Using the typology developed by Douglas Foyle, this article argues that John Howard behaved as a ‘pragmatist’ in dealing with situations where public opinion was relevant to Australia's engagement with Asia. Howard adhered to his own views on the relevant issues while attempting to lead public opinion in the direction he believed desirable. During the 1996–2007 period the most relevant issues relating to the impact of public opinion on Australia's Asian engagement were Australia's relations with Indonesia and Asian immigration. In the case of Australian–Indonesian relations the Howard government had to deal with various situations where an activated public opinion threatened to undermine the long term Australian approach that gave primacy to Indonesian concerns. Political leadership entailed developing a response that the government believed to be appropriate to Australia's long term objectives, while also attempting to persuade the public that this was the case. In the second instance policy developed in a more ‘deliberative’ context: Howard modified his earlier stance that was critical of Asian immigration, but continued to adhere to a strongly ‘integrationist’ position. This position was consistent with both his own views and his perception of public attitudes on the matter.  相似文献

In May 1966, in response to a strike by the National Union ofSeamen, Prime Minister Harold Wilson declared the first stateof emergency in Britain for over a decade. This article considerswhy he felt obliged to take such action and how it fitted intoa package of measures aimed at countering the strike. Thesemeasures culminated in his claims of communist influence onthe union, which helped to bring the strike to an end but triggeredhostility towards Wilson from within his party and the tradeunion movement. Furthermore, the article considers, why, giventhe immense emergency powers assumed by the government, it wasso ineffective in ameliorating the hardships caused by the strikeand what implications this had for people throughout the UK.Despite being personally content with the outcome, this wasto prove a pyrrhic victory for Wilson given the ongoing difficultiesfacing the British economy and the bitterness he had provokedamong Labour supporters.  相似文献

When Melbourne replaced Grey in 1834 he looked to recruit men with experience to join his government. He enlisted Sir John Cam Hobhouse, but Hobhouse needed a seat in the Commons. This was achieved by a writ of acceleration, whereby Viscount Duncannon, one of the sitting MPs for Nottingham, was called into the Lords in his father's lifetime to release a seat in the Commons. Writs had normally been used to strengthen the power of the government in the Lords, and the resentment in Nottingham at this political fix was expressed in a full-scale contest with accusations that the town was being turned into a government nomination borough. Hobhouse might have hoped for a free run as he had already been appointed to the cabinet. Rather, he was forced to fight for the seat, and to go through most of the activities more frequently associated with general elections.  相似文献

As Milwaukee’s chief park planner in the early to mid-twentieth century, Charles Whitnall responded to the various underlying ideologies of the period within which he worked. His preference for parks was a political and physical response to and remedy for the industrialized and heavily congested city he called home. By examining the Progressive Era discourse associated with planning, this article situates Whitnall’s work within the political, aesthetic, and environmental contexts of geographic thought that influenced his plans for Milwaukee. In promoting a physical awareness associated with the natural features of the region and responding to the sociopolitical framework of contemporaries such as Ebenezer Howard, Whitnall incorporated a sense of compassion within his planning. He responded to the preexisting beer gardens of Pabst and Schlitz, as well as Olmsted-designed park spaces, by advocating for decentralization as part of a broader socialist agenda that had swept through Milwaukee during the early 1900s.  相似文献

Pauline Hanson is well known for claiming that Australia's major political parties are out of touch with 'mainstream' Australia on issues related to race. Parallel surveys of the electorate and candidates in the 1996 federal election allow this claim to be tested, with items tapping general ideological dispositions, but including questions about Aboriginal Australians, immigration, and links with Asia. I make three critical findings: the electorate holds quite conservative opinions on these issues relative to the candidates, and is quite distant from ALP candidates in particular; attitudes on racial issues are a powerful component of the electorate's political ideology, so much so that any categorisation of Australian political ideology ignoring race must be considered incomplete; racial attitudes cut across other components of the electorate's ideology, placing all the parties under internal ideological strains, but the ALP appears particularly vulnerable on this score. The data show the coalition parties to be the net beneficiaries of the ideological tensions posed by race. Racial issues thus resemble a realigning ideological dimension, with possibly far-reaching consequences for the conduct of Australian electoral politics. Racism is as Australian as lamingtons and sausage rolls but the real political leader is the man or woman who can appeal to what Abraham Lincoln called 'the better angels of our nature'. The Howard government reoriented the then existing institutionally based financial regulation towards a functionally based regime with new prudential and disclosure regulators in 1998. This paper uses the governmental agenda-setting framework of John Kingdon to explain this financial regulatory change undertaken in Australia following the Wallis Inquiry of 1996. It also examines the role of the Inquiry in the policy process. It shows that the financial regulatory change was on the bureaucratic agenda of the Treasury Department. A window of opportunity opened for the Treasury following the 1996 election, with the new Howard government keen to achieve financial regulatory reforms to address future regulatory challenges proactively while the new Treasurer Peter Costello wanted to consolidate his power within markets and politics. Costello coupled the Treasury's solutions to problems and to political processes. The Wallis Committee was ‘packed’ by the government in accordance with its regulatory policy preferences. Its role was to legitimise the government's policy preferences publicly, and to transfer the ‘governmental agenda’ into the ‘public agenda’. However, this was not a case of the government pressuring for its policy preferences over the financial services industry. In fact, the Inquiry was used as a venue to generate industry and public support for the regulatory changes, and was used to build a network of alliances within and outside the parliament.  相似文献

