The collapse of the significant church of Holyrood Abbey in Edinburgh in December 1768 is discussed as the result of the ill-conceived repair of the roof in 1760, i.e., the substitution of the timber trusses with closelyspaced diaphragm masonry walls that aggravated the delicate equilibrium of the vaults and the poor state of a building being mutilated over 250 years. This study interprets these repairs by demonstrating the authorship and partnership of the architect John Douglas with the mason-developer James McPherson, who combined architectural ambition (the aesthetics of a flagstone roof) with the (cheaper) option of diaphragms, which would not involve a wright. The detailed examination of the procurement, the process of the intervention, the collapse, and the limited impact of its aftermath, are framed in a wider technical and historical context in Edinburgh and Scotland, during a period marked by several failures of medieval churches, and reveals a poor understanding of a critical element in Gothic construction. Analysis of all public archive material available sheds light on key events of the case, and critical study of the work of the two partners’ attempts to identify the intentions of their project, whose limitations were inevitable once the partnership was formed.  相似文献

The early drafts of the constitution of 1979 have represented a crucial moment in the creation of the post-revolutionary Iranian state. This article makes use of primary sources of the time and recently revealed material in order to provide a systematic analysis of the events which led to the production of the key versions of the draft constitution and the reaction to them by the multitude of political movements which were then active. The aim of this study is to clarify events and processes which have been left unexplored by the existing academic literature.  相似文献

This article provides a broad overview and critical appraisal of the major changes to the role and rationale of government and public administration in Victoria brought about by the Kennett Liberal‐National Coalition government (1992–99). It does so in order to revisit and highlight the fading relevance and viability of the Westminster system of 'responsible government' in the constitutional systems of the States. We show how the Victorian Constitution provides very few restraints upon a government seeking to undermine civil and political rights, weaken the Opposition, marginalise contestatory institutions and restrict information. Against the Westminster system, we defend a republican constitutional arrangement that is able to maintain the contestability of public power. To this end, we suggest a range of workable reforms designed to strengthen democracy and to improve the accountability of public power, particularly that of the political executive.  相似文献

This article presents an analysis of the political thought of Lord Hugh Cecil. It argues that in order to understand Cecil's thought it is necessary to emphasize the role of the constitution in his thinking. There are three reasons for this. First, his opposition to Chamberlain's tariff reform campaign was rooted in a view of the detrimental effects the policy would have on politics, evidence for which Cecil saw in the tactics used by the tariff reformers. Second, because his opposition to the Parliament Bill and to the home rule proposals, which lay behind the removal of the house of lords' veto, was similarly rooted in what he saw as the unconstitutional nature of these measures. Third, because Cecil was an active proponent of constitutional reforms that were designed to ensure that the second chamber could still exercise a restraining influence on government and so stand up for the interests of what he saw as the moderate majority of the people.  相似文献
