This article focuses on the issue of Northern Ireland's representation at Westminster. It investigates the political context of the decision to increase Northern Ireland's representation in the house of commons at Westminster from 12 members to 17 in 1978–9. Exploring this episode in more detail, it is argued, provides a more informed overall understanding of the history of devolution in the UK and of the way issues concerning Northern Ireland often overlapped with questions of constitutional change in Scotland and Wales. The article also throws light on the matter of Northern Ireland MPs and their voting rights at Westminster during Northern Ireland's experience of devolution prior to 1972.  相似文献

ABSTRACT. This article addresses a set of fundamental, long‐term factors associated with the Northern Ireland conflict: the pattern of underlying values and attitudes, especially those related to identity, that have helped to shape the nature of intercommunal competition. Using all generally available public opinion data, the article explores in particular the nature of national identity and of related forms of belonging for political behaviour. It notes the mutually reinforcing character of political loyalties within the Protestant community (where national identity, communal affiliation, constitutional preference and party support tend to coincide in a ‘Protestant‐unionist’ package) and the failure of this to be matched within the Catholic community (where the components of the ‘Catholic‐nationalist’ package are less closely interrelated). It concludes by speculating about the implications of these value configurations for political development, suggesting that they are unlikely to contribute to any fundamental political change in Northern Ireland in the short or medium term.  相似文献

Australia has been a leading proponent of direct democracy since the turn of the century because of the provision for referenda in the Australian Constitution. However, the experiment has progressed little further. Bills for citizens’s initiated referenda have been introduced across the Australian parliaments. Not one has been passed, despite the concept being supported at different times by all sides of politics. This article examines why these proposals have failed. It also evaluates other means of reinvigorating popular participation. Widespread disillusionment with the political system indicates that there is a genuine need to increase community involvement in the political process.  相似文献

This article contributes to the emerging literature on the role of constitutional courts in consociational democracies. While most works have approached the topic from the perspective of regime dynamics, this analysis focuses on how courts relate to the constitutions they are mandated to enforce. Beyond addressing the empirical question of what choices courts make in their balancing between universal values and stability, this article also investigates how courts do this balancing. Through the analysis of seven cases from two consociations, Bosnia and Herzegovina and Northern Ireland, I argue that courts embrace specific interpretive approaches (proportionality analysis, purposive interpretation, and the political question doctrine) to reconcile the ideas of constitutional supremacy and respect for political agreements. The analysis also demonstrates how—by their nature political—framework agreements establishing consociational settlements become primary reference points for interpreting constitutional documents.  相似文献

This article assesses the utility of the British monarchy as a hegemonic institution consolidating the British state from the mid- nineteenth to the early twentieth centuries. It does so by examining its relationship with the ‘Celtic’ regions—Ireland, Wales and Scotland. It was a relationship that fluctuated over this period. While a close personal as well as constitutional relationship existed between the monarchy and Scotland during the reign of Queen Victoria, as against her more distant—even antagonistic at times—relationship with Ireland and Wales, the personal dimension to monarchical allegiance underwent significant change under Edward VII and George V, with Ireland and, to a lesser extent, Wales, a closer focus of royal attention as these regions apparently posed serious threats to state stability in the early twentieth century. The article demonstrates how the monarchy's relationship with the ‘Celtic’ regions was shaped by a variety of interacting factors—historical, socio-economic, constitutional, political and personal—that illustrated its strengths and weaknesses. Thus a combination of reform and royal conciliation could function to unite Ireland with Scotland and Wales in defence of King and country in 1914, while the troubled post-1916 period posed problems royal influence had greater difficulty addressing. Nevertheless, the monarchy was a central institution in the constitutional settlement of 1921, which served to maintain, if in changed circumstances, its relationship with the three ‘Celtic’ regions.  相似文献

At the conclusion of the American Civil War, the states of the former Confederacy rapidly added sections to their state constitutions and legal statutes to codify racial segregation and limit the social, economic and political options for their African American citizens. These laws became the foundation for the Jim Crow system of racial segregation. Although such laws have been found unconstitutional, some have survived in state constitutions and statutes as legal relicts. Using the traditionalist–modernizer model and Thomas Frank’s concept of the Great Backlash, we examine the electoral geographies of two referenda in Alabama to delete Jim Crow era provisions from the state’s constitution. Although 59% of Alabama voters supported deleting the state’s constitutional ban on interracial marriage in 2000, a slight majority supported maintaining the unenforceable constitutional sections requiring poll taxes and segregated schools in 2004. We find the geographic pattern of voting on both referenda was substantially associated with the traditionalist–modernizer model and Great Backlash as they pertain to race, religious conservatism, and views towards public education and taxes.  相似文献

