The essay examines a prominent normative defence of nationalism, which links shared nationality with the attainment of the goods of liberal justice and democratic governance. The essay first considers the argument that liberal values, and especially the value of social justice, will best be promoted in states whose members share a common nationality. In its strong form, this argument is vulnerable to counter‐instances. A weaker version, which claims that in states divided in terms of national identities, social justice may be precarious over the long term, is more plausible. The second part of the essay argues that there is a close relationship between democracy and shared national identity. This section spells out precisely how a common national identity is helpful both for representative institutions to function properly and for widespread participation on the part of ordinary citizens.  相似文献

Abstract. Liberal pluralists have argued that minority cultural communities are necessary for the liberty of minorities. On the premise that individual rights are insufficient to protect these cultural communities, they argue that ethnic and national groups should be allocated some type of collective autonomy. In this article, we critically examine this claim through a discussion of policies regarding Hungarian minorities. We show that liberal pluralist approaches (1) privilege ethnic and national identities over other types of communal identities, (2) require that ethnic and national communities be clearly bounded, but do not address how lines should be drawn, and (3) increase the power of cultural communities over their members. Policies based on liberal pluralist ideas therefore violate principles of equality and are likely to harm the autonomy of individuals. Rather than looking to liberal pluralist theories as a panacea for minority concerns, we demonstrate why we should be sceptical about this effort to move beyond minority protections based on individual rights.  相似文献

Abstract

This article is principally intended to argue something that is counter-intuitive, namely that despite the socialist values of a number of radical liberal Christian and post-Christian writers the philosophical outlook and language of this phase of religious thought focuses upon some key ideas which find important parallels in Conservative philosophy. This is not in any way to imply that these ideas do not find parallels in other political philosophies, it is merely to highlight a set of relationships which appear to go unnoticed in debates on politics and theology. Subsequent to this principle argument I hope that it will become clear that there is more to the interaction between Conservative and Christian thought than the promotion of right-wing social authoritarianism—the raison d'être of most Conservative organizations and thinkers promoting ‘Christian’ values.  相似文献

While questions continue to be raised over the continuation, nature and mechanisms of arms’-length funding for the arts, its theoretical foundations within a wider social and economic context remain under-explored. This article argues that the principle on which the arm’s-length relationship is constructed is defined by the concept of laissez-faire. It is this that sets rules for how the public and private spheres interact within a liberal and individualistic society. By this argument, providing public subsidy to the arts is a compensating act integral to the operation of a free-market economy and ensures the autonomy of individual artists, even while producing public benefits.  相似文献

This article sets out to show that it is more precise to speak of different liberal traditions than it is to speak of liberalism in general. The argument is pursued by showing how contrary to French liberalism, which has a strong republican element, and in contrast with English and Scottish liberalism, which reserve an important place for political economy, there is also a central European liberalism with a marked philosophical dimension. This particular form of liberalism is analysed by examining the writings of Kant, Simmel and Freud. It is stated at the outset that critiques of liberalism often fail to appreciate the richness and diversity of liberal thinking, and that this depth must be borne in mind in any effective critique. It is explained that there are indeed grounds to critique liberal thought and practice, but that these grounds are obscured by lumping distinct and heterogeneous traditions together as if they all suffered from the same defects.  相似文献

Abstract. Liberal nationalists advance two claims: (1) an empirical claim that nationalism is functionally indispensable to the viability of liberal democracy (because it is necessary to social integration) and (2) a normative claim that some forms of nationalism are compatible with liberal democratic norms. The empirical claim is often supported, against postnationalists' view that social integration can bypass ethnicity and nationality, by pointing to the inevitable ethnic and cultural particularities of all political institutions. I argue that (1) the argument that ethno‐cultural particularity demonstrates the need for nationalist integration depends on an implausible reification of national identity at the level of social theory, and that (2) this reification ironically serves to undermine liberal nationalists' normative claim.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.

All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?

This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.

Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

Abstract. In this article I examine the coherence of ‘liberal nationalism’, namely, the attempt to combine liberal and nationalist ideas. Attempts have been made to marry these ideas because of the belief that nationalism has continuing influence and importance for the achievement of liberal objectives, such as respect for identity, democracy and justice. Two central ideas in liberalism are the idea of self‐respect as a primary good and the idea of critical reflectiveness. A central idea in nationalism is the idea of the importance of the nation as a community. If critically reflective individuals are to possess self‐respect then, I argue, the value of membership of particular national communities needs to be argued for against criticism. By rejecting an appeal to universal principles, however, nationalists are unable to provide a reasoned defence of the importance of particular national communities, and therefore unable to satisfy the liberal commitment to self‐respect resulting from critical reflection on membership of a national community. The particularism of nationalism, indeed, pulls against the universalism of liberalism so that ‘liberal nationalism’ constitutes an incoherent construct.  相似文献

ABSTRACT. The telling and re‐telling of national history has long been recognised in studies of nationalism as one of its key legitimising and mobilising strategies. In this article I illustrate how a rhetorical approach can effectively explore this dynamic and emotive dimension of nationalist ideology by examining the rhetorical strategies in the Irish liberal intellectual, Seán O'Faoláin's, attempts to reconstitute the popular canon of Irish history in the 1930s and 1940s. More specifically, I show that contrary to depictions of O'Faoláin as a European liberal who employed rational argument to undermine and encourage the rejection of Irish nationalism and its emphasis on rhetorical narratives of the past, O'Faoláin's challenge to the Irish national canon reveals that he himself mobilised historical narrative to promote his own modernist version of Irish liberal nationalism and demonstrated in the process that he was one of the most skilful rhetors of his day.  相似文献

This article examines the threat to European liberal democratic values posed by the current asylum crisis. Drawing on a historical analysis of European asylum policies, it examines the origins of the post-Second World War refugee regime and the sources of the current challenge to its liberal universalist premises. The argument discerns two dominant forms of critique of the liberal model in twentieth-century debates on refugee policy: welfare protectionist nationalism, and ethno-centric or racist nationalism. Both of these justifications for restricting asylum have resurfaced in contemporary debates, used by—respectively—centre-left and far right parties. Having considered why these arguments have resurfaced, the article suggests three scenarios for future European responses to the asylum crisis and their implications for liberal universalist values. It argues that the liberal approach can only be sustained through more effective EU burden-sharing and the reorientation of EU external policies to incorporate refugee and migration issues.  相似文献

The reaction against non‐western immigrants and especially Muslims has been analysed both in terms of an exclusionary civic nationalism and in terms of an assertive liberalism. Similar to exclusionary civic nationalism, assertive liberalism purports to defend liberal democratic principles and society against illiberal principles and forces predominantly represented by Muslims. This article argues that nationalism and liberalism are analytically distinguishable but difficult to disentangle empirically. It contends that a more detailed analysis of assertive liberalism can be obtained by subdividing it into four categories of liberal intolerance and demonstrates this by analysing six national debates on the accommodation of cultural and religious diversity in education. The analysis indicates that the nature of liberal intolerance understood as the combination of the four categories of liberal intolerance varies with the state tradition regarding religious neutrality of public institutions and the type of welfare state, but also that many liberal arguments for and against accommodation repeat themselves across national contexts.  相似文献

The objective of this article is to formulate the problem of modernity of the nation more specifically with reference to early Lithuanian nationalism. The problem is to find out how national solidarity emerges in the modernising social context in which factors reflecting nationally relevant conflicts of group interests are more valid. The argument, to summarise, is that the decisive phase of Lithuanian nationalism came with the external religious conflict, on the one hand, and the secular liberal movement, on the other. The analysis also explains why early Lithuanian nationalism was of the ‘belated’ type. It was the interaction of ethno–religious factors, socio–economic interests and the rapidly increasing role of the intelligentsia that reinforced the symbolic relations of language and social solidarity.  相似文献

ABSTRACT. It has become conventional to discuss nationalism in terms of identity. While this approach is fruitful and illuminating, it can often be ambiguous, running together cultural, social, personal and political issues. It becomes particularly problematic when discussing multinationalism, the character of which may be confused by reference to national identity alone. Allegiance is used in this article to explore how a political commitment to the multinational state can coexist with a range of national and regional identities in the United Kingdom. The argument is that, recent constitutional changes notwithstanding, the multinational ideal involves still a state of distinctive national identities tempered by the habit of allegiance to legitimate British government.  相似文献

The Western democratic nation–state is a model state in the world state system. It appears in two variants: individual–liberal and republican–liberal. Both are grounded on individual rights only. In the West there are also several cases of consociational democracy in which separate national communities and their collective rights are recognised. Since World War II the liberal nation–state has been under global and internal pressures to change. It has kept its basic character but partially decoupled nation and state and recognised group differences. Along with individual–liberal democracy, republican–liberal democracy and consociational democracy, multicultural democracy and ethnic democracy are taking shape as alternative types of democracy. This fivefold typology can contribute to the fields of comparative politics and comparative ethnicity. It serves as a broad framework for the analysis of five states in this special issue: Northern Ireland, Estonia, Israel, Poland and Turkey.  相似文献

