In this article, I discuss my experiences, dilemmas and emotions following my field surveys conducted in the rehabilitated villages of Sardar Sarovar. The Sardar Sarovar Project (SSP) is a multi-purpose river valley project that has dislocated thousands of Adivasis and non-Adivasis from their traditional lands. I have used the narrative method to research and gain insights into the lifestyle changes of the Adivasis displaced by the SSP. Accordingly, I reflect critically on the negotiation of ethics and insider–outsider status in international field research and pay close attention to the importance of reflexivity, positionality and power struggles.  相似文献

This contribution looks at the Three Gorges dam project, and specifically at the resettlement programme, focusing on two major aspects. It examines the resettlement programme in relation to the environmental capacity in the reservoir area; and it assesses the existence of a risk consciousness and a reconstruction strategy, seen in terms of the ‘impoverishment risks and reconstruction’(IRR) model. The author argues that issues related to the environment and natural resources are highly significant and have led to changes in the resettlement programme, including a change in policy towards moving rural people out of the reservoir area, as well as the issuing of new resettlement regulations. The IRR model is a useful tool to identify risks and can serve as a guide to the reconstruction of livelihoods for the resettled people. The limitations of using the model in the Three Gorges project concern specific Chinese environmental, social, economic and political conditions that influence efficient resettlement implementation. The Chinese authorities’ emphasis in resettlement has been on rebuilding relocatees’ livelihoods: it focuses less — if at all — on the social aspects and the social trauma of broken networks. The IRR model could therefore be useful in the context of focusing more on the social costs of resettlement.  相似文献

In this paper, I examine how linguistic tropes that emerged during ethnographic fieldwork in a Delhi resettlement colony both capture and reaffirm the experiences of forced eviction and marginalization on the urban periphery. By analyzing the urban subjectivities embedded in recurrent metaphors, I explore how people “make sense” of dispossession and ultimately, articulate their “place” in the city. Drawing on Lakoff and Johnson (1980, Metaphors We Live By; 1999, Philosophy in the Flesh: The Embodied Mind and its Challenge to Western Thought), I argue that the utilization of metaphors in everyday language influences how people structure their relationships—with the state, with other residents of the resettlement colony, and with the city itself—and captures the pervasive uncertainty of resettlement. Unpacking such metaphors as “guides” to thought and practice can contribute to theories on spaces of insecurity and performativity of the marginalized in the city.  相似文献

There is growing recognition within feminist scholarship that managing displacement is a highly contested, politicized, and gendered process. This article seeks to contribute by demonstrating that the processes of resettlement and repatriation (both thought of as ‘solutions’ to displacement) are also contested, politicized, and gendered. My analysis is situated within feminist geopolitics and includes empirical data collected from interviews with and observations of Mozambican/Angolan refugees, their hosts, and institutional actors at Ukwimi Refugee Settlement (URS), Zambia. Specifically, the discussion focuses on two realities. First, that resettlement to formal, organized settlements (like URS) actively displaces gender dynamics, as illustrated by the case of Mozambican refugees resettled to URS. Second, that large-scale, organized repatriation also displaces gender relationships in profound ways, as demonstrated by the large-scale repatriation of Angolan refugees from URS. In the midst of multiple displacements, the daily (and highly gendered) struggles of people at URS reflect the concrete ways in which refugees and their hosts actively seek to emplace themselves at URS.  相似文献

This article argues that while ethnic cleansing and genocide are generally recognized as major features of modern history, pitfalls inherent in both concepts make them seriously deficient for purposes of historical understanding, especially because of the legal nature (and relevance) of the term genocide. Both terms carry the risk of accounting only for a part (albeit a major one) of a larger history of mass violence and, by over-emphasizing this part, of contributing to the phenomenon of a posteriori ‘ethnization of history’. The article thus proposes the recourse to the new concept of ‘demographic surgery’—one that is able to account for many different, and yet fundamentally similar, instances of category-based persecution of particular groups of people resulting in their massive displacement and/or killing. Episodes of category-based mass killing and displacements have happened along a number of different lines. In addition to ethnic or racial markers, religious, social and ideological ones—isolated or in combination—have all been politicized and used to identify categories of populations targeted by perpetrators of demographic surgery. Even if it is unlikely that terms like genocide or ethnic cleansing will be jettisoned by future writers on issues of mass violence, the concept of demographic surgery will be useful to scholars who need to group together similar events in order to better understand them.  相似文献