This article investigates the creation of Natal's 1897 Immigration Restriction Act and traces the legislative connections between southern Africa and Australia. It describes Natal's anti-Indian agitation of 1896–97 and argues that the colony's government initially sought to solve the ‘Asiatic question’ by adopting a racial immigration bill passed in New South Wales in 1896. However, the threat of violent extra-legal action by white settlers convinced the Natal government to replace this bill with one that made no direct reference to race. Natal ministers realised that racial legislation would face constitutional obstacles and were anxious to enact a restrictive immigration law without delay. The new Act was partly modelled on American immigration legislation and, though not explicit on race, its educational test was primarily designed to restrict Indian immigration. The Natal law was in turn used as the basis for Australian immigration legislation. Given these transnational connections, Natal's response to the ‘Indian question’ should be placed in a global context.  相似文献

This article will analyze key publications of Guillaume Poncet de la Grave (1725-1803), formerly the monarchy’s representative to the Admiralty Court, who worked during the Ancien Régime to restrict immigration to France, particularly that of people of color. He was also a passionate advocate for French imperial expansion. After the Revolution, in his political tract Réflections on the Unmarried, he expressed his anxiety over a declining French birthrate and a desire to have the state monitor marriage, sexuality, and reproduction in order to increase legitimate births. In this work he identified threats to what he referred to as ‘the purity of the blood’ within and without France, and proposed to the Republic legislation designed to eliminate them. Poncet de la Grave’s career has been largely neglected but his former position merits a closer look at his political writing, which expressed significant, constant objectives that demonstrate thematic continuity over a tumultuous time. French fears of depopulation and national ‘degeneration’ were still strong at the turn of the century, and remain of great interest to historians eager to understand how they were discussed in the context of great historical change.  相似文献

This article examines Martin McDonagh's most recent play, A Behanding in Spokane (2010), through the lens of Théâtre du Grand-Guignol, deploying the scholarship of Richard J. Hand and Michael Wilson on this specific theatrical style. The article links discussions of Grand-Guignol with the amputation suffered by the drama's main character, Carmichael, played by Christopher Walken in the play's first production, and with the case of hands he brings with him on his journey around America. I draw on V.S. Ramachandran's work on consciousness, phantom limbs, and apotemnophilia in order to consider Carmichael's amputation in relation to self-defining narratives, loss, lack, excess and difference, with particular emphasis given to issues of race.  相似文献

在辛亥传统叙事框架中,袁世凯重出江湖后一味搅局:先是利用武昌危机与清廷讨价还价攫取权利;继则用清军打压南方,威逼革命;终则利用南方革命党人逼退清帝,进而交换中华民国大总统宝座,"窃取"辛亥革命胜利成果。这个传统叙事框架在过去特殊年代自有其解读的合理性,但显然不是从史料发出,用事实论证,多少带有以袁世凯后来帝制自为倒推其重出江湖时的心情和作为,与历史事实具有相当差距。本文根据新旧史料最大限度还原袁世凯在武昌起义后的一段心路历程,重建袁世凯从君宪到共和的踌躇、无奈、顺势及转变的限度。本文认为,作为晚清重臣,袁世凯从维新到新政,再到仿行立宪,一路走来,基本上充当着晚清政治变革重要推手,他们那一代政治精英能够认同的也就是君主立宪,所以袁世凯重出江湖后的政治选择就是利用政治危机推动政治变革,实现君主立宪,只是当君主立宪被各方面抛弃后,袁世凯方才顺势而为,变成一个有限的共和主义者。  相似文献

