This article identifies the predictors of child poverty rates at the state level before and after the adoption and implementation of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The analysis shows that the most important state‐level factors that influence child poverty rates are demographics, the health and viability of the state economy, and often the generosity, inclusiveness, and quality of state welfare programs. States with large numbers of black citizens, and those that score highest on infant mortality, teen births, births to unmarried women, children living with a parent without a high school degree, and children living with a single parent have the highest rates of child poverty. Child poverty rates are lowest in states that suffer less unemployment, and in wealthier states. States that score higher on per capita personal income, tax revenues, and taxable resources have lower child poverty rates. While specific “tough” welfare policies adopted by some states seem to have no impact on child poverty rates, we tested for the first time a sophisticated measure of the overall quality of state welfare programs. The analysis reveals that the global quality of a state's welfare programs is often an independent predictor of child poverty. States with the most generous, inclusive, and supportive welfare programs have done the best job of lowering and containing child poverty.  相似文献

This article examines the relationship between urban riots and increases in state welfare spending in the 1960s. It finds little evidence of a direct relationship between rioting and state welfare spending increases from own funds; but it does provide evidence that state welfare spending increases from federal funds were related to the level of urban rioting. Possible explanations for this pattern of findings are discussed and directions for further research are suggested.  相似文献

The future of the nation and the Danish welfare state is one of the most important political issues today. The transition in neoliberal governance from welfare state to security state, the ongoing securitization of global and European mobility, the restructuring of public services and the re‐scaling of political and economic power has made the debate around the welfare state central. In this article I take an approach to the welfare nation state that is based on the practices and narratives of everyday life. The argument is that narrative practices in everyday life constitute a central sphere inviting studies of the struggle over the welfare community and meaning. The empirical material draws on two recent research projects that include narratives and perspectives from minority and majority population in Denmark. By analysing different perspectives on the nation the article intends to open up for both shared narratives on the welfare state but also differences in the ongoing struggle over the right to the nation.  相似文献

Individual instances of state failure and collapse must be placed within a broader appreciation of the evolution of statehood within the international system. The idea that the inhabited area of the globe must be divided between sovereign states is a recent development, and likely to prove a transient one. Largely the product of European colonialism, and turned into a global norm by decolonization, it is threatened both by the inherent difficulties of state maintenance, and by processes inherent in globalization. States are expensive organizations to maintain, not only in economic terms but also in the demands that they make on their citizens and their own employees. Poor and dispersed peoples, and those whose values derive from societies without states, have found these demands especially burdensome. The end of the Cold War and the collapse of the Soviet Union revealed the hollowness of existing models of sovereign states, and challenged the triple narratives on which the project of global statehood has depended: the narratives of security, representation, and wealth and welfare. While individual cases of state failure and collapse may owe much to specific circumstances and the behaviour of particular individuals, they must also be understood within the context of a world in which maintaining states has become increasingly difficult.  相似文献

The pressing need to manage the spiralling number of landless people around the world has compelled several states to experiment with scattered land distribution programmes in combination with welfare transfers, instead of comprehensive land reform. This article examines the chasm between land demands and state responses in such contexts. Focusing on the Aralam resettlement site for the landless Adivasis in Kerala, India, it argues that management of the landless could take the form of ‘state life’ — a life envisaged by the state rather than the life the people wish to lead. Three interlinked processes are shown to shape state life in Kerala: the reduction of land to welfare, amplified welfare transfers and the mobilization of assumptions about the target population. State life enables states to extinguish simmering land struggles in the short term, but ultimately it reproduces landlessness.  相似文献

This article attempts to explain changes and continuity in the developmental welfare states in Korea and Taiwan within the East Asian context. It first elaborates two strands of welfare developmentalism (selective vs. inclusive), and establishes that the welfare state in both countries fell into the selective category of developmental welfare states before the Asian economic crisis of 1997. The key principles of the selective strand of welfare developmentalism are productivism, selective social investment and authoritarianism; inclusive welfare development is based on productivism, universal social investment and democratic governance. The article then argues that the policy reform toward an inclusive welfare state in Korea and Taiwan was triggered by the need for structural reform in the economy. The need for economic reform, together with democratization, created institutional space in policy‐making for advocacy coalitions, which made successful advances towards greater social rights. Finally, the article argues that the experiences of Korea and Taiwan counter the neo‐liberal assertion that the role of social policy in economic development is minor, and emphasizes that the idea of an inclusive developmental welfare state should be explored in the wider context of economic and social development.  相似文献

The evolution of Italian welfare cannot be properly understood unless it is viewed within a scenario that goes beyond the national one and accounts for both the different state experiences and geopolitical and supranational conditioning. By adopting a supranational standpoint, the aim of this article is to offer some new sources of reflection on the role of the International Labour Organization (ILO) in conditioning and assessing the Italian welfare model starting from the end of the Second World War to the 1960s. I intend to linger both on the ILO’s role in urging the development of modern social security systems and the adoption of certain welfare measures and on the representation and assessments carried out by the ILO regarding the actual development of the Italian welfare state.  相似文献