A cursory attempt to measure the extent of displacement over the past two decades indicates significant increases in conflict‐induced displacement and displacement resulting from development projects. At the same time a growing opposition to the latter form of displacement has raised questions over its legitimacy through a variety of media, including public campaigns and protests. This article focuses on some of the challenges that this presents to the displacement and resettlement discourse. In particular it considers the influences of the rights to development agenda on the spatial context of displacement and its associated economic and political changes. There appears to be a disjuncture between the practices of mainstream development, which tend to interpret development policy as it is defined and applied by a nation state and to assess inequalities within clear geographical definitions, and the universality of a rights based approach to development. This article examines these tensions in the context of displacement and resettlement management, drawing on evidence from a case study of the Ilisu dam in South East Anatolia, Turkey.  相似文献

Since 2011, thousands of people have been resettled in the province of Tete, central Mozambique to make way for open-pit coal mines. These resettlements have received widespread criticism for impoverishing already vulnerable communities and for the repressive action taken against local opposition. This repression is part of a broader array of reactions “from above” that have emerged in relation to protest. One of these reactions “from above” is that representatives of the government of Mozambique and extractive multinational companies increasingly address resettlement in Tete as a process to learn lessons from. These lessons learning practices legitimize future resettlement processes elsewhere, particularly in relation to a highly valued project of liquid natural gas (LNG) extraction in northern Mozambique. Moreover, this approach results in the de-facto co-optation of environmentalist non-governmental organizations (NGOs), whose agendas and funding possibilities are also increasingly tuned towards learning lessons from “Tete” to improve future resettlement elsewhere. Meanwhile, the opposition of those affected by resettlement in Tete is losing resonance, allowing the coal mining companies to continue with business as usual. The data presented in this article is derived from observations made during government-organized national conferences on resettlement in November 2016 and 2018, and additional ethnographic fieldwork over the course of 2016 and 2017 in Maputo and Tete. I take these conferences as a starting point to analyze the politics of evaluation, the legitimization of displacement for extractive projects, and the co-optation of criticism.  相似文献

This article analyses the possible effects of the introduction of the category of ‘internally displaced people’— IDP — in the context of violent conflict in central Peru. It gives an account of the ways in which the IDP category has been introduced and appropriated by local NGOs, people affected by violent conflict and displacement, and by the governmental organization, PAR, set up to facilitate return and repopulation after the declared end of the armed conflict. The category has facilitated and given leverage to a national organization of IDPs. However, the agencies and programmes that work in support of IDPs tend to regard existing mobile livelihood practices as an impediment for advocacy and longer‐term development strategies. This article suggests that, instead of considering displacement (and return) as an absolute break with the past, a focus on networks and mobile livelihoods may be a better way to help people affected by violent conflict to move beyond emergency relief.  相似文献

Significant infrastructural projects, and especially large hydroelectric dams, were envisioned and deployed by postcolonial governments to promote particular visions of industrialization, agriculture, democracy, and modernity. Newly independent states sought to annihilate formerly so-called backward and primitive landscapes and populations alike, promising to re-create both places and people as rational, economically productive entities. In this article, we re-examine such narratives as they related to Ghana's Volta River Project (VRP). Relying on archival and media sources between the 1950s and 1960s, we interrogate the Ghanaian state's pursuit of the VRP from a perspective rooted firmly in cultural geography and pay careful attention to the issues of population displacement/resettlement and landscape reconfiguration that permeated all dimensions of the project. We analyze the ways in which Ghanaian leaders used the VRP to translate a particular suite of cultural, economic, and political values into material reality, utilizing the techniques of displacement and population resettlement in efforts to enroll Ghana into a modern, global, industrial economic system. As such, this article augments the body of literature examining the modernist and state-building aspects of the VRP as well as studies critiquing the various processes of development that have unfolded in West Africa since the mid-twentieth century.  相似文献

The pressing need to manage the spiralling number of landless people around the world has compelled several states to experiment with scattered land distribution programmes in combination with welfare transfers, instead of comprehensive land reform. This article examines the chasm between land demands and state responses in such contexts. Focusing on the Aralam resettlement site for the landless Adivasis in Kerala, India, it argues that management of the landless could take the form of ‘state life’ — a life envisaged by the state rather than the life the people wish to lead. Three interlinked processes are shown to shape state life in Kerala: the reduction of land to welfare, amplified welfare transfers and the mobilization of assumptions about the target population. State life enables states to extinguish simmering land struggles in the short term, but ultimately it reproduces landlessness.  相似文献

