Using evidence from a number of sources (including the 1981 and 1991 censuses of India, prior research, and NGO reports), this article examines whether bias against girl children persists during periods of development and fertility decline, whether prenatal sex selection has spread in India as elsewhere in Asia, and whether female vs. male child mortality risks have changed. The authors present estimated period sex ratios at birth (SRBs) calculated by reverse survival methods along with reported sex ratios among infants aged 0 and 1, as well as sex ratios of child mortality probabilities (q5), from the two censuses. The findings show an increase in ‘masculine’ SRBs and persistent (or even worsening) female mortality disadvantage, despite overall mortality decline, due to selective neglect and the spread of female infanticide practices in some areas. Research and reports indicate the increasing use of prenatal sex selection in some regions. In India, preference for sons appears to be undiminished by socio-economic development, which interacts with cultural sources of male bias. The increased masculinity of period SRBs in some areas, together with persistent excess female child mortality and female infanticide, creates a ‘double jeopardy’ for girl children. Legislation curbing prenatal sex determination and policy measures addressing societal female devaluation have had little impact, suggesting that female demographic disadvantage is unlikely to improve in the near future.  相似文献

Despite progress made in recent decades, infant and neonatal mortality rates (NMRs) in India have remained high compared to neighbouring developing countries. This study aims at establishing quantitative links between the relatively slow progress in fight against neonatal death at national level and strikingly varying mortality patterns at sub-national level. It appears that the tempo and quantum of reductions in neonatal mortality have been inconsistent across time, states, and urban and rural sub-populations. Decompositions have shown that the total NMR decrease in India, since the early 1980s has been largely driven by mortality changes in poorer states and rural areas, whereas compositional changes had negligible impact. The disparity in NMRs across the sub-populations which had been declining earlier stabilised in the 2000s. These disparities produce a heavy burden of avoidable death. While the mortality excess in poorer states and rural areas constitutes the core of bulk of excess deaths, some richer states, and urban areas, also show unexpected slower mortality decreases. However, the experience of the two states of Kerala and Tamil Nadu highlights the potential for declines in NMRs in low-income settings with sensible health and social policies.  相似文献

This article assesses the impact of rural–urban migration on gender disparities in children's access to healthcare in China and India. Much research has shown widespread discrimination against girl children in both countries, including in health investments, contributing to the well‐known problem of Asia's ‘missing’ women. Much less clear is the impact of the massive rural–urban migration now occurring in China and India on discrimination against daughters. Migration is usually thought to have a positive effect on child health, because of improved access to healthcare facilities, but this is not necessarily equally beneficial for both sons and daughters. Based on fourteen months of fieldwork with rural migrant families in Shenzhen (China) and Mumbai (India), this article argues that where migration improves access to healthcare, it may increase rather than decrease the gender gap in treatment of child illness in the short term, as resources are concentrated on the treatment of sons. Furthermore, it is not the case that rural–urban migration necessarily leads to better access to healthcare even for sons: some forms of migration may actually have an overall negative effect on child health outcomes. For these two reasons, development strategies focusing on large‐scale rural–urban migration should not be seen as a short‐term solution to problems of gender inequity in child health.  相似文献

This paper measures the degree of inequality in child mortality rates across districts in India using data from the 1981, 1991 and 2001 Indian population censuses. Results show that child mortality is more concentrated in less developed districts in all three census years. Furthermore, between 1981 and 2001, the inequality in child mortality seems to have increased to the advantage of the more developed districts. In the decomposition analysis, it is found that while a more equitable distribution of medical facilities and safe drinking water across districts has contributed to reducing inequality in child mortality between 1981 and 1991, different levels of structural change among districts have been responsible for a very large part of the inequality in child mortality to the advantage of the more developed districts in all three census years. The paper concludes with some brief comments on the policy implications of the findings.  相似文献

