A close reading of a neoliberal intervention in policy debates on ‘the regional economic problem’ is used to throw light on this method. When it is compared to economic geography, the neoliberal approach advances a relatively simplified conception of regional economic and social life that pays little regard to their richness, complexity and grounded realities. Correspondingly, this approach encourages a vision of regional policy that normalises and exonerates the spatially uneven outcomes of market forces. This article argues that policy‐makers’ ends in the field of regional development should be alert to the limitations that arise from the neoliberal tendency to override the evidence of empirical complexity in favour of a more simple narrative.  相似文献

‘Successful adulthoods’ are associated with mobile professionals, higher education and cosmopolitan lifestyles. This paper takes an interest in how this discourse is adopted or altered by young people living far away from big cities. Based on interviews in a traditional woodland community in northern Sweden, the study examines how young people in the second and final years of upper secondary school negotiate their transition from education to work. It draws on the two-dimensional concept of ‘spatial capital’. It sheds light firstly on a range of local possibilities underpinned by ‘position capital’, such as proximity to mining districts as well as to educational institutions. These possibilities compete with ‘situation capital’ in the form of young people’s dispositions towards mobility where they consider alternatives in other cities in Sweden and sometimes – although rarely – abroad. I argue that spatial capital is an indication of young people’s habitus, where the geographical marginality of the study location influences perceptions of the future in divergent and sometimes contradictory ways. The paper also problematizes contemporary society’s privileging of mobility, which should be viewed in relation to youth’s perceived ‘right to immobility’.  相似文献

Abstract

Studies of neoliberalism’s rise in the second half of the twentieth century have focused on influential US and European thinkers and global economic institutions. They rarely mention India. This article argues that, in the 1950s and early 1960s, Nehru’s India served as both a central laboratory and a discursive field for international economists debating the proper role of the state in economic development. US economists like John Kenneth Galbraith held up India planning as a proxy for the ‘American way’ of capitalism in Asia; neoliberal economists like Milton Friedman and B.R. Shenoy excoriated Nehru’s ‘road to socialism.’ As India’s economy stumbled in the late 1960s, neoliberal economists used Indian foundations to build an empirical and rhetorical case against scientific planning. Their cautionary tales about India’s ‘Permit-License-Raj’ helped to construct and sustain the project of delegitimizing state action and celebrating markets.  相似文献

This article explores the ‘more-than-work’ aspects of the lives of vulnerable women who street-sex work. Particularly, we are interested in the differences between the women’s experiences, within the broader context of power structures as manifested in neoliberal cities. Few studies have explored this aspect of street-sex workers’ lives and theorisations of the co-creation of environments tend to elide the experiences of the most vulnerable people. Specifically, we explore the relationships that these women have with two environments: the quotidian (where they undertake routine everyday activities), and the gentrified (relating to changes in the spaces in which they live and work). We find that their experiences are extremely local, and heavily contingent on the services made available to them (or not) by the statutory and third sectors, and the emotional contacts they make, particularly in third sector support services. This challenges some of the literature which suggests a separation of ‘home’ and ‘work’, and which finds close associations between women who street-sex work. While places designed by the third sector are more responsive to these women, they are also more vulnerable to closure through lack of funding. This contributes to a significant degree of ontological non-linearity and ontological insecurity in these women’s lives.  相似文献

ABSTRACT

In recent decades economic globalization and neoliberal restructuring have constricted longstanding pathways to middle-class citizenship in Japan and other postindustrial economies. Much attention has been given to how the shift from ‘lifetime’ salaried employment to ‘flexible’ labor markets has disenfranchized many young people, leaving them struggling to reconcile dominant middle-class expectations of adulthood with neoliberal economic realities. Taking an anthropological approach, this article reconsiders this prevailing assessment of labor casualization by examining ways in which young casual workers in Tokyo’s retail, service, and creative industries navigate the transforming economy. Their circumstances, choices, and self-representations shed light on the active role they play in the formation of alternative transition regimes that challenge normative transitions to work and adulthood in Japan. These findings have broader implications for the limits of conventional social scientific approaches to the impact of economic crises and neoliberal restructuring on youth in the early twenty-first century.  相似文献

