze the challenges to these by the Sami movement. Two parallel themes are discussed: the first deals with the continuity and change of the Swedish Sami policy, where the authors show how ideas and beliefs concerning the Sami have limited the possibilities of political action. The second theme focuses on the political mobilization of the Sami in Sweden and their challenges of the established view of the Sami in official policy. One of the conclusions made is that it is of importance to grant indigenous peoples, like the Sami, some kind of secure political platform from which they could participate in the democratic procedure and legitimately counter‐act the power of the nation states in which they live. 相似文献

Abstract Reindeer herding, a tourism emblem of the European North, is also part of a long-lasting tradition of objectification of Sami culture in Russia. Sustained in the popular imagination by Russian ethnography, the dominant order's agent for legitimization of Soviet ethnic policies, in the 1990s the tradition of exoticization and “othering” was strengthened by Western anthropological and political engagement with the indigenous debate in Russia, transposing on the Sami the imagery and ideals of the global indigenous movement. Business aspirations to utilize the persistent imagery of exotic otherness gave birth to ethnographic tourism in the Kola Peninsula, Northwest Russia, which markets indigenous culture as an attraction. In this paper, I analyze how these diverse discourses equally reify and exploit the concept of Sami reindeer herding and the effects that such representational economy has on the community. 相似文献

Territoriality is approached in this paper by examining the changing relationship between the small group of indigenous Sami people and the nation–states in which they reside. The Sami have for centuries been a geographically peripheral northern group, but they have nevertheless experienced altering conditions of state border demarcations and nationalistic ideologies. The flexible system of Sami villages, siidas, has had a fundamentally different approach to territoriality than the states with their fixed boundary conception. This difference is discussed by using three case studies from the eighteenth, nineteenth and twentieth centuries. The examination indicates that it is possible for these different territorialities to meet and co–exist if the state’s interests are not compromised. Furthermore, it suggests that the northern region–building processes, such as Barents and Northern Dimension, could benefit from such a flexible territoriality approach. 相似文献

Abstract More than 400 years of colonization and assimilation policy by the Nordic states has created a new situation for Sami culture. Over this long period the Sami heritage has become thoroughly marginalized, but today the more overt conflicts that we find elsewhere in the world between colonizing states and indigenous peoples have diminished. Such conflicts are, perhaps, more characteristic of an earlier stage of the colonial frontier, and they have been replaced by post-colonial forms of consensus. Despite the shared experiences of the Sami in their recent history, some important differences have emerged between Nordic states in how the Sami heritage is perceived and how it is managed. Much more than in Norway, the dominant attitudes of the Swedish state continue to echo the discriminatory attitudes of the past, but in a more restrained way. This continuity of attitudes is demonstrated here using examples of current policies and practices. Particularly in Sweden, there are continuing conflicts between nationalism and the Sami world view, but I argue that these old conflicts are no longer the main problem in Scandinavia. Instead, scholars, Sami leaders, and others concerned with heritage in the north are finding common cause in opposing what we might call the ‘wilderness assumptions’ of policy makers in the south, especially within the neo-liberal Swedish state. These assumptions have been reinforced by the restructuring of state finances, and they are now leading towards neglect of northern cultural heritage and its associated institutions, particularly museums. These assertions are supported using examples from various museums and through case studies of the repatriation of Sami cultural objects such as drums and siejdde-stones, and the continuing problems with Sami skeletal remains. 相似文献

An archival reconstruction of a 1930s engineering expedition to study the hydro-electric potential of the River Nile explores the investigative modalities of engineers. Contributing to an evolving anthropology of infrastructure and electricity the paper offers a material/relational analysis of an engineering field of planning and explores the relationship between ways of seeing and the drive to quantify (commensuration). Contributing to the study of colonialism, the paper finds that the engineering methods brought the African population into view either as a labour force or as politically troublesome but not as potential consumers of electricity. 相似文献

