Abstract: This paper engages with the notion of ideology, bringing together Laclau's theorisation of the specificity of the ideological, and Rancière's notion of aesthetic regimes. Ideology, I argue, works through what it makes available to the senses and what it makes to make sense. It is in this sense that it is an aesthetic affair. This argument is illustrated with an account of the so‐called “securitarian ideology” in France that characterises the repressive policies of the recent governments.  相似文献

By and large, the downtowns of Canada's largest cities have remained important business nodes within their metropolitan regions, even though they have experienced some dimensions of decline. This fact can be ascribed to political, economic and social factors. The focus of this paper is on the property dimension: the structure of property ownership and the role of property developers. Large and powerful property developers and owners (property development firms, banks, life insurance companies and, more recently, pension funds) control a substantial stake in downtown top-quality commercial properties. These agents attempt to reinforce the prominence of downtowns to keep the outstanding performance of their assets. Developers consider Canadian downtowns safe investment outlets in which they hold core assets. Through proactive measures they sustain the health of downtowns.  相似文献

Increasing concentration of economic power within the corporate sector, as well as the extent of corporate control by a few financial institutions such as commercial banks, have been subjects of intense scrutiny and debate in recent years. However, the role of private and public worker retirement trusts in providing power for institutional investors has not been adequately addressed. Pension fund assets, which were relatively inconsequential prior to 1960, and their investment in and share of total corporate equities minor, have grown to over $l410 billion by the end of 1977. In their analysis of and interest in public and private pension trusts, scholars, employers and even employees have tended to emphasize narrow economic issues such as investment performance. It is the central argument of this article that workers’ funds have become a major source of capital in the American economy, and as such have been used to help create and/or sustain practices that adversely impinge on workers themselves. It is argued that pension assets have contributed to: 1) the increasing power of financial institutions; 2) growth of corporate profits that only minimally benefit some pension plan participants; 3)capital shortages for 'socially useful’ investments; and 4)support of corporate enterprises that refuse basic worker demands including unionization itself. The study further suggests that the rapidly growing pension assets have the potential to serve‘the public interest’ as well as the needs of workers. Threat of withdrawal of funds from selected money managers and corporations, and utilization of share–holder voting rights to influence corporate policies can be potent weapons for organized labor. Since this is an exploratory analysis, the aim of the article is to gather, present and clarify basic information on worker pension trusts and to propose alternative avenues for future research in this critical area.  相似文献

The paper is divided into two main parts. In the first part, I counter criticisms that in Anarchy State and Utopia Nozick has no argument for his views on property rights, by presenting what I take to be his main argument that the absolutist nature of property rights makes redistributive taxation impermissible. In the second part, I outline an intuitionist response to this argument. This response presupposes the truth of all the premises of Nozick's argument except its basic absolutist premise : Never use persons (coercively) merely as a means without their consent.  相似文献

Abstract

Russia inherited from the Soviet Union vast holdings of nuclear weapons and of the fissile materials necessary to build them. These nuclear assets have been in the possession of a Russia in the midst of an extraordinarily difficult and turbulent political, social, and economic transformation. Never before have such enormous inventories of nuclear weapons and fissile materials existed in such circumstances of political instability and uncertainty and economic distress. The economic struggles and financial crisis experienced by Russia since it emerged as an independent state in 1991 have placed enormous stress on its society. The Russian military and the Russian nuclear complex have not been exempt from these pressures. This reality has led to concerns that the Russian state is not in a position to provide adequately for the safety and security of its nuclear assets. If true, this would raise the risk that these assets could leak out of Russia and into the hands of those who wish to acquire nuclear weapons –the so called nuclear leakage problem.  相似文献