Despite accelerated growth there is pervasive hunger, child undernutrition and mortality in India. Our analysis focuses on their determinants. Raising living standards alone will not reduce hunger and undernutrition. Reduction of rural/urban disparities, income inequality, consumer price stabilization, and mothers’ literacy all have roles of varying importance in different nutrition indicators. Somewhat surprisingly, public distribution system (PDS) do not have a significant effect on any of them. Generally, child undernutrition and mortality rise with poverty. Our analysis confirms that media exposure triggers public action, and helps avert child undernutrition and mortality. Drastic reduction of economic inequality is in fact key to averting child mortality, conditional upon a drastic reordering of social and economic arrangements.  相似文献

The spatial spread of the female child deficit in India has been explored in terms of hot spots (with high deficits) and cold spots (with more female-favourable child sex ratios). It has been argued, using the Census of India data from individual censuses, that there is a contagion effect for both hot spots and cold spots. This paper takes this discussion forward by asking whether such an effect can be seen across censuses. To do so, it develops the concept of an epicentre to see whether a hot or cold spot in one census spreads shock waves across a wider region in later censuses. The longitudinal analysis of child sex ratios over three censuses—1991, 2001 and 2011—shows that the hot spots are epicentres for the spread of female child deficits, while the cold spots display a reverse effect.  相似文献

The idea of non‐alignment has remained a central component of Indian identity in global politics that is manifest in continuities: since independence in 1947 India has been in pursuit of strategic autonomy, a quest that in practice has led to semi‐alliances fashioned under the cover of non‐alignment and shaped by regional dynamics. In this setting, the rise of China now raises an interesting conundrum for Indian policy‐makers as New Delhi seeks to balance the benefits and risks of an increasingly assertive neighbour and a network of alliances with like‐minded countries. This article approaches this enigma by delineating continuities of non‐alignment from the early roots of the policy, through the Cold War‐era and into the modern‐day international system. Though domestic factors have had a significant influence on the trajectory of Indian foreign policy, the continuities of non‐alignment have prevailed through changes in leadership and domestic vicissitudes. By exploring the foundation of non‐alignment and how India has operationalized the policy, this article maintains that to some extent continuity will persist: India will likely continue its rhetoric in favour of strategic autonomy while moving closer to the West and its allies in practice. Yet in order to effectively balance China's growing influence, India will need to be more assertive in building these alliances, as the success of its modern‐day pursuit of strategic autonomy may well rest on a strong foundation of strategic partnerships. The coming to office in May 2014 of the National Democratic Alliance government led by Narendra Modi has signalled a move away from even the rhetoric of non‐alignment, with significant implications for the future of Indian foreign policy.  相似文献

Abstract

Through the work of amateur archaeologist Kalidas Datta, this paper explores an alternative view of archaeology in India. Datta's writings, produced between the late 1920s and the early 1960s, reconstruct the regional history of the Sundarbans, a region lying in the south 24 Parganas, West Bengal, in eastern India. The late nineteenth and early twentieth centuries saw the crystallization of a nationalist reaction against British colonial rule. Datta's publications, produced outside the institutional structure of the Archaeological Survey of India, the University of Calcutta, and the local societies dedicated to promoting Bengali history and archaeology, can be used to reveal how a geographical region was transformed into a cultural entity in pre- and post-independent Bengal. This paper explores whether this transformation led to the formation of a distinct regional identity and to what extent this regional identity was important when considering the professional institutional efforts to create an overarching Bengali history and identity. These queries are situated in the backdrop of early twentieth-century developments in the intellectual milieu of Bengal. Although framed in regional terms, these developments have wider implications for understanding Indian nationhood, during a period when nation states in much of Asia and the Middle East were emerging.  相似文献