Since the signing of the Belfast Good Friday Agreement of 1998, Northern Ireland has made significant progress towards a postcolonising transformation of its political culture and its major political and social institutions, as it has shifted away from violence and the dominance of political ideologies structured by the friend–enemy distinction. These ideological formations and the practices of social and political antagonism that they prescribed have been challenged by adversary–neighbour ideological formations that construct identities and relations through more inclusive norms of recognition and that support a more complex emotional constellation. However, as this cultural transformation has been neither thoroughgoing nor universal, Northern Ireland finds itself in the somewhat counter-intuitive situation in which the shift away from the violence of the past has increased, rather than reduced, the ontological insecurity of its citizens. Moreover, as ontological security may be supported by either friend–enemy or adversary–neighbour ideological formations, two distinct ways in which ontological security may collapse or re-configure have emerged in Northern Ireland.  相似文献

This article considers the significance of the scholarly and practical engagement with the Northern Ireland problem on the part of the Scottish politician and academic John P. Mackintosh, and the academic and controversialist Bernard Crick. It is argued that they were among the few scholars and public figures outside of Northern Ireland for whom the crisis represented an opportunity to explore more searchingly issues with broader significance for the UK as a whole, particularly devolution, and for relations within and between the islands of Britain and Ireland. For both men, Northern Ireland brought into sharp focus questions of sovereignty and identity, and of constitutional reform in the UK.  相似文献

Pierre van den Berghe has argued that democracy in divided societies can take five different forms: Herrenvolk democracy, ethnic democracy, liberal democracy, multicultural democracy and consociational democracy. My article argues that each of van den Berghe’s five versions of democracy, or relatives of them, has been experimented with in pre–partition Ireland and Northern Ireland. While all have clear limits, the one that is most suited to Northern Ireland’s conditions is consociational democracy. The article discusses some limits of the consociational approach in Northern Ireland but also defends it against common criticisms.  相似文献

When the Irish constitution was amended after the 1998 Good Friday agreement to replace an apparent claim to jurisdiction over Northern Ireland by an aspirational statement, it seemed that many of the issues of conflict in the North–South relationship had been resolved. This article traces the process by which ideological change and policy shift in southern Ireland during the course of the twentieth century facilitated this agreement and the associated constitutional reformulation, looking at three areas within which change is obvious. First, demands for Irish unity, vigorously expressed but confined substantially to the domain of rhetoric, were softened in the early 1970s when the fuller implications of Irish unity became clearer, and in the context of a possible British withdrawal from Northern Ireland. Second, distaste for North–South institutions such as a Council of Ireland, on the ground that they implied recognition of partition, was replaced by acceptance of a modest level of institutionalised cross-border cooperation. Third, reluctance to recognise the legitimacy of Northern Ireland was reversed, with Irish governments moving progressively towards recognition of the principle of “consent” in the late twentieth century. Together, these changes amounted to a reversal of traditional irredentist policies and a formal acceptance of partition.  相似文献

A major aspect of Ireland's history is the continual problems of a sectarian nature, yet the issue of 'the troubles' gets scant consideration in the permanent exhibitions mounted in Northern Ireland's museums, and is only beginning to emerge in more temporary exhibitions and statements about museums. In addition, the belief that cultural heritage plays a significant part in conflict resolution in Northern Ireland has long been expressed in statements on education policy and local government programmes. However, the concept of using museums for exploring this history for a positive outcome has not, despite the scale of the political problem, been a high-profile issue in Northern Ireland's museums nor has it had a great deal of academic attention. This paper is a contribution to this gap. It assesses the role that Northern Ireland's museums play in the current political context. It evaluates the reasons why, since their foundation, museums in Northern Ireland have largely chosen to avoid controversial issues in their displays. It considers how attitudes are changing and how museum professionals are tentatively beginning to engage with political issues and enter into dialogue on subjects such as cultural and political identities in Northern Ireland.  相似文献

Cross-border and local co-operation can foster local learning and contribute positively to business performance and social cohesion. This paper considers firms' economic motivation for both types of co-operation around the Ireland–Northern Ireland border. This area, while inevitably impacted by civil unrest in Northern Ireland, shares many of the economic and developmental characteristics of border areas throughout Europe. Simultaneous probit models are used to examine the determinants of co-operation. Overall, around a third of firms in Ireland and Northern Ireland engage in local co-operation of some form; around one in six in Northern Ireland and one in twelve in Ireland also engage in cross-border co-operation. Proximity to the border, perceived barriers to cross-border co-operation and country uncertainty reduce the incidence of cross-border co-operation rates below that of local co-operation. Cross-border co-operation in Northern Ireland is more common because of small region size and fewer perceived barriers to cross-border co-operation.  相似文献

