Though the slogan predates the Fourth UN World Conference on Women, ‘women's rights are human rights’ has become inextricably linked to US First Lady Hillary Rodham Clinton's keynote address at the 1995 Conference in Beijing. The speech turned a line socialised by transnational feminist organisers into a State Department mantra with long-lasting policy ripples still felt today. This article uses new sources from the Office of the First Lady to examine the intra-departmental dynamics, policy architecture and domestic political considerations that shaped the content of the speech and the Clinton Administration's conception of women's rights as human rights. Early documents show that a focus on human rights was not inevitable, as other policy areas were better developed with more public support. But fear of rollback from previous international standards, external pressures from civil society, a desire to link foreign policy with domestic political aims and ultimately a strong backlash to American participation at the Conference on the basis of China's human rights record all elevated women's human rights as a US delegation priority.  相似文献

This contribution examines the role of Marie-Hélène Lefaucheux, the French representative in the UN Commission on the Status of Women between 1948 and 1953. By focusing on Lefaucheux's activism and connection with the French government, this article intends to analyse how French post-imperial policy carried out by reformist women's organisations pursued the expansion of women's and human rights whilst supporting the empire. Using a range of archival sources and the Commission's reports, this work argues that the role of reformist imperial women and organisations was crucial in influencing the Commission which was both a place of contestation and protection of the gendered and colonial order.  相似文献

Refugees often find themselves in challenging positions regarding their familial relations while seeking asylum. Whereas transnational human rights agreements and institutions identify families as units of protection and sources of care with variable compositions, many immigration policies and humanitarian practices regard familial relations also problematic and interpret refugees’ rights to family life narrowly. This leaves refugees’ attempts to draw from and manage their transnational family lives poorly recognized and supported. In result, refugees may end up in paradoxical subject positions of having to give up and take responsibility for their families, with their own experiences and understanding of familial life remaining secondary. These contradictions are heightened when familial concerns are among the reasons for seeking asylum, involving caring and uncaring relations. In this article, we analyze familiality as a form of mundane care politics in refugee situations, based on our study with asylum seekers and refugees in Finland.  相似文献

The United Nations High Commissioner for Refugees (UNHCR) has a mandate to respond to crises of human displacement on a global scale. The ways in which the organization conceives of gender and culture in this humanitarian context are problematic because they tend either to essentialize 'woman' and 'culture' in the planning process or to minimize the meaning and implications of these differences vis-a-vis gender policies which focus on integration. In this article, the discourse of 'UN humanism' is analyzed, noting a long-standing tension between culture as shared humanity and culture as a pivotal basis of difference. Drawing on current research relating to UNHCR's gender policies and on initiatives against violence towards refugee women in camps, the implications of overarching frameworks which attend to gender and cultural differences are discussed. Strategies to avoid authenticating or fixing categories of difference, on the one hand, and to avoid treating gender and culture as simply variables, on the other, are proposed in the context of emerging transnational feminist practices. Transnational approaches point to important interventions which may serve to unravel the dominant discourses of UN humanism and vulnerable groups that continue to organize UN refugee and humanitarian operations today.  相似文献

The article contributes to a genealogy of the global articulation of reproductive rights principles, as established at the 1994 United Nations (UN) Conference on Population and Development held in Cairo and the UN Women's Conference held in Beijing the following year. It highlights the key role played by an emerging global women's health movement in the 1970s–80s, in shaping UN debates on family planning, women's rights in procreative choice and women's roles in socio-economic development. The article focuses on the International Campaign for Abortion, Sterilisation and Contraception (est. London 1978) and the Women's Global Network for Reproductive Rights (Amsterdam and Manila 1984; ECOSOC consultative status in 1992). Adopting an intersectional perspective, the paper highlights the local embeddedness of feminist positions, the shortcomings of Western feminism and the ways in which conflicts between women's organisations allowed for an original and evolving concept of reproductive rights to emerge. It is based on UN papers and the archives of the above organisations and family planning movements.  相似文献

