This paper explores the role of intermediary institutions in promoting creativity and cultural diversity in the music industry, and the impact of cultural policy on the performance of those intermediaries. It reviews some of the existing literature on the relationship between economic conditions and innovation in music, and argues that too little attention has been paid to intermediaries. Focusing on collective management organisations (CMOs) as one example of overlooked intermediaries, we illustrate, by way of comparison, the different priorities and incentives that drive CMO practice. These variations, we suggest, are important to appreciating how CMOs operate as intermediaries in different territories. We then turn our attention to recent attempts by the EU to reform CMO practice as part of its Digital Single Market project. The fact that the CMO has been an object of reform is indicative of its importance. However, there is more at stake here: the reforms themselves, in seeking to change the role and behaviour of CMOs will, we suggest, have profound consequences for the market in music in Europe, and for creativity and cultural diversity within that market.  相似文献

This paper draws on a larger research project that investigates the networks and institutions shaping cultural policy across national, international and supranational contexts. Taking Britain as its touchstone, it identifies and maps some of the operational relations between culture, governance and nation shaping the development and orientation of contemporary cultural policy. It thus highlights key formal and informal domestic relationships and contexts within which Britain's local, regional and national cultural policy initiatives are situated. The British context – in which England figures strongly for historical, political and demographic reasons, and so draws a corresponding resistance across other constituents of nation – is shown to be both internally differentiated along various lines, and also embedded in the larger sphere of the European Union that redraws the boundaries of cultural policy and governance. In tracing the contours and interrogating the constitutive elements of Britain's domains of cultural policy, we seek to provide a foundation for understanding the intersections and influences that exist between fields of cultural governance, and their interdependence and fluidity.  相似文献

This paper seeks to unpack the politics of heritage preservation in post-1997 Hong Kong. Referring to international frameworks on heritage preservation, it seeks to position Hong Kong’s cultural resource management on par with international discourses for the advancement of heritage governance. Debates surrounding heritage are indeed a part of the wider picture of Hong Kong’s cultural and identity politics and the Hong Kong-China relationship. By examining various contested cases of heritage conservation, and by linking those debates back to the government’s responses within the context of cultural governance, we suggest that heritage management has become a hot stove for cultural politics in post-colonial Hong Kong with deep repercussions in the political, social and economic spheres. The paper examines the rising social debates concerning the removal and conservation of built heritage, and the various government attempts to address these debates. It argues that the current heritage governance mechanism has failed to meet social needs and provide an articulated heritage policy. We propose that a coherent organisational structure is required to better accommodate diverse and contradictory views and discourses surrounding heritage and cultural governance and to tackle the various cultural challenges in postcolonial Hong Kong.  相似文献

In this paper through the analysis of the access to culture issue in the Croatian cultural policy agenda, we illustrate the current cultural policy developments in Croatia in the broader European context. Taking the differentiation between explicit and implicit policies at both macro and micro level we analyse discourses on access to culture in the Croatian cultural policy at the constitutional level, parliamentary political parties’ level, the governmental level and the level of cultural organisations. On the one hand the policies regarding access to culture remain mostly implicit and revolve around traditional models connected to instruments dating back to socialism; while on the other selected cultural organisations develop instruments for fostering it where European projects have an influence. The orientation more towards cultural production issues and less to access to culture and cultural participation issues draws similarities of cultural policy developments in Croatia with the general European cultural policy framework.  相似文献

Over the last twenty years, cities around the world have seen the multiplication of cultural district projects, which aim to concentrate cultural organisations in a circumscribed urban space, or to label a neighbourhood’s cultural scene. This paper examines the adoption and adaptation of a globally circulating cultural policy model as an instrument of urban governance. Moving away from the notion of policy transfer, understood as a neutral and unidirectional process through which successful culture-led development models spread to other contexts, I show how local actors mobilise external references to position themselves in a transnational cultural policymaking field, and construct their city as a model. I compare the multi-scalar politics of urban modelling in Doha and Singapore, where globally circulating culture-led development models have been introduced not only as instruments of economic growth, but also as diversity management tools. On the one hand, cultural districts serve as discursive nation building/branding instruments to project an imagined identity locally and internationally. On the other hand, urban elites can mobilise cultural districts to make strategic shifts in the diversity management discourse, through an engagement with the urban environment, and the co-optation civil society actors at multiple scales.  相似文献

