作为人口与经济活动高度集聚的地区,都市区地域的发展和空间结构特征引起了大量关注。本文以长三角两省一市地区221个区县单元为研究对象,在划分都市空间单元类型的基础上,考察都市区与非都市区以及各类型都市区之间城镇工矿用地增长的差异,并据此探讨在我国特殊经济社会环境下都市区地域的空间发展规律。研究发现,不同地域单元在中心-外围关系上存在差异,都市区进入了均衡扩散阶段而非都市区以中心城市极化为主,孤立都市区的扩散效应较弱,非都市区地域的县域单元受到临近都市区的影响而呈现出不同的城镇工矿用地扩展特征。都市连绵区内不同亚区域存在发展阶段与空间关系上的差异,加剧了都市连绵区空间结构的复杂性。来自中心城市、外资拉动、县域经济内生的多重力量推动都市地域呈现独特的空间规律。  相似文献

As is the case with other metropolitan regions, there are claims that the emerging functional urban region of RheinRuhr needs to develop a cooperative spatial future. This article explores the underlying difficulties in seeking to move forward in regional cooperation and strategic regional development for RheinRuhr. At present, no clear shift can be observed from traditional land use planning and local development approaches towards more strategic planning for the whole urban region. There are still many obstacles to be overcome. Nevertheless, strides have been taken in the direction of improved cooperation. A dense and functionally overlapping (sub)‐regional associationalism seems to be one step towards future city‐regional governance and possibly government. An evaluation is reported of two new innovative modes of structural and regional policies, namely the Regional Conferences and the IBA Emscher Park Planning Company; their impacts on regional policy‐making structures are reviewed. A discussion on more recent approaches to regional cooperation follows. It is argued that, in the long term, as a multi‐regionalized space, RheinRuhr requires some kind of coordinator and moderator and new practices of regional planning and management. The future development of a RheinRuhr metropolitan region requires further steps to be taken towards strategic planning by the Land government as well as a deepening of the level of institutionalization. Some ideas are put forward on how the elaboration of a spatial Leitbild for RheinRuhr could be initiated and supported.  相似文献

This paper seeks to understand how recent social, economic and institutional developments have affected the land use planning tools and instruments that German planners have at their disposal. Although traditional planning practice was focused on the equitable distribution of services and infrastructure and managing growth within a highly structured plan approval process, planning tools at both the local and regional level have become increasingly concerned with enhancing local or regional competitiveness, primarily through the inclusion of a greater number of actors in formulating land use decisions. I argue, however, that despite these changes, the overall institutional framework, which revolves around legal and procedural concerns such as the plan approval process or the granting of building permission, has generally remained unaffected, and a significant gap exists, particularly at the regional level, between the strategic goals of regional governance and actual land use planning tools.  相似文献

本文利用土地变更调查数据与经济社会统计数据,分析2001-2006年间长三角地区都市区与非都市区以及都市区内部不同单元的城镇工矿用地变动差异和主要影响因素,探讨都市区城镇用地扩展的驱动机制及演变特征。研究发现,虽然长三角地区城镇用地的整体扩张速度正趋于放缓,但变化趋势在不同类型的区域间存在明显差异。都市区比非都市区增长地更快,其中外围县地区超越中心市成为新一轮的增长热点地区。利用人口、非农产业、房地产投资等社会经济活动指标数据所做的回归分析表明,非农产业的发展是推动都市区城镇用地扩展的关键因素,而对非都市区的城镇工矿用地扩展而言,城镇人口集聚的拉动仍在起主要影响作用。在都市区内部存在功能分工的背景下,中心市与外围县在驱动因素和效果上存在差异。  相似文献

中国传统的空间发展单元正在经历前所未有的地域尺度重组和经济社会重构过程,尺度运用已经成为我国调控空间发展的重要治理手段。本文基于尺度与尺度重组理论,梳理了我国国家治理的新型空间尺度,归纳了我国城市与区域规划体系的现状及其对新型空间尺度的适应性。在此基础上提出,适应尺度重组及尺度重组下国家空间治理重塑的新要求,必须尝试对我国城市与区域规划体系进行改革,整合区域空间规划体系,进一步完善都市区发展与建设规划,善用新区、试验区等的规划,并以治理理念引导规划思维的转变。  相似文献

Industrial land is under transition globally. Insights into this transition are important to plan a sustainable future. Since industrial land follows parcel shapes and the transition process requires multi-year data to observe the impacts of such changes, multi-year vector data should be used to analyse industrial land transition. This paper presents a framework to analyse path-dependent regional industrial land transition processes using vector data. A step by step instruction is presented. In the analysis, the changed percentages of land use in the surroundings of appeared or disappeared industrial land are visualized. The visualized surrounding land use compositions give planners an idea on what causes land use transitions, the most frequent transition forms and their impacts on the surroundings, purely from a land use point of view to reduce data collection efforts. The North Brabant region in the Netherlands is used as a case study. The region is split into urban and non-urban areas to show the generic applicability of this framework.  相似文献