More than two decades after the Fourth World Conference on Women was held in Beijing, gender equality policies have not delivered in the ways envisaged. This special cluster of articles seeks to understand why. Women's mobilization and feminist activism was central to the Beijing process and the advocacy that followed, yet their influence on policy processes seems constrained in the current context of global political and economic changes. The articles in this cluster explore the negotiations between different actors, institutions and discourses — and the tensions and contradictions therein — as explanations for why certain domains of women's rights remain at the margins of political agendas and others receive more attention. Specifically, why have women's labour rights and the demands of the unpaid care economy failed to gain policy traction? The articles point to the importance of political practice, which includes the ‘framing’ of policy demands as compelling narratives, engagement with state entities and the forming and managing of alliances. There are trade‐offs inherent in each of these elements, for example, between transformative gender equality objectives and the pragmatic impulse to frame claims in less politically and socially threatening ways. Further, in a context of increasing globalization, mobilization is required at multiple levels — from the local to the transnational. The articles thus seek to deepen our understanding of how policy change for women's rights occurs.  相似文献

ABSTRACT. This article asks why transnational Jewish donor organisations have been increasingly providing financial support to Palestinian social movements and NGOs in Israel when many of the main recipients are strong critics of the Jewish character of the state and act to promote Palestinian national claims within Israel. The article evaluates a number of plausible explanations, some generated by interest‐centric theories while others are driven by ideational underpinnings. The study concludes that the donors do not view the interests of the Jewish state and the Palestinian Arab minority in Israel (PAI) in zero‐sum terms. Having internalised liberal values of minority rights and pluralism in their countries of residence (mainly the United States), donating foundations believe that the development of the PAI is both normatively desirable and strengthens Israel as a whole because it facilitates the minority's integration into Israel's society and bolsters its civic culture, and therefore, it also contributes to the country's security. These findings are theoretically significant because they demonstrate how the interpretation of communal interest is strongly related to the normative social environment in which transnational activists operate.  相似文献

The United Nations Security Council has often been identified as a key actor responsible for the uneven trajectory of the international Women, Peace and Security (WPS) agenda. It is, however, the Council members—who also seek to advance their national interest at this intergovernmental forum—that are pivotal in the Council's deliberations and shape its policies. Yet, little attention has been paid to this aspect of deliberative politics at the Council in feminist scholarship on WPS. This article seeks to address this gap in the literature. It notes that gender has increasingly become part of foreign policy interests of UN member states, as evidenced by practices such as invocation of ‘women's rights’ and ‘gender equality’ in broader international security policy discourse. The article demonstrates that this national interest in gender has featured in WPS‐related developments at the Security Council. Using specific illustrations, it examines three sets of member states: the permanent and non‐permanent members as well as non‐members invited to take part in Council meetings. The main argument of this article relates to highlighting member states’ interests underpinning their diplomatic activities around WPS issues in the Security Council, with the aim to present a fuller understanding of political engagements with UNSCR 1325, the first WPS resolution, in its institutional home.  相似文献

This article considers four international women's organisations – the International Council of Women, the International Alliance of Women for Suffrage and Equal Citizenship, the International Federation of University Women and the Open Door International – and their campaigns for the right of married women to undertake paid work. It examines how each organisation adopted and engaged with the language of human rights in the late 1920s and 1930s. It is argued that after 1948, precisely because of its formal adoption by the UN, the language of human rights became less usable as a way to make the point that women still faced inequalities, and so other framings became more significant. This article contributes to historiographies on international women's organisations, offers a detailed discussion of their activism against the marriage bar, and challenges the conventional chronology of the concept and language of human rights.  相似文献

This paper considers how discretion, understood as both a capacity to make decisions and a form of influence that is often hidden, operates within the accommodation and support of asylum seekers. Combining critical discussions of discretion with accounts of a ‘local turn’ in migration policy, I argue that discretion plays a key role in shaping how policy is implemented and offers insight into the changing governance of asylum at national and local levels. Drawing on empirical material examining the development of the UK's asylum dispersal system, the paper extends accounts of discretion beyond ‘street-level’ to argue for a focus on how discretion reflects different claims to institutional authority. Addressing four accounts of discretion in dispersal, I argue that tracing discretion can offer insights into how ‘implementation gaps’ in asylum policy are negotiated and how tensions between national and local governments are contained. Tracing discretion in this way may advance critical interrogations of power relations in welfare bureaucracies and develop understandings of institutional agency and influence within liberal democracies.  相似文献