ABSTRACT. This article examines the relationship between sub‐state nationalism and the welfare state through the case of Québec in Canada. It argues that social policy presents mobilisation and identity‐building potential for sub‐state nationalism, and that nationalist movements affect the structure of welfare states. Nationalism and the welfare state revolve around the notion of solidarity. Because they often involve transfers of money between citizens, social programmes raise the issue of the specific community whose members should exhibit social and economic solidarity. From this perspective, nationalist movements are likely to seek the congruence between the ‘national community’ (as conceptualised by their leaders) and the ‘social community’ (the community where redistributive mechanisms should operate). Moreover, the political discourse of social policy lends itself well to national identity‐building because it is typically underpinned by collective values and principles. Finally, pressures stemming from sub‐state nationalism tend to reshape the policy agenda at both the state and the sub‐state level while favouring the asymmetrical decentralisation of the welfare state.  相似文献

Cultural and economic heterogeneity is often seen as a major threat to modern welfare states. This article contributes to the discussion of how much heterogeneity the welfare state can endure by theoretically and empirically focusing on the relationship between different levels of national identity and the support for welfare state policies. We analyse the effect of different types of national identity on attitudes towards taxation and redistribution. We show that it is the subjective aspect of national identity, or social cohesion, that in fact matters for predicting attitudes to the welfare state. In comparison, more objective measures of heterogeneity like the inequality of income distribution, language fractionalisation or the percentage of foreign‐born individuals do not have any effect on attitudes to the welfare state.  相似文献

Research findings aye useful in interpreting the widely misunderstood services of public welfare departments to the public. This article describes three research projects that were conducted and publicized by a state welfare department primarily to clarify public understanding of welfare programs. The three projects examined the characteristics of a special allowance given families to purchase school clothing for their children, the rate of turnover of Aid to Families with Dependent Children cases, and the numbers of and reasons for public employees receiving assistance from a state welfare department. Strategies for dealing with the media in interpreting public welfare programs are also suggested.  相似文献

This article reintroduces the Scandinavian perspective on interwar internationalism by mapping and analysing the Scandinavian staff in the League Secretariat. Combining quantitative and qualitative sources, the article explores how the Scandinavian members of staff were viewed by and situated in the institutional topography of the League Secretariat; how they were related to and positioned towards the national foreign policy establishment; and what the postwar trajectories of the Scandinavian League staff looked like. With these perspectives, the article offers three key insights: First, the interplay between the League Secretariat and the foreign policy strategies pursued by the Scandinavians, was highly productive, and the international issues that different Scandinavian countries engaged with through the League staff was substantially determined by the institutional set-up of the League. Second, we note clear differences in terms of strategy and commitment between the three countries’ Ministries of Foreign Affairs (MFAs). Third, the careers of the Scandinavians working in the Secretariat show a clear continuity of Scandinavian internationalism across the Second World War. The experience, prestige and networks gained from working in the League Secretariat often translated into key positions in postwar IOs or within the new multilateral parts of the MFAs.  相似文献

This article aims to show how evolutionary theory, social‐metabolism and sociological systems theory can be utilized to develop a concept of society–nature coevolution. The article begins with a conception of industrialization as a socio‐metabolic transition, that is, a major transformation in the energetic and consequently material basis of society. This transition to industrial metabolism was essential for the emergence and maintenance of industrial societies and is at the same time the main cause of global environmental change. The article proceeds by asking what the notion of society–nature coevolution can potentially contribute to understanding environmental sustainability problems. An elaborated concept of coevolution hinges on (1) a more precise and sociologically more meaningful concept of cultural evolution and (2) understanding how cultural evolution is linked to the environment. Next I briefly outline major lines of thought and controversies surrounding the idea of cultural evolution. The direction proposed here commences with an abstract version of Darwinian evolution, which is then re‐specified for social systems, understood as communication systems, as developed by Luhmann. The re‐specification implies three important changes in the theoretical outline of cultural evolution: first, shifting from the human population to the communication system as the unit of cultural evolution and to single communications as the unit of cultural variation; second, shifting from transmission or inheritance to reproduction as necessary condition for evolution; and third, shifting from purely internal (communicative) forces of selection towards including also environmental selection. Adopting elements from the work of Hägerstrand and Boserup, the primary environmental selective force in cultural evolution is conceptualized as the historically variable constraints in human time–space occupation. In the conclusions I tie the argument back to its beginning, by arguing that the most radical changes in human time–space occupation have been enabled by major socio‐metabolic transitions in the energy system.  相似文献

Social scientists have studied the welfare state extensively. Many studies seek to understand the determinants of the welfare state; however, a few have explored the social consequences of social welfare systems, especially on health outcomes of the population. Even though cross-national comparative studies support the thesis that the welfare state regime type, which represents different levels of commitment on social welfare, is closely linked to population health, there is little research to support this argument at a sub-national level. To fill the gap, this study explores the effects of the U.S. states' social welfare systems on health using age-adjusted mortality rates as a proxy for population health. By operationalizing social welfare systems as three dimensions—public expenditures, tax structures, and welfare program rules—we find that more generous education spending, progressive tax systems, and more lenient welfare program rules help to improve population health. The model corrects for first-order serial correlation using Prais-Winsten regression methods and is estimated with state and year-fixed effects.  相似文献