This article discusses contemporary developments in the Northern Ireland peace process, and pays particular attention to some of the main paths away from political violence towards 'real' politics. Even the peace process has left many tensions in Northern Ireland. The article focuses on the gap between formal governing or decision–making and everyday life in localities, and the role of geographical scales in the peace initiatives is touched upon. In particular, the Belfast Agreement and its effects on localities are assessed to illustrate some of the advances and drawbacks of the multi–level peace developments. By looking at the local context of Derry/Londonderry, this study shows how ambiguous the very existence of peace is in Northern Ireland: for international media there is peace in Northern Ireland, for local politicians 'yes, maybe', but for many locals 'no'. In the localities territoriality, secured boundaries and collective identities remain crucial elements of everyday life.  相似文献

This article seeks to frame the work of the Canadian political philosopher Charles Taylor in terms of its significance for Irish culture. Taylor came to wide prominence for his work on multiculturalism, but the varying ways he understands this term are especially important for Ireland. “Multiculturalism 1” speaks to the kinds of difficulties between nationalist and Unionist communities in Northern Ireland. “Multiculturalism 2” speaks to the more widely understood meaning of the term, which is connected to a cultural diversity that is often born of immigration. Taylor has had a strong role in the emergence of the term “interculturalism” to describe a form of cultural diversity that explicitly seeks to balance the needs of minority and majority cultures, and in Canada and Quebec that term has taken on a different understanding than the one that is common in Ireland. That work on interculturalism also strongly underwrites Taylor’s work on secularism, and he traces that social phenomenon in ways with clear relevance for Ireland. Although Taylor’s explicit engagement with Ireland is rare, it is clearly time to bring his work into the mainstream of studies of Irish culture.  相似文献

Irish national identity, political nationalism and Catholicism are the defining characteristics of the minority community in Northern Ireland. These identifiable ethno‐national and ethno‐religious characteristics have been the basis of communal solidarity that has transcended increasing socio‐economic heterogeneity within that community. Both of the Nationalist political parties in Northern Ireland, Sinn Féin and the Social Democratic and Labour Party (SDLP), draw their support almost exclusively from their community of origin. What is not known, however, is the relative importance of Irishness, Catholicism and Nationalism in shaping support for either party. Which of these ethnic identifiers is of greatest salience in identifying support for Sinn Féin or the SDLP? Drawing upon recent election survey evidence, this article attempts to rectify this information deficit, highlighting the weighting of components of ethnicity in determining intra‐bloc political allegiances.  相似文献

This article offers a broader perspective by tracing the impact of events, parallels and ideas from continental Europe on British opinion and policy towards Ireland since 1848. It demonstrates that these European influences have often been more threaded and complex than is commonly assumed, and that to review transnational connections can be to illustrate neglected possibilities and to liberate repressed historical potential. In this paper, we examine the role of spatial scale in mediating and shaping political struggles between disabled people and the state. Specifically, we draw on recent theoretical developments concerning the social construction of spatial scale to interpret two case studies of disability activism within Canada and Ireland. In particular, we provide an analysis of how successful the disability movement in each locale has been at 'jumping scale' and enacting change, as well as examining what the consequences of such scaling‐up have been for the movement itself. We demonstrate that the political structures operating in each country markedly affect the scaled nature of disability issues and the effectiveness of political mobilization at different scales .  相似文献

The Irish dimension of Anglo-American relations is a relatively marginalized aspect of the historiography of transatlantic studies. Historians have focused on the role of the Clinton administration in the Northern Ireland “peace process” but previous American contributions also warrant attention. As the Speaker of the United States House of Representatives, Thomas P. “Tip” O’Neill was one of the most prominent Irish-American politicians. This article demonstrates O’Neill's attempts to ensure that the American contribution to the Anglo-Irish process steadily increased, despite the transition from arguably his natural political ally in the President Jimmy Carter administration to President Ronald Reagan in 1981. O’Neill's interest in Northern Ireland and position as speaker helped ensure that Carter's promise of financial aid to Northern Ireland in 1977 following progress in the political process was fulfilled in March 1986.  相似文献

Since the beginning of the Northern Ireland conflict in the late 1960s, Irish nationalism has been identified as a prominent force in the political culture of the state. Recent studies have suggested, however, that the ‘Nationalist’ population has become increasingly content within the new political framework created by the peace process and the aspiration for Irish unity diminished. In placing the Northern Ireland situation within the theoretical framework of nationalism, this paper will analyse how these changing priorities have been possible. Through an analysis of Irish language study in Northern Ireland's schools, the paper will examine how the political ideals espoused by the nationalist Sinn Féin Party reflected the priorities of the ‘nationalist community’. It will be contended that the relationship between the ideology and ‘the people’ is much more complex than is often allowed for and that educational inequalities are a significant contributing factor to this.  相似文献
