This article develops the concept of “urban frontier” to explore conflicts over state regularisation of city edge informal settlements in Zimbabwe’s capital Harare. It conceptualises the presence of “lawless” urban frontiers and “illegal” territorial authorities in capital cities as expressions of a permissive form of central statecraft. In so doing, the article takes forward debates over the politics shaping the margins of Africa’s rapidly expanding cities, redressing scholars’ tendency to neglect central party‐state strategic calculations and party politics in their analyses of unregulated settlements. Dominant interpretations generally hinge on state absence or weakness and emphasise localised influences. The case of Harare’s highly politicised city‐edge informal settlements reveals the inadequacy of apolitical approaches particularly clearly, as all were controlled by the ruling ZANUPF party. The conflicts provoked by regularisation provide a lens on disputes within the ruling party, which we interpret as disputes over different forms of clientalist statecraft. Analyses of urban frontiers can thus help move away from generic one‐size‐fits‐all explanations of informality and patronage politics in Africa’s expanding cities.  相似文献

Jim Dyos, founding-father of British urban history, argued that cities have commonly acknowledged “individual characteristics” that distinguish them. Such distinctive characteristics, though usually based on material realities, are promoted through literary and visual representations. This article argues that those who seek to convey a city’s distinctiveness will do so not only through describing its particular topography, architecture, history or functions but also by describing its “local colour”: the supposedly unique customs, manner of speech, dress, or other special features of its inhabitants. In colonial cities this process involved white racial stereotyping of “others”. In Cape Town, depictions of “Coloured” inhabitants as unique “city types” became part of the city’s “destination branding”. The article analyses change and continuity in such representations. To this end it draws on the insights of Gareth Stedman Jones into changing depictions of London’s “Cockneys” and the insights of Stephen Ward into historical “place-selling”.  相似文献

This article analyses urban policy mobilities taking into consideration the idea of the smart city, which is currently a sort of leitmotif used in many cities within the framework of discourses on urban development. More specifically, this article offers an analysis concerning the circulation and implementation of the idea of the smart city in Turin, Italy. It investigates the actors, processes and networks involved in the mobilization and reproduction of the idea, as well as the mechanisms, concerning the embedding of the smart city discourse in the institutional fabric of the city of Turin, Italy. It also emphasizes how urban policy mobility can develop even without processes of “imitation” and “adaptation” of best practices from other cities.  相似文献

ABSTRACT Motivated by the newly established Chinese urban land markets, we develop a theoretical model that unifies the “closed” and “open” features of the classical monocentric city model. The model features interactions between permanent urban residents and migrants and exhibits a distinctive equilibrium pattern. The theoretical model is tested empirically, using recent Chinese city‐level data. The empirical findings indicate that market forces now play an important role in urban expansion and land price formation, while various forms of government planning are still influential. Our results show that migrants exert a less pronounced impact than the classical “open” city model has suggested.  相似文献

ABSTRACT This paper starts with a “primer” on what we know about the conceptual and empirical links between development and urbanization. While historical experience of developed countries is reviewed, today's rapid urbanization in developing countries offers an intense set of challenges. Rapid urbanization requires massive population movements and enormous local and inter‐city infrastructure investments in a modern context of heavy government interventions in economies. This context raises under‐researched issues, discussed in the second part of the paper. First concerns the spatial form of development. How much development should be focused in mega‐cities, or huge urban clusters, as opposed to being more spatially dispersed, a critical question facing China and India today? How do we conceptualize and measure both the benefits and costs of increased urban concentration; and how are they linked to a country's evolving national industrial composition? Second, what is the evolution of spatial income inequality under massive rural‐urban migration? Is inequality heightened today relative to the past by national government policies which “favor” certain cities and regions and by local government policies in those cities that may try to deflect migrants by offering them poor living conditions?  相似文献