Using as case studies two publicly funded metropolitan universities demonstrates how protests in a neoliberal higher education context in India are instantiations of a larger debate about the nature of democracy, and about the nature of the ‘public’ across the country itself.  相似文献

This article draws on examples of inventive plastic reuse from India and personal anecdotes of elders as an anthropological reflection on possible plastic futures. It sketches the large-scale governmental reforms in the domain of municipal solid waste management, or MSWM (which, by legal definition in India, includes plastic waste). In this regard, it draws out some of the problematic socio-political and environmental implications of Prime Minister Narendra Modi's ‘Clean India’ campaign, whose technocratic policy orientations towards standardized centralized MSWM echo his cultural nationalist agenda. These reforms contrast with home-based re-engineering methods and the redeploying of plastic discards (thereby making them notuner moton (‘like new again’), and their localized circulation through relatively local but uneven reputational and economic networks. Clean India sequesters and processes vast quantities of plastics through the wide-ranging adoption of a waste-to-energy techno-fix (in which plastics are incinerated). In contrast, the authors illustrate routine practices and relations whereby people reuse, repurpose and recycle plastics. While Clean India can detract from and disrupt these mundane practices and everyday relations, these are suggestive of alternative plastic futures – both socio-material and environmental.  相似文献

The global trend of garnering the innovative potential of creative economy has also accelerated in South Korea where ‘creativity’ has recently become a nationwide buzz word. While economic instrumentality underpins the global proliferation of creativity discourse, it has been argued that the contemporary cultural sector is affected by neoliberal norms and hyper-competitive individualism. Notwithstanding such disciplining of creativity, this paper attempts to look into the complexity of cultural work which cannot be solely explained by the ascendant neoliberal ethos. To this end, the paper draws upon interviews carried out in 2016 with youth cultural workers, particularly who commit to independent, small scale creative work, in the city of Daegu. Based on an exploration of their locally oriented moral motivations and how they describe and practice their own work, the paper aims to discuss the ways in which they contribute to local cultural ecologies through their socially engaged creative work.  相似文献

Modern cities have always been the locus of both inequality and opportunity. However, neoliberal policies pursued since the 1980s have intensified urban disparities. Cities are increasingly shaped more by the logic of the market than the needs of their inhabitants. This article, which introduces a collection of papers on the topic, examines the implications of the neoliberal turn for the ‘right to the city’ as the fundamental tenet of urban citizenship. While evidence suggests a formidable challenge from market forces to the ‘right to the city’, the authors argue that the neoliberal city remains a highly contested urbanity in which poor inhabitants continue to struggle for citizenship in highly diverse ways. The challenge for scholarship is to discover and document those intricate modes of claim‐making.  相似文献

Cities in developed countries are increasingly challenged by the advent of a global economy that mandates generating creative images of their cities. Meanwhile, it is argued in this study that globalisation, and its Arabic version of Dubaisation, is affecting the sustainability of cities as distinguished destinations because urban representation is influenced not only by ‘standardised global cliché’ but also by ‘standardised local images’ that transforms local cultures into contested heritage as it intensifies an official and civic nexus. The paradox is examined in Jordan, specifically the famously branded ‘city of mosaic’ – Madaba, where the state government is currently competing for attracting international investments and tourism development to achieve neoliberal urban restructuring. Urban heritage representation has been subject to passive dominant official discourse that rests upon orthodox mosaic practices of remote past – a praxis that is not necessarily endorsed by civic Ahl elbalad. The local mosaic heritage has hitherto been transformed into a competing culture that fosters heritage dualities and challenges the internal implications of heritage representation with its elevated feelings of alienation, disempowerment, gentrification and socio-cultural exclusion. A theoretical framework has been suggested for an alternative civic-orientated heritage revival that allows reconciliation between the official/civic nexus yet meanwhile stimulates creative urban images and identities. This paper examines recent debates about the globalisation of cities and regions through a discussion of the recent opening of a Guggenheim Foundation art gallery in Bilbao. Through an analysis of the political context surrounding the project, I aim to explore the role of cities as crucibles for the negotiation of globalisation, and in particular how this relates to national identity.In the paper I set out several layered narratives which try to capture the significance of this event for Basque political identity. After discussing issues of globalisation, political strategy and European territorial restructuring, I explore the following: first, the process of ‘McGuggenisation’ and its consonance with ideas of global cultural imperialism; second, the ‘indigenisation’ of the Guggenheim by the Basque political elite, a strategic engagement with globalisation; third, the contestation of the museum by particularist radicalism.In summary, the Guggenheim event is seen as a collision between Basque extremism, modernising ‘bourgeois regionalism’, and the interests of a museum poised to become a global art corporation, providing a context for examining theories of globalisation in the European city.  相似文献

