What is the ‘Women, Peace and Security agenda’ and why is it relevant now for Australia? During 2013–14, Australia is a non-permanent member of the United Nations Security Council and, with a growing foreign military, peacebuilding and aid presence around the world, the country must play a role in preventing conflict, in protecting women and girls from violence before, during and after conflict, and in encouraging the participation of women in these peace and security decisions in order to create the structural, gender-equal conditions for lasting peace. This article highlights the promises made by Australia during the campaign for the Security Council seat. It evaluates the credibility of the campaign commitments by assessing Australia's foreign policies and overseas aid spending on women and peacebuilding in Asia and the Pacific; exploring the avenues for government-funded research on women, peace and security issues to influence government policies and programs; and taking stock of the government's record of engaging with civil society in developing and carrying out its National Action Plan on Women, Peace and Security. The article suggests concrete actions that would allow Australia to fulfil its promises and progress its international leadership on the major pillars of the Women, Peace and Security agenda.  相似文献

ABSTRACT This paper uses the repatriation and ceremonial reburial of Indigenous remains to La Perouse, an Indigenous community in Sydney, as a lens through which to examine the cultural politics of representation and recognition that are central to contemporary Aboriginal identity construction. The return of the skeletal remains of 21 individuals highlights the role that representative bodies — past and present, individual and organizational — play in engagements between the State and Aboriginal people. Heralded by some as a sincere sign of reconciliation and treated as suspect and misguided by others, the reburial produced diverse responses from both Aboriginal and non‐Aboriginal people alike. Speakers at the repatriation focused on righting the wrongs of the past, reconciliation, and moving forward in cooperation, suggesting the redemptive significance of these events. Among Kooris at La Perouse, debates about community, representation, and belonging expose the ways that Aboriginal people and communities operate through, against, and beyond ‘whitefella’ structures of recognition to define who they are and what their culture is.  相似文献

This article situates Australian Elizabeth Reid’s contribution to International Women’s Year (IWY) (1975) within ongoing historiographical discussions on development and human rights. The world’s first advisor on women’s affairs to a head of government, Reid used the burgeoning Women’s Liberation Movement’s critique of ‘sexism’ to challenge IWY’s goals of formal equality, a limited and undesirable outcomes that prevented women and men from instead becoming ‘more human’. These ideas were then used to challenge the dominance of economic development over individual and collective rights at the 1975 Mexico City conference, placing Reid as a participant in the 1970s human rights ‘breakthrough’.  相似文献

This paper examines the Australian trade union movement's campaign to convince the Australian Labor Party (ALP) to support the inclusion of core labour standards in international trade agreements. Despite historical affiliations, the Australian union movement has been unsuccessful in its attempts to influence the ALP. In contrast, the US union movement has convinced both the Republican Party and the Democratic Party to accept that core labour standards should be a part of the trade negotiating agenda. The reasons for the US unions' success on this issue are examined within the context of the changing relationship between the respective union movements and their traditional parliamentary allies. The need for Australian unions to examine and reassess their strategies by drawing lessons from the US experience, including the possibility of a changed relationship with the ALP, is discussed.  相似文献

The 2019–2020 Australian bushfire disaster witnessed extraordinary wildlife death. A key component of the response was killing invasive life that might opportunistically colonise freshly burnt landscapes or prey on what survived. This paper considers the notion of disaster as opportunity in order to examine the ontological politics of governing invasive life. Our focus is twofold: the re-articulation of power over invasive life during disaster reproducing its abjection, and the colonial context in which invasive species management and disaster responses occur. We first consider how invasive life is rendered abject in governance through the application of the ‘invasion curve’ which preconditions opposition to invasive life, and through a moral politics of neglect, maintains it as unworthy of care. Presenting new empirical analysis of media discourse and responses to invasive life during and after the Australian 2019-2020 bushfires, we then consider the moral geographies of opportunity, including the moral status of different species, and Indigenous responses to the disaster. Responses to invasive species during the fires tended to reproduce existing approaches but responses from Indigenous people suggest that the opportunity of this disaster might be otherwise imagined. In this case, questioning the terms of engagement with invasive life provides possibilities for decolonising invasive species governance, ushering in new obligations and responsibilities.  相似文献

This article examines the discourse on juvenile crime in mid-century Mexico City through an analysis of visual culture namely the nota roja genre of sensationalist press, and the role photography played in ‘capturing’ delinquency. Placing visual technologies like photography as more active players in nation-building, the article traces the social role of photography in shaping moral panics and public perceptions of crime. Not breaking entirely from its Porfirian past, I observe how elites and the new urban middle class conflated criminality with the clases humildes and saw the causes of delinquency in the ‘degenerative’ traits of the poor. In a time of rapid demographic change and the expansion of mass culture, tabloid representations of juvenile crime reflected anxieties around social reproduction and the fear of political instability. This photographic record of life in Mexico City reveals one way that capitalinos would come to ‘see’ social difference and youthful citizenship in the post-revolutionary period.  相似文献