An accumulation of evidence suggests citizens with low incomes have relatively little influence over the policy decisions made by lawmakers in the United States. However, long before elected officials are asked to cast a final vote on a bill's passage, an equally important decision has already been made: the decision for government to focus its limited attention and agenda space on the issue at all. Therefore, it is possible that political inequality is infused earlier in the policymaking process at the agenda‐setting stage if the issues held important by some citizens are given attention while the issues held important by others are not. To investigate this question, we develop novel state‐level measures of citizens' issue priorities and find sizable differences in which issues poor and rich citizens think are most important and deserving of government attention. We then use bill introduction data from state legislatures to measure government attention and uncover evidence that state legislators are less likely to act on an issue when it is prioritized by low‐income citizens as compared to affluent citizens. These findings have important implications for our understanding of political equality and the functioning of American democracy.  相似文献

In an effort to add to our understanding of why government chooses to take actions in certain situations and not others, this article applies competing theories of agenda building to a specific environmental issue, forest policymaking in British Columbia (BC), Canada. Clearly, how well BC and the rest of Canadian provinces manage their forests and other natural resources will contribute to the ability of Canada as a whole to become a sustainable society. In the 1990s the BC government enacted the Forest Practices Code, a comprehensive approach to managing the province's forests. This study relies on several different theoretical approaches to explain how such an ambitious program was developed and implemented. How difficult and complex environmental issues manage to reach the political agenda is crucial to our understanding of policy change and is addressed in this study.  相似文献

During the 18th century, back-bench members of parliament played a critical role in creating social policy. This article provides a case study of the political campaigns of the Lichfield MP, Thomas Gilbert, and his attempts at a comprehensive reform of the poor law in 1765 and 1782. These individual endeavours were energetic, sophisticated, but unallied to a particular agenda or based on Gilbert's original perspectives. Instead, he harnessed the power of local interests and extra-parliamentary forces, particularly magistrates, through the adept use of print culture in his later campaign to form social policy based on a broad political consensus. A skilled political operator, he used these same methods to help navigate his bills through parliament. To better fit the context, the campaigns were moulded around political expediency and influenced by the development of Gilbert's humanitarian reputation and the burgeoning of the press, parliamentary reporting, and political debate. The political environments of 1765 and 1782 were, therefore, different, and broader trends influenced the two campaigns. This article demonstrates the importance of the press to political campaigning and suggests that to be successful (in social policy at least) a would-be reformer was required to engage with a developing participatory political culture. However, given Gilbert's approach, the importance of ideology as a basis for social reform in an 18th-century context is questioned.  相似文献

Abstract

Francesco Crispi has often appeared a paradoxical figure. In the earlier part of his life he was a revolutionary republican and a friend of Mazzini. After 1860 he accepted the monarchy, but remained very much a man of the Left and in many ways a quintessential democrat. Yet he ended his career as an authoritarian Prime Minister, a vigorous opponent of the Far Left, and an imperialist, who prorogued parliament and contemplated dispensing with representative government altogether. This article contends that Crispi's career has more coherence than is commonly suggested; it focuses on an important but hitherto neglected aspect of his thinking, namely the problem of how to achieve a sense of national consciousness in Italy through ‘political education’. The article traces the development of the idea of national political education throughout Crispi's career and argues that his two terms as Prime Minister in 1887–91 and 1893–6 can only be fully understood in the context of his long‐standing concern with this problem.  相似文献

This essay reads Godwin's second novel, St. Leon (1799), as an attempt to counter the asperity he expresses towards the domestic affections in his political philosophy of the 1790s. In St. Leon, Godwin seeks to square his newfound interest in the affections as a topic for fiction with his commitment to an anti-establishment political agenda. Though it is presented as a ‘eulogium’ to ‘the affections and charities of private life’, the narrative persistently undercuts the potential for the affections to stimulate readerly curiosity. The focus of the novel constantly shies away from the domestic scene, and instead propels the momentum forwards to the alchemical adventures that precipitate the disintegration of the very affections the novel purports to eulogise. The novel thus plays out Godwin's complicated desire to embrace, and yet simultaneously to deny, the importance of private emotions in the pursuit of political justice.  相似文献

Britain mediated successfully in the Indo-Pakistani clash over the Rann of Kutch region in spring 1965, but when hostilities broke out over Kashmir soon afterwards, 10 Downing Street managed to alienate New Delhi with what was supposed to be an even-handed statement. The Indian government seemed to feel that the Labour government had violated some kind of historic special obligation to them, and the Anglo-Indian relationship was damaged. For his part Prime Minister Harold Wilson condemned the ‘pro-Pakistani faction’ in the Commonwealth Relations Office responsible for drafting the statement, although he had been warned of the likely consequences. Eventually, the Soviet Union, operating through the United Nations, mediated an end to the war. The article draws upon British government documents to fill a gap in the literature, and it ends with a few reflections on Britain's ‘decline’ as demonstrated by the failure to end the conflict over Kashmir in 1965.  相似文献

