This article evaluates the influence of devolution on perceived and actual policy outcomes at the local level in the United States. Proponents of devolution often argue that the transfer of policymaking authority to a lower level of government allows subnational officials to more effectively address problems on the government's agenda. We provide one of the first empirical evaluations of this implicit assumption of devolution. We utilize data from 100 counties in one state, North Carolina, that were the recipients of additional welfare policymaking authority in 1997 to provide a preliminary assessment of devolution's consequences and policy impact. We then investigate the recipient governments' ability to bring about positive change using three prominent indicators associated with welfare policy. Our findings provide evidence that devolution matters quite significantly to the perception of policymaking effectiveness; however, devolution's actual impact on policy outcomes is mixed.  相似文献

我国城市休闲化质量测度的实证研究   总被引:7,自引:0,他引:7  
本文通过构建由公共基础(LB)、消费能力(LC)、产业能力(LP)和特色资源(LF)等4方面指标组成的城市休闲化质量测评体系(LCI),对我国27个省会城市、4个直辖市和5个计划单列市的城市休闲化发展状况进行测度和分析。研究结果表明,在城市休闲化质量的等级分布上,我国绝大多数城市处于较低及以下发展程度;在城市休闲化质量的空间分布上,呈现由东部向中西部递减的格局。  相似文献

本文通过整理面板数据并构建面板模型,分别以出游率、人均旅游花费与旅游购买力衡量旅游消费,引入虚拟变量区分收入水平与SARS危机的影响,从而揭示了收入对城市居民国内旅游消费的决定作用。模型估计结果表明:第一、对不同的旅游消费指标,收入的决定作用存在差异,其中,旅游购买力与出游率的收入弹性远大于人均旅游花费的收入弹性;第二、与低收入城市居民相比较,高收入城市居民国内旅游的出游率收入弹性减小,人均旅游花费收入弹性增大;第三、SARS对高收入城市居民国内旅游消费的负面影响更大。最后,根据面板数据的描述性统计结果与模型估计结果,从供给角度,建议在全国层次注重发展观光旅游,在旅游目的地层次注重细分目标市场。  相似文献

After more than forty years of foreign aid programs and numerous studies of the impact aid has had on economic growth in recipient countries, the strength and nature of the aid-growth relationship is still unknown. This study contends that results from previous studies have in aggregate been inconclusive largely because of methodological limitations and that a significant aid-growth relationship does exist. Further, the nature of the relationship (for example, positive or negative) varies across the level of economic development in aid-receiving countries. The expansion method is used here to expand initial models of economic growth into models which better explain the aid-growth relationship by incorporating the relationships that aid may have with other determinants of economic growth.  相似文献

城市居民乡村旅游满意度的实证研究——以长沙市为例   总被引:6,自引:0,他引:6  
本文构建了乡村旅游满意度系统模型。以抽样调查的方法取得了长沙市居民乡村旅游满意度的数据,通过均值分析比较乡村旅游各分满意度的高低,发现住宿满意度与餐饮满意度较高,而娱乐满意度与购物满意度较低;通过相关分析发现各分满意度均与总体满意度高度正相关;利用多元回归分析了各分满意度对总体满意的贡献,发现景点质量满意度对乡村旅游总体满意贡献最大,而交通满意度贡献最小;最后,利用单因素方差分析,得出满意度在不同人口特征城市居民中的差异性。在研究结论的基础上。提出了一些提高乡村旅游满意度的建议,并指出了本文研究的不足与下一步研究方向。  相似文献

Much of the recent academic literature on spatial planning in Europe focuses on either cross-national comparison of planning frameworks and planning practices or on transnational and transregional initiatives and their impact on planning in European countries. From those publications, it can be gleaned how similar themes are translated differentially in different national contexts. Although it is also a great source of European integration and harmonization, the phenomenon of the knowledge exchange within transnational expert networks of European planners at the level of cities has received less attention. In this paper, the knowledge exchange among planners in such a network is studied, highlighting the role of “transfer agents” (academic and/or policy experts operating in communities in different policy arenas) in the exchange process. It builds on the insights from existing literature on policy transfer and policy learning, and tries to add a new perspective on this body of literature from an insiders' perspective, i.e. participatory observation. The idea is that policy transfer can be fruitfully approached as a process of knowledge and information transfer between producers, senders, facilitators and recipients. Often this exchange is to a very large extent a process of absorbing appealing labels for policy solutions from the international or national policy levels, and then adopting an interpretation of it suitable to one's own context. The authors try to give meaning to this exchange process by using two mechanisms, i.e. social interaction and conceptual replication. By combining these two mechanisms the authors try to uncover which policy lessons are being transferred among seven European cities that joined the expert network on European sustainable urban development (Pegasus).  相似文献