This article interrogates simplified culturalist explanations of gendered violence, which evoke timeless ‘tradition’ and religiosity to locate violence in racialized places and upon ‘othered’ bodies. I examine structural processes that shape women’s experiences of and vulnerability to intimate violence. My analysis complicates culturalist narratives, but engages critically with culture as one context within which violence is embedded. Drawing on field research within Muslim communities in Hyderabad, India, I discuss the complexities of interwoven experiences of structural, state, and intimate gender violence. I draw attention to how anti-violence organizations working in marginalized communities theorize these complexities, and practices of what I am calling ‘plural resistance,’ which these organizations enact through equally complex responses to such violences. Plural resistance describes community-based strategies that simultaneously reject both gender violence and other forms of systemic violence, such as poverty born of uneven development. Embodied resistance to gender violence provides a critical lens for understanding articulations between regional patriarchies, exclusionary state practices, uneven development, and Islamophobia.  相似文献

Young people’s housing, economic and labour market circumstances have become increasingly insecure due to the combined effects of the 2007/2008 economic crisis, neoliberal welfare reforms, rising costs of higher education and the shortage of affordable housing. Discussions of young peoples’ experiences in these domains have largely neglected their spatial variability but evidence suggests that young people living in rural parts of the UK have distinctive experiences of housing, which are closely connected to labour markets and educational opportunities. By drawing on qualitative data from young people and housing professionals, this article explores some of these rural distinctions and frames them within theoretical debates about the ‘precariat’. It argues for a more theoretically informed and geographically nuanced understanding of contemporary housing issues as rural youth potentially face greater precarity than their urban peers.  相似文献

Much of what has been written on the topic of Australian rural youth migration trends and processes has often proceeded from data‐free, or data‐poor grounds. In this context, this paper analyses recent trends in youth (15 to 24 years of age) migration for a temporally‐consistent set of Statistical Divisions (SDs) in inland rural Australia, and for local government areas within the Northern Tablelands and Slopes and Ranges of northern New South Wales and the Western Australian Central Wheatbelt. The paper finds that rates of youth loss from rural regions have increased over the past twenty years. Yet the patterns, processes, causes and impacts of rural youth migration are distributed in a spatially‐uneven fashion. Some remote areas are receiving net migration gains while booming ‘sea change’ coastal regions have experienced heavy losses. While the ‘flight to the bright city lights’ syndrome is evident, relatively high proportions of young people in the Northern SD of NSW move within their immediate region. Nevertheless, some common understandings concerning youth mobility were also confirmed. Gender differentials in migration propensity between women and men are evident even at quite local scales. Young people are also more likely to search out capital cities than the rest of the population. Most inland areas still continue to experience heavy losses of local youth. A more precise understanding of rural youth migration trends is an important stepping stone in the establishment of a reinvigorated research effort into young rural people's perspectives of their changing life chances in their home communities.  相似文献

This paper argues against dismissing as ‘populist nationalism’ every positive view of one's nation and ignoring patriotism as its antithesis. The European nation exists in two senses: as a large ‘social group’, a community of real people, and as an abstract community of cultural values promoted by intellectual elites grounded in a humanities‐based education. The widespread prejudice that condemns every positive expression of one's relationship to the nation has proved counterproductive because it has prompted ever stronger spontaneous reactions in the form of primitive nationalistic egoism. This has weakened the commitment people feel towards their nation and the humanistic potential that the nation possesses as a cultural community of values. Consequently, anti‐national European intellectual elites bear some responsibility – along with those preaching neoliberal individualism – for the success of populist demagogues and the decline in patriotic values. Given the state of education today, a revival of humanist culture for national elites seems impossible, making the continued rise of primitive nationalism appear unstoppable.  相似文献