As of January 29, 2017 Canada had received 40,081 Syrian refugees. The scale and scope of this resettlement is historic, with the only comparable event being the arrival of 60,000 Indo‐Chinese refugees in the late 1970s. Since that time, much has changed in local resettlement policy. This research focuses on one component of these changes—the role of Local Immigration Partnerships (LIPs) in Syrian refugee resettlement—through a case study of an official refugee reception centre in the Waterloo Region of Ontario and a series of interviews with key informants from multiple sectors involved in resettlement. Results indicate Waterloo's LIP playing a sizable role, but not acting as the sole response body to refugee resettlement. Nevertheless, participants saw the LIP as a crucial part of Waterloo's resettlement efforts. Despite being a product of a tri‐level intergovernmental agreement, the LIP played a central role in shaping a local strategy by using local solutions. LIPs represent an example of place‐based policy that worked well during the Syrian Refugee Resettlement Initiative, but LIPs’ success may set a challenging precedent for future mass refugee resettlement events.  相似文献

Hydropower development with concomitant changes in water and land regimes often results in livelihood transformation of affected people, entailing changes in intra-household decision-making upon which livelihood strategies are based. Economic factors underlying gender dimensions of household decision-making have been studied rigorously since the 1970s. However, empirical data on gender and decision-making within households, needed for evidence-based action, remain scarce. This is more so in hydropower contexts. This article explores gender and livelihood-related decision-making within rural households in the context of hydropower development in Lao PDR. Based on a social well-being conceptual approach with data from a household survey and qualitative interviews, it focuses on household decisions in an ethnic minority resettlement site soon after displacement, from an interpretive perspective. The article, first, aims to assess the extent to which household decision-making is gendered and secondly, to understand the complex reasoning behind household decisions, especially the relevance of material, relational, and subjective factors. It argues that while most household decisions are ostensibly considered as ‘joint’ in the study site, the nuanced nature of gendered values, norms, practices, relations, attitudes, and feelings underlying these decisions are important to assessing why households might or might not adopt livelihood interventions proposed by hydropower developers.  相似文献

After decades of civil conflict leading to massive internal displacement of people, Northern Uganda is peaceful again and hundreds of thousands of displaced people have returned to the area. Using data from maps and satellite imagery, we examine the placement of homes before, during and after the conflict. Examining two study sites, one that experienced a great deal of violence over an extended period of time and one where the experience of violence was more limited, we observe the clustering of home placement in the post-conflict period. As resettlement occurs, there is also evidence of increased location of homes in close proximity to roads at the site with high levels of violence. This research informs what we presently know about the choices of returnees and has implications for service provision and the reclamation of property rights after conflict.  相似文献

Urban displacement is receiving growing visibility within urban studies. However, most literature centres on the logic of late capitalism and tends to neglect colonial history and local resistance to displacement. This paper takes an alternative path: it relates (a) the history of colonialism and ethnic cleansing of the city of Jaffa with (b) the present-day gentrification and displacement caused by neoliberal urbanism. To unpack this entanglement, the article focuses on political city walking tours led by Internally Displaced Palestinians in Jaffa, alongside a broader repertoire of urban subaltern tactics to reclaim it—ranging from community meetings to more overtly politicised acts of protest and initiatives to disrupt gentrification. The article therefore advances debates on urban displacement and urban citizenship mobilisation through the lens of post-colonial theories, and by adopting a participatory interdisciplinary approach—from a novel perspective that centres local knowledge, lived experiences, and grassroots activism.  相似文献

In response to research that has downplayed or denied the reality of gentrification‐induced displacement, critical urban geographers have called for rethinking the concept of displacement. This article takes up that call by examining the impact of new‐build gentrification on the everyday place‐making abilities of Polish immigrant tenants in Greenpoint, Brooklyn. Based on nearly four years of work as a tenant organizer, this article looks at the forms of “everyday displacement”—the ongoing loss of the agency, freedom, and security to “make place”—experienced by immigrant tenants who struggle to remain in the neighborhood. Drawing upon Lefebvre's spatial triad and Blomley's work on the social relations of property, this article argues that everyday displacement is experienced through the production of new spaces of prohibition, appropriation, and insecurity that constitute a form of neighborhood erasure.  相似文献

