Climate change is disproportionally affecting Indigenous peoples' livelihoods across the globe. Despite this fact, climate adaptation planning and responses are not immediate concerns for most Indigenous people, whose key challenges are deeply embedded in colonial history. Through collaborative research centred on climate adaptation planning with the Yuibera and Koinmerburra Traditional Owner groups on the Great Barrier Reef Catchments, we demonstrate that Traditional Owners' primary concerns are in aligning the climate adaptation opportunity with their own strategies for Indigenous cultural renewal and survival. Their Indigenous identity generates a responsibility to protect cultural landscapes, sites, and their connections with these places. In this case study, to “protect what is left” of Indigenous material culture and socio‐cultural relationships emerged as the best approach to climate adaptation planning, providing both the decolonisation narrative and the means to strengthen their Indigenous practices. Planning for climate change adaptation is useful for Indigenous peoples when it supports decolonising, strengthens Indigenous customary practices, and recognises customary governance.  相似文献

Recent discussions of political actions have emphasised the ways that strategic use of spaces, places and various spatial scales helps to constitute activist practice. Advancing their interests involves activists in spatial practices that seek simultaneously to achieve cohesion and identity for their group, and to negotiate the shifting 'opportunity structures' of their context. In this article, the authors use examples of Australian women's activism in urban and rural contexts to show (1) the spatial processes with which activist groups have negotiated their strategic identities, and (2) how activist groups have constructed their politics spatially with reference to the opportunities presented by the Australian state of the early to mid-1990s. The urban activism discussed is that of parents (primarily women) contesting the quality of children's services in an outer suburban Melbourne municipality; the rural activism is that of the national Women in Agriculture movement, seeking increased recognition of the roles of women in agricultural occupations and sectors. The article elaborates on how the groups have mobilised to develop their constituencies within the contexts of the Australian state of the time, using different spaces and sites, finding appropriate languages and bureaucratic targets, and making a space for their concerns politically, symbolically and materially.  相似文献

This article analyses five different representations of the homeland category “Bengal”. The region of Bengal was partitioned twice in the twentieth century and imagined in a multitude of forms at different historical moments. The article describes the conditions that allowed different territories and peoples to crystallise as “Bengal” and “the Bengalis”, and investigates why some versions of the Bengali homeland proved durable as others faded away. Rather than asking who is the real Bengali and where is the real Bengal, it investigates how particular identity categories become popularly practised and why particular images of the homeland come to be perceived as true, legitimate and authentic. It concludes that homeland categories are never fixed and finalised, but are rather always in a process of becoming, and are contested, reimagined and redefined as socio-political contexts change.  相似文献

This article uses two case studies to illustrate the subjection of indigenous peoples’ marine territories to a ‘double jeopardy’ of exclusion — jurisdictional and proprietary — through the legal and administrative practices of European ‘settler’ states in Australia and Canada. While the fiction of terra nullius as a legal rationale for refuting indigenous rights of property and governance has steadily eroded in recent decades, its counterpart mare nullius has proven, so far, more resistant. The authors examine how state conceptions of jurisdiction, property and boundary‐making in coastal areas accomplish the distortion and fragmentation of the coastal and marine spaces of Torres Strait Islanders in northern Queensland, Australia, and of the Cree and Inuit peoples of James and Hudson Bays in northern Que´bec, Canada. Assumptions of land–sea continuity underlie these peoples’ cultural constructions of coastal and marine environments. In examining the progress that each has made in reasserting ownership and control of coast and sea, it seems that recognition and reinforcement of their institutions for managing marine spaces and resources offer the best prospect for reconnecting fractured jurisdictional domains, and for bringing about social equity, environmental protection, and self‐determined regional development.  相似文献

Wholesale clearance and eviction that typify China's urban development have often resulted in discontents among urban residents, giving rise to what critics refer to as property rights activism. This paper is an attempt to critically revisit the existing debates on the property rights activism in China. The paper refers to the perspective of the “right to the city” to examine whose rights count in China's urban development contexts and proposes a cross‐class alliance that engages both migrants and local citizens. The alliance itself will have substantial political implications, overcoming the limited level of rights awareness that mainly rests on distributional justice in China. The discussions are supported by an analysis of empirical data from the author's field research in Guangzhou, which examines how local and non‐local (migrant) residents view nail‐households resisting demolition and forced eviction.  相似文献