Latin America witnessed the election of ‘new Left’ governments in the early 21st century that, in different ways, sought to open a debate about alternatives to paradigms of neoliberal development. What has this meant for the way that human rights are understood and for patterns of human rights compliance? Using qualitative and quantitative evidence, this article discusses how human rights are imagined and the compliance records of new Left governments through the lens of the three ‘generations’ of human rights — political and civil, social and economic, and cultural and environmental rights. The authors draw in particular on evidence from Andean countries and the Southern Cone. While basic civil and individual liberties are still far from guaranteed, especially in the Andean region, new Left countries show better overall performances in relation to socio‐economic rights compared to the past and to other Latin American countries. All new Left governments also demonstrate an increasing interest in ‘third generation’ (cultural and environmental) rights, though this is especially marked in the Andean Left. The authors discuss the tensions around interpretations and categories of human rights, reflect on the stagnation of first generation rights and note the difficulties associated with translating second and third generation rights into policy.  相似文献

In recent years interested individuals and pressure groups have expressed considerable concern over the alleged complicity of multinational enterprises (MNEs) in violations of human rights. While such allegations are not historically unprecedented, the context in which they arise has changed. In particular, the increased integration of the global economy has created a perception that MNEs should take more responsibility for the social dimension of their actions, a perception that enterprises themselves have in part accepted through inter alia the issuing codes of corporate conduct. Furthermore, the rise of identity and lifestyle politics has made MNEs, as purveyors of products and services that help to define consumer lifestyles, a target of concern. These changes have significant implications for the evolution of human rights theory. In particular, they require a shift in the traditional view that corporations can only be victims of violations of human rights committed by states, towards one that extends responsibility for the commission, prevention and avoidance of such violations to MNEs themselves. On the other hand, there exist strong arguments against such an extension of human rights responsibilities. In particular, it is said that MNEs should only be responsible for the conduct of their business and should not be forced to involve themselves in such wider social issues. They are also private law entities and so should not possess the same responsibilities as states. This articles posits that such arguments in favour of extension, though strong and likely to remain influential, cannot answer the need for an extension of responsibility for human rights violations to MNEs where appropriate, on the basis that any attack on human dignity, whatever that legal nature and functions of its originator, must be liable to legal sanction. The technical legal means by which this might be done are considered. None the less, the article ends with a caution that any extension of human rights responsibilities to MNEs must not be allowed to deflect attention from the primary responsibility of states, as the most likely perpetrators of human rights violations, to avoid human rights violations on their own part and to establish a legal order in which the risk of such violations committed by private entities can be minimized, whether through effective national regulatory laws or international agreements on standards of corporate conduct.  相似文献

In this study, Dutch and Australian planning regimes are examined to determine whether they are ready to face climate extremes. Five different “cultural” facets of spatial planning determine the differences between the two regimes. These planning characteristics are first confronted with current climate change. The Dutch planning regime performs better under these conditions than the Australian. Secondly, a suite of spatial scenarios is confronted with both current change and a changed risk landscape, in which climate extremes are introduced. Again, the performance of planning characteristics to deal with these new vulnerabilities is tested. For type-1 impacts, exaggerating current change, a limited number of Dutch planning characteristics still hold, where the majority of Australian planning properties is likely to lose functionality. Under type-2 impacts, surprising climate events, the Dutch approach is no longer sufficient, while some Australian characteristics suddenly imply opportunities. The sectored planning approach, together with culturally determined individual responses, might prove to offer solace, under the condition that dealing with extreme events is made priority. Overall, current regimes face difficulties in dealing with surprising climate events and a fundamentally different planning approach is required. Swarm Planning, which dynamically deals with uncertainty, is proposed as a beneficial new planning method.  相似文献

The first group of Australian women missionaries arrived in Korea in 1891, representing the Presbyterian Women’s Missionary Union of Victoria. Their pioneering work was soon hindered by tensions that arose between themselves and a male cleric authority in the field. The article investigates this dispute, which lasted for several years and eventually entangled not only the individual Australian missionaries but also their home organisations as well as North American missionaries. It argues that Australian women missionaries’ involvement in this public dispute is a rare but significant example of a paradox in the foreign missionary enterprise, which imposed patriarchal order and at the same time established conditions that helped women enter the public space and even challenge the male-centred gender order. The article goes on to identify some distinctive characteristics of the Australian women’s missionary work.  相似文献