本文以厦门这一典型的城市旅游地为例,在文献回顾、网络文本分析和深度访谈的基础上,基于纵向比较的视角,通过实地的问卷调研和深度访谈,对城市旅游地游客的重游动机进行了实证研究。本研究通过因子分析将厦门城市旅游地游客的重游动机归纳为7项动机因子;通过聚类分析,基于动机的差异将重游游客划分为怀旧型、外界驱动型、猎奇补缺型和分享型4个类型。文章最后针对厦门城市旅游的发展提出了若干建议。  相似文献

基于ELES模型的城乡居民国内旅游消费结构实证分析   总被引:8,自引:0,他引:8  
本文依据ELES理论,利用2002—2008年的数据,从边际消费倾向、消费投向、收入弹性及价格弹性四个方面对我国城乡居民国内旅游消费中的食、住、行、游、购、娱等9类消费的结构进行了实证分析,主要结论如下。(1)城镇居民的国内旅游边际消费倾向为0.0636,农村居民为0.1174;在9类单项旅游消费中,购物和其它服务的边际消费倾向最高,消费投向主要为购物、其它服务和长途交通。(2)农村居民各单项旅游消费需求的收入弹性均大于l,城镇居民基本旅游消费需求的收入弹性小于l,非基本旅游消费需求和餐饮消费需求的收入弹性大于1。(3)城乡居民各项旅游消费需求的自价格弹性较大,互价格弹性较小;城镇居民非基本旅游消费需求和餐饮消费需求的自价格弹性大于1,农村居民各项旅游消费需求的自价格弹性均大于1。  相似文献

Can mayors of American cities overcome the enormous constraints of environmental forces to exert some control over municipal spending priorities? Despite case study evidence suggesting that mayors can and do influence public policy making, the expectation of this research was that mayoral power in a comparative research design likely would not have a pronounced effect on city spending. Using multiple regression techniques and various socioeconomic, demographic, and political variables, the analysis indeed showed that mayoral strength was not a significant predictor of municipal expenditures for 1987. The findings also revealed only slight differences in the way the mayoral power variable operated when cities were divided by city government form (mayor-council vs. council-manager). The research did demonstrate that mayoral power was most likely to be effective in controlling city spending among localities having partisan ballots.  相似文献

The urban and regional planning profession demands the training of practical planners who have some experience with community development, citizen participation modules, and conflict resolution skills. Community outreach in curricula provides needed exposure to practical applications of textbook lessons and exposure to group dynamics, community clients, and complex problems. The recognised need for practical training in any planning curriculum is most often addressed through community outreach-based courses such as planning studios, practicum or in lectures interwoven into seminar courses. The basic structure of all of these classes typically supports teams of students working with a particular community on a specific planning-related activity. These outreach courses, however, pose some of the greatest teaching and learning challenges in the entire curriculum. This paper assesses the challenges and successes in teaching the practicum course and provides insights for others teaching similar courses.  相似文献

本文重点探讨了酒店员工所重视的多种激励因素。在文献研究和访谈调查的基础上,笔者对酒店员工进行了问卷调查。通过对有效数据进行因子分析,笔者认为酒店员工激励因素主要包括以下九个方面:薪酬;管理制度;同事关系;领导水平;晋升与培训;工作条件;工作本身;信息;奖励。同时,笔者还通过方差分析。对不同管理职位、不同年龄和不同性别的员工所重视的激励因素及其影响程度进行了比较。最后。笔者对酒店如何更有效地激励员工提出了建议。  相似文献