In September 2007, after 23 years of negotiation between nation states and indigenous peoples' organizations, the United Nations (UN) General Assembly finally adopted the Declaration on the Rights of Indigenous Peoples. Among its most significant assertions were indigenous peoples' rights to self‐determination; to lands, territories, and natural resources; and to free, prior, and informed consent. Activists and organizations concerned with human and minority rights saw the adoption of the declaration as an important step toward the improvement of the precarious situation of many minority groups. Today, five years have passed since the declaration's adoption. What difference has it made? Have the activists' expectations materialized? How has the declaration been implemented? Which are the responses of governmental and civil society actors? Drawing on institutional developments at the United Nations as well as the case of Cameroon and the Mbororo as a national minority group, I aim to provide some answers to these questions.  相似文献

In 1974, Australia took the initiative to have an item on diplomatic asylum inscribed on the UN General Assembly's agenda for that year. Its original ambition was to procure an international treaty on the subject. This article traces the history of that initiative from its inception to the acknowledgement seven years later that it had come to nothing. It also investigates the impact that Australia's initiative at the UN had on its foreign policy practice in relation to diplomatic asylum through two administrations: the Whitlam government (5 December 1972–11 November 1975) and the Fraser government (11 November 1975–11 March 1983). It demonstrates that, while the initiative generated a great deal of bureaucratic work, it wrought no real change in Australia's practice on the ground.  相似文献

The aim of this article is to discuss how a combined comparative and transnational approach can widen our understanding of historical change. By using examples from the first wave of the women's movement in Sweden and Canada we argue that exploring national differences, investigating differences in class and political culture and finally even tracing the transfer of resources and ideas could open up for new perspectives in gender history. Comparisons of women's organizing in different countries, but within the same international organizations, could help us to discern common structures that otherwise tend to be regarded as unique in one national context. In addition, such an approach can help to highlight specific national opportunities, cultures or strategies influencing the outcome of women's organizing.  相似文献

Participating in sexual tourism and cross-border sex, heterosexual Euro-North American women are a targeted social group whereby accusations, such as ‘fucking gringa’, label them as sexual transgressors for violating multiple boundaries of heteronormativity. The complex power dynamics of women's cross-border sex are due to negotiations of race, gender, and class that are played out in specific locales and political economies of desire. Within these dynamics, women are agentive social actors and exert considerable sexual agency in their desires for local men who are positioned unevenly vis-à-vis tourist women's mobilities within erotic markets. Yet women's hetero-erotic sexual practices, which are experienced at the level of the body, cannot be assumed; looking at the lived experiences of women as sexual trangressors in these spaces promises to complicate non-normative heterosexuality and the gendered dynamics of (straight) transnational sex. Using critical ethnography and a performance approach to writing that places subjectivity at the center of the ethnographic record and analysis, this article conveys an ‘insider’ or emic account of women's transnational sex taking place in a Caribbean region of Costa Rica renown for women's sexual and romance tourism. In taking this approach, I aim to show how heterosexuality, hetero-erotic practices, and cross-border sex are not always what they seem and a glimpse into ‘the subjects’ worlds in their words' (Madison, Soyini. 2005. Critical Ethnography: Method, Ethics, and Performance. London: Sage, 174) has implications for theory concerned with the body and performance as fundamental to the social production of sexual transgression.  相似文献

This article is a transnational comparison of the struggle for women's suffrage during the long 19th century, mainly around 1900, with an emphasis on the five Nordic countries (Denmark, Finland, Iceland, Norway and Sweden). The article questions the widespread notion of these countries as similar democratic and peaceful nations, different from the rest of Europe. It points to the timing of women's suffrage and to how the claim for this reform challenged the gendered meaning of political citizenship as well as core elements in the understandings of masculinity and femininity. It proceeds to analyse important structural changes that have been seen as vehicles for women's suffrage: the growth of democracy, the construction of nation states, revolutions and wars, asking if these structures played as important a role in the Nordic countries as elsewhere. Finally, the article concentrates on women's agency, mobilization and organization, looking for similarities and differences among the five Nordic countries.  相似文献

