This paper aims to contribute to an understanding of how museums and galleries are regulated through an examination of the production and implementation of policy. It concentrates on those aspects that view them as vehicles through which social policy, such as that dealing with social inequality, can be implemented. To do this, it identifies the ways that motivations, behaviours and social outcomes of engagement are imagined by New Public Management-derived policy, and audit and evaluation tools. This is then examined using the results of a study of how visitors consume contemporary visual art galleries in north-east England, UK. The study concludes that the complex nature of engagement cannot be accommodated by policy in its present form and cannot be captured by existing audit and evaluation tools. It suggests that new approaches that acknowledge the roles visitors play in the construction of meanings need to be developed.  相似文献

While the use of public policy to construct a Canadian identity has been established in the literature, what is less well understood is whether national identity, once established, might shape Canadians' feelings about these same public policies. This article examines the extent to which citizens' national identities influence their pride in Canada's social security system, and how this relationship may be changing over time. Using data from the International Social Science Programme's 1995 and 2003 National Identity Modules, the article argues that citizens' national identities help explain the contours of social security attitudes in Canada, and that this relationship persists despite significant policy change in the field. Additionally, the paper suggests that political actors may successfully increase public support for their social security policies by “framing” them in ways that appeal to citizens' definitions of Canada.  相似文献

This paper explores the subject of museum geographies, focusing particularly on the development of museum policies in a changing political context. The empirical focus is the emergence and transformation of the museum programme Renaissance in the Region, which is linked to the concepts of primary, secondary and tertiary spatialisations presented by Michel Foucault. The paper discusses the development of the programme and how it transformed aspects of the primary, secondary and tertiary spatialisations of museums in England, before focusing attention on the geography of school visits to museums. The results of two extensive studies of school visits to museums in the programme suggest that large numbers of visits come from schools located in areas with high indices of multiple deprivation and income deprivation affecting children. It is argued that this social geography reflects the tertiary spatialisation of museums linked to their emergence in areas of past industrial development, although practices linked to reconfigurations of the primary and secondary spatialisation as part of the Renaissance in the Regions programme may also have played some role. The paper concludes by discussing recent changes in government policy and the degree to which the ‘New Renaissance’ policy may signify reductions in the social reach of museums into areas of social deprivation and exclusion.  相似文献

Debates about the socially inclusionary potential of heritage have to date focused principally on heritage sites and museums. Relatively little attention has been paid to the wider Cultural Built Heritage (CBH) that surrounds us in our everyday lives. This paper starts with a brief theoretical exploration of the social role of heritage and the key policy background. Then, based on an understanding of policy and action in England, this paper sets out a framework for considering how this wider CBH might contribute to social inclusion. A fundamental binary divide is made between the role of CBH as historic places and opportunity spaces in which regeneration may occur. However, in neither case is action necessarily socially inclusive. The paper concludes that a greater clarity of objectives and definitions is necessary if CBH is to meet its potential to be socially inclusionary.  相似文献

A major aspect of Ireland's history is the continual problems of a sectarian nature, yet the issue of 'the troubles' gets scant consideration in the permanent exhibitions mounted in Northern Ireland's museums, and is only beginning to emerge in more temporary exhibitions and statements about museums. In addition, the belief that cultural heritage plays a significant part in conflict resolution in Northern Ireland has long been expressed in statements on education policy and local government programmes. However, the concept of using museums for exploring this history for a positive outcome has not, despite the scale of the political problem, been a high-profile issue in Northern Ireland's museums nor has it had a great deal of academic attention. This paper is a contribution to this gap. It assesses the role that Northern Ireland's museums play in the current political context. It evaluates the reasons why, since their foundation, museums in Northern Ireland have largely chosen to avoid controversial issues in their displays. It considers how attitudes are changing and how museum professionals are tentatively beginning to engage with political issues and enter into dialogue on subjects such as cultural and political identities in Northern Ireland.  相似文献

Traditionally, museums spaces have tended to be located in the central areas of cities, thereby reinforcing existing dynamics and limiting their potential impact on more peripheral areas. The present study examines the locations chosen for museums that have been opened in three European cities: Barcelona, Paris and Turin, between the years 2000 and 2013. It shows how the locating of museums and galleries has not been homogeneous and how each potential location has its strengths and weaknesses. This is particularly evident when we consider such factors as the environmental impact of museums and how they influence the commercial offer, image and attractiveness of their host city. This paper identifies and examines the different types of impact that museum location strategies have on urban areas.  相似文献

Following the increasing attention paid to popular music in heritage discourses, this article explores how the popular music culture from the 1960s is remembered in Europe. I discuss the role of heritage organizations, media and the cultural policy of the EU in the construction of a popular music heritage of this period. Furthermore, I examine the ways in which attachments to local, national and European identities are negotiated. To this end, I draw upon interviews with representatives of museums, websites and archives. The article reveals a recurring tension between transnational and local experiences of the 1960s. It is found that media and heritage institutions like museums and archives predominantly have a national and local orientation, although narratives with a European vantage point are now emerging on the internet.  相似文献

Abstract

This article is concerned with five museums created by indigenous sámi people in northern Fenno- Scandinavia. In comparison to most Western nations' museums, Sámi-created institutions are a relatively recent phenomenon. Against the background of changing ideas about museums in the academic world, this article examines what kind of representation of the Sámi past has been created in their museums and, importantly, the reasons why these representations have been created in the ways that they have. What kind of knowledge does this create? How has the medium been adapted? How do these representations, in turn, change Sámi culture?

