This paper focuses on “cooperation networks” for the provision of public goods and services as a specific form of governance in late imperial China. While concentrating on differing forms of local self‐regulation at the end of the Qing dynasty, the article pinpoints several actors involved in the cooperation networks and (re)classifies them along the continuum of “public” and “private.” In addition to state and non‐state actors, the players included semi‐state or hybrid actors with profound network advantages who played a crucial role in the provision of governance services, as well as colonial and transnational actors who occasionally took part in this cooperation. To contextualize these actors and illustrate their modes of interaction, this paper will describe cooperation networks established for the provision of disaster relief and education in local society in late Qing China. In so doing, this paper also will question participants' motives and describe their personal gains, as well as the accumulation of symbolic capital as major incentives.  相似文献

Abstract

European spatial planning arguments advocate a blend of strategic thinking, coordination and related initiatives to promote and secure territorial cohesion. These ambitions embrace a set of normative agendas around economic, social and environmental convergence, competitiveness, policy coordination and efficient infrastructure provision across space. In practice, territorial management then involves devising interventions across inter-connecting scales of governance which comprise complex agency relations, differentiated places and defined communities. In transnational contexts, attempts to foster appropriate spatial governance arrangements and relations across sovereign borders necessitate re-crafting planning and development cultures and service delivery practices to advance territorial cohesion. Transnational working necessarily involves cooperation across an extended range of institutions, interests, influences and potential actors. This paper examines attempts to secure bi-lateral commitment to a joint planning framework for the two distinct territories on the island of Ireland. Specifically, it traces the formal and informal activities involved in the development of the 2013 Framework for Cooperation between the Republic of Ireland and Northern Ireland. Informed by ideas of cross-border regionalism, it discusses the necessary spatial public diplomacy involved in the social reconstruction of strategic spatial planning to improve policy coordination and cross-border working.  相似文献

This paper outlines a theoretical framework to study collective social capital at the local scale using social network analysis. To do so, it develops a review on empirical research that found evidence regarding the impact of networks on the performance of cities and regions. Eight network topologies are identified with collective social capital: size and composition, connectivity, closeness, clustering, small world, openness, centralization and heterophily. The paper inquires into the effects of these properties concluding that they influence two aspects that are highly relevant for territorial development: they facilitate the diffusion of information and they foster cooperation among actors. Results help tracing roots among three different academic fields: literature on social capital, local and regional economics, and social network analysis. Furthermore, the article suggests a framework to obtain relevant conclusions regarding political and economic aspects of territorial capacities.  相似文献

Fostering border relations among the people in border regions seems a precondition for the future envisagement and success of cross-border regions and European Integration. Related studies to border relations observe the weakness of these informal border contacts and relations. However, weak ties represent an opportunity for interaction, and little has been said about how they might play in the construction and performance of institutional cross-border cooperation (CBC). In this work, we examine the nature of personal border networks of professionals working in CBC and how they are interconnected with the institutional CBC. This paper is based on a mainly qualitative research of two different border regions: Andalusia, Algarve and Alentejo (AAA) and South Finland and Estonia (SFE). Nevertheless, the methodology is multi-method, using semi-structured interviews, with specific questions for applying a social network analysis. Conclusions point out different patterns of border relations in both border regions. In AAA, most of the cross-border relations are weaker and related to their professional involvement in institutional CBC. In SFE, border relations rely both on working and personal reasons. All of these cross-border relations imply a significant value as opportunities for social capital construction across the borders and, hence, for greater interaction and cross-border integration.  相似文献

The growing influence of neoliberal approaches to environmental governance has significantly increased the involvement of industry non-state actors in international and national climate governance. However, the implications of this neoliberalisation and hybridisation of climate governance, and particularly state–industry relations during these processes, remain under-integrated with wider geographical debates on the scalar and network politics of environmental governance. In this paper, we probe these issues by examining the regulatory and territorial logics underpinning the negotiation and implementation of the European Union emissions trading scheme (EU ETS). We argue that overlapping interpretations of the regulatory logic of emissions trading (as a cost-effective means of meeting climate objectives) by EU, state and industry actors provided the driving force for the creation of a Europeanised climate governance space and the consolidation of the EU's governing authority in respect of the formal rule-making elements of the EU ETS. However, alliances between state and industry actors, based around intersecting interpretations of their territorial interests in relation to emissions trading, strongly influenced the scheme's design. Moreover, speculative behaviour within the EU ETS market indicates the continued ability of market networks to disrupt territorially-based climate governance regimes. We argue that critical exploration of the territorial logics and practices of EU emissions trading from regime creation to operation provides new insights into the emerging spatial politics of neoliberal environmental governance and its implications for climate protection.  相似文献