Puerto Rico became a territory of the United States in 1898 with the end of the Spanish-American War. In 1952, the island became a ‘Commonwealth’ through the development and approval of a local constitution. While this political status allows Puerto Rico some degree of autonomy, it nevertheless continues to subject the island to United States federal authority. For the last 60 years, discussions on whether Puerto Rico’s Commonwealth status is a permanent or transitional status has fuelled much of the political debate and public policy of the region, and has been highly influenced by political status ideologies: to become a state of the United States, to maintain the current status, or to become independendent. Budgetary, legal, and commercial dependence on the United States causes constant conflicts in the design and implementation of Puerto Rican public policy in areas such as education, law, and economic development. Likewise, culture has not been exempt from these debates. In fact, cultural differences have caused conflict at all levels – from the theoretical conceptions of culture, to cultural policy and arts management. Moreover, the implementation of cultural policies has also been subject to political ideologies and the concept of culture has variably been seen as an obstacle or strength for specific political purposes. In the midst of a sustained economic crisis, the current Puerto Rican government has proposed the development of a comprehensive cultural policy through a participatory process. The objective of this paper is to present this process as a means of analyzing Puerto Rico’s experience through the challenges in designing and implementing cultural policy within a ‘postcolonial colony’ scenario. The recent discussion regarding contemporary urban regeneration has underlined the increasing role of art and cultural agglomeration as an essential part of a progressive agenda for local development. In fact, there is a good deal of literature which is related to specific and finite cultural strategies. Although scholars, in some cases, may suggest other perspectives, their value narrows to a comprehensive evaluation regarding the possible interpretation of cultural agglomeration in respect of urban regeneration. Accordingly, this study, by using an interdisciplinary systemic approach based on the clustering of cultural carriers, developed the cultural strategies under a six concepts scheme. The study then, through developing a method based on modes and development approach of cultural agglomeration, recategorized the six mentioned strategies into three major categories of cultural strategies, to find out their contribution in the process of urban regeneration. Overall, the study revealed the extent of cultural agglomeration as a method of developing cultural strategies in urban regeneration.  相似文献

Policy-makers and urban planners struggle to find the right formula to implement urban regeneration processes based on cultural assets, often focusing on the desired outcomes, but rarely questioning how the policy process can shape them. This paper examines different governance models for the implementation and organization of cultural districts, and evaluates how they can affect their actual realization by investigating three cases in Copenhagen, Denmark. The deindustrialization of Copenhagen left many of the city’s harbour areas disused and in turn provided the opportunity to develop three new cultural districts in the city centre. The paper contributes to the literature on cultural districts by matching specificities and contingencies attached to a particular urban area with the governance model adopted for its development. The paper claims that temporal experimentation has to be included in cultural planning and a mix of bottom-up and top-down approaches is more desirable than both a totally unregulated initiative and a real estate-driven development and a totally unregulated initiative, as it ensures that initiatives remain financially viable and that the creative workers and companies retain a certain control of the area development, and in turn counteracts gentrification.  相似文献

This paper argues that in the case of Korea, cultural diplomacy (CD) has been explicitly implemented in a top-down and unilateral approach by government to enhance national prestige abroad, underpinned by the institutional legacy of a ‘developmental state’ model of governance. Yet, an implicit approach has also emerged, associated with capacity building of the domestic cultural industries through promoting ‘international cultural exchange’. Whilst the top-down unilateral approach has persisted, a disarray of policy rhetoric and institutional fragmentation surrounding CD, as well as the blurring of cultural industries development policy with the CD agenda has led to gradual convergence of both explicit and implicit approaches.  相似文献

This article seeks to explain the conditions for the emergence and institutionalization of the cultural paradiplomacy of the city of Barcelona and its local effects. The recognition of the city as an active participant on the international stage is based on its evolution from an industrial to a service economy. Against this backdrop, Barcelona’s city council, in common with many other city authorities operating in the world’s metropolises during the 1980s, initiated its own cultural paradiplomacy as a strategy for attracting capital and promoting local development. This policy became established as part of a new multilevel system of governance. This article analyzes the causes of the institutionalization of this activity from an intergovernmental perspective. It concludes that in the context of economic globalization, the emergence of cities’ cultural paradiplomacy is strongly related to the restructuring of the State and its external administration and to the intensification of the ‘cultural branding’ of cities as a tool for global competition.  相似文献

Like other disciplines within the humanities and social sciences, cultural policy studies has had to respond to the influence of computing technologies. Researchers have explored the changes wrought to the management of cultural organisations, to the models of the creative industries and to new forms of access to culture and the arts. This paper suggests that these emphases might miss how computing technologies are re-shaping the project of cultural policy in a more fundamental direction. The paper draws on the work concerned with the cultural values of computing technologies and their influence on contemporary modes of government. These values, of instrumental reason, categorisation and calculation underpin a range of technologies, which are increasingly present in and important to the management of everyday life. Reflecting on how cultural taste and participation are being re-shaped by computing technologies, the paper argues these infrastructures are informed by specific visions of the kinds of people who live with and through them and how such people can be governed. The long-standing focus of cultural policy studies – about how states are concerned with the cultural formation of their citizens – are keenly present in the strategic ambitions and imperatives associated with computation.  相似文献