The article studies the Sámi experiences during the ‘German era’ in Norway and Finland, 1940–1944, before the Lapland War. The Germans ruled as occupiers in Norway, but had no jurisdiction over the civilians in Finland, their brothers-in-arms. In general, however, encounters between the local people and the Germans appear to have been cordial in both countries. Concerning the role of racial ideology, it seems that the Norwegian Nazis had more negative opinions of the Sámi than the occupiers, while in Finland the racial issues were not discussed. The German forces demonstrated respect for the reindeer herders as communicators of important knowledge concerning survival in the Arctic. The herders also possessed valuable meat reserves. Contrary to this, other Sámi groups, such as the Sea Sámi in Norway, were ignored by the Germans, resulting in a forceful exploitation of sea fishing. Through the North Sámi concept birget (coping with), we analyse how the Sámi both resisted and adapted to the situation. The cross-border area of Norway and Sweden is described in the article as an exceptional arena for transnational reindeer herding, but also for the resistance movement between an occupied and a neutral state. 相似文献

Abstract The Sami have articulated two kinds of counter-narratives of their treatment by the state of Finland: the state failing to provide welfare services and as a colonizer of the Sami. The Sami counter-narratives are discussed in light of their evolution and their perception in the interactional context of the Finnish state. The colonization narrative, which replaced the welfare narrative, has proven to be hard to legitimize in a Finnish context. Even though it lacks both external and full internal legitimacy, it is still used because of the international conventions building on the self-imagery of a colonized people. In addition, the most radical post-colonial researchers have chosen to use it, partly for ethno-political reasons. Numerous elements in the master narrative of Finland delegitimize the idea of Finnish colonialism: amongst other things, the idea of natural borders, the idea of being colonized by neighbouring empires, the long history of industrial nationalism and the economic growth and myth-building of the state of Finland as an anti-imperialist “good state”. A critique is advanced concerning the least nuanced academic practices and narratives. 相似文献

This article aims to reintegrate the colonial history of Canada as part of the grids of analysis for understanding the evolution of its Federal cultural policy. Building on the notion of settler colonialism and its implication for Indigenous population (For the purposes of this paper, the term ‘Indigenous’ is used in place of, perhaps, more popular or familiar terms – such as ‘Aboriginal’ or ‘Native’ – in order to remain consistent with current Indigenous politics. In particular, some Indigenous scholars are reluctant to accept the label Aboriginal because they feel it is consistent with the colonial order imposed by the Canadian government [Alfred and Corntassel 2005, p. 599]). The term Indigenous also alludes to a global political awareness and to forms of alterity between different populations from North America, South America, Asia, and the Pacific. in Canada, this paper documents different transformations in cultural policy and illustrates some of its paradoxes and challenges. Building on principles developed by Indigenous scholars, this article highlights some of the components for decolonizing cultural policy in Canada. AbstractThis article examines advanced ages at death in a historical population in northern Sweden between 1780 and 1900. The source material used is a set of data files from the Demographic Data Base at Umeå University supplemented with the search tool Indiko. The belief that the Sami died at very old ages was tested, and life tables and values of remaining life expectancies at older ages were calculated. The information of the age at death was analysed using a model containing four levels of certainty. The analysis reveals that the Sami did not live to extreme ages. The analysis also reveals large differences between the parishes concerning extreme longevity and correctness of age at death. 相似文献

The annihilation of the aboriginal societies of the Canary archipelago, which consists of seven islands off the coast of southern Morocco and was populated by indigenes derived from Berber-speaking communities of north-west Africa, represents modern Europe’s first overseas settler colonial genocide. The process of social destruction, initiated by European slave raiders in the first half of the fourteenth century, was propelled to completion by mainly Iberian conquistadors and settlers towards the end of the fifteenth century. In addition to unrestrained mass violence against Canarians, European conquerors practised near-total confiscation of land and near-total enslavement and deportation of island populations. Enslavement and deportation, which went hand in hand, accounted for the largest number of victims and were central to the genocidal process. They were in effect as destructive as killing because the victims, generally the most productive members of their communities, were permanently lost to their societies. Child confiscation, sexual violence and the use of scorched earth tactics also contributed to the devastation suffered by Canarian peoples. After conquest, the remnants of indigenous Canarian societies were subjected to ongoing violence and cultural suppression, which ensured the extinction of their way of life. That the enslavement and deportation of entire island communities was the consciously articulated aim of conquerors establishes their “intent to destroy in whole,” which is the central criterion for meeting the United Nations Convention on Genocide’s definition of genocide. This article argues that individually and collectively all seven cases of social obliteration in the Canaries represent clear examples of genocide, and it is the first article to contend that the destruction of aboriginal Canarian societies constitutes genocide. 相似文献

