Previous research has shown that households are sensitive to commuting distance. In particular, households beyond a threshold distance move closer to the job when they change residence. The questions that motivate this paper are: how does race affect the probability of moving closer to the job when households change residence, and is there a trade off between commuting distance and neighborhood composition? Using a specialized data set the research shows that the commuting behaviors of minority and white households are consistent with the overall hypothesis that households minimize their commuting distance whenever possible. The research also shows that there is a tendency for both white and black households to choose slightly more integrated settings after changing residences. Yet, black households have to juggle the trade‐off between neighborhoods with high socioeconomic status and commute distance and those who choose higher socioeconomic status neighborhoods have longer commutes.  相似文献

ABSTRACT We examine the effects of the spatial configuration of workers' residence and workplace location on intraregional residential and job moving decisions of workers belonging to two‐earner households. We hypothesize that two‐earner households' residential mobility depends positively on the commuting distance of both spouses, but negatively on the distance between workplaces. Further, we hypothesize that workers' job mobility depends positively on the worker's commuting distance, negatively on the spouse's commuting distance, and positively on the distance between workplaces. Using data for Denmark, it appears that these hypotheses hold, and that the effects of the spatial configuration are rather large.  相似文献

ABSTRACT. Recent research suggests that in nonmonocentric cities compensation for commutes takes the form of both lower housing prices and higher wages. This paper develops a random utility model that predicts the probability of an actor choosing to commute between each residence and job in a metropolitan area conditional on the observed location of housing units and job sites. The model allows commuting time, origin-specific amenities, land prices, destination-specific amenities and wages to influence actors' choices. We estimate the model using maximum likelihood and generalized least squares techniques and data on commuting between each of 38 origin and 15 destination jurisdictions in the Tokyo metropolitan area. The empirical results show that, all else equal, a one percent increase in commuting time reduces the probability that a route (origin-destination combination) will be chosen by almost five percent. Origin-specific amenities are not completely capitalized into land prices and destination-specific amenities are not completely capitalized into wages. Desirable residential amenities include school quality and a low ratio of day to night population. Desirable workplace amenities include a large share of white collar jobs and a high density of employment.  相似文献

Economic theory suggests that job choice, residential choice and commuting behavior are simultaneously determined. The case of two-earner households deserves special attention because the two wage earners share a dwelling but have different workplaces. We base our analysis of spatial moving behavior on search theory. We demonstrate that job mobility depends positively on the distance between the workplaces of the two wage earners. Residential mobility seems to be negatively influenced by the distance between the workplaces of the two wage earners. The search model also indicates that two-earner households will, on average, move less often than single wage earners.  相似文献

Public sector relocation from capital cities to reduce costs and ameliorate regional disparities has been a high profile but little researched government policy. The paper outlines the reasons for the growth of interest in public sector relocation in Europe, and then compares UK and Irish relocation policies. It argues there appears to be a good case for public sector relocation, but there is less agreement on the precise means whereby dispersal should be achieved. The paper highlights successful aspects of public sector relocation policies in the UK and Ireland and indicates areas for further research. Successful public sector dispersal depends on a willingness on the part of government to take a long-term view, and historical evidence suggests it is difficult to move senior posts from the capital.  相似文献

This article explores the development of immigration federalism in Australia and Canada (expressed through the establishment of state/provincial/territorial immigrant selection programs) and its implications for immigrants’ rights and immigration opportunities. Given the very limited scholarship on the issue, and the lack of previous comparative studies on immigration federalism in Australia and Canada, our research is exploratory by nature. Our finding is that provincial/state/territorial programs offer some advantages to prospective applicants (such as increased immigration opportunities), but, at the same time, raise a number of concerns (such as an increased dependence on employers). As our study reveals, the costs and benefits of immigration opportunities under state/provincial/territorial programs differ for skilled and low-skilled workers, whereby the latter are given only limited access to permanent residence, and on more onerous conditions than skilled workers. Drawing on these findings, we identify areas in need of further research and policy response.  相似文献

This paper studies the connection between interregional commuting and interregional migration, using data from the Czech Republic. In principle, prior commuting could either raise or lower the propensity to migrate, depending on whether the existence of commuting alters the benefits of migration by more than it changes the costs. The Czech data, however, indicate that commuting raises the likelihood of migration overall and for nonelderly age groups. But for the elderly, the effect is the reverse, with prior commuting making migration less likely.  相似文献