When China’s decades-long one-child policy was replaced by a two-child policy, the circumstances under which women intend to have a second child become of great concern. This study examines the determinants of women’s second birth intention, as well as how the intention changes over time alongside changes in other life circumstances. Using panel data from the Jiangsu Fertility Intention and Behaviour Study (JFIBS, 2007, 2010), we find that women with more economic and familial/social resources are more likely to want a second child, while women who work in non-agriculture sectors and have higher decision-making power in the family are less inclined to have a second child. We also find that a sizeable increase of family income encourages women to upwardly revise their intention towards a desire for two children. The role of policy change on Chinese women’s second birth intention is also discussed.  相似文献

This article investigates British attitudes towards Qing China as a consequence of their early encounters from the Macartney embassy to the opium crisis. Examining this medium-term time span, to which previous scholarship has paid inadequate attention, shows the continuity and change in these attitudes through different historical contexts. With its focus on war-related discussions, this article reveals how the idea of war against the Chinese empire was developed and debated on the basis of these changing ideas. The First Anglo-Chinese War, to a great extent, could not have developed into the form and scale it did without these developments.  相似文献

The pace of industrial and allied infrastructure development in India is encumbered by scarcity in the supply of land. As a result, the state in India has frequently resorted to expropriation of land through conversion of land away from its traditional uses and through displacement of communities. Consequently, land acquisition in the country is mired in disputes over human rights and environmental rights violations. In the face of continued political support for infrastructure‐led development in India, those who stand to lose their land have often resorted to judicial recourse for pressing their rights. This article draws on empirical evidence from court cases related to two urban development projects in the states of Karnataka and Kerala to examine how courts have responded to the question of violation of land rights and appeals against land acquisition for the two projects. The author argues that the courts, while responding to the claims against the two projects, have refrained from holding the implementing agencies or the state governments accountable even in cases where there were recognizable incidents of malfeasance. The article illustrates that the inability of the courts to confront the state lends a tacit assent to the development agenda of the state.  相似文献

Existing sub-national studies on the geography of armed conflict mainly focus on observed battle events. Other dimensions of the conflict cycle, including battle events that remain undetected in news reports, one-sided violence against civilians and the indirect death toll, have gone largely unstudied due to lack of systematic data. This article demonstrates how these different dimensions of a conflict cycle can be detected and how their relative importance can be assessed. The basic tools include population census data, principal component analysis and spatial analysis. When applied to the Rwandan case, the method reveals high excess mortality from the civil war, genocide, (counter)insurgency and the refugee crisis. Hidden violence is detected by presenting the first quantitative evidence to date of high excess mortality in Gisenyi, the northwestern province which was the location of (counter)insurgency and served as a corridor for more than a million refugees. The spatial regression analysis indicates that both the refugee crisis and (counter)insurgency contributed to a high death toll in Gisenyi. This latter finding is important because it provides empirical weight in support of contentious qualitative reports by various human rights groups.  相似文献

How has neo-liberalism transformed the economic structure and policies of India? And what are the politico-economic implications of such policies for marginalised populations? Following Karl Polanyi’s theory of “double movement”, this paper argues that while market liberalism has helped India overcome the slow so-called “Hindu rate of growth”, it has adversely affected the economic interests of the poor. It further argues that the expansion of the market (first movement) has led to various social dislocations in the lives of the poor. Such dislocations have generated several countermovements (second movement), which have found expressions not just in electoral politics but also in various grassroots movements. While it may be true that such countermovements have not always been successful in overturning the tide of neo-liberalism, they have certainly influenced the policy priorities of the state in favour of the poor and the marginalised in India.  相似文献

Price information provision and disintermediation have often been considered means to empower farmers, since lack of information and multiple intermediaries are seen as major obstacles preventing farmers from obtaining a higher price for their produce. Using the example of soybean in Malwa, central India, which is a cash crop that links farmers to global consumers, this article argues that the very expectation of disintermediation in the soybean supply chain is misleading. India's position in these global networks puts farmers and intermediaries in Malwa in the position of price receivers: they are unable to influence the global price of soybean or manipulate its local price in any way. In this context, providing price information has negligible impact on the final price obtained by farmers. The potential for empowerment has to be understood more broadly, by mapping out the ways in which power is exercised by various actors in the marketplace — one of which is the determination of the quality of a farmer's crop. This article maps such possibilities by examining how norms regarding quality in soybean are created and enforced, and how they are influenced by broader logics that go beyond the soybean marketplace itself.  相似文献

