The juridical force of time forms a critical, but hitherto unexplored part of Hugo Grotius’s discourse on the justice of war and peace. Grotius defines war as a span of time in which disputed rights and armed conflicts between states are examined in reference to temporal coordinates. This method allows him to adjust otherwise static laws to meet the demands of times and spaces in an increasingly expanded world. In doing so, Grotius is also able to reconcile multiple layers of laws in a temporal framework, which suspends one layer of law, to be revived at later times. Finally, cautious in the use of the language of time, Grotius admits both that right demands immediacy, and that justice suffers delays. By this nexus of delay (mora) and emergency (necessitas), Grotius warns against the abuse of ‘time’ as a legal concept to justify unlawful claims, which still rings with alarm today. 相似文献

This article focuses on transatlantic relations in the run-up to and aftermath of the imposition of Martial Law in Poland in December 1981. Through an analysis of British, US, German, and NATO sources, this article highlights the fundamental differences and consequent disagreements that occurred between the Reagan administration and its European allies in 1981–2. It argues that these divergences originated from economic considerations, from a fundamentally discrepant conception of détente on the two sides of the Atlantic, and from the Reagan administration's mismanagement of the crisis. Not only did Reagan disregard NATO's contingency plans dating from 1980 and did not consult the allies, he also designed US sanctions specifically to dash a joint agreement between the Europeans and the Soviet Union for the construction of a pipeline that was to deliver Siberian gas into Western Europe. 相似文献

The coming to power of Prime Minister Abiy Ahmed in Ethiopia in 2018 opened up a renewed peace engagement with Eritrea and diplomatic relations were restored. Before the political rapprochement, grassroots processes of people-to-people reconciliation in the borderlands between the two countries had been underway for years, gradually eroding officially-produced enemy stereotypes. This article explores how physical borders and boundaries of identity at a local level may be conceived differently from that at state borders or expressions of formal nationalism at an inter-state level. The local level border between the northern regional state of Tigray in Ethiopia and Eritrea has become increasingly porous over the last years, whilst the inter-state border was rigidly defended. The political rapprochement is however disconnected from the people-to-people reconciliation, as the local government in Tigray is at odds with both Ethiopia’s federal government in Addis Ababa and the Eritrean government. The formalised peace processes are elite driven, leaving no voice for the people affected in the borderlands. 相似文献

ABSTRACTLe Nouveau Cynée has been neglected and little cited by Anglo-American historians of political thought, and its author, Emeric Crucé, considered a secondary figure and nearly forgotten. Why is he largely ignored if his book offers the broadest notion of toleration of its time, along with new and original proposals to make peace and organize the world without distinction as to religion and race? Indeed, his peace plan compared with Sully’s, Saint-Pierre’s or Leibniz’s was the only one not addressed exclusively to Christians, but which incorporated all kinds of people, no matter what their religion was. And he did so at a time when the Turks were considered by Christian kings to be their natural enemies, since their threat to Christianity was constant. Besides, his concept of toleration goes beyond that of the so-called champions of toleration of the seventeenth and eighteenth centuries such as Locke, Pierre Bayle, Voltaire, Rousseau or Kant. Thus, he can be regarded, along with Spinoza, as one of the most tolerant authors prior to Enlightenment. 相似文献

The article discusses the changing meanings of a powerful Corfiot symbol, St Spyridon, the patron saint of Corfu. During the seventeenth and eighteenth centuries, the saint – whose cult had been bolstered by the civil rather than the ecclesiastical authorities – was venerated by both the Greek and Latin inhabitants of Corfu, thus symbolizing a unity at least on the level of the civic religion. Following the 1716 siege of the town by the Ottomans, one can clearly see that the Venetian state and its representatives did not hesitate to lavish many honours on St Spyridon in thanks for his alleged intervention during the siege, which saved not only Corfu but the whole of Western Christianity. At the end of the century though, when the island fell to the allied Russian and Ottoman forces, the old equilibrium between the two religious groups began to become unsettled. A text written by the Orthodox theologian Athanassios Parios just a few years after the Russo-Ottoman victory attempts to rewrite the behaviour of the saint towards the Catholics and present him as the defender of the Orthodox Church and the enemy of any rapprochement between Greeks and Latins. 相似文献