As the number of de‐stabilized regions of warfare or post‐war conditions worldwide continues to grow, this article investigates how civilians survive in the context of a civil war. It analyses livelihood strategies of farmers in the war‐torn areas of Sri Lanka, using an analytical framework based on a revised form of DFID's sustainable rural livelihoods approach, placing particular attention on the institutional reproduction of household capital assets in the war economy. The author delineates a three pillar model of household livelihood strategies focusing on how households (1) cope with the increased level of risk and uncertainty; (2) adjust their economic and social household assets for economic survival; and (3) use their social and political assets as livelihood strategies. Empirical evidence comes from four case study villages in the east of Sri Lanka. Although the four case studies were very close together geographically, their livelihood outcomes differed considerably depending on the very specific local political geography. The role of social and political assets is essential: while social assets (extended family networks) were important to absorb migrants, political assets (alliances with power holders) were instrumental in enabling individuals, households or economic actors to stabilize or even expand their livelihood options and opportunities. The author concludes that civilians in conflict situations are not all victims (some may also be culprits in the political economy of warfare), and that war can be both a threat and an opportunity, often at the same time.  相似文献

China's 30 years of reform are often presented as a seamless progression towards greater liberalization and opening up. This review article of Yasheng Huang's Capitalism with Chinese characteristics shows how the author makes a compelling argument about how radically China's economic reforms changed from before and after the Tiananmen Square incident in June 1989. The 1980s saw the pro-rural, largely equitable, and generally liberal economic policies, with a private sector able to find sources of capital from family or relationship networks, and the creation of a very flexible and largely unplanned town and village enterprise system across China. From the 1990s, however, China has been dominated by pro-urban, less equitable and much more heavily state-led economic policies. Shanghai exemplifies this, with a highly circumscribed non-state sector, stagnation of per capita GDP growth in favour of company growth, and the Pudong development area largely based on land grab, and disrespect for the private property rights of the former tenant farmers based there. China grapples with the legacy of this policy change in 1989 to this day, with an increasingly disenfranchised and impoverished rural population, and cities that are both unsustainable, but irrevocable.  相似文献

This article examines the tense and complex monetary relationship between Britain, Singapore and Malaysia in the period from 1965 to 1972. It questions the assumption that Malaysia's economic significance to Britain was ‘on the wane’ by the 1960s. As the second largest government holder of sterling assets in the world, Malaysia should have been able to exert considerable leverage in London over the disposition of these assets. Ultimately, however, the very scale of these assets limited Malaysia's room for manoeuvre, as it could not sell off a significant proportion of them without undermining international confidence in the exchange rate of the pound and thereby precipitating the devaluation of its remaining sterling assets. The devaluation of sterling in 1967 emerges as a watershed in relations between London and Kuala Lumpur, with the Malaysians thereafter seeking to forge a more independent monetary policy. It is clear, however, that they did not actually succeed in doing so until 1972.  相似文献

Care is double-edged and paradoxical, inspiring a vast range of strong feelings in both care-givers and care-recipients. This article draws on ideas about psychotherapeutic relationships to offer a theorisation of the complex emotional and power dynamics and imaginative geographies of care. Examining the humanistic approach developed by Carl Rogers as well as the psychoanalytic tradition, I advance an interpretation of psychotherapeutic practices that foregrounds the fundamental importance of the emotional and power-inflected relationship between practitioners and those with whom they work. I show how different traditions offer conceptualisations of the shape of therapeutic relationships that are highly relevant to consideration of the emotional and power dynamics of giving and receiving care. Against this background I discuss current debates about care, emotions and power, drawing especially on feminist and disability perspectives and arguing that psychotherapeutic approaches offer a powerful lens through which to understand the emotional and power dynamics of caring relationships. I conclude by emphasising how this theorisation helps to illuminate ubiquitous features of women's care work.  相似文献