This article interprets the politics of asylum in Australia in light of what James Hollifield calls ‘the liberal paradox’; that is, the trend amongst contemporary states towards greater transnational open-ness in the economic arena alongside growing pressure for domestic political closure. It begins with an outline of Australia's recent history of economic reform and of the discourse of globalisation that has been employed to legitimise the changes wrought by this transition. Focusing on the period from the late 1990s to the early 2000s, the article provides an account of anxieties associated with these changes and an analysis of government strategies to secure the support of disaffected sections of the electorate. Asylum policy is analysed in this context. The article shows how the policing of asylum seekers constitutes performances of political closure designed to assuage those made vulnerable by Australia's neoliberal economic trajectory. It argues that these politics of asylum are indicative of the tensions between transnational engagement and territorial closure faced by neoliberal states more generally.  相似文献

Many historians have upheld the 1970s as the ‘breakthrough’ decade for human rights. Botswana was a notable beneficiary of the efflorescence of these principles, especially as human rights gained greater prominence in the foreign policy of the United States (US). From 1966 to 1980, the government of Seretse Khama upheld one of the strongest human rights records of any African state, using it to acquire vital economic aid and psychological encouragement from the West. This study of US–Botswana relations is significant for showing the capacity of an underdeveloped and vulnerable state, surrounded by white minority regimes, to use internationalist ideals to improve its prospects for greater security and prosperity. The research also reveals the limits of Botswana's approach, particularly when the US could not align its strategic interests in Africa with its professed value for human rights. Botswana was therefore exceptional in perceiving its geopolitical priorities as closely tied to its integrity as a self-proclaimed model for non-racial democracy in Southern Africa. The article helps to show how the 1970s human rights movement was not just a Western one or an American one, but a truly transnational one, with unique, though often underappreciated, contributions from those in Africa.  相似文献

Abstract

This paper examines Italy's contribution to the United Nations (UN) and how effective this has been in protecting Italian interests. The first part outlines the areas where Italy's input to the UN has been most relevant in terms of ideas, policies and participation, such as for example the campaign to ban the death penalty and its participation in collective security through participation in UN peacekeeping missions. This paper also highlights the critical role that Italy's long-standing positions on UN reform and the enlargement of the Security Council have played in defining Italy's status in the international community, and asks whether there have been significant changes in the traditional Italian position and its loyalty to the UN and, more generally, to the multilateral system. The second part analyzes the origin and rationale of Italy's policies toward the UN and their effectiveness in defining and defending the national interest. It explores the idea that these policies have been determined by the ‘institutional multilateralism’ of the Italian Constitution, the ‘genetic multilateralism’ of the Italian society and the ‘forced multilateralism’ of Italy as a middle-range power. Italy's positions on the UN and its reform are examined in the light of claims that Italy's foreign policy reflects its ‘complex of exclusion’ and presumed lack of influence in the ‘major stakes’ in world diplomacy.  相似文献

This article explores the impact of globalization in the context of human rights enforcement within the European Union. It argues that despite the growing impact of transnational forces and supranational institutions, national mechanisms are still crucial in enforcing international obligations, so that states remain critical players rather than diminishing entities. The article considers the development of human rights as a fundamental norm within the European Union, and explores the relevance of this norm for third country (i.e. non-European) nationals. It argues that restrictionist policies designed to curtail immigration and exclude asylum seekers override international human rights obligations voluntarily entered into by the European member states. Even the concept of European Union citizenship, designed in part to address the rights deficit within Europe, has not so far created a base of fundamental rights capable of trumping state interests, but rather functions primarily as an exclusionary concept directed against non-Europeans.  相似文献

This article examines the threat to European liberal democratic values posed by the current asylum crisis. Drawing on a historical analysis of European asylum policies, it examines the origins of the post-Second World War refugee regime and the sources of the current challenge to its liberal universalist premises. The argument discerns two dominant forms of critique of the liberal model in twentieth-century debates on refugee policy: welfare protectionist nationalism, and ethno-centric or racist nationalism. Both of these justifications for restricting asylum have resurfaced in contemporary debates, used by—respectively—centre-left and far right parties. Having considered why these arguments have resurfaced, the article suggests three scenarios for future European responses to the asylum crisis and their implications for liberal universalist values. It argues that the liberal approach can only be sustained through more effective EU burden-sharing and the reorientation of EU external policies to incorporate refugee and migration issues.  相似文献