Methods for observing policy networks have not kept up with the development of new network analytic techniques required to understand governance in complex settings. We compare three unobtrusive methods for observing policy networks based on hyperlinks between policy actor web sites, on media reports, and on public policy partnerships. Observations of one complex local water policy arena with all three methods provide a comparison of the general as well as actor‐specific network characteristics in the three observed networks. The core network of actors observed by all methods has similar network level statistics, highly correlated relationships measured by Quadratic Assignment Procedures models, and the same significant network microstructures as measured by Exponential Random Graph Models. The full networks including actors observed by any method also exhibit similar actor‐level characteristics, although the correlations across networks are stronger for bridging capital measures than for bonding capital measures, and each method has different apparent biases. Once biases are accounted for, similarities suggest that these methods may provide useful proxies for each other and for other relationships that are more difficult or impossible to measure, particularly when combined to offset each method's biases. If so, they can extend the range of policy networks observable with limited resources across space and time.  相似文献

Research on the operation of territorial governance and rural development programmes is dominated by qualitative methodologies, paying little attention heretofore to the characteristics and structures of new horizontal and vertical relationship formations that are the explicit objective of the governance and rural development model. Seeking to address this deficit in the literature, this article adds to a small number of existing contributions that use social network analysis (SNA) to examine the role of inter‐organizational networks in shaping geographic functional regions in the context of governance. Rooted in the methodological perspective of SNA, the analysis focuses on relations between local actors participating in three area‐based rural partnerships in Poland, which are conceptualized as territorially embedded institutional network clusters. The structure of inter‐sectoral relations, understood as interactions (competition, conflict, coordination, cooperation, and control) and flows (information, financial, human, or tangible resources), between the institutional partners of these partnerships is examined. Analysing in detail attributes of network relations, the article identifies structural characteristics of the area‐based partnerships, such as manifestations of how diverse local resources are engaged and how dominance by traditional powerful stakeholders can be overcome by network structures. Structural dynamics and transformations that represent expressions and manifestations of how territorially embedded governance networks are expected to operate are important areas of inquiry in political geography. In this context, the particular empirical and theoretical capacity of SNA is illuminated in this article as part of a broader presentation of primary field data on how network governance and rural development is taking shape in Central and Eastern Europe.  相似文献

Can we describe third party eco-certification by transnational organizations like the Forest Stewardship Council, Marine Stewardship Council, and the Aquaculture Stewardship Council as a new form of extraterritoriality in relation to the territorial sovereignty of states? In this paper we outline how transnational eco-certification can reinforce longstanding global relations of domination through the creation of eco-certification empires that have much in common with colonial-era extraterritorial empires. Specifically, we show how the territorial practices in the ASC standards for shrimp aquaculture replicate aspects of the legal extraterritoriality of the colonial period, and how these new forms of extraterritoriality create disaggregated and variegated sovereigntyscapes. Key shared features include the identification of subjects that need protection, a narrative that depicts local states as inadequate for providing these protections, and the creation of territories where these protections are provided—by imperial states during the colonial period, and certification agents for transnational eco-certification. This helps us understand why transnational eco-certification is often perceived as an encroachment on national sovereignty in Thailand and elsewhere.  相似文献

There are several obstacles to establish tourism governance policies in a border area and to improve the conceptualization of tourism in border territories transcending the transnational level, using territorial delimitation at Euroregional level. At borders, tourism usually works as a strategic policy tool to strengthen the regional image, shape common identity narratives and facilitate interactions, becoming these regions, nowadays, challenges for the actors of the territory, representing a priority area for the application of territorial development strategies at local level and at the level of the European Union itself. A qualitative analysis was based on performed semistructured interviews with key tourism stakeholders. From the interviewee? perspective, cooperation should be achieved through cooperation agreements between the business sector and economic agents to develop natural, cultural and heritage resources.  相似文献