ABSTRACT

Participatory governance practices are enjoying popularity, not least in local government. This is driven by legislation that requires councils to undertake some of these processes; also by communities and practitioners – parties that derive income from participatory governance. An industry is emerging: one characterised by demand and supply, with frameworks, strategies and processes, training and conferences. This industry warrants investigation so that its impacts upon local democracy can be understood. Following a theorisation of local democracy and community engagement, the paper describes the community engagement industry, presenting evidence about council activities, providers and professional associations to establish that the commercialisation of engagement is a significant phenomenon in Australian local government. Possible risks to local governance and local democracy are explored.  相似文献

Territorial capital is defined as the system of territorial assets of economic, cultural, social and environmental nature that ensures the development potential of places. The potential of this concept resides in the recognition of possible interactions between factors of different nature. So far, however, very few studies have focused on the empirical verification of the links between territorial capital and economic growth. This work is devoted to the analysis of the relationship between economic growth and territorial capital in Italian NUTS3 regions between 1999 and 2008. The distribution of territorial assets across regions points out the huge gap between Italian macro-areas. These divergences do not clearly reproduce the differentials in GDP growth. The second part of the analysis is focused on the joint effect of the territorial capital components on the regional economic performance. Our findings emphasize the role of some endogenous factors in explaining the differentiation of regional growth patterns. Moreover, they point out the importance of soft assets in correspondence of an external shock, as the one represented by the recent financial crisis.  相似文献

This paper, based on interviews, highlights intangible assets in the intergenerational transfer of farms in two Estonian municipalities from a long-term and gender perspective. The study stretches from the interwar period in the twentieth century up to the present. It has been shown that emotional bonds to the land are generally strong in Estonia. This paper aims to highlight how such bonds and feelings may influence decisions on generational succession. The results of the study indicate that family farming and land transfer have had a significant and persistent role in Estonian society, even during the Soviet period under its collectivised system of agriculture. Transfers of intangible assets were important during Soviet rule, for example, the transfer of knowledge about the pre-Soviet property and the value and importance of the farmhouse. Today, family farming is gradually declining in importance, but older traditions of farm and farmhouse transfer can still be found, such as early decisions on who is to be the successor. This is evident among active farmers but also among former farmers with strong emotional bonds to the land. Traditional gender roles tend towards men’s knowledge still generally being more highly valued in the decision about who is to be the successor to the family land.  相似文献

Recently, many local governments have explored or implemented economic development policies involving “local public enterprise,” i.e., local-level public ownership of economic enterprises and other profitmaking productive assets. This policy activity tends to involve enterprises and productive assets not traditionally owned by the local public sector, such as hotels, retail establishments, manufacturing facilities, and sports teams. The essay analyses the notion of ‘purity’ in the early writings of Walter Benjamin, focusing more specifically on three essays written around the crucial year 1921: ‘Critique of Violence’, ‘The Task of the Translator’, and ‘Goethe's Elective Affinities’. In these essays, ‘purity’ appears in the notions of ‘pure means’, ‘pure violence’, ‘pure language’, and, indirectly, the ‘expressionless’. The essay argues, on the one hand, that the ‘purity’ of these concepts is one and the same notion, and, on the other, that it is strongly indebted to, if not a by-product of, Kant's theorisation of the moral act. In order to make this claim, the essay analyses Benjamin's intense engagement with Kant's writings in the 1910s and early 1920s: ‘purity’ is a category strongly connoted within the philosophical tradition in which the young Benjamin moved his first steps, namely Kantian transcendental criticism. The essay argues that the notion of ‘purity’ in Benjamin, though deployed outside and often against Kant's theorisation and that of his followers, and moreover influenced by different and diverse philosophical suggestions, retains a strong Kantian tone, especially in reference to its moral and ethical aspects. Whereas Benjamin rejects Kant's model of cognition based on the ‘purity’ of the universal laws of reason, and thus also Kant's theorisation of purity as simply non empirical and a priori, he models nonetheless his politics and aesthetics around suggestions that arise directly from Kant's theorisation of the moral act and of the sublime, and uses a very Kantian vocabulary of negative determinations construed with the privatives-los and -frei (motiv-frei, zweck-los, gewalt-los, ausdrucks-los, intention-frei, etc). The essay explores thus the connections that link ‘pure means’, ‘pure language’ and ‘pure violence’ to one another and to the Kantian tradition.  相似文献

