Amidst the turmoil of the so‐called ‘death of socialism’, both in Australia and elsewhere, there has been renewed debate about what socialism should be taken to mean. This paper attempts to come to terms with the competing claims about, in particular, socialism within the Australian Labor Party and, in general, how better to understand the meaning of socialism. A comparison and contrast between the first principles of liberalism and socialism helps to illuminate some of the inadequacies of Marxist criticisms of parliamentary Labor. In addition, the argument is made that if we are willing to give greater emphasis to questions of means and ends, socialism can be seen to be part of Labor's historic mission. Far from being a defence of the Hawke administration, however, the case is made that there has been, under Hawke, a fundamental break with the democratic socialist tradition; that the difference is in kind, not degree.  相似文献

Arguments about the nature of the Australian Labor Party have been somewhat revived over the past few years. Those who argue that there has been a fundamental break with Labor tradition are criticised from both the right of the labour movement and the Marxist left. Both, interestingly, argue that to see the Hawke‐Keating years as too distinct is to misread history. Both schools of thought argue that those who defend a Labor tradition ‐which is fundamentally different from contemporary Labor are glorifying the past. This paper gives an account of Keynesian social democracy, and employs a comparative case study of economic debate in the 1940s and 1980s, in order to argue that there has indeed been a fundamental change in Labor's approach to political economy.  相似文献

Considerable debate continues over whether the Hawke government has been loyal to or betrayed the ‘Labor tradition’. This article argues that two important ideological influences upon Labor are ‘labourism’ and ‘social democracy'; both depend upon the union movement for ideas and practical support While labourism explains much about the accord process and suggests that the ‘Labor tradition’ was not betrayed by the Hawke‐Keating axis, it cannot capture the complete ideological landscape of the contemporary labour movement Labourism fails to explain the more social democratic aims of the Australian Council of Trade Union's objective of ‘strategic unionism’. Yet, ironically, strategic unionism may well fail due to the steady decline in union membership over the last fifteen years. The influence of social democracy and labourism upon the Australian Labor Party (ALP) would diminish should unions’ coverage of the work force continue to decline and with it arguably, so would the'Labor tradition’.  相似文献

Traditionally a commitment to an active public sector has been a centrepiece of Labor's official thinking. Rhetorical conflict between Labor and non‐Labor has always focused upon the role of the State. The most recent instance of this was the debate between Labor and non‐Labor over the Fraser Government's Review of Commonwealth Functions (commonly known as the ‘Razor Gang').

Traditions have been changing and developing on both sides. The changes made by E. G. Whitlam have been widely discussed. Three years and as many months after the election of the first Hawke Government Labor traditions themselves are being rewritten.

In this paper I shall use the policy area of the function and administration of public sector enterprises in order to demonstrate the depth and significance of this change. It has been said also that the Hawke Government has reduced politics to pronouncements from the Kirribilli Cabinet and non‐productive factional squabbling. The ‘fourth graders’ of the Hawke Government, which apparently includes members of the outer Cabinet as well as the backbenchers, have been excluded from the policy‐making process. This is notwithstanding the firm intentions of the Report of Task Force on Government Administration.

The public sector area can be used to demonstrate shifts along four axes, (i) Significant frontbenchers have been bent upon changing the rhetoric, so that the activities of public sector enterprises are assessed in terms like ‘efficiency’ and ‘dollar rationality’. Change in rhetoric is part of a wider tendency to reject appeals to traditional Labor imagery (such as equality, welfare, the public sector as a good in its own right and other social as opposed to economic goals).

(ii) This, in turn, is related to a rejection of the traditional Labor practices whereby the Labor Party Platform (which could broadly be seen as a pro‐public enterprise document) is no longer seen by significant members of the Labor front‐bench as the most important guide to policy, (iii) Other sources of policy have become more salient, in the case of public sector enterprises, the rhetoric and ideas of the Department of Finance have become prominent (iv) The changing tone of the rhetoric has reflected to a small extent changes being made to official party theology as expressed in the Party Platform. Key individuals have successfully opposed left‐wing challenges to maintain and to shore up the role of the public sector and of public sector enterprises. To the extent that the Platform will retain its traditional symbolic role these activities are significant.