This article makes connections between often‐disparate literatures on property, violence and identity, using the politics of rubber growing in West Kalimantan, Indonesia, as an example. It shows how rubber production gave rise to territorialities associated with and productive of ethnic identities, depending on both the political economies and cultural politics at play in different moments. What it meant to be Chinese and Dayak in colonial and post‐colonial Indonesia, as well as how categories of subjects and citizens were configured in the two respective periods, differentially affected both the formal property rights and the means of access to rubber and land in different parts of West Kalimantan. However, incremental changes in shifting rubber production practices were not the only means of producing territory and ethnicity. The author argues that violence ultimately played a more significant role in erasing prior identity‐based claims and establishing the controls of new actors over trees and land and their claims to legitimate access or ‘rightfulness’. Changing rubber production practices and reconfigurations of racialized territories and identity‐based property rights are all implicated in hiding the violence.  相似文献

The rights to prior consultation and compensation have been established within the framework of international indigenous peoples’ rights. However, in practice these processes have often gone hand in hand with adverse social consequences for local populations, such as the exacerbation of conflicts, the division of communities and the weakening of indigenous organizations. These phenomena have received little attention, despite their great relevance for these populations. This article sheds light on the use by the Bolivian state and extraction corporations of exclusionary participation and negotiation processes, on the one hand, and ‘carrot‐and‐stick’ techniques on the other, which have together accounted for negative social impacts on the ground. The article is based on recently conducted field research, focus group discussions and semi‐structured interviews in Guaraní communities in Bolivia. The findings extend the existing literature by providing a fine‐grained and systematic analysis of divisive undertakings and their sociocultural and sociopolitical consequences in neo‐extractivist Bolivia. The broader implications of the study add to academic debates about participation in development, about ‘divide‐and‐rule’ tactics and about the practice of indigenous peoples’ rights.  相似文献

We ask to what degree consumers who act out movement practices (eg local food consumption) may do so without regard for larger environmental and social justice implications, and how focus on individual concerns reflects the partial (but increasing) neoliberalization and depoliticization of the alternative food movement. Coupling narratives from five citizen‐consumers with analysis of organizational discourse from a major food movement organization in Massachusetts’ Pioneer Valley, we examine the interplay of individual and collective identity to point to places where modified discourse and movement tactics may produce more fruitful outcomes (eg greater community food security). Ultimately, we argue that individualistic interpretations of alternative food are reinforced by organizational campaigns that shape collective identity, casting “buying local” as a heroic act, thereby re‐casting others as anti‐heroes. Counteracting individualization with a new politics of possibility should be prioritized, as citizen‐consumers will inevitably determine future landscapes of food, environmental sustainability and social justice.  相似文献

This article weaves together analyses of three recent books which, despite their being compiled primarily by scholars outside of the discipline of anthropology, make theoretical and methodological contributions useful to the anthropology of festivals and ritual, both religious and secular. These works demonstrate that spectacle has been ritualized into festive practices of modernity and identity in multiple places, times, and cultural contexts. Greater attention to how this works from a general anthropological perspective is needed.  相似文献

Carbon sequestration in community forests presents a major challenge for the Reducing Emissions from Deforestation and Forest Degradation (REDD+) programme. This article uses a comparative analysis of the agricultural and forestry practices of indigenous peoples and settlers in the Bolivian Amazon to show how community‐level institutions regulate the trade‐offs between community livelihoods, forest species diversity, and carbon sequestration. The authors argue that REDD+ implementation in such areas runs the risk of: 1) reinforcing economic inequalities based on previous and potential land use impacts on ecosystems (baseline), depending on the socio‐cultural groups targeted; 2) increasing pressure on land used for food production, possibly reducing food security and redirecting labour towards scarce off‐farm income opportunities; 3) increasing dependence on external funding and carbon market fluctuations instead of local production strategies; and 4) further incentivising the privatization and commodification of land to avoid transaction costs associated with collective property rights. The article also advises against taking a strictly economic, market‐based approach to carbon sequestration, arguing that such an approach could endanger fragile socio‐ecological systems. REDD+ schemes should directly support existing efforts towards forest sustainability rather than simply compensating local land users for avoiding deforestation and forest degradation.  相似文献