ABSTRACTIf war is an inevitable condition of human nature, as David Hume suggests, then what type of societies can best protect us from defeat and conquest? For David Hume, commerce decreases the relative cost of war and promotes technological military advances as well as martial spirit. Commerce therefore makes a country militarily stronger and better equipped to protect itself against attacks than any other kind of society. Hume does not assume commerce would yield a peaceful world nor that commercial societies would be militarily weak, as many contemporary scholars have argued. The concept of a woman who is a ‘peace-weaver’ is known chiefly from Anglo-Saxon literature, yet is also a role that must have been reflected in the actual marriage alliances among the Anglo-Saxon dynasties. This article considers how networks of marriage and kinship may have functioned among the Anglo-Saxons of the late seventh century, and to what extent a woman could have real value in the role. It takes as starting point the historian Bede's account of how the marriage of Ecgfrith, king of Northumbria, and his wife, known to history as St Æthelthryth, was dissolved on grounds of non-consummation. Bede's claims that Ecgfrith was reluctant to let his wife go, sometimes dismissed as hagiographic convention, are here taken seriously and used to explore what reasons Ecgfrith might have had to want to maintain the marriage by looking at the politics of peace and war in the English kingdoms of the period, the role played by seventh-century marriage ties in relations between kingdoms, and what the value of such a marriage and the consequences of dissolving it may have been. 相似文献

Late in 1954, the British government convened a secret committee of civil servants to explore the implications of the hydrogen bomb for Britain in a nuclear war. Headed by William Strath, this small and secret cadre of experts thought through the destruction that would follow a thermonuclear attack on the UK. This paper examines the recently declassified “Strath Report” and its ramifications. Drawing on intelligence assessments, technical analysis and economic predictions, its conclusions were profoundly pessimistic. Its portrayal of widespread devastation and the likely collapse of civil society shocked politicians and government officials, and led not only to massive revisions in the UK's plans for war but to official attempts to suppress public discussion of thermonuclear weapons and civil defence. 相似文献

ABSTRACTThis article provides the most rigorous international history to date of Prime Minister Pierre Trudeau's 1983 peace initiative, one of Canada's major foreign policy ventures of the Cold War, examining both Trudeau's motives and the reception of his initiative among Canada's allies. Drawing on newly declassified sources in Canada, it uncovers the two-track strategy behind this initiative, aiming to mobilise Western European leaders to exert pressure on the Reagan Administration on the one hand, while quietly urging European allies to call for a review of NATO strategy on the other. Based on previously unavailable archival materials from seven different countries, this article also reveals how the Canadian initiative was received by the world leaders Trudeau sought to win over. It reassesses the Canadian initiative, revealing that it borrowed heavily from existing proposals from other countries, and that NATO leaders viewed the initiative as a mere electoral ploy to help Trudeau win re-election rather than a serious project to ease East–West tensions. This article concludes that with this initiative Canada was not in fact playing the role of a ‘helpful fixer’ and that the initiative constituted part of a wider and understudied trend in government responses to the ‘Second Cold War’. 相似文献

ABSTRACT. In the immediate aftermath of World War II the Polish state placed a high value on national homogeneity. The Polish Committee of National Liberation signed population exchange agreements with its socialist neighbours in September 1944 and expelled the German population who remained within the new Polish borders. Far less frequently discussed are the Polish state's efforts to persuade ‘Poles’ in Western Europe to move to Poland. This paper analyses how Polish policy towards ‘Westphalian Poles’ and the British reaction to Polish claims offer insight into both Polish and British nationality and citizenship policy in the immediate post‐war period. I argue that the quality of potential labour played an important role in both British and Polish thinking. The paper also contends that the ‘Westphalian incident’ gives useful insights into the emergence of the Cold War. 相似文献