It is argued that Sámi museums have been influential in creating a sense of ‘Sámi-ness’ through their particular representations. Certain artefacts are presented as particularly active, and although their actions can cause conflicts, they are now being used to forge a deeper past for the Sámi people.  相似文献

Since “museumland” was revisited in the 1980s, different authors have studied the history of colonial museums in Europe within a broader discussion on colonial bias, the creation of traditions and the theory of representation. It has become clear, for example, how African utensils were exported to Europe, where they were exhibited as curiosa, ethnographical objects or art. But what happened when the very notion of the museum was exported back to Africa? Who created these institutes and in what context? Was the relationship between colonizers and colonized altered? Did the “social life” of the objects on show change? And what was the relationship between the “old” museums in Europe and the “new” ones created in the colony? These questions have rarely been studied. In this article, the creation of the Musée Léopold II will be used as a basis to offer insight into the links between colonial “science” and “policy”, which proved not to be as monolithic as often portrayed, but rather were complex amalgamations of different opinions and even conflicting interests.

Abstract

Established during the colonial era, the majority of museums in Africa were modeled on their European counterparts. The period of Africanization that followed the independence of many African nations witnessed a dramatic increase in the number of Africans receiving higher education and specialized training. Institutions such as museums began to come under the leadership of indigenous Africans but, in most cases, the exhibits and their condition(s) remained the same. Today, African museums face new challenges: how can they become more relevant, both to the local communities they serve and to foreign visitors? How can they attract more visitors, especially from local communities? This article discusses the notion of ‘indigenous’ in an African context. It looks at the development of museums in Africa and their current metamorphosis into dynamic cultural centres that address pertinent social, cultural and even economic issues-in the face of dwindling government funding and increased modernization and globalization. It discusses several museums and how they are meeting these challenges, and how organizations such as AFRICOM (International Council of African Museums) and programmes such as SAMP (African–Swedish Museum Network) are contributing to the positive changes currently taking place.  相似文献

The concept of human security, while much contested in both academic and policy debates, and highly fragmented across different meanings and forms of implementation, offers a potential locus around which global security discourse might converge, particularly in light of current shifts in US security thinking. However, key pioneers of human security, such as the United Nations and Canada, appear to be losing their enthusiasm for the concept, just at the moment when others such as the European Union, are advancing a human security agenda. This article examines the divergence of human security narratives between the UN and the EU. It argues that the UN's use of the concept ran aground owing to a triple problematic of lack of clarity, confusion between previously distinct policy streams on human rights and human development and conceptual overstretch. After assessing the EU experience with the concept to date, the article argues that future use of human security will require greater focus on how it deepens ideas of individual security, rather than treating it as an agenda for broadening security. As well as a need to project clarity on the conceptual definition of human security, there is also a need to associate human security with greater clarity of intent. If successful, this would contribute to establishing second generation human security as a new policy paradigm.  相似文献

Abstract: Strategic management is a familiar concept in for-profit organisations but is relatively new to museums. This paper presents and discusses a model of strategic management for visitor-oriented museums that aims to be more comprehensive than current approaches. It shows how museums can overcome the tension between the strategic demand to develop visitor-oriented museum services and the duties and social mandate of museums as public institutions that are defined by cultural policy—enabling access to cultural heritage, promoting broad cultural participation and providing informal education. Visitor-oriented strategic museum management is concerned with attracting a variety of visitors as well as the development of museum services that are appropriate to diverse museum audiences. The model presented here emphasises the comprehensive strategic management concept. Audience research and evaluation are shown to be valuable analytic and revision tools for strategic management in visitor-oriented museums.  相似文献

Cultural sustainability has become a growing priority within sustainable development agendas, and is now often depicted as a fourth pillar, equal to social, economic, and environmental concerns. Museums and libraries play a unique role within cultural sustainability by preserving their communities’ heritage. However, sustainability policy and research within these sectors still tends to focus on the social, economic, and environmental pillars. This article provides a critique of sustainability policy and research for museums and libraries. It argues that more explicit coverage of cultural sustainability is required to not only improve the contributions of museums and libraries to cultural sustainability, but also to provide an increased understanding and appreciation of the value of these institutions necessary for their continued survival.  相似文献