Policy‐making has been about domination from above and the ‘crowding out’ of traditional ideas and their sources. Control, however, has not always been successful. Sources of objection have included the Left Faction of Caucus, key Ministerial Departments (viz. Transport and Communications) dealing with public sector enterprises, and the Ministers themselves.  相似文献

This paper explores the reform of environmental policy‐making by the Hawke government through its creation of the Resource Assessment Commission (RAC). The paper pursues two themes. First, it argues that this reform must be seen within the broader context of the Hawke government's approach to public policy generally. The paper argues that the Australian Labor Party (ALP) has instituted a model for policy politics based on key strategic and normative approaches—a model this paper refers to as ‘Accordism’. Secondly, this paper looks at the RAC and in so doing argues that, on the basis of the norms that underpinned the reform of environmental policy‐making based on this body, the Commission may be placed squarely within the ‘Accordist’ paradigm.  相似文献

In December 1989 Queensland voters changed their government from National Party to Labor Party. Labor had been out of office since August 1957, a record period of opposition for a major party. How is that very lengthy Labor period in the wilderness to be explained? The orthodox interpretation is that there has been a gerrymander in Queensland. This article argues, however, that Queensland's electoral system is the same as that of other mainland states. While it is true that electorates are malapportioned in Queensland (and in Western Australia), nevertheless the method of single member electorates with preferential voting is in use for all mainland states. Such a system does not translate a party's percentage of votes into a similar percentage of seats in the Legislative Assembly. The elections of 1956 and 1989 each saw Labor getting a first preference vote in excess of 50 per cent— with which Labor won in excess of 60 per cent of the seats. At no election between these dates did Labor secure a majority of votes, either first preference or two party preferred.  相似文献

Vere Gordon Childe (1892–1957), the foremost prehistorian of his day, was an active socialist intellectual within the Australian Labor Party between 1917 and 1921. Unable to accept that intellectuals could be active as intellectuals in the Labor Party, commentators have misconceived the argument of How Labour Governs and distorted Childe's political position. Some have argued that Childe set out with a Second International model of the Labor party (a conduit for working class interests) that he was forced by the end of his book to renounce. Socialists, on the other hand, have seen the book as Childe's rejection of labourism in favour of syndicalism. The four rediscovered political essays by Childe considered in this paper show continuities and an important change in Childe's thought Before and after the publication of How Labour Governs Childe advocated a positive role for the Labor party in socialist politics. Moreover he came to understand that the party played an active role in the formation of the class, a role that could either bring forward or set back the prospects for socialism.  相似文献

This article concerns the relationship between Abraham Lincoln's natural right argument against slavery and contemporary Darwinian biology. It is frequently supposed that the latter undermines the former. I argue to the contrary that natural right has been rediscovered independently by modern Darwinian biology, and that it largely confirms Lincoln's understanding of human nature.  相似文献

Labor's broadband policy influenced key regional independents to support the formation of the minority Gillard government. However, analysing information technology policy doesn't only demonstrate continuing differences between Labor and the Coalition. It also demonstrates changing Labor attitudes on issues ranging from neoliberalism, globalisation and social inclusion to conceptions of market failure and the rising power of Asia. In particular, this article compares and contrasts the attitudes of the Rudd government to those of the Hawke and Keating governments, arguing that the Rudd government placed much more emphasis on the role that market failure had played in contributing to Australia's poor broadband provision. The resulting policy involved an increased role for government in rolling out broadband not only to the cities but also to regional Australia. That approach benefitted Gillard. It also reflected ideological differences between not just Labor and the Liberals, but also between Rudd and his Labor predecessors.  相似文献