Toronto is conventionally considered quite unlike “American cities.” This article does not fundamentally challenge this convention, but does suggest that differences between Toronto and American cities may be overdrawn and that Toronto may have more American elements than is generally recognized. The evidence presented in this study comes from three episodes in Toronto’s postwar planning history: creation of an ambitious postwar master plan in 1943–44, formation of metropolitan government and planning in the mid-1950s, and the design and construction of the iconic suburban neighborhood of Don Mills also in the 1950s. All three show strong American planning connections. The article then offers some reasons why these American planning ideas did not produce an “American city,” and concludes by challenging the view that it is due to Canada having a fundamentally different urban culture.  相似文献

以广州和西安两个省会大城市为例,通过比较广州和西安旅游人数和旅游收入的增长差异,指出广州城市旅游呈现显著的结构性增长,而西安城市旅游的结构性增长不明显。进一步基于层次与等级的旅游供给分析框架,解释大城市旅游结构性增长的驱动力。研究表明,城市功能和地位的提升是大城市旅游的结构性增长的主导驱动力。大城市要实现旅游的结构性增长,要重点提升旅游相关的城市功能和地位,如政治、文化、现代服务业、交通、商业和城市接待功能等,并配合旅游核心要素的建设以及旅游主题和特色的营造。结构性增长是判断大城市旅游发展效率的重要指标,也是指导大城市旅游发展的重要参照。  相似文献

ABSTRACT

The arrival into geography, and especially urban geography, of a frame of questioning coming from postcolonial studies has contributed to a fascinating debate about what a “postcolonial” city is and how the urban duality between ethnically, socially, and spatially segregated “European” towns and “native” settlements is being reformulated and transformed. Obviously, Arctic cities are not postcolonial in the political sense of being independent from the former colonial centre – although this process may be under way in Greenland – but they have seen a progressive move from a Eurocentric culture toward greater hybridization. This article looks into two new trends that contribute to making Arctic cities postcolonial: first, the arrival of indigenous peoples in cities and the concomitant diminution of the division between Europeans/urbanites and natives/rurals; and second, the arrival of labour migrants from abroad, which has given birth to a more plural and cosmopolitan citizenry. It advances the idea that Arctic cities are now in a position to play a “decolonizing” role, in the sense of progressively erasing the purely European aspect of the city and making it both more local and rooted (through indigenous communities) and more global and multicultural (through foreign labour migrants).  相似文献

Is urbanization good for the environment? This paper establishes a simple core–periphery model with monocentric cities, which comprises key forces that shape the structure and interrelation of cities to study the impact of the urban evolution on the environment. We focus on global warming and the potential of unfettered market forces to economize on emissions. The model parameters are chosen to match the dichotomy between average “large” and “small” cities in the urban geography of the United States, and the sectoral greenhouse gas emissions recorded for the United States. Based on numerical analyzes we find that a forced switch to a system with equally sized cities reduces total emissions. Second, any city driver which pronounces the asymmetry between the core and the periphery drives up emissions in the total city system, too, and the endogenous adjustment of the urban system accounts for the bulk of the change in emissions. Third, none of the city drivers gives rise to an urban environmental Kuznets curve according to our numerical simulations. Finally, the welfare‐maximizing allocation tends to involve dispersion of cities and the more so the higher is the marginal damage from pollution.  相似文献

Second-tier cities have been experiencing renewed interest within policy and research contexts, which is reversing a tradition of relative neglect due to the long-standing focus on large cities and capitals. This paper compares European second-tier and first-tier cities with regard to the presence of urban functions and how these are spread over their urban regions. The analysis shows the existence of a substantial ‘first city bonus’: a surplus of urban functions in first-tier cities which cannot be explained by their size or network embeddedness. We also show that second-tier cities are better served with urban functions in the absence of a dominant capital. In first-tier urban regions, the core municipality exploits the critical mass of the urban region to support its own functions, leaving that region functionally underserved. Second-tier cities lack this absorptive capacity, and their urban regions are endowed with more urban functions. These functional differences mean that second-tier cities demand a differentiated research and policy approach, in which city-regional integration becomes an important territorial development strategy. Rather than the dispersion process in first-tier cities leading to a ‘regionalization of the city’, integration in second-tier urban regions may be seen as a process of ‘citification of the region’.  相似文献