This article scrutinizes the merits of holding a referendum over UK membership of the EU. It queries the assumption that direct democracy can somehow resolve the longstanding Europe question in British politics. To do this, the analysis traces the existence of an exceptionalist approach to the EU within Britain, now associated with re‐negotiating UK membership in the shadow of a referendum. The article argues that the prospects for a radical reconfiguration of the UK's treaty obligations are slim, thereby increasing the risk of a vote to withdraw. Yet withdrawal would be the opposite of a simple solution to the Europe question. Political and economic interests dictate lengthy politicking over a highly complex post‐Brexit settlement revisiting free movement of goods, services, capital and people. Such negotiations undermine any mooted cathartic benefits of a popular vote, while Eurosceptics will remain dissatisfied in the event of a yes, a result likely to further destabilize the Conservative Party. Consequently, the simplicity and decisiveness that a referendum—particularly one that spurns the EU—promises is merely a mirage as relations with the EU necessarily form part of an enduring British political conversation.  相似文献

Forestry is a major source of revenue for the Lao People’s Democratic Republic. The Government’s view is that shifting cultivation in the highlands is the primary cause of deforestation and erosion; this has led it to establish a policy of eliminating shifting cultivation by the resettlement of highland people in or near the lowlands. Here, it is assumed, the highlanders will be able to lead a more sedentary existence, cultivate wet rice, and benefit from various forms of development assistance. In the district of Muang Sing in northern Laos this policy has been partly responsible for the movement of large numbers of Akha people downhill to settle on the lower slopes of the highlands, at the periphery of the lowlands. This movement has been further encouraged by the low productivity of the Akha swidden economy. This article argues that Akha expectations of a more secure livelihood have not been fulfilled due to the ravages of disease, high rates of opium addiction, and the lack of government assistance. Instead, the Akha of the lower slopes have become an impoverished labour force, exploited for the benefit of the politically and economically dominant Tai lowlanders.  相似文献

The modern project of rural development has been seen as one of increasing incorporation, control and rationalization of territory by the state. Evidence from the formulation of the Colombian land reform policy of 1961 gives more nuance to this general conceptualization. Those places where the state intervened through large‐scale resettlement programmes conceived within the framework of Cold War development are the same places where war and the drug economy — the most serious threats to the state itself — took root and grew. This article examines this contradiction. It interrogates the idea of modern development as a project that necessarily brings subjects and territories into the realm of state control. It also attempts to provide a counterweight to arguments about the territorialization of the war in Colombia being the outcome of state inaction and lack of development.  相似文献

Whilst much has been written about Aboriginal religious syncretism in Australia, particularly about what has become known as the “Adjustment Movement” that occurred in Arnhem Land in the 1950s (see McIntosh 2004), there were several remarkable examples of spiritual adjustment by Aboriginal people a century earlier on the Victorian goldfields that hitherto have not been explored by historians. Building on Magowan's (2003) discussion of the connection between Christianity and the ancestral law of Aboriginal culture in northern Australia, this article will examine how Christian influences in colonial Victoria competed with, and conversely moulded, southern Kulin ancestral understanding. Several Kulin ceremonies — including the Myndee ceremony and the “Veinie Sacred Sunday Dance” — will be examined. These ceremonies were described by colonial officials (Joseph Panton, a Gold Commissioner, and William Thomas, the Aboriginal Guardian of Aborigines in Victoria) in the midst of a second wave of invasion and rupture for Victorian Aboriginal people — the first being the sheep herders in the 1830s, and the second being the gold rush which commenced in 1851. Serving as exemplars of what might be called the Victorian Aboriginal Adjustment Movement, these ceremonies demonstrate the extent to which Aboriginal people on the goldfields of Victoria engaged in a culturally congruent mode of Christianity.  相似文献

Climate and environmental changes pose emerging and unique challenges to international security—as the global community experiences issues of food insecurity, severe droughts and floods—and have cascading impacts on energy supplies and infrastructure. Environmental hazards may shift abruptly, posing new risks to vulnerable systems and critical nodes in ways that diverge from historical experience. Effective risk assessments and planning will require understanding of how climate change will affect natural disasters and disaster response, and how hazards may be more extreme or unique from past experiences. This article discusses the role of climate change in affecting security planning from a military perspective, and how integration of scientific data and intelligence methods can foster assessment and effective response.  相似文献