This article addresses the importance of cultural industries for the strengthening of the soft power of the rising powers and it seeks to understand how the cultural industries allow rising powers to shape the structures of their international environment. More specifically, studying the cases of People’s Republic of China and of the movie industry, my article focuses on the current evolution of the relationship between the Chinese authorities and the film industry, as well as on the development of the domestic film market. I further aim to draw up an inventory of China’s role within the global governance of cultural industries. Finally, I aim to highlight the global cultural competition that China faces, emphasizing the practices of the US administration and Hollywood. I argue that even if China is the current centre of gravity within the world economy, it still has a long way to go in order to shape the distribution of resources within the global governance of cultural industries and to play a crucial role in the international battle of cultural symbols.  相似文献

In recent years French unemployment organisations have been relatively successful in fusing the energies of the unemployed for political purposes and in harnessing public sympathy for their cause. This achievement has been hailed in some quarters as an example of organisations overcoming political impoverishment. This article argues that the involvement of the organisations in politics has not come without important caveats, both in terms of the political significance of that involvement and in terms of the political ‘militancy’ of unemployed people. The distinguishing characteristic of cultural policy in countries characterized by a legacy of coloniality is the importance of the identity formation and the politics that are involved in formulating its definition. At root, coloniality is an experience involving dominating influence by a stronger power over a subject state. However, this is not just a matter of external governance or economic dependency, but of a cultural dominance that creates an asymmetrical relationship between the ‘center’ and the ‘periphery,’ between the ruling ‘hegemon’ and the marginalized ‘other.’ In these circumstances, what constitutes an “authentic” culture, and how this informs national identity, is a central political and social concern.  相似文献

ABSTRACT

The article discusses whether we are approaching the end of public cultural policy in Western democracies, because contemporary cultural policy is not adapted to major transformation processes in contemporary societies. I discuss seven different challenges/scenarios that public cultural policy has to confront today: (1) It appears to be very difficult to democratise culture. (2) Public authorities consistently continue to support cultural institutions that may be obsolete. (3) Professional artists are still poor, despite public support schemes. (4) Public cultural policy is still predominantly national, despite the globalisation of cultural production and distribution. (5) Public authorities increasingly justify subsidies to culture with reference to the beneficial effects that art and culture could have outside the cultural field. Therefore, one might argue that other public bodies could take better care of cultural affairs. (6) A specific public cultural sector may appear to ‘imprison’ culture in a bureaucratic ‘iron cage’. (7) Finally, one might argue that a public cultural policy has no sense in a period of stagnating public finances. In addition, I discuss several counterarguments to these challenges, without coming to a definite conclusion. I have based the analysis on available comparative research about the public cultural policies of Western democracies, predominantly Norwegian cultural policy.  相似文献

The article deals with explicit cultural policy and its outcomes in the post-communist Czech Republic. In the first part, the authors look at the organisational and conceptual impact on culture of the transition from a centrally managed economy to a pluralist parliamentary democracy following the collapse of the Eastern Bloc. The cultural sector experienced privatisation, property restitution, commercialisation, globalisation, decentralisation and devolution, as well as the emergence of the private sector and the non-governmental non-profit sector (NGO). Although the process of societal transformation is now complete, certain key issues of cultural policy remain unresolved. The authors focus on three contemporary issues in theatre, namely: political intervention in the management of public cultural institutions, the persistent debate on funding through grant systems and the lack of trust culture professionals have in the creators of cultural policy. As a result, even though after 1989 it was expected that the private or NGO sector would dominate in the area of culture, there still exists a relatively dense network of public cultural institutions (contributory organisations) characterised by a resistance to proposed organisational and funding changes.  相似文献

This paper explores the relationship between museums, cultural sustainability, and cultural policies. Specifically, it offers a theoretical model for the sustainable development of museums and a process for designing appropriate cultural policies for museums with cultural sustainability in mind. The case of Cyprus is used to demonstrate how strengths and gaps in cultural sustainability can be identified within a broader museum environment. The study examines the main stakeholders (the state, municipalities/ communities, and individuals), types of museums (archaeological, art, ethnographic, etc.) they establish and the forces influencing their decisions (such as politics, a sense of national identity, cultural tourism, economic revitalization, and personal agendas) in order to map the Cypriot museum environment and identify the emphasis placed on different parameters of cultural sustainability. By identifying cultural sustainability strengths and gaps on a national level, it becomes easier for cultural policy-makers to design appropriate cultural policies for museums.  相似文献
