This article illustrates the development of Italian politics on emigration up to the end of the First World War (and even later), focusing on the operation and activity of the Commissariato generale dell’emigrazione (Commissioner-General of Emigration, 1901–27), a government agency that enjoyed considerable autonomy. The research is based on archival materials and the study of publications of the time, and proposes an unconventional view on the phenomenon of migration, as seen through the relationship between the evolution of the regulatory system and the political orientations of the ruling classes. Indeed, Italy progressively increased the freedom of expatriation, to the point of creating social legislation for the protection of emigrants, with the ambition of extending Italy’s influence over the countries of destination. This policy of migration interfered with foreign policy, and was at times influenced by the nationalism emerging in Italy at the time, even to the extent of provoking diplomatic disputes. For these reasons, the activity of the Commissariato generale dell’emigrazione created friction with the traditional consular network; these conflicts and the insufficient margin of autonomy given to the Commission in practice prevented the concrete completion of its more advanced projects.  相似文献

This article discusses what I call the creation of the juvenile delinquent in the period from the 1930s to the 1970s. Making use of a theoretical understanding taken from Michel Foucault and David Garland this article shows how several elements and factors contributed to this process of which I concentrate on discussing three: the criminal political context, criminological ideas and administrative changes. These practices, including the discourse production around the young offender, led to the creation of a new category: the juvenile delinquent. What happened is understood and analyzed with the help of Foucault's central concept of governmentality. Special emphasis had been laid on investigating the role in this process of reformatory prisons and the Reformatory Prisons Board. Three of the tentative conclusions that could be drawn from the discussion are that the domination of the administrative logic of order and control over the rehabilitative logic played an important role in the creation of the juvenile delinquent; that the diagnostic practice and the scientific credibility that it was built on created a widening gap between the young offenders and ‘normal’ youths; and that the creation of the juvenile delinquent contributed to a stronger symbiosis between the social, administrative and penal bodies.  相似文献

In the early 1970s, the economic consequences of European Community (EC) policies forced the Council for Mutual Economic Assistance (CMEA) to devise its trade policy vis-à-vis the outside world. With the implementation of its Common Commercial Policy, the EC was about to change the rules and conduct of its foreign trade. The East–West trade boom that took off in the 1960s had created significant commercial links, and substantial dependencies, across the Iron Curtain. The smaller members of the CMEA began to advocate an opening up towards the EC due to their fears of worsening trade prospects caused by the new EC policies. After reconsideration of its allies' commercial needs, the Soviet leadership was pressured to change its mind in favour of a common approach vis-à-vis the EC. This article follows the debate within the CMEA Executive Committee on the socialist countries' dependency on the Western market and on the advisability of opening up to the global market. It relies on official CMEA documents as well as Soviet and German Democratic Republic (GDR) policy-making documents. This article analyses the process of socialist integration in connection with the simultaneous developments taking place in their Western European counterparts, and thereby fills a gap in the historiography of Europe in the Cold War.  相似文献

Lobbying as a form of engagement with the US Congress has long been studied from a domestic perspective. Lobbying, however, is not a practice confined to actors with domestic interests—it is also used as a form of diplomacy by many foreign governments, including Australia. Diplomatic lobbying is a vastly understudied phenomenon and its impact on US foreign relations is rarely examined. Unlike most Westminster-based democracies, the USA has two branches directly involved with foreign affairs—the Executive and Congress—each of which is important for different aspects of foreign policy development. Australia has found lobbying the US Congress to be a powerful tool for diplomatic engagement. This article looks at the role of the US Congress in foreign affairs, the effects of lobbying, and the ways in which diplomats engage with and lobby Congress. Australia’s specific lobbying efforts and their effects on the US–Australia relationship are then examined.  相似文献

Abstract

Environmental policy emerged as a new European and global policy field within a very brief period of time during the early 1970s. Notably in Europe, international organizations played a central role in defining core principles for this new policy domain. This article argues that inter-organizational connections were crucial in this context: the exchange and transfer of policy ideas facilitated the rise of environmental policy across different international organizations. Focusing on the co-evolution of the polluter-pays principle enshrined almost simultaneously both at the OECD and the European Communities, the article assesses the multiple routes along which policy ideas travelled, the role inter-organizational competition played and the selective nature of transfers. While expertise played a key role in determining which policy concepts were selected, institutional conditions and the politics of the recipient institution determined how they were adapted to the respective new context.  相似文献

Abstract

From the early months of the Spanish civil war (1936–9) the American Friends Service Committee (AFSC), the American Quakers’ central service organization, was engaged in a large-scale relief operation on both sides of the front line. While Quaker aid workers on the ground were running hospitals, orphanages and child feeding stations on the Republican and Nationalist side, the operation triggered a sometimes heated debate at home. Quakers had to bridge the tension between the universalist ethos of a transnationally connected and internationally active religious group whose individual parts, in turn, closely integrated into, and were largely dependent on a national framework of action consisting of governments, the media and national-based groups of donors and supporters. Against this backdrop the article will reflect on the complex and shifting meaning of humanitarian neutrality. In the article the author will show how the claim to neutrality, always contested and precarious, could work as a gate opener for humanitarian aid vis-à-vis state and non-state actors alike, as a platform for co-operation with international institutions as well as a deliberately used capital on an increasingly competitive ‘humanitarian market place’.  相似文献

This paper discusses studies of the development of river conservancy in modern China, and the role of engineers-in-chief in river improvement planning on rivers such as the Hai-ho (Haihe) and the Whangpoo (Huangpu). It discusses the introduction of foreign hydraulic dredging technology and management into two major Chinese ports. It then analyses the process by which two agencies of the Chinese government absorbed and adjusted this technology to suit local circumstances in the treaty ports of Tianjin and Shanghai beginning in the 1890s. Without prior experience in river conservancy, the conservancy boards adopted a range of foreign technologies. This allowed them to develop into major institutions that facilitated increasing trade flows between China and the rest of the world. Of particular significance in this process of technological change was the role of the expatriate engineers-in-chief who were employed as chief executive officers of both agencies. They were responsible for establishing the operations of the agencies, accommodating an increasing range of responsibilities such as financial and human resource management, and training Chinese engineers and managers for senior positions until they were ready to replace the expatriate engineers-in-chief after the 1930s.  相似文献