This paper considers how higher education geography is a discipline that can make a significant contribution to addressing inequality and engaging with the agenda for social change. It adopts the view that the teaching of geography can promote social transformation through the development of knowledge, skills and values in students that encourage social justice and equity. The paper explores how teaching about social transformation is closely interlinked with teaching for social transformation and considers some of the pedagogical approaches that might be used to achieve these. It considers how the lack of diversity of higher education geography teachers impacts on these issues before moving on to consider how the nature of different higher education systems supports or constrains geographers' abilities to teach for social transformation. Finally, the paper ends by asking individuals and geography departments to consider their commitment to teaching for social transformation.  相似文献

This article explores the actions taken by the Australian Government during the period of 2007–2010 in regard to its proposal to develop a new national cultural policy. Despite its stated commitment to the creation of opportunities for the re-articulation of existing publics and the formation of new ones, the newly elected federal government’s social inclusion and productivity policies did not, at any stage, seek to draw a positive or causal association between museums and social change. This was despite the museum sector’s numerous attempts to communicate its value in precisely these terms to government. It was also despite the precedents for this policy initiative that existed internationally, particularly in the UK. This article explores the actions taken by the Australian Government during the period of 2007–2010, the international context within which these occurred, and the reactions generated by the museum and collections sector in response to the events.  相似文献

Abstract

The family, as a leisure unit, is an important museum consumer group. The literature on family leisure in museums concentrates on the cognitive and the learning aspects in science museums and art galleries in western contexts. It provides limited explanation of the leisure outcomes acquired from visiting museums. This work addresses this lacuna by exploring the benefits perceived by Chinese parents who take their children to a cluster of museums along China’s Grand Canal, a world heritage site in Hangzhou. A review of museum and heritage research, combined with 17 on-site, in-depth interviews, generated information on a range of benefits which was used to design a questionnaire that was completed by 450 respondents. Five perceived benefits were identified using factor analysis. In order of significance, they are family bonding, community attachment, cultural awareness, restoration and personal growth. These perceived benefits have implications for museums and other public facilities catering to the family leisure market, as well as for governments, community organisations, the heritage sector and other stakeholders that are charged with managing cultural heritage.  相似文献

Nonprofit agencies with a religious base may be strongly affected by recent public policy changes; they tend to deliver services in areas where federal resources are further declining and are eligible for the special government purchase of service contracts that now may be provided to religious entities. Religious agencies also are now widely expected to deliver uniquely beneficial services and to mobilize social capital to compensate for increasing restrictions of some governmental programs. The current article reports on a qualitative, longitudinal, interview-based investigation of program changes and their relation to policy changes in a two-city sample of what are called "faith-related" agencies. In so doing, it investigates the implications of relying on religious agencies for service delivery. Making use of an extensive framework concerning how agencies are organized, the work finds that faith-related agencies mildly contribute to increased variety of service delivery styles in the examined cities, but that they rarely expand services significantly to meet increased need or otherwise provide dramatically unique service content in response to recent public policy changes. The patterns in part reflect trade-offs between fully emphasizing the unique aspects of religion and entering the public arena, and they thus question the likely role of religion in reforming social service systems.  相似文献

The study of policy design has made great progress over the past decade in leading scholars to understand why the American political system produces certain kinds of designs rather than others, and the consequences that policy designs have for democracy. This article outlines the distinctive and important elements of policy design theory—the centrality of policy design, the attention to social constructions, the attention to policy consequences (or feed‐forward effects), and the integration of normative and empirical research and theory. It then suggests how policy design theory can complement other policy theories in guiding research and evaluating the conditions of U.S. democracy, and how in its own right it can be further developed and used to guide important inquiry about public policy's politics and social impacts.  相似文献

This article explores how women fighters tell their stories in relation to the dominant state narratives about a partisan war. In addition to engaging their individual stories, it explores how they speak, write and act as memory entrepreneurs, creating collective memory about a past that they have experienced instead of allowing others to select actors and events for historical narratives. It argues that memory regimes and gender cultures are intertwined, and that gender cultures are essential in understanding the cultural choices made by memory entrepreneurs in memory making. The article analyses the oral testimonies and written memoirs of two women, Rakhel’ Margolis and Aldona Vilutien? (neé Sabaityt?), who were partisans in Lithuania during the Second World War (Margolis) and its aftermath (Vilutien?) and created the first museums dealing with the Second World War and its legacy in post‐Soviet Lithuania. Read as stories about what it was like to be a woman during a partisan war, the narratives include some common themes: widespread betrayal, the difficult physical conditions that they had to endure as women and the vulnerability that came with these experiences. Read as stories told by memory entrepreneurs, the narratives reveal that the two women acted as mnemonic warriors fighting for competing memory regimes built on opposing gender ideologies.  相似文献