In Dutch planning, there has always been an important role for spatial concepts. Their role has arguably changed with the recent decentralization of planning to the regional and local level. At the national level, guiding concepts of a more procedural nature have replaced the more substantive and place-based spatial concepts, leaving more room for regional and local interpretation. At the regional and local level, spatial concepts are still in use, but this seems to be in a more communicative, negotiating and developing role than before. In this paper, we analyse how place concepts are used to exercise power, mobilize recourses and frame meaning over the use of the peri-urban areas, in the changing Dutch planning context. This paper focuses on two competing place concepts for overlapping green urban fringe areas in The Hague Region, which have been promoted by different actor constellations and which represent different visions about the meaning of these peri-urban areas. The case study allows conclusions about the changing role of spatial concepts in Dutch spatial planning.  相似文献

Preliminary results from the Tanzanian census of 1988 are examined against the background of two decades of policies attempting to influence the distribution of population within the country. The overall rate of population increase has slowed down, as has the rate of urban population growth. However, the latter is very powerfully influenced by a significant reduction in the rate of growth in Dar es Salaam. Elsewhere, urban areas continue to grow very rapidly. Along with this pattern of population concentration, a degree of population dispersal is also evident, as a number of formerly lightly populated areas have recorded large percentage increases in population. A major cause for concern is that many of these areas have demonstrated various aspects of environmental degradation for some time. It is concluded that spatial planning policies have had only a limited impact upon the regional distribution of population in Tanzania in the 1978–88 period, and that ‘spontaneous’ processes have been far more significant.  相似文献

A “new civic regionalism” – based on participatory, inclusive and partnership models of governance – has recently been rolled out in California to tackle the challenges of urban growth, planning and economic development across the State's diverse metropolitan and rural regions. Backed by non-profits and private foundations, California's New Regionalism has been packaged as a flexible and responsive grassroots governance initiative, which is designed to circumnavigate State and local government. Its proponents have been influenced by New Regionalist ideas and practices circulating nationally and internationally. Despite this, our explanation for the rise of the New Regionalism in California is not grounded in these wider theoretical and policy developments; nor do we see it as the outcome of a “new politics of scale” framed around the region. Instead, California's newest regionalism is part of a much longer-standing social movement spearheaded by large-scale business interests and directed at reorganizing local and State government powers particularly in urban regions. This regional reform movement has sought to rationalize land use and environmental planning, coordinate infrastructure, and make government more fiscally efficient and responsive to growth. Over the longer term, its efforts have been undermined by the fiscal fallout of the property tax revolt, Proposition 13. Our analysis calls into question some of the claims in the literature on state rescaling and suggests the value of collapsing the conceptual distinction made between new spaces of political regionalism and regional economic spaces.  相似文献

Within the Single European Market, rules govern the procurement of public works contracts and concessions. While recent judgments by the European Court of Justice indicate that these rules could have a considerable impact on future land development planning, there has not yet been widespread Europeanization of local land development practice. In Germany, however, the Oberlandesgericht in Düsseldorf (OLGD) has ruled that European public procurement rules must be followed in those cases in which the land sold forms part of an urban development plan. This has had a significant impact on German practice, with the number of official publications of tenders for land sales by German local authorities increasing from 3 in 2006 to 100 in 2008. This paper analyses the arguments that have been put forward by the OLGD and their impact on practice. We also reflect on how Europeanization as the application of European legislation in urban planning contexts not only constitutes a form of supranational intervention in local practices, but also depends on local agencies drawing on European-level powers in order to have an effect.  相似文献

During the transition towards a more market‐oriented economy and entrepreneurial governance, local authorities have attempted to create new cross‐jurisdiction regional entities to enhance their competitiveness through making city‐region plans or regional strategic plans in China. This article analyses the process of region building in China through a case study of Nanjing city‐region. We argue that region building is a state‐led regional project in China, not a spontaneous process. City‐region planning has played a legitimacy‐seeking role in the construction of new regions. Based on the discourse provided by the city‐region plan, associated city networks are being created as a mechanism for plan implementation and regional coordination. This signals that regional planning is entering the stage of regional institution building. By assessing the capacity of regional institutions, we argue that the newly‐emerged regional institutions or urban networks have facilitated regionalization in terms of the increasing involvement of non‐state actors, the formation of regional coherence and identity and the enhanced inter‐city co‐operation. However, it is still difficult to establish effective regional governance due to competing local governments, the arbitrary political leadership and the fragmented planning functions.  相似文献

大都市区是发达的城市化区域,它包括城市核心区和与之在经济、社会、文化上有紧密联系的地区。21世纪到来之际,大都市区发生了巨大的变化。大都市区,无论是走向繁荣还是衰退,都面临着经济发展、基础设施建设、环境保护、社会平等发展战略问题。本文以温州为例,在对区域经济发展水平差异和客流、物流分析的基础上,界定了温州大都市区范围;通过对温州大都市区的研究认为,宏观政策机制、市场机制、工业化模式、温州人精神和温州社会网络是温州大都市区形成的重要动力源泉;最后,作者以上述研究为依据,提出了近期和远期温州大都市区空间结构设想。  相似文献