This paper examines the relation between ethno-nationalism and neoliberalism in urban space. Contrary to common views in urban studies, it argues that the ‘ethno-nationally divided city’ and the ‘neoliberal city’ are not antithetical, but that neoliberal nationalism is a new modality of urban conflict in a globalised world, which reshapes the relation between the local and the global and draws new urban geopolitics. By investigating practices of nation-branding in a divided city, this paper bridges different theoretical fields to shed light on an aspect of urban conflict that has largely been ignored by the literature on nationalism and urban divisions. It also complements existing research on neoliberal nationalism by emphasising the spatial and material aspects of nation-branding, and by showing how it can be used by competing ethno-national leaders to mobilise their communities and extend their control at the national and urban levels. By highlighting processes common to neoliberal and divided cities, this paper draws on recent calls within urban geopolitics to rethink current theoretical categories and labels attributed to cities. It develops this analysis by examining contemporary neoliberal urban policies in Skopje, Macedonia, which have become a new battlefield where interethnic conflicts unfold.  相似文献

This paper critically analyses the European Union's regional policy framework and considers its implications for Australia's multi‐level governance system. The analysis is made with reference to the ‘new regionalist’ debates in Europe and North America that have asserted the importance of regional economic development in the context of globalisation. New regionalism's advocacy of ‘economic normalisation’ as a leading regional policy aim is critically evaluated against the EU policy experience. This article focuses on women’s mobility in urban public space in Mumbai, India while working night shifts in outsourced call centres. The outsourced call centre industry is heralded as the beacon of modernity, and its entry was facilitated under a neoliberal political economy. This industry disproportionately employs women relative to India’s broader Information Technology sector, resulting in high numbers of women commuting at night. The state has reworked safety-centred policies for women working night shifts in call centres, which have been differentially implemented by companies. Expanding on this variegation, I sketch out the nightscape of transportation and mobility around outsourced call centres. This article analyses how women conceive of safety, as well as its interplay with convenience and considerations of respectability while making decisions about navigating urban public space at night. Women working in call centres find themselves in the crosshairs of narratives that demonize them as ‘bad women’ for being out on the street at night, while working in industries that specifically seek women willing to work in night shifts. Their navigation of this paradox exposes contradictions within the neoliberal modernization of Mumbai and the meaning of public safety for women who make this modernization possible through their labour.  相似文献

ABSTRACT

Despite the rise of ‘child-friendly cities’ internationally, and a growing interest in youth engagement in urban planning, the role of children and young people in culture-led regeneration and ‘place making’ schemes, remains under-researched. Notwithstanding the wealth of research into childhood and youth cultures, little is known about the ways in which the abstract (and perhaps predominantly ‘adult’) notions of ‘culture’ and ‘place’ are negotiated by younger citizens. Drawing on participative research with schools across Hull, the UK City of Culture 2017, this contribution explores children’s and young people’s understandings of culture and place within this cultural regeneration event. Although our findings suggest that the City of Culture designation has brought benefits to children and young people in a marginalised city, there is still much to be learned from their often personal and informal interpretations of ‘place’ and ‘culture’, as well as the role played by schools in this context.  相似文献

This research analyzes the material and discursive transformations of children’s play in the urban context of socio-economic transformations brought about by neoliberal restructuring in Istanbul. Two new private play centers called ‘children’s cities’ and one public playground are investigated by using observation, semi-structured interviews and document analysis. The findings of discourse analysis suggest that processes of privatization, exclusion and securitization underlying the city space deeply structure the new geographies of play. The hegemonic presence of private spaces is reinforced with the municipal neglect of public play spaces and also with particular framing of ‘good play’ as exclusive, secure and instrumental. The important conclusion is that neither the children’s cities nor the public playground observed in this study can fully meet the benchmarks of ‘the right to play’ that encompasses play that is free of charge and play as a right in itself rather than as instrumental for other developmental goals.  相似文献