Abstract

In a complex and changing field, influenced by globalization, technological development, and increased differentiation and complexity in all parts of society, urban planners are increasingly required to rethink and innovate the way they manage and develop cities. As the contemporary focus on public sector innovation and “liveability” in cities gains momentum, the pressure on planners to re-invent their practices is becoming an interesting focal point for urban studies and raises the question of how research can engage with, and participate in, the development of new urban planning practices. This article reports from the action research project “Create your City”, which intervened in the innovation strategy of the Technical and Environmental Administration of Copenhagen during the period 2011–2013. The article shows how researchers can engage with the contemporary challenges for urban planning by staging interventions that allow planners to imagine the city in new ways, and develop new planning practices in the process. By analysing the infrastructuring of “Create your City”, the article shows how the project contributed to the development of new innovative practices in the administration, and points towards new potentials for scholarly engagement in the field of urban planning.  相似文献

This paper critically analyses the construction of eco‐cities as technological fixes to concerns over climate change, Peak Oil, and other scenarios in the transition towards “green capitalism”. It argues for a critical engagement with new‐build eco‐city projects, first by highlighting the inequalities which mean that eco‐cities will not benefit those who will be most impacted by climate change: the citizens of the world's least wealthy states. Second, the paper investigates the foundation of eco‐city projects on notions of crisis and scarcity. Third, there is a need to critically interrogate the mechanisms through which new eco‐cities are built, including the land market, reclamation, dispossession and “green grabbing”. Lastly, a sustained focus is needed on the multiplication of workers’ geographies in and around these “emerald cities”, especially the ordinary urban spaces and lives of the temporary settlements housing the millions of workers who move from one new project to another.  相似文献

This article outlines the significant role of ideologies and values that lie beneath the physicality of the city, in reforming urban spatial morphology within a framework of social sustainability. We focus on the urban morphology of Middle Eastern cities, which have evolved within the framework of Islamic tradition, to illuminate the relationship between the ideological and physical dimensions of spatial morphology in all urban contexts. We examine the process by which a collective of religious, political, and cultural values underlying the physicality of the city have evolved into aesthetic conventions. This process played a crucial role in the maintenance of social and urban sustainability. We propose a form of “pattern language,” here termed the anatomical approach, that brings together the ideological dimension of a city's inhabitants and the physical characteristics of urban morphology. Such a model may help urban designers and architects to understand and create more responsive and friendly cities. It furthermore contributes to the planning education process by providing the essential knowledge and analytical foundation for site analysis and conservation of valuable contexts.  相似文献

Cities are increasingly addressing high-skilled migrants. Our contribution examines the factors that shape how this group relates to places and why cities provide different conditions for this. We draw on empirical data from an explorative case study with highly qualified migrants in the university city of Münster. First, we look at the place ties at the new place of residence and thereby focus on their local social networks and their sense of belonging. Second, we turn to the place-specific characteristics, in particular the role of “connections” and “urban opportunity structures”. Based on our findings we discuss how urban policy-making may influence the place attachment of this desired group.  相似文献

This paper examines issues of power and resistance in “divided cities”. Basing my analysis on fieldwork I carried out in Skopje, Macedonia, I look at how urban space may be constructed and used by hegemonic groups as a means of asserting their power and how, in turn, the city may be a place of resistance where power is contested and public space reappropriated. Drawing on Lefebvre's perspective on the production of space, I compare the conceived city to the lived city and examine how urban inhabitants may resist the division of the city and challenge hegemonic representations. I also draw on Debord's psychogeography to define an artistic, active and participatory approach to urban space through which the inhabitants may re‐conquer their right to the œuvre and to the city. I argue that the city as a lived environment may offer narratives other than division and that there are alternatives to the divided city.  相似文献