Actor-centred approaches feature prominently in transnational history. Studying transnational actors has helped to better grasp the extent, dynamics and mechanisms of particular cross-border connections, and has highlighted the entanglement and mutual constitution of cultures and societies in a more general sense. While empirical research continues to reveal more forms of their interaction, the general notion of ‘transnational actors’ has been gradually flattened out: the transnational sphere is now often studied in isolation and conceived of as a rather homogeneous space, while transnational actors are largely viewed solely in their border-crossing capacities and activities. The authors argue that while such a focus successfully captures their mobility, it overlooks another important dimension, namely their embeddedness in local, national, imperial or regional contexts. To reconnect these aspects, the authors situate transnational actors in their diverse socio-spatial relations. Investigating them in this way brings out their important role not only as connectors, but also as producers of various kinds of spaces. The contributions to this dossier highlight that transnational fields of activity are heterogeneous and deeply entangled with other spaces of action and belonging.  相似文献

Strategic spatial planning which takes an integrated approach to the development of a territory seemed to go out of fashion, but now there are signs that it is being re‐established. This paper explores these developments using case studies from 10 European countries. The analysis uses an ‘institutionalist’ approach, which examines how the ‘agency’ of spatial planning practices responds to the ‘structure’ of contextual forces, at the same time influencing that structure. The ‘driving forces’ which are influencing strategic spatial planning are investigated, as are two aspects of the changes in spatial planning: institutional relations and policy agendas. The conclusions are thatat least in the case studiesthere is a movement in the institutional relations towards horizontal articulation, territorial logic, and negotiative forms. Policy agendas too are changing, becoming more selective and using new conceptions of space and place. Those institutional developments, however, are not necessarily being translated into territorially‐integrated policy (as distinct from functional/sectoral policy). That translation appears to require simultaneous re‐framing of relational resources (trust, social capital), knowledge resources (intellectual capital), linked to strong mobilization efforts (political capital). The cases considered varied significantly in how far that had been done. Where it had, strategic spatial plan‐making practices were playing a key role in developing institutional territorial integration and re‐invigorating territorial identities.  相似文献

An enlarged Europe is addressing the challenge of territorial cohesion on the basis of a disciplinary and operative framework formed by a number of evolving documents and provisions to be applied and developed at different administrative and planning levels. Rapid and profound changes have occurred in previous decades as far as institutional framework, the role of actors and issues to be tackled are concerned, within a re-scaling process of territorial governance. In this context, small territories can take advantage of European funds, but experience a hard confrontation with the market economy and supra-local visions, use of resources and infrastructure projects. A decisive role, in many countries, has been gained by regional authorities, which must mediate among various territorial levels, institutions and actors involved in a multilevel governance process. The paper focuses on spatial and regional/territorial planning processes among the European dimension, Member States and regions, on the basis of a case study conducted in Northern Italy. The aim is to determine the role of European spatial planning as a “learning machine” [Faludi, A. (2008) European Territorial Cooperation and Learning, disP 172, (1/2008), pp. 3–10.] able to support processes of mutual learning and cooperation, overcoming the attitude of compliance to upper level schemes and financial programmes rather than innovating usual procedures and territorial planning.  相似文献

创新网络解读主要从网络尺度、网络演化及网络机理等方面展开研究,本文对创新网络已有研究成果及新转向进行评述及展望:①网络尺度视角,已有研究多对不同尺度进行区分研究,缺乏对不同尺度的整合;多强调发达国家网络发展模式,忽略对发展中国家特有结构及路径的理论总结;因此多尺度耦合网络研究成为未来的方向。②网络演化视角,经历了从网络节点结构到网络联系演化的转向,将多层联系结合进行整体网络演化的研究需更关注包括各类组织、个人、技术及空间等网络情境在内的整体分析。③网络机理研究关注多维邻近、网络管制及外部创新情境作用,而多维临近综合作用分析及我国特定情境嵌入全球网络等问题都值得进一步深入探讨。  相似文献

社交网络应用催生了新一代互联网空间重新分配。本文旨在从一些细微迹象中透视个人.com社区行动者行为空间的形成及其组织形式并感知其未来变化趋势。研究认为:社交网络提供的精益性和异步性信息交互引领个人.com社区行动者行为空间形成、更新和融汇,这是一个与现实地理社区相联系并向虚拟社区理性跳跃和空间系统重构的过程;个人.com社区行动者行为空间源于自我呈现并由受众“第二度可见”所决定,它是由若干特殊空间形式组织起来的;社交网络赋予草民行动者个人权力从而使其成为未来行为空间再塑造的决定性力量。基此提出社交网络背景下个人.com社区行动者行为空间存续的三个基本观点:信息方式转变、生活需求新维度产生和网络价值等效兑现。  相似文献