In The Deaths of Hintsa: Postapartheid South Africa and the Shape of Recurring Pasts, Premesh Lalu claims to offer a critique of apartheid's colonial past. Emblematic of this colonial past is the 1835 killing and mutilation of the Xhosa king Hintsa. Lalu uses this violent event to argue against the evidence provided by the colonial archives. He argues that the killing of Hintsa was not an empirical fact but a product of the colonial imagination. The review argues that although the critique of apartheid's colonial past is timely, the book is not about Hintsa and does not therefore offer an alternative narrative of the death of the Xhosa king. 相似文献

Recent research argued that the colonial policy of community-based representation in the legislative assembly strongly increases the risk of postcolonial ethnic warfare in former British and French colonies. This paper delves deeper into the relationship by using an updated dataset that codes the receipt or non-receipt of communal representation for nearly all ethnic groups in former British and French colonies. The results confirm the war-inducing effect of this communalising colonial policy and additionally find that such an effect applies relatively uniformly to groups that benefited from this policy as well as those that were excluded from it. In addition, based on sociological theory and previous research, it was hypothesised that a combination of precolonial receipt of communal legislative representation and postcolonial political exclusion would make an ethnic group particularly prone to postcolonial ethnic warfare. This hypothesis, however, was not supported by the data. This null result has theoretical implications for our understanding of the conditions that give rise to conflict-inducing psychological strain in the field of colonialism and ethnic warfare. 相似文献

ABSTRACT In the anthropology of Melanesia, local life‐histories or biographies have all too often been presented in a non‐problematic, acritical manner. Instead of repeating this hide‐bound style in an unthinking manner, I attempt to be more ethnographically sensitive to local realities and to open up the genre by presenting information about a ni‐Vanuatu leader in a deliberately achronic style. By providing relevant data in terms of their sources, I put up front the biases and blindspots of each source, to enable easier assessment of their worth and to forestall premature closure. In the process I examine the conflictive dialogue between locals and expatriate officials in Vanuatu between the 1940s and 1960s. The final aim is that the open‐ended approach adopted here makes the resulting text more accessible to indigenous readers, who might wish to produce their own version of the subject's life‐history. Writing this kind of biography can thus be viewed as a further attempt towards decolonizing the anthropology of former colonial states. 相似文献

The fear of Russia in Norway goes back far beyond the Russian Revolution. It played an important role in Norwegian Swedish foreign policies towards Russia from the 1830s and up to 1905 (and in Norwegian conceptions of threat between 1905 and 1917 as well, although the threat seems to have been more down-played in that period) (Nielsen 1994 95). In particular, there has been a fear of a possible attack on North-Norway. Roald Berg, in his recently published work entitled Norsk forsvarshistorie 1814-1905 (The History of the Norwegian Defence 1814 1905) presents evidence that the conception of a Russian danger was an issue in Norwegian military considerations as far back as in the 1820s and 1830s. According to Berg, it is evident that this idea was central in Norwegian military-strategic thought in the second half of the 19th century and the beginning of the 20th century (Berg 2001: 112 115, 307-308). My purpose in this paper is to try to establish whether there was reason for this fear, that is, if there were any plans among the Russian authorities to conquer Norwegian territory in the period between the Eidsvoll Assembly and the storming of the Winter Palace (1814 1917). 相似文献