Abstract

Victorian attitudes to the past were varied and in some cases irreconcilable. Newer standards of expertise and objectivity coexisted with older approaches, and the idea that history should be used for present purposes remained intact. Throughout the Victorian age there were circumstances in which history was a polemical tool, designed to give one set of interpretations or values or policies an advantage over its rivals. This article explores the work of a relatively neglected figure in Victorian historiography – the reform-minded historian and lawyer Andrew Bisset (1803–1891) – whose primary goal was to illustrate and advance what he called ‘the principle of representation’. He discussed people and events of the past to this end, offending reviewers along the way because of his obvious political agenda, but also developing a rigorous source-based style, usefully evaluating for his readers the work of Macaulay, Carlyle, and others, and helping to shape Victorian opinion about, in particular, the political and religious crises of seventeenth-century Britain. Like others, Bisset believed that the disputes of that period had relevance to the public controversies of his own day. This article is designed to contribute to ongoing debates about the Victorians’ relationship with the past.  相似文献

In 1405 Richard Scrope, archbishop of York, rebelled against Henry IV and was executed. He has been seen by historians as being easily led into rebelling against the king by other rebels and also as rather a fool. Although it survives in no contemporary copy, a Manifesto containing 10 charges against Henry's government was attributed to the archbishop by contemporaries. Contemporary chroniclers and historians alike have disparaged this document as having little to do with political reality and as such reflects the simple-mindedness of its author; Archbishop Scrope. This article discusses six of the charges (grouped in pairs) contained in various versions of the Manifesto that centre on Henry IV's alleged abuses of government, specifically: 1 and 2) that the king had oppressively taxed both his lay and clerical subjects; 3 and 4) that the king had replaced experienced government officials with new men who had lined their pockets and that the king had subverted the appointment to the office of sheriff; finally 5 and 6) that he subverted the selection process for knights of the shire and subverted their rights to ‘act freely’ in parliament. The article demonstrates that the archbishop's charges were not ‘naïve nonsense’ but reflected political reality and resonated with those who read them.  相似文献

After the Emancipation Act of 1833 officially abolished slavery in the British empire, it became clear that the anti‐slavery coalition was even more tenuous than many had believed. The expectations created by reform, and by the previous measures removing disabilities on dissenters and catholics, sent the various elements within the anti‐slavery camp in different directions. This splintering of efforts was especially true of evangelicals in parliament. During the next four years, the anti‐slavery leader, Thomas Fowell Buxton, went through a reorientation as he worked to make sense of his priorities under new political conditions. Although involved with many issues of the day, Buxton came to focus on the plight of aboriginal peoples in the British empire and then formulated his proposals to end African slavery. Buxton's shift represents a larger one for evangelicals in England. While they could not all agree on the benefits or morality of poor law reform or the appropriate way to handle the Irish Church question, most could agree that the peoples coming under British rule should have their rights protected, especially if it opened a way for further missionary activity. By 1840, Buxton's efforts provided a set of concepts and an agenda for many people of otherwise diverse political bent. Domestically, the evangelical communities in Britain might disagree on what policy and programmes served their civilisation best; but they all agreed that Britain's growing empire needed to be directed in a way that promoted christianity and commerce, and hence the spread of ‘civilisation’.  相似文献

Recognizing that the vogue of postmodernism has passed, Simon Susen seeks to assess whatever enduring impact it may have had on the social sciences, including historiography. Indeed, the postmodern turn, as he sees it, seems to have had particular implications for our understanding of the human relationship with history. After five exegetical chapters, in which he seems mostly sympathetic to postmodernism, Susen turns to often biting criticism in a subsequent chapter. He charges, most basically, that postmodernists miss the self‐critical side of modernity and tend to overreact against aspects of modernism. That overreaction is evident especially in the postmodern preoccupation with textuality and discourse, which transforms sociology into cultural studies and historiography into a form of literature. But as Susen sees it, a comparable overreaction has been at work in the postmodern emphasis on new, “little” politics, concerned with identity and difference, at the expense of more traditional large‐scale politics and attendant forms of radicalism. His assessment reflects the “emancipatory” political agenda he assigns to the social sciences. Partly because that agenda inevitably affects what he finds to embrace and what to criticize, aspects of his discussion prove one‐sided. And he does not follow through on his suggestions that postmodernist insights entail a sort of inflation of history or historicity. Partly as a result, his treatment of “reason,” universal rights, and reality (including historiographical realism) betrays an inadequate grasp of the postmodern challenge—and opportunity. In the last analysis, Susen's understanding of the historical sources of postmodernism is simply too limited, but he usefully makes it clear that we have not put the postmodernist challenge behind us.  相似文献