While studies have investigated inequalities in child nutrition along single axes of social power such as, gender, caste and class, there has not been any study that has examined the intersection of the different axes in determining nutritional outcomes of children. This paper examines the intersection of gender, class and caste in determining children's nutritional outcomes for rural north, rural south and rural India as a whole. The paper investigates the intersectionality of the three axes in rural India and focuses on regional differences. The results show that children with particular disadvantageous group affiliations often find significant compensatory benefits from other beneficial identities. Class inequality dominates caste inequality and caste inequality dominates gender inequality in rural North India for all levels of stunting. In contrast, caste inequality dominates class inequality which in turn dominates gender inequality for severe stunting in rural South India.  相似文献

This article examines the bipartisan nuclear ‘grand bargain’, namely that Australia would only export uranium to states signatory to the Non-Proliferation Treaty (NPT), in framing Australian policy and debate towards India. India has not signed the NPT, and shows no willingness to do so. Since 2006 the domestic political and media debate regarding uranium sales to India shows that this grand bargain is fraying. This article explores the major arguments that have been elucidated by Australian political party leaders either for or against uranium sales to India and concludes with a discussion of the opportunities and challenges presented to Australia if it were to make an exception for India.  相似文献

While rapid fertility decline in India in the last two decades has received considerable attention, much of the discourse has focused on a decline in high parity births. However, this paper finds that, almost hidden from the public gaze, a small but significant segment of the Indian population has begun the transition to extremely low fertility. Among the urban, upper income, educated, middle class, it is no longer unusual to find families stopping at one child, even when this child is a girl. Using data from the India Human Development Survey of 2004–2005, we examine the factors that may lead some families to stop at a single child. We conclude that the motivations for this very low fertility are likely to be a more extreme form of those for low fertility rather than reflecting the qualitative change in ideologies and worldviews that is hypothesized to accompany very low fertility during the second demographic transition.  相似文献

Despite ostensibly elevated rates of young female mortality in the past, believed to be associated with the risks of pregnancy and child birth, surprisingly few cases of pregnant female burials are reported in the bioarchaeological literature. This paper describes and discusses the case of a young female who died and was interred with an unborn full‐term breech foetus at the Neolithic site of An Son, southern Vietnam c. 2100–1050BCE. Her exceptionally poor oral health, evidence for cribra orbitalia, linear enamel hypoplasia, small stature and compromised gynaecological competence, contributes to a differential diagnosis that explores a range of additional complications that may have contributed to the death of both mother and unborn child. An examination and appreciation of this case contribute to our knowledge of the reproductive age and health of young females in Neolithic Southern Vietnam and the challenges they faced during pregnancy and childbirth. The success of the group approach in rural micro‐finance among women has inspired the tendency to look at all networking as essentially good and desirable in rural community development, without acknowledging the entrenched caste, class, ethnic and religious hierarchies that lead to diversities among women. Government schemes designed for poverty alleviation among rural women tend to be influenced by concepts and models that have been successful elsewhere, but do not take into account the diversities of situations at the local level. Internationally popular catchwords are used indiscriminately without questioning how these concepts can work effectively in the specific local context. This paper examines why some ‘self‐help groups’ fail by using the Development of Women and Children in Rural Areas (DWCRA) experience in India. The empirical survey was done over a period of two years in Burdwan, a relatively rich agricultural tract located in eastern India. We argue that whilst the ‘group’ has inherent benefits, it must never be allowed to become the paradigm in developmental policies for women.  相似文献