Abstract At the heart of “the Nordic model of welfare” is a strong will for national integration and social equality between citizens and regions. It is commonly held that that “homogeneity ethnic” is one explanatory factor behind the Nordic model of welfare. On the contrary, we claim that it is the political will to treat the population as homogeneous that influenced the creation of the model, not any factual ethnic homogeneity (which is, after all, a historical fiction, also in the Nordic context). Thus, the pursuit of integration and the strive for regional equality have challenged local autonomy and cultural diversity while at the same time underpinned arguments for a regionalization of politics and, to some extent, for ethnic particularization. Drawn between a strong state and local authority, universalism and particularization, welfare and health policies have reshaped the relationship between center and peripheries and between the majority and ethnic minorities. The integration of the county of Finnmark into the national system of institutionalized welfare in Norway after World War II constitutes a good case to investigate not only the will, but also the ability, for national integration and equalization along the dimensions of centre–periphery and majority–minority relations, not only because of the county's position furthest to the north, but also because it held the largest minority populations. This article examines Norwegian policies to establish and effect equality between Finnmark and other regions in the field of health care facilities from 1945 until the 1970s, and the attempts to establish equal access to health services between the Sámi minority and the Norwegian majority population in Finnmark. It sheds light upon how the immanent conflict between the ideals of a national, universal welfare policy and particular measures in favor of the Sámi was conceived in the period. (The authors expected multi-culturality to be clearly visible in the sources. It was, but only with regard to one minority group, the Sámi. The Kvens were not discussed by the policy-makers in the period.) Furthermore, it has been argued that in the shaping and implementation of Norwegian health policies in the first years after World War II, primacy was given to expert knowledge. A particular point of interest in this article is how this primacy manifested itself in the choices of political strategies of universalism and particularism within the field of health policy in this particular geographical setting. 相似文献

We evaluate whether entheseal changes (EC) can be used to reconstruct activity among reindeer to study its domestication. Humans influence reindeer activity patterns through corralling, which renders them less mobile than free‐ranging reindeer and through use as draught animals, which can result in overuse of certain muscles. There is also variation within free‐ranging reindeer in baseline activity levels due to environmental factors. Other sources of variation at entheses include age, sex, pathology, size, and genetic disposition. Here we examine if there are differences in the entheses between zoo versus free‐ranging reindeer. We recorded the entheses of reindeer long bones using a modified EC scoring system. Weight effects were accounted for by performing analyses separately for specimens under and over 95 kg, but unfortunately age information was lacking. We found that several flexor muscle insertion sites in the ulna were more developed among free‐ranging reindeer. This difference is likely due to feeding behaviour. The free‐ranging animals were digging for lichen from under the snow whereas the zoo reindeer were fed by their keepers. This difference in entheses, however, was found to be significant only among the heavier reindeer. Among the zoo reindeer, the insertion for Subscapularis muscle was more developed, possibly due to increased time spent immobile with the shoulder‐bracing muscle apparatus activated. This difference was significant among the heavier deer and nearly statistically significant among the lighter weight reindeer. Domesticated Siberian draught reindeer fell between zoo and free‐ranging reindeer in several tibial entheses. According to these results, some forelimb entheses may be useful to study differences in mobility and feeding patterns between groups of reindeer. Copyright © 2014 John Wiley & Sons, Ltd. 相似文献

This paper examines the tension between the Spanish evangelical ideal of religious conversion (erasure and replacement of
“idolatrous” praxis) and the exigencies of its enactment (inter-cultural communication via analogy) among a series of sixteenth
century Franciscan doctrinal settlements (doctrinas) in the Colca valley of southern Peru. I suggest that the necessity and
outcomes of inter-cultural communication during initial evangelization made conversion impossible, despite increasing institutionalization
of coercive doctrinal measures through time. Combined archaeological and historical analysis explores how these tensions were
locally negotiated. Written texts describe early extirpation campaigns, while archaeological evidence documents the remains
of early doctrinas in the form of rustic chapels at local settlements which were previously centers of Inka power. Associations
between these chapels and Inka ritual spaces hint at an analogical approach to conversion that is not as evident in the documentary
record. Analogies linking Inka and Christian religious symbols were later “re-written” onto the surfaces and spaces of Spanish-style
reducción villages established in the 1570 s. 相似文献