江南水乡古镇是江南地域社会经济活动的高度聚合体,而空间作为功能的载体,是古镇保护与发展中的关键一环。本文以周庄古镇为例,从行动者网络理论视角切入,解析不同旅游发展阶段古镇空间演化的行动者作用路径。研究发现,关键行动者意图、行动者网络结构的变化,推动了周庄古镇空间重构和演化。在观光旅游发展阶段,周庄镇政府为关键行动者,通过行政征召、专家带头征召等方式促成行动者网络的形成和发展,使古镇商业空间沿河街生长,文化体验空间呈团块状散布;在休闲度假转型阶段,市场力量开始发挥更大作用,行动者网络重新调整,进一步推动古镇商业空间网状渗透,文化体验空间条块衍生。本文认为古镇空间的实践建构应高度重视原住民这一行动者的作用。  相似文献

Extant research has analysed the impact of security policies, truces and informal agreements on both the dynamics and traits of organized violence in El Salvador. However, less is understood about variation in the levels of lethal violence across subnational units. This article contributes to filling this gap. Based on a case study of the municipality of Chalatenango, the analysis shows that community organization and translocal dynamics are crucial to explaining violence containment. Local communities have managed to control the levels of lethal violence and deter criminal actors amid a national context characterized by state neglect and chronic violence. Community organization is not territorially bound but extends across transnational networks. Migrants are a source of livelihoods for the local population; they also contribute to providing public goods and participate in local forms of organization. Transnational networks have forged a migration corridor that enables immigration to the United States. In addition, community organization informally contributes to the capacity of the local state to perform its functions, thereby shaping cooperative state–society relations. This analysis sheds new light on the conditions shaping the variation in levels of violence at the subnational level and local governance dynamics.  相似文献

This article introduces a conceptual framework for analysing and comparing the broader or unintended effects of cooperation anchored in border-crossing ecosystems. The importance of addressing this lacuna in our scholarship on such sub-global cooperation is underscored by research in political geography that has demonstrated how the creation of scale is an important expression of power relations and how interaction with the materiality of different kinds of spaces necessitates distinct political technologies (and thus may have distinct effects). The article introduces three key analytical angles central to policy field studies in international sociology and demonstrates their utility through a case of the Arctic/Arctic Council. These analytical angles – networks (what are the relationships shaping the field?), hierarchies (who leads and how does leadership work?), and norms for political behavior – capture key consequences and dynamics of ecosystemic politics in a concise fashion that lends itself to cross-case comparison. The Arctic case focuses on the changing network positions and roles of non-Arctic actors over time, as an initial exploration of the broader ordering effects of such forms of cooperation. The findings suggest that most non-Arctic actors have experienced a decline in their centrality in Arctic cooperation, even as the Arctic has received intensified global interest and the number of participants in Arctic Council work has increased. Further comparative work along these lines would leave us better equipped to assess whether states speaking for their own immediate environs is better – and if so, in which ways – than seeking common solutions to global challenges.  相似文献

Although scholars have recently begun to question the manner in which nationalist temporal narratives are constructed, a similar analysis of nationalist spatial narratives has yet to occur. Instead, scholarship often remains trapped within the territorial boundaries of the nation‐state; the only ontologically given container of nationalism. In order to advance theoretical understanding of nationalism, however, it is imperative that geographers break this sedentary spell, by beginning to map the interstitial historical‐geographies of nation‐building in the context of globalisation. Through an analysis of the transnational development of Irish nationalism in the second half of the 19th century in particular, this paper will illuminate the important role played by the diaspora and other transnational actors in the development of Irish nationalism in Ireland.  相似文献

Abstract

Recent, dramatic spatial development trends have contributed to the consolidation of a unique territorial governance landscape in the Baltic States. The paper examines the transformation of this evolving institutional landscape for planning practice and knowledge, which has been marked by the disintegration of Soviet institutions and networks, the transition to a market-based economy and the process of accession to the EU. It explores the evolution of territorial knowledge channels in the Baltic States, and the extent and nature of the engagement of actors' communities with the main knowledge arenas and resources of European spatial planning (ESP). The paper concludes that recent shifts in the evolution of these channels suggest the engagement of ESP has concentrated among epistemic communities at State and trans-national levels of territorial governance. The limited policy coordination across a broader spectrum of diverse actors is compounded by institutionally weak and fragmented professional communities of practice, fragmented government structures and marginalized advocacy coalitions.  相似文献