In this article, we examine depictions of race, nature, and childhood in Harlan Ingersoll Smith's early ethnographic films at the National Museum of Canada. Created in the 1920s for a children's education programme, Smith's films construct ethnographic portraits of different Indigenous peoples in Western Canada. We demonstrate how museum education appropriated Indigeneity as a discursive resource to immerse viewing children in particular narratives of Canadian national heritage and development. The films worked through a complex double movement, bringing children in the Ottawa museum audience into association with Indigenous children based on shared experience as children while simultaneously differentiating Indigenous peoples as Other. The films inculcated white youth at the museum in a romanticized connection to Canada's prehistory through knowledge of the nation's Indigenous peoples as well as nature. In the films, the position of Indigeneity within the future remained ambiguous (traditional practices sometimes disappearing, sometimes enduring). Yet, despite Smith's uncertainty about colonial beliefs in the disappearance of Indigeneity, his films nonetheless presented the teleological development of the settler nation as certain. Our article highlights how thinking about children, as audience for and thematic focus of these films, extends discussions of the geographies of film, of children, and of settler colonial nationalism.  相似文献

In recent years, geographic analysis on social movements has emphasised the influence of actors’ concepts, lived experiences and perceptions of space on the emergence of collective action. Cultural approaches to social movements in Latin America as well as feminist scholarship have revealed that women’s collective action is shaped by their perceptions of institutional and societal challenges, which are rooted in authoritarian and patriarchal culture prevalent in their society. This article combines geographic and cultural approaches to social movements as well as transnational feminist theories to explore women’s human rights mobilisation in Honduras after the coup d’état in 2009. It investigates how a group of urban and rural activists that included feminists, rural women, students and community leaders, adopted human rights discourses and practices to respond to the coup. The article draws on interviews and focus group discussions to suggest firstly, that protests in response to the coup shaped the interviewees’ spatial imaginaries and particularly considers how urban feminists’ spatial imaginaries were merged with those of rural women under the collective framework of human rights. Secondly, the study demonstrates that a collective identity as women human rights defenders was crucial for the emergence of collective action and also prompted the establishment of a national network. This case study contributes to research on women’s collective action to negotiate women’s rights, human rights and social justice in changing political processes.  相似文献

This paper considers issues of sexual citizenship in light of new UK legislation that prosecutes the viewers of ‘extreme pornography’. Justified as an attempt to uphold public decency, government intervention seeks to prevent people seeing ‘extreme’ images not by limiting access to certain websites, but instead by intervening in the private consumption of these images. In this paper I draw on the discourses of those who have supported such intervention, and suggest that these arguments make a claim to space that defends the rights of some citizens over others. I examine the entwining of rights of expression, rights to identity and rights to safety. In conclusion, I argue that sexual citizenship is not just about the right to occupy actual physical places but also the right to inhabit the virtual—cyberspace. I hence argue that the internet plays a key role in transforming the sexual geographies of public and private.  相似文献

In Los Angeles, Hollywood in particular, straight‐themed pornography and gay male nightlife became more visible and, moral reformers believed, of grave public concern between the early 1960s and the early 1970s. As a result, defining the limits of sexual freedom became a problem for urban public officials, who resolved the dilemma by casting heterosexual sex entertainment as disruptive of neighbourhood quality of life, making it a question of property values and crime, and reframing gay nightlife as an issue of privacy and the right of public assembly. The article considers battles over commercial pornography and battles over gay male rights and culture. As the civil rights and black power movements commanded, then lost, the attention of liberals, sexual libertarians and a mobilised gay rights movement forced urban politicians to reconsider the place of sex and sexual identity in public life. A new generation of urban liberals faced a difficult challenge: to respond to their constituents' libertarian views of sex and sexuality while not appearing to endorse civic disorder and economic decline. They had to defend both privacy rights and property rights.  相似文献