Industrial clusters are held to offer competitive advantages to firms that accrue from the transfer of tacit knowledge between skilled workers co-located in spatially bound regions. This paper argues that informal knowledge transfers between skilled employees working in spatially bounded industrial clusters might have an association with the labour relationship between employers and employees. In the literature on industrial clusters general knowledge is readily traded through codified texts and collegial networks but high value, tacit knowledge transfers occur less frequently but are critical to the success of firms located in clusters. Tacit knowledge transfers are held to occur when workers move to other firms because of firm death or poaching but less frequently through contacts between colleagues from other firms. Industrial clusters are said to offer labour market advantages for skilled workers in the form of ample job opportunities and rising wages, which engender firm loyalty and discourage the transfer of tacit knowledge of competitive value to other firms. However, the limited empirical evidence available on actual working conditions for skilled workers in regional industrial clusters indicates that this argument is contestable. Some evidence suggests that there are limited wage premiums accruing to the industrial districts, a limited role for geographic proximity, and weak localised returns on seniority and education. We argue that in such circumstances high value knowledge between workers in different firms might be traded as an act of epistemic solidarity or sociability that disregards the interests of employer organisations. Such actions might vary by region and country in relation to the prevailing system of labour relations. Australian labour relations are offered as a case in point.  相似文献

High population mobility, mainly in the form of out-migration, is a characteristic feature of the post-Soviet Russian North. As subsidies from the centre were significantly cut, living standards and the number of inhabitants in many Russian peripheries declined considerably. Nevertheless, there are also prospering regions and industry sectors in these parts of Russia, which are often related to and dependent on the exploitation of natural resources. After introducing general Soviet and post-Soviet mobility and migration patterns in the north of Russia, this article examines the mobility behaviour of oil workers. The analyses are based on a case study of an oil company (SeverTEK) from the Komi Republic and incorporate different statistical approaches. The purpose of the study is to assess past, present and future mobility behaviour of those in northern regions who are benefitting from post-Soviet transition and will most likely contribute most to a positive development of the Russian North. The results show that the surveyed employees of SeverTEK have migrated in the past mainly from Siberia, the Far East, and the now independent countries of the former Soviet Union to northern and central parts of European Russia. The present mobility behaviour is strongly characteristic of shift work employment with long-distance commuting. An analysis of intended migration indentifies strong potentials for future migrations among the oil workers of the case study. It appears that many employees are ready to leave northern regions as soon as their job situation allows it. Therefore, unlike in other resource peripheries such as Western Australia, long-distance commuting is in Russia not used as a decentralization measure; instead it offers opportunities for reducing the problematically high population density of the post-Soviet North.  相似文献

This essay explores the occurrence of unintended consequences of public policy, particularly those embodied in the Americans with Disabilities Act (ADA) towards people diagnosed with mental illness. Rights to equal opportunity under the ADA are not inalienable. Two key provisions of the ADA allow employers to abridge those rights. While these provisions sound reasonable on the surface, this paper points out how they disproportionately affect people with psychiatric disabilities. The first provision is the direct threat exclusion, which exempts employers from the requirement to provide reasonable accommodation to a person with disabilities if that person poses a significant risk to the safety of others. Employers can exclude or fire qualified applicants or employees who potentially may pose a direct threat to the health or safety of other individuals in the workplace. The second provision is that employers must only accommodate the known disabilities of an employee or applicant. While these provisions address legitimate concerns, they may be abused and they may distract employers and policymakers from other underlying problems.  相似文献

The aim of this paper is firstly, to determine the types of manufacturing activities which are at present active in the Istanbul Historical Core and secondly, to establish the daily commuting pattern of industrial employment. With this information to hand, it is then possible to assess the impact of the transportation pattern on the historical core and the metropolitan area as a whole. The results show that industrial employees commuting to work in the historical core face more difficulties, by way of duration-distance-change, than the average value observed in the metropolitan area. Moving manufacturing activities away from the historical core will not only decrease the difficulties faced by industrial employees in this area, but will also relieve this 2400 year old area from the burden of traffic congestion, environmental and noise pollution, and create usable building capacity .  相似文献

幸福不仅是个人的心愿,也是城市管理者的执政目标之一,因此,对于城市中普遍存在的通勤时间过长所带来的心理影响研究十分必要。本文采用中国家庭追踪调查(CFPS)数据,考察了通勤时间对于个人主观幸福感的影响。实证结果显示,通勤时间对于个人幸福感存在显著的负向影响,随着个人通勤时间的增加,个人幸福感也随之降低。通勤时间与生活满意度也同样呈现显著的负相关,这也证明了结论的稳健性。通过进一步考察通勤时间负面影响的异质性发现,通勤时间对幸福感的影响在不同社会群体间存在差异,对于个人收入高、教育程度高、家庭收入高的居民而言,通勤时间所造成的负面心理影响更大。因此,政府应重视通勤对居民幸福感的影响,并致力于提高交通效率。  相似文献