In this reply to Hospers' “Localization in Europe's Periphery: Tourism Development in Sardinia” by Gert-Jan Hospers (2003), we argue that the author's advocacy of localized economic policies as a viable means to the economic development of Sardinia does not take into account current institutional assets that prevent Sardinia from pursuing localized interests effectively. We first discuss the historical background of these institutional assets, highlighting that a top-down approach to decision-making has characterized relations between Sardinia and the central state for most of the modern era. We then discuss the institutional and economic impediments to Sardinian attempts to pursue localized policies in light of recent institutional conflicts between region and central state. Our conclusion is that the localization of economic strategies necessitates entwined localization of decision-making powers in order to be effective.  相似文献

Abstract. This article explores the changing and competing relations between multiple forms of ethnic communalisations in Quebec, as the Quebecois nation is now confronted by pressures to redefine its boundaries in more inclusive terms. This specific case allows me to address two major theoretical questions. First, I re-examine the usefulness of the dominant mode of classification of nations, the binary opposition between ethnic and territorial nations. I then develop a perspective which makes visible the construction of the external and internal dimensions of ethnic boundaries as well as their interrelations. Focusing on processes of ethnic communalisation allows me to transcend both the former static, primordialist, empiricist, essentialist, naturalist and absolutist conception of ethnicity and some of the more recent radical constructivist conceptions which envisage ethnicity as an infinite slide of the signifier, a fantasy, a game. Finally, I locate ethnic communalisations and their theorisation within the framework of modernity and of the world system; by recognising the unequal relations which often underlie ethnic forms of communalisation, it becomes possible to decentre the conceptualisation and the theorisation of ethnicity, which are inseparable from ethnic relations themselves and from the position held by different countries within the world system.  相似文献

旅游开发中的外部不经济将使旅游资源处于低效率或过度利用状态,资源配置难以实现帕累托最优(Pareto optimality)。旅游开发的外部不经济性具体表现为旅游开发经营中的外部不经济和旅游者旅游活动中的外部不经济,其根源主要是旅游资源产权模糊和虚置、旅游资源具有准公共物品的特性及经营者对资源成本与损耗的忽略。弱化或内化旅游开发中的外部性,可尝试在国家干预、制度创新、产权改革、资源核算和价值评估等方面采取措施。  相似文献

The distribution of fixed productive assets is more unequal than the distribution of land in rural China, but the two distributions to some degree offset each other because of economic specialization and the role of rural industrial and commercial enterprises. Surprisingly, the distribution of fixed productive assets has the most equalizing effect on the distribution of rural wealth. This is partly due to the mixed ownership patterns of assets. The households with the highest values of fixed productive assets are not particularly rich, and neither are assetless households particularly poor. The distribution of fixed assets is a key reason why the distribution of wealth in rural China is actually more equal than the distribution of income, a result which is most unusual for a developing country.  相似文献

This article examines the transition from cultural industries to creative industries policies in the English regions between 1980 and 2010. It argues that audio-visual policy in this period is best understood as a trajectory: the gradual, differentiated, contested, but overall coherent development of a policy discourse and corresponding institutional structure. This trajectory can be mapped onto the wider political economy of the period: the transition from social-democratic reformism to neo-liberalism at the end of the 1970s and up to the present. This process has resulted in audio-visual policy being determined to a large degree by the perceived needs of commercial interests, up to the point where regional cultural policy is virtually indistinguishable from economic policy. The transition from cultural to creative industries reflects the development of the neo-liberal state in which cultural policy has been instrumentalised within the larger project of the privatisation of public assets and the shift of relative power from labour to capital.  相似文献
