Rural Management——The Way Out for Tibetan Rural Areas

Tibetan towns and villages are the remotest areas in China regional society. The remoteness is evident in two aspects： （i） the natural environment; located in the southwestern frontier of China, as the core of the ＂the Third Extreme＂, Tibet claims to be the farthest area in terms of space, altitude and distance -- and com- pared with towns, this is really true of the villages, （z） the social environment; with the rapid development of Tibet＇s tourist industry in recent years, people tend to focus more on Tibet, but mainly on such cities as Lhasa, Shigatse and Tsetang. Beyond people＇s attention, towns and villages stay far away not only from those socio-economically and culturally developed areas but also from the focus of intensive social development.     

China Tibetan Culture Forum in Kathmandu

The Forum was held on December 19-20,2007 in Kathmandu, the capital of Nepal, and a Photo Show of Picturesque Tibet opened at the same time. A group of Tibetologists from China and the Tribune University of Nepal jointly held a discussion meeting. The two sides believe that such event can promote friendship and mutual understanding between the people of China and Nepal.It also offers a rare opportunity for Nepalese people ofvarious circles to know more about the socio-economic progress and development in the past decades, and provides a wide range of information regarding the protection and development of brilliant and colourful traditional Tibetan culture.

THE DEVELOPMENT OF TELECOMMUNICATIONS IN TIBET

In the past, a letter sent from Tibet to inland China often took almost half a year to arrive. In Tibet, people had to walk a long way, and then waited in a long queue for access to a fixed phone. Because of the poor state of telecommunications in Tibet in those early days, people in Tibet heard and saw little of the wonderful world outside. This in turn created an even greater apparent distance between Tibet and that outside world.

With regard to the Tibetan-inhabited area in Sichuan, people are most familiar with Garze and Aba Tibet Autonomous Prefectures, and the Moli Autonomous County, but several Tibetan-inhabited townships in Ya＇an such as Qiaoqi are not so well known. During the last ten days of January 2005, along with Professor Li Shaoming, Li Xingxing, and Shi Shuo from Sichuan Ethnic Research Institute and Sichuan University＇s Tibetology Research Institute, I went to Qiaoqi on a cultural investigation.     

TIBET PUSHES “TOILET REVOLUTION” IN SCENIC AREAS

In some rural areas,toilets were little more than makeshift shelters surrounded by shabby walls.These dry toilets are of poor sanitary standards,and harmful to the environment.In 2015,while visiting Yanbian Korean Autonomous Prefecture,Xi Jinping,General Secretary of the CPC Central Committee,said,"clean toilets for rural residents are important for the building of a new countryside.We should continue to upgrade the country’s toilets as part of a'toilet revolution'aimed at developing domestic tourism and improving people’s life quality."To realize Xi’s vision,a"toilet revolution"was started in Tibet.For Tibet’s frigid,high altitude,and oxygen-poor environment,the technology of water-free and foamenveloped toilets and microbial biodegradation were selected,and 5 new facilities were built in scenic areas like Namtso and Yardrok Yutso.The facilities were all put into operation and were well received by the public.