This article claims that welfare states modelled on a contributory basis and with a system of entitlements that assumes stable two-parent families, a traditional breadwinner model, full formal employment and a relatively young age structure are profoundly flawed in the context of present-day challenges. While this is true for affluent countries modelled on the Bismarckian type of welfare system, the costs of the status quo are even more devastating in middle-income economies with high levels of inequality. A gendered approach to welfare reform that introduces the political economy and the economy of care and unpaid work is becoming critical to confront what may very well become a perfect storm for the welfare of these nations and their peoples. Through an in-depth study of the Uruguayan case, the authors show how the decoupling of risk and protection has torn asunder the efficacy of welfare devices in the country. An ageing society that has seen a radical transformation of its family and labour market landscapes, Uruguay maintained during the 1980s and 1990s a welfare state that was essentially contributory, elderly and male-oriented, and centred on cash entitlements. This contributed to the infantilization of poverty, increased the vulnerability of women and exacerbated fiscal stress for the system as a whole. Furthermore, because of high levels of income and asset inequality, the redistribution of risk between upper- and lower-income groups presented a deeply regressive pattern. The political economy of care and welfare has begun to change in the last decade or so, bringing about mild reforms in the right direction; but these might prove to be too little and too late.  相似文献

A common narrative in welfare state research is that Sweden exemplifies a specific model of welfare, ‘the Swedish model’, or ‘the Social democratic welfare regime’. From this perspective the emerging welfare state left little room for private initiatives – the stage was set for the development of an encompassing welfare state in the 1950s. In this article I argue that this, virtually hegemonic, perspective has hindered an analysis of how private insurance co-existed and thrived within the emerging Swedish welfare state. As an alternative approach to ‘modelling’ – the concept of welfare-formation is developed to analyse mutually sustaining practices of welfare. I show how the insurance business and its protagonists influenced the settings of public pension schemes in a way that underpinned their own interests. A close cooperation with the state apparatus was fundamental for creating a trustworthy insurance market and legitimizing the business claim of fulfilling a social mission. The business adaptability in the shifting landscape of social policy also influenced perceptions of security and welfare in general. Commercial ideals became an essential dimension of the welfare state. By exploring this marginalized history – the business of welfare – the study deepens our understanding of modern welfare societies.  相似文献

I investigate the link between the general features of state governments and their ability to reform welfare. The best indicator of governments' characteristics is Elazar's political cultures. I define what successful welfare reform means, drawing on implementation research and experience. My criteria stress process, the avoidance of political and administrative problems. I then test the link between the Elazar cultures and successful reform using recent case studies of state implementation of Temporary Assistance for Needy Families. Elazar's "moralistic" states perform best, and the association holds, even controlling for other influences. Results depend, however, on how welfare reform is defined.  相似文献

Welfare policy is multidimensional because of the political compromises, competing goals, and federalist structure underpinning it. This complexity has hindered measurement and, therefore, the comparability of research on race and welfare policy. This paper describes a measurement strategy that is transparent, replicable, and attuned to matching the assumptions of statistical models to the policy process. We demonstrate that this strategy leads to more nuanced conclusions regarding the relationship between minority caseloads and the flexibility of state welfare policies. The strategy and recommendations are adaptable to research agendas that scholars bring to the comparative study of welfare in the U.S. states, countries, or other units—and to other complex policies enacted in federal systems.  相似文献

During the pre‐reform era, Chinese state‐owned enterprises (SOEs) operated not only as firms, but also as mini‐welfare states, providing employees with lifetime employment, inexpensive housing, free health care, and pensions. Since China’s market transition began in the late 1970s, however, SOEs have had to bear increasingly heavy burdens for welfare provisions to their employees. The steep increase in welfare spending has not only eroded the base of state revenue, but has also impeded further SOE reforms. To lighten welfare burdens upon SOEs and to remove institutional obstacles to marketization and privatization embedded in the existing welfare system, the Chinese state has imposed many welfare reforms aimed at shifting responsibilities for welfare provision from SOEs to a combination of government, enterprises, communities, and individuals. This article examines the belated welfare reforms in China’s state sector and their impact upon the reform of SOEs. It finds that reform implementation has been sluggish. To achieve the policy goal of welfare reforms, high degrees of state autonomy and capacity are needed.  相似文献

The bi-national conference on mass media news flow between Canada and the United States, held September 23–25, 1976, in Syracuse, New York, featured many prominent news and government personnel from both sides of the border. While stimulating, the conference was hampered by the lack of scientific and dispassionate factual evidence. This article reports the findings of an exploratory analysis of the CBC radio program “The World At Six” in order to demonstrate how content analysis can add an objective, systematic and quantitative dimension to discussions of U.S.-Canada news flow. Thoughts and papers presented at the Syracuse conference are reviewed. A call is made for longitudinal content analyses of the mass media content of communications media on both sides of the border.  相似文献