The empirical focus of this article is children's huts as a particular place for constructions of identities and peer relations among children in a Norwegian local community. Building huts can be seen as children's construction of special places during childhood. Often these places are seen as secret places, reflecting a separate 'children's culture' developed within a particular microcosm. I argue that the social practices developed among girls and boys are related in complex ways to local cultural practices and the construction of gendered generational relations in the community. The title 'Creating a place to belong' refers not only to children's attachment to particular physical places, but also to children's place within a field of age-related as well as inter-generational relations.  相似文献

This study seeks to explain the origins of two types of violence occurring on the Palestinian landscape, the erasure of Palestinian farms and the demolition of Palestinian homes. Such violence has two sources. One source derives from an enduring practice of meaning-making about geographical places that has inspired groups with territorial ambitions to seize control of the landscapes they covet and is referred to by Edward Said as the crafting of “imaginative geographies.” The second source focuses on changes in property rights that follow when groups with territorial ambitions succeed in seizing control of coveted land. It is the imagined geography of Palestine as a homeland for the Jewish people, first framed by Zionists of the late 19th century and absorbed into the practices of Israeli state-building, and the changes in property rights inscribed into the Palestinian landscape following Zionist and Israeli military conquests in 1948 and 1967, that lie at the core of violence directed against the Palestinian farm and home today. This process of imagination, legal transformation, and violence is part of a longstanding lineage of dispossession that includes the English enclosures and the taking of land from Amerindians on the Anglo-American colonial frontier.  相似文献

Abstract

While still contested in most jurisdictions, a consensus on the four-pillar approach to sustainable development is slowly emerging. This perspective attempts to integrate the environmental, social, economic and cultural elements of a community into local sustainability planning processes and has been widely adopted in Canada as the basis of Integrated Community Sustainability Plans. However, Aboriginal perspectives have generally been marginalised in such efforts, largely because Aboriginal peoples take a more holistic approach to both sustainability and culture than Western-educated planners and decision makers. This article examines current approaches and methodologies adopted by Aboriginal and non-Aboriginal communities in Canada to integrate culture in sustainability planning and presents several case studies that examine the application of medicine wheel and other Aboriginal integrative worldviews to community sustainability planning. It discusses whether Aboriginal perspectives on culture can provide an alternative narrative that will advance our understanding of culture’s role in community sustainability and counteract the monocultural perspectives that are the legacy of colonialism throughout the world.  相似文献

This paper considers the way mobility has been given meaning by decisions in the United States Supreme Court. It argues that in four key decisions the Court constructed a de facto “right to mobility” by linking mobility to notions of citizenship. The paper suggests that these cases illustrate the importance of considering how mobilities are given meaning in particular contexts and how these meanings are framed within notions of mobility as an essential human freedom. The paper is framed by discussions of mobility, rights and citizenship and concludes with a discussion of the role of othering in the production of mobility‐as‐citizenship.  相似文献

This paper aims to contribute to the understanding of architectural heritage and its conservation in a post-disaster context by taking into account the interrelationship of form and function. To do this I borrow from the work of Laurajane Smith who argues that heritage is a cultural process linked to activities of remembering and identity formation. This definition requires us to move beyond the idea that heritage is merely tangible and asks us to acknowledge the importance of uses of material culture. Thus, I argue that the relationship between form and function should be central in understanding architectural heritage. The paper examines these issues with particular reference to examples from Banda Aceh post the 2004 Tsunami Disaster and, to do this, borrows some methods from architectural anthropology. The paper argues that the traditional architectural conservation practices, including adaptive reuse, that stress the importance of building forms should be expanded. Thus, the paper offers the idea of adaptive re-form or redesign where function is privileged to the extent that material form may be altered to accommodate the resurrection of traditional uses. This is practically important in post-disaster contexts and Southeast Asian cultural contexts, where materiality is viewed as impermanent.  相似文献