过剩通勤是衡量城市居民职住空间组织和通勤效率的重要指标。本文以快速工业化城市中山市为例,采用2012年中山市交通调查数据,分析中山市职住空间平衡与过剩通勤状况。通过线性规划模型计算发现,中山市居民的通勤距离、过剩通勤率(E)、通勤容量(Cu)使用率均普遍小于国内大城市和西方城市。城市空间结构与土地利用、产业结构与就业结构对中山市的通勤特征的形成有重要的影响。过剩通勤各项指标与户籍、职业类型和家庭收入有显著的相关性。表现为家庭收入越高,过剩通勤率相对较高。机关事业单位和企业行政办公人员通勤效率较低,而产业工人通勤效率较高。非本市户籍人口通勤效率高于本市户籍人口。  相似文献

Migration plays an important role in neo-liberal regional adjustment. This paper explores the role of economic shocks in stimulating internal migration within Australia. Drawing on the experiences of retrenched Ansett Airlines employees, it argues that economic crisis impels some households to relocate but traps others in places with restricted employment prospects. For some, the crisis of retrenchment triggers inter-state migration to take up new jobs. For others, it prompts relocation to less expensive housing, often in a geographically proximate location. These opposing responses, which are different outcomes of similar causal processes, exacerbate regional inequalities since they selectively encourage younger skilled workers to enter growing regions. The combination of high housing costs and insecure employment discourages speculative migration. The paper concludes with a brief discussion of the policy implications of these findings.  相似文献

中国城市出现的居住和就业"空间不匹配"现象,对就业者日常通勤时间和方式产生了重要影响,进而影响就业者健康状况。依托南京市居民身体活动和健康状况问卷调查数据,根据不同通勤方式身体活动量的大小将就业者的通勤模式分为积极通勤、公共交通通勤和机动车通勤三种,构建多项Logistic回归模型探究城市就业者通勤模式的选择及相关影响因素。结果表明:①就业者对自身健康的主观认知和客观身体健康状况以及是否散步等健康行为显著影响通勤模式的选择;②通勤时间、加班等与工作相关的变量与就业者机动车通勤显著正相关,雨雪天气与积极通勤显著负相关;③个体社会经济属性中性别、年龄、家庭人口规模以及是否拥有小汽车等显著影响通勤模式选择。基于研究结果,本文对如何引导就业者选择更加积极和可持续的通勤模式提出了政策建议。  相似文献

Many empirical studies in the fields of urban and environmental economics rely on the hedonic pricing framework. This paper draws attention to two important elements that are not covered by this theory: uncertainty and relocation costs. It develops a theoretical model where agents face uncertainty, but may accumulate savings as a form of self‐insurance. It shows that uncertainty pushes up relocation costs due to the option value of waiting, while self‐insurance helps to reduce this lock‐in problem. Moreover, the model suggests that the implicit price of environmental quality increases with uncertainty even if agents are risk‐neutral.  相似文献

为解决早晚高峰交通拥堵问题,有必要研究居民通勤特征,为城市规划、管理提供参考。本文以西安为实证研究对象,采用空间分层随机抽样法发放问卷进行调查研究,并将研究结果与东部类似城市北京进行对比。研究发现西安居民通勤以公共交通为主,但地面交通中私家车高于公交车;通勤时间反映职住分离程度低于东部;以内部通勤和内向通勤为主,同时,运用引力模型对通勤流与城市空间结构的关系进行计算,发现通勤流反映城市空间结构为单中心,在分析通勤特征背后原因的基础上,从城市规划的角度提出相应的治堵建议。  相似文献

Leapfrog development is a typical form of sprawl. This paper aims at analyzing the existence, size, and persistence of leapfrogging in a dynamic urban economic model with endogenous green amenities. We analyze whether incoming households choose to settle at the fringe of the city or to jump further away depending on their preferences and the structure of the city. We first provide an analytical treatment of the conditions and characteristics under which a first leapfrog occurs and show how the optimal choice is affected by the size of the city, income, commuting costs, as well as the size of the area where green amenities are considered. We then study how further leapfrogging and multiple urban rings may appear and be maintained in the long‐run equilibrium, and how infill processes take place through time.  相似文献

Through a case study of Scottish Natural Heritage (SNH), a Non-Departmental Public Body in Scotland, this article considers the arguments associated with changes in public sector location in the UK in the wider context of devolution and decentralization. The policy issues of location and relocation are discussed in light of the wider government interest in modernization, spatial planning and regional development. The case study illustrates an active concern in Scotland with the decentralization of decision-making, and a move to community planning. Notwithstanding the perceived benefits of the government's policy objectives, however, the relocation process, in this instance, has proved to be difficult and protracted in practice, illustrating many of the tensions in a policy which seeks to deliver different and layered policy objectives.  相似文献