This article re-examines the drivers of post-war Australian foreign policy in South-East Asia. The central argument is that the motive of Commonwealth responsibility has not been given sufficient explanatory weight in interpreting Australia's post-war engagement with South-East Asia under both Australian Labor Party and Liberal-Country Party (Coalition) governments. The responsibility expressed by Australian policy-makers for the decolonisation of the Straits Settlements, Malayan Peninsula and British Borneo Territories cannot be adequately understood within a cold war ideological framework of anti-communism. Nor can it be explained by the instrumental logic of forward defence. The concept of responsibility is theorised as a motivation in foreign policy analysis and applied to Australian involvement with British decolonisation in South-East Asia between 1944 and 1971. The article finds that in its approach to decolonisation, Australia was driven as much by normative sentiments of responsibility to the Commonwealth as it was by instrumental calculations of cold war strategic interest. This diminished with the end of Indonesia's ‘Confrontation’ of Malaysia in 1966 and subsequent British commitment to withdraw from East of Suez. Australia's policy discourse becomes more narrowly interest-based after this, especially evident in Australia's negotiations with Malaysia and Singapore over the Five Power Defence Arrangements from 1968 to 1971.  相似文献

In its first term, the Howard government hired Australasian Research Strategies (ARS), headed by pollster Mark Textor, to conduct market research for several Commonwealth departments and agencies. This was, the Labor Opposition claimed, a case of the Liberals handing jobs to their 'mates'. Textor played a key role in the Liberals' 1996 and 1998 federal election campaigns. However, Labor's attack rings hollow since in the 1980s the Hawke government similarly contracted Rod Cameron's ANOP to conduct opinion research for Commonwealth departments and agencies. At the time Cameron was Labor's strategic pollster and centrally involved in planning Labor election campaigns. On both sides of Australian politics, governments have begun to channel patronage towards their party's pollsters. In this research note, we suggest that this development cannot be explained as 'jobs for the boys'. Instead, this new form of patronage has its roots in the vital role that pollsters now play in guiding election campaigns, and in the commercial reality that Australian politics provides too little work to sustain specialist political pollsters. Parties in government now appear to utilise incumbency to sustain an ongoing relationship with the commercial polling organisations like ANOP and ARS to whom they will entrust much of the planning of their campaign for re-election.  相似文献

The presidentialisation debate centres on the question of whether contemporary political leaders in parliamentary systems are more powerful than their predecessors. This article applies the presidentialisation thesis of Poguntke and Webb (2005) to the period in which Kevin Rudd led the federal parliamentary Labor Party in Australia. Their model identifies three distinct faces of presidentialisation: the executive face, the party face and the electoral face. This article argues that the evidence of presidentialisation under Rudd's leadership is mixed. The most compelling evidence is reflected in how Rudd interacted with the Labor Party, rather than his interaction with the executive or impact on voting behaviour.

The proposition that Australia faces an ‘arc of instability’ to its north has been an important feature of the Australian strategic debate in the early twenty-first century. Prompted by worries in the late 1990s over Indonesia's future and East Timor's uncertain path to independence, the ‘arc’ metaphor also encapsulated growing Australian concerns about the political cohesiveness of Melanesian polities, including Papua New Guinea and Solomon Islands. While tending to overlook the divergent experiences of countries within its expanding boundaries, the ‘arc’ fed from Australia's historical requirement for a secure archipelagic screen. As such it has became an important weapon in the debate over whether the locus of Australia's strategic priorities should be increasingly global in the ‘war on terror’ period or remain closer to home in the immediate region. The ‘arc of instability’ metaphor was consequently adopted by leading Australian Labor Party politicians to argue that the Howard Coalition government was neglecting South Pacific security challenges. It became less prominent following the Howard government's greater activism in the South Pacific, signalled by Australia's leadership of the East Timor intervention in 2003. But its prominence returned in 2006 with the unrest in both Honiara and Dili. In overall terms, the ‘arc of instability’ discussion has helped direct Australian strategic and political attention to the immediate neighbourhood. But it has not provided specific policy guidance on what should be done to address the instabilities it includes.  相似文献