Half of the world's population now lives in cities. This number is expected to grow to two-thirds in the next fifty years. And yet, it is only recently that anthropologists have begun to take urban contexts seriously as fieldwork sites. In this article, I analyze three recent volumes on urban anthropology which each propose a distinctive theoretical and methodological approach to the study of the city. I suggest that there is a fine line to be drawn between urban determinism—the suggestion that the city is the pivotal force in shaping individual lives, a perspective that ignores both human agencies and the complexities of causality—and anthropology which relegates the city to mere context, ethnographies that, almost by chance take place in urban contexts but say little about the realities of city life. The texts examined share two features in common: firstly, they are most effective when they, through close ethnographic or archival engagement, show the complexity and variation in urban contexts; and secondly, each text displays an absolute commitment to ethnographic fieldwork as a powerful tool to understand the lived experience of the urban. As a commitment to long-term participant observation is the sine qua non of our discipline, my central question is whether “urban anthropology,” is not just anthropology after all?  相似文献

How can we act to contest urban injustice? This article grapples with this question through an analysis of the green ban movement that emerged in Sydney in the 1970s. For a time, this unruly alliance of construction workers, resident activists, and progressive professionals powerfully enacted a radical right to the city, blocking a range of unjust and destructive “developments” worth billions of dollars and proposing alternative development plans in their place. Drawing on archival research, I demonstrate how the figure of “the people” was crucial to their action. The article examines the rights and the authority that was invested in “the people” by green ban activists, and traces the work of political subjectification through which “the people” was constructed. “The people” was not invoked as a simple majority or as a universal subject whose unity glossed over differences. Rather, in acting as/for “the people”, green ban activists produced a political subject able to challenge the claims of elected politicians, bureaucrats and developers to represent the interests of the city. The article concludes with reflections on the implications of this construction of “the people” for urban politics today.  相似文献

Since 2010, the term “smart city” has become a buzzword, used in a vague way to denote the increasing integration of information technology into city management processes and to describe the social and community processes they enable. The adjective “smart” is, however, only applied to cities: by implication non-cities (i.e., rural and peripheral regions) are not smart. In this paper we describe how the term “smart city” is used, and show that processes similar to those that make cities smart also occur outside cities. Reserving the term “smart” for cities therefore reflects a bias, similar to the bias that associates creativity and innovation with cities. As geographers we have become aware of our colonial and sexist biases: in this paper we argue that our urban bias is alive and well, and call attention to it.  相似文献

This paper estimates average monthly gross rents for comparable rented private-sector accommodation in Census Metropolitan Areas across Canada. By “gross rent” is meant the typical monthly payment in a CMA for a principal residence by a tenant of given traits under the conditions of a standard lease to a for-profit landlord in competitive market equilibrium for premises used exclusively for accommodation, in an arm's length transaction, and includes heating and utility expenses where paid separately by the tenant. A single average gross rent is estimated for each city for dwellings and households, each with specified characteristics. This paper reviews the application of hedonic price models for this purpose, identifies shortcomings of current research in the field, and suggests a new form for such models. This new model is estimated using microlevel data from a sample of renter households taken across the twenty-three largest urban areas in Canada. A classical version of the model is fitted first to renter data for individual cities, and its limitations assessed. A measure of “relative supply” is introduced to help explain city to city variations in the hedonic prices. Then an all-city new model is estimated which incorporates relative supplies. This all-city model is then used to derive place-to-place rent comparisons.  相似文献

The present paper investigates the role of urban networks in interaction and integration of cities by means of the “sister city” movement. The paper addresses the relationships of “Eurocities” with their “sister cities” to highlight the main factors behind the successful relationships. The data and information used for evaluation are based on the extensive survey questionnaires filled out by relevant departments or experts of municipalities in Eurocities. A logistic regression method is deployed to identify the most important factors in the success of sister city relationships. The results of our study show that the existence of any former relation with the sister cities affects the success of the relationship positively. This former relation makes it easier to have a future relation with an economic partnership while shortening the process and accelerating the economic partnership. The results also show that two factors, viz. similarities in urban problems and contributions of Eurocities to their sister cities stimulate the willingness of Eurocities to improve the relationship. The contributions as well as economic benefits provided from the sister city relationship and new business and investment opportunities have emerged as the most important factors in sister city relationship.  相似文献
