从中外城市群发展看中原经济隆起——中原城市群发展研究

文章通过对区域城市化发展历程分析和世界城市化发展实践研究,指出了工业化、城市化是现代化的必然过程和结果,城市群是城市化发展的高级形式。我国正经历着城市化加速发展阶段,城市群是未来我国空间经济组织的主导形式。中原城市群将在我国产业布局和中原隆起中发挥重要作用。文章对中原城市群发展的优势、问题、空间组织、产业一体化、大郑州都市圈的发展进行了探讨,对快速运输系统、跨黄河发展、政府角色等问题进行了研究。     

THE PLACE OF CHRONOLOGICAL STUDIES IN ARCHAEOLOGY A VIEW FROM THE OLD WORLD*

This article deals with the univeral problem of chronological versus social change and discusses the methodological foundations and the scientific functions of chronological studies, exemplified by the Nordic Bronze Age, a classic example of the development of a chronological system. First the universal validity of the premises of typology and seriation are questioned. Secondly, there is a discussion of the chronological implications of the many possible relationships between the period of production, the period of use and the period of deposition of artefacts. Thirdly the foundations of chronological change is analysed and finally the place of chronological studies in the research process is discussed.     

ADMINISTRATIVE REFORM: A VIEW FROM THE FIELD

Recent studies of administrative reform reveal how underdeveloped still is the state of the art. Although improving, it suffers from serious limitations. Consequently, many reforms fail or fall below expectations. Available administrative tools have a decidedly authoritarian technocratic ring to them, enshrining values beloved to mandarins and social engineers but not necessarily acceptable to social democracies. Here, several current issues such as renewed interest, disputed definition and scope, contrasting approaches and lack of success, are surveyed together with suggestions for a new agenda.     

THE OBSIDIAN IN THE AEGEAN BEYOND MELOS: AN OUTLOOK FROM YALI

Summary.   Obsidian is an important material circulated throughout the Aegean. Melian obsidian is found at many sites and researchers have concentrated on Melos without acknowledging obsidian from other sources. This article endeavours to highlight obsidian of non-Melian origin, such as that from the Carpathians, central Anatolia, Antiparos and, particularly, Yali. It is demonstrated that this latter source was a central one for certain islands, with its obsidian found at a number of sites in the Dodecanese and beyond. It is also emphasized that there were circulation modes of obsidian parallel to that of Melos, as well as different procurement conditions. Therefore, by including important regional sources such as Yali in the obsidian discourse, our understanding of obsidian exchange and circulation is enriched.     

A PERSPECTIVE OF THE SENATUS CONSULTUM ULTIMUM IN THE LATE ROMAN REPUBLIC FROM THE CONSTITUTIONAL POINT OF VIEW

During the severe crises which terminated in the violent deaths of Tiberius Gracchus, Gaius Gracchus and Satuminus with their companions in 133, 121,and 100 B.C. respectively, the Senate developed a drastic measure of crisis management, i.e. the senatus consultum ultimum. Its literal meaning was the supreme resolution of the Senate, but actually, it was an emergency measure issued by the Senate in the name of defending the commonwealth. Its effectiveness simply derived from the assertion that the commonwealth, or to be more accurate, the domestic political order, was in jeopardy. Though it was repeatedly used in domestic conflicts and played an important role in the political life of the late Roman Republic, its legality was none the less argued by the contemporaries.     

FEDERAL HIGHER EDUCATION POLICY: A VIEW FROM THE CAMPUS

During the last generation, the federal government became a major source of financial asssistance to colleges and universities. At the same time, in pursuit of its goals in areas such as affirmative action, collective bargaining, and expenditures control, it became a regulator of campus action to the point where many educators feel it is threatening the autonomy and integrity of institutions of higher education. There is a fear on many campuses that the increased scope and nature of federal activity is causing a fundamental change in the governance of American higher education. We need a major effort to find ways of ameliorating societal problems impacting on the campus within a framework of overall respect for the autonomy of institutions of higher education if the integrity of America's colleges and universities is to be preserved.     

AN ASSESSMENT OF THE REGIONAL IMPACTS AND OPPORTUNITIES FROM CLIMATE CHANGE IN CANADA

The purpose of this paper is to provide a comparative assessment of the regional impacts and opportunities from climate change in Canada. The discussion draws extensively from a recently completed assessment of climate change impacts and adaptation in Canada, led by Environment Canada. The paper addresses impacts from three regional perspectives: expansion and northern shifts, impacts and opportunities in major regions, and ubiquitous impacts and opportunities. While some broad policy issues are evident, given the complexity of Canada's natural and human landscapes and the projected regional impacts, further research is needed before developing more targeted policy.
Cet article propose une évaluation comparative des effets des changements climatiques dans diverses régions du Canada - et des bénéfices qui pourront en résulter. L'étude se penche sur une évaluation récente d'Environnement Canada des bénéfices des changements climatiques et de l'adaptation à ces changements au Canada initiés par Environnement Canada. Nous divisons l'étude en trois parties: l'expansion et le déplacement vers le nord; les effets des changements climatiques et leurs bénéfices dans les principales régions du pays; les effets et les bénéfices des changements climatiques partout dans le pays. Bien que la nécessité de certaines politiques générales soit évidente, étant donné la complexité de la géographie humaine et naturelle du pays et les différents effets projetés dans les diverses régions du pays, il faudra faire des études approfondies avant de proposer des politiques plus spécifiques pour chaque région.     

基于产业群视角的河南省产业配套能力分析

产业配套能力是企业在选择投资区域时最关注的外部条件。吸引投资是促进河南省经济发展的重要途径,利用产业配套能力来评估投资环境显得尤为重要。本文利用《2007年河南省投入产出表》,采用主成分分析法,识别出河南省目前存在18个具有内在经济联系的产业群。通过对各产业群的经济关联和空间分布的分析,发现林木产业群、耐火材料产业群是河南省配套能力最完善的产业群类型,煤电产业群和烟酒制品产业群的配套能力也相对完善,其余各产业群由于存在较低的产业关联度或空间分布过于分散,导致配套水平偏低。

全球视野下的价值链治理研究

在全球化背景下,以地方产业集群为发展模式的区域经济,其竞争力的提升需要在全球价值链中与区域外的经济行为主体积极互动,并实现升级。而价值链治理分析是经济地理学理论研究地方产业集群升级的关键。在这种研究视角下,本文以价值链治理为研究对象,首先界定了价值链治理的概念;并从理论上讨论了全球价值链治理模式的主要类型和演化过程;然后,进一步分析了价值链治理产生的原因、价值链治理的应用,以及价值链治理对地方产业网络升级的影响;最后,本文对国际现有的价值链治理理论进行了比较深入的讨论,并提出进一步研究的展望。