This article uses Manchester as a case study to explore post‐war relationships in Britain between local rail networks and urban form. During this period, Manchester's rail network has been severely rationalized with only limited investment in new infrastructure, although local services have been underpinned by public subsidy. During the 1950s and 1960s, there was little formal land use planning policy with regard to the rail network, but in the late 1970s strategic policies crystallized which sought to steer major activity generators to nodalities generally well‐served by public transport. However, these policies were undermined in the 1980s by Thatcherite deregulation. The early 1990s has seen more positive trends with the opening of Manchester's light rail line and the development nationally of policies aimed at creating more sustainable urban form through synergy between local rail networks and urban development. But there is evidence of counter‐trends and the whole future of the rail system has been thrown into doubt because of rail privatization. Conclusions are drawn that focus on the need for changes in the institutional arrangements for transport planning and strategic town planning through the creation of a strong regional tier of government, as found in other EU countries.  相似文献

In the preceding essay, Gayler has traced and explained part of the tortuous, long-delayed progress towards an effective regional land use plan over the Niagara fruit belt. As population and expansion projections diminished, excessive amounts of land were requested by the several municipalities and by the regional council. These demands were not greatly reduced after lengthy Ontario Municipal Board (omb) hearings, but the board's decision offers some limited hope that the remaining lands will remain under agricultural uses. This examination of the planning structure within the Canton of Zürich has indicated that many of the problems, such as adequate public transportation, the provision of land for industry, and the preservation of land for recreational use overlap existing political boundaries. The solutions, to be effective, must be carried out in a co-ordinated and integrated fashion among the city, the regional, and the cantonal planning groups. Much is being done at all levels to ensure that the future growth of Zürich and its surrounding region will take place in an orderly, aesthetically satisfying fashion. Certainly many serious problems remain to be solved. Nevertheless, the development of Zürich from a Roman settlement to one of the world's most important industrial, financial, commercial, and cultural centres has been accomplished with a minimum of destruction to the city's beautiful site. Maintaining periurban agriculture and prime periurban farmland has become a leitmotiv in land use planning and management around many cities in North America and Western Europe since the 1960s. This article focuses on the changing perspectives associated with these planning and management initiatives as well as changing research approaches. Initially, periurban farmland was often seen by planners as a land reserve for urban development. Subsequently, concern was expressed about maintaining the prime agricultural land resource via farmland protection programmes, especially in North America in the 1960s and 1970s. Early research into periurban agriculture involved statistical analyses of farmland losses and changing agricultural production systems, and farmer interviews to identify pressures and opportunities facing periurban agriculture. Gradually, it became clear that maintaining farmland resources and farm activities required more than just ‘protecting’ them from urbanisation. Two types of initiatives developed: (1) the construction of agricultural development plans to ensure sustainable farm development, e.g. in Quebec since 2008, in France since the mid‐1970s and more recently in Wallonia (Belgium) in 2014; and (2) a change in the research approach to support periurban agricultural sustainability. While still using interviews with farmers and other actors, more important is the emergence of action research to provide support to farmers, their neighbours, elected officials and professionals in developing agricultural development plans, with the aim of achieving a better integration of periurban agriculture into the regional urban system. This paper develops this reasoning using research in Canada, France, and principally Belgium to illustrate the argument.  相似文献

This article introduces a reflective analysis of polycentrism. Since the 1990s, polycentrism has provided the foundation for countless spatial planning policies in Europe. Most studies highlight the importance of cities and towns as the principal nodes for regional development. This article discusses whether polycentrism is the best planning solution for managing the imbalances and relationships between urban and rural areas. Empirically, it will focus on the polycentric discourse that has recently gained strength in Portugal, by evaluating the national spatial planning policy programme and its consequences for regional development. It will make a comparative analysis between the national spatial development perspective proposed by the programme and certain sociological findings that characterized the rural areas caught out between urbanization and marginalization. This will be illustrated with research on the Alentejo region, one of the largest rural areas in Portugal.  相似文献

In Sweden, local and regional planning practices are faced with the challenge of managing rapid growth in expansive urban regions. However, spatial planning should also contribute to the fulfilment of formalized sustainability objectives and support sustainable development. This includes addressing cross-cutting sustainability issues that transcend established administrative and territorial boundaries. Thus, the management of sustainability issues requires attention from actors at different levels, and challenges how contemporary planning practices plan for development. Based in the expansive Stockholm region, this study explores the cross-level interaction in spatial planning and decision-making and planning practitioners’ experiences and apprehensions of contemporary municipal planning practices with a focus on statutory plans to achieve sustainability targets and objectives. The results show that municipal planning organizations are under pressure because of rapid urban expansion. It is concluded that the role, format and content of statutory as well as informal planning instruments are decisive for the cross-level interaction between planning levels. Moreover, planning instruments find new trajectories resulting in mismatches in expectations from planners at adjacent planning levels. This influences the interplay and preconditions for achieving national and regional sustainability targets and objectives.  相似文献