Abstract. This article analyses the discussion, enactment and characteristics of the Linguistic Policy Act adopted by the Catalan Parliament in 1998, from the point of view of current normative political theory. The main theoretical question is whether its provisions promoting the Catalan language are compatible with the liberal political tradition, considering its different streams. The discussion shows that the main arguments are not different from those used by scholars dealing with issues of national and cultural pluralism in Western democratic societies. Thus, the opponents of the Act tend to rely upon various individual rights‐based arguments taken from classical liberalism. Its advocates, on the other hand, accuse them of neglecting the value of cultural membership, asserted by influential authors within the liberal tradition. Ultimately, the article concludes that this law neither promotes nor allows illiberal practices.  相似文献

A frequently expressed criticism of cosmopolitanism by liberal nationalist theorists is that its moral universalism is incompatible with national identity and patriotic obligations, defined as obligations to the nation and to fellow nationals. While some scholars of cosmopolitanism agree with this incompatibility argument, others contend that nationalism, cosmopolitanism, and patriotic duties are not rivals. However, few efforts have been made to examine the relationship between cosmopolitanism, nationalism, and patriotic obligations at the level of individual people. Drawing fresh insights from psychological approaches to social identity, I argue that cosmopolitan individuals have an integrated dual identity that embodies both nationalism and world citizenship, and this dual identity is compatible with patriotic obligations. Using data from the 2010–2014, round of the Word Values Survey, I show that cosmopolitans who identify as world citizens also identify with the nation and are willing to perform the ultimate patriotic sacrifice of going to war to defend their country. Upending certain convention wisdoms, this result indicates that cosmopolitan and national identities are compatible and cosmopolitan identity does not hinder patriotic obligations.  相似文献

ABSTRACT. This article brings the thought of Giuseppe Mazzini back into the field of nationalism studies, from which it has been largely missing for a half century. It suggests the following: that Mazzini is much more modern and secular than he is usually portrayed; and that his commitment to liberal policies while rejecting liberal principles suggests that the distinction between civic and ethnic nationalism has been misconceived. Nationalism, to Mazzini, was not an end in itself but a means to an end – government of, by and for the people. The demand for such a government was manifested in three popular demands in nineteenth‐century Europe: in the West as democracy, in the East as national sovereignty (the precondition for democracy) and in both East and West as social democracy. Thus nationalism may be instrumental rather than an end in itself, and it may be attributable not to ethnic groups' natural striving for autonomy but to the pursuit of democracy.  相似文献

This article looks at the hegemonic process of neo‐liberal globalisation and its implications for culture in general and cultural policy in particular from a critical perspective. A consideration of its ideological features is a necessary supplement to the economic analysis of neo‐liberal globalisation. Ideology mediates economics and culture. As it is used here, the concept of “ideology” refers to how dominant power relations and inequalities are legitimised by distorted representations of reality at various levels. While these include abstract theory and professional expertise, it is argued that everyday language and “common sense” exemplify the operations of ideology most profoundly in securing consent to prevailing and otherwise questionable arrangements. Culture is now saturated with a market‐oriented mentality that closes out alternative ways of thinking and imagining. The general argument is illustrated with several examples drawn from across the range of lived experience and institutionalised structures, especially in the arts and broadcasting. The logic of the annual European Capital of Culture competition is also discussed with reference to the neo‐liberal framework for urban regeneration. Specifically, the experience of Glasgow 1990 and the plans for Liverpool 2008 are addressed in this regard.  相似文献

Over the past decade, international non‐governmental organizations (NGOs) have been contesting the neo‐liberal economic order in international politics by campaigning for normative conditions to bring about what Richard Falk calls ‘humane governance’. However, the degree to which NGOs have contributed to the formation of global social contracts remains controversial. While NGO activists and various scholars advocate the establishment of such contracts, empirical testing of this normative argument is underdeveloped. Drawing upon this lack of empirical support, critics dismiss the global social contract concept and question the roles played by NGOs in international politics. This article addresses the controversy through a review, refinement and application of global social contract theory and an empirical study of two prominent international NGO campaigns directed at the World Trade Organization (WTO), an institution that represents a ‘hard test case’. It explores the ways in which NGOs and their networks are challenging the neo‐liberal basis of WTO agreements and contributing to the emergence of global social contracts. The article concludes that in some circumstances, NGOs have the capacity to inject social justice into international economic contracts and there is some basis for optimism regarding the formation of global social contracts involving NGOs, nation‐states and international organizations.  相似文献