Over the past three decades, factions have cemented their hold over the Australian Labor Party. This has largely been due to the entrenchment of the proportional representation of factions. One of the effects of the institutionalisation of factions has been the development of factional sub-groupings ('fractions'). This article analyses the phenomenon by looking at a case study of a single ALP faction ‐ the Left in New South Wales. Since 1971, two major fractions have developed in the NSW Left, based on ideological disagreements, personality conflicts, generational differences and arguments over the role of the union movement in the ALP. This development parallels the intra-factional splits that have occurred in many other sections of the Labor Party. Yet the factional system in the 1980s and 1990s operated relatively effectively as a means of managing power. The question now is whether it can survive the challenge of new issues that cross-cut traditional ideological lines.  相似文献

The Coalition's clear victory over Labor at the 2004 federal election after prominent campaigning by conservative church-based groups – along with the election to the Senate of a member of the Family First party – seemed to many commentators to confirm the growing power of a ‘Religious Right’ in Australia. This paper argues that two features of the 2007 federal election campaign are impossible to square with the rise of the Religious Right thesis. First, Labor won in 2007 without shifting its leadership, policies or electoral strategy to suit the Christian Right. Second, the contributions of church groups to the 2007 election campaign were not dominated by a single perspective but covered a wide range of issues and expressed competing views on key policy issues. This pluralism allowed Kevin Rudd, the Labor Party and even the Greens room to present themselves favourably to significant groups of Christian voters. The 2007 election suggests that, rather than being dominated by a hegemonic Christian Right, church involvement in Australian electoral politics is pluralistic in character.  相似文献

The global city thesis by which Sassen (1991) has linked globalization with increased social polarization has attracted much attention and caused considerable discussion over the past decade. This article illustrates divergent approaches that have been taken to the study of social polarization and provides an overview of the issues that have been discussed in relation to the polarization debate. I argue that the global city thesis has been misleading and that the empirical work underlying it has been too limited. Thereafter I test the empirical basis for Sassen's thesis in an analysis of the distribution of wages in the New York Metropolitan Area during the period 1970 to 1990.  相似文献

The paper is divided into two main parts. In the first part, I counter criticisms that in Anarchy State and Utopia Nozick has no argument for his views on property rights, by presenting what I take to be his main argument that the absolutist nature of property rights makes redistributive taxation impermissible. In the second part, I outline an intuitionist response to this argument. This response presupposes the truth of all the premises of Nozick's argument except its basic absolutist premise : Never use persons (coercively) merely as a means without their consent.  相似文献

This article argues that the Australian Labor Party was transformed in the 1950s, shedding its rhetorical commitment to socialism as well as many of its democratic ties to the organised working class. It also attempts to explain this transformation. The argument that this transformation was the product of rising working-class incomes and declining class consciousness is considered, before being rejected on both empirical and theoretical grounds. An alternative political explanation, which focuses on the interactions between the Party, its working-class constituency, and its leadership, is then offered. The article thereby aims not only to reconceptualise a specific moment in the history of Labor, but to reorient our theoretical approach to the Party, and our understanding of political change in the early postwar decades.  相似文献

The publication of my book Imperial Endgame: Britain's Dirty Wars and the End of Empire in 2011 provoked many to respond, although not with a criticism that was consistent across the board. In my work, I intentionally did not draw a moral conclusion and took care to present what I considered a balanced account of British decolonisation, without praise or condemnation of past actions. This has made my argument vulnerable from several directions since, as reviewer Ashley Jackson commented, ‘it is rather difficult to know on which side the author's bread is buttered’. This paper is an attempt to bring clarity to my argument and to continue the debate on some of the aspects of Britain's end of empire that my book discussed.  相似文献
