Presidents as Supreme Court Advocates: Before and After the White House

Eight men who took the presidential oath also appeared before the Supreme Court of the United States as advocates. From Senator John Quincy Adams at the outset of the Marshall Court to Richard M. 商人对五四运动的参与活动,可以说是一种商人外交活动,也具有民间经济外交的意义。五四运动的特殊国际和国内环境,使这次商人外交达到了新的水平,从萌芽阶段进入到基本成熟阶段。以五四运动为界,商人的外交活动有明显的进步,由被动变为主动、由间接转向直接、由依附走向独立,并日益趋向频繁化和国际化;商人的外交意识进一步强化,其出发点由原来的谋求自身的国际商务合作和作为政府的外交后援,日益发展到争取国际和平平等关系、自主开展外交斗争、获取中国应有的国际待遇,并由“在商言商”观念向“天下兴亡匹夫有责”观念转变。商人外交活动的特点表现出渐趋成熟的趋向,在组织上由自由联合转向全国统一,在目的上由防御走向进取,在认识上由感性发展为理性,在手段上由经济上升到法律。

Dimensions of Spatial Price Dispersion Before and After the Crash of 1929

The spatial and temporal patterns of prices are analyzed over the 1919–40 period. Arguments are made for the distinctiveness of different economic episodes, including the crash of 1929, in terms of their local price effects. Nevertheless, it is also shown that the variability between cities and between components of their price series declined through the early 1940s. Alternative conceptions of spatial price systems are introduced, and due regard is also given to the structure and interpretation of city CPI data. Implications are drawn regarding the proper design of a theory that would explain the observed patterns of spatial price dispersion. This larger project is left, however, to another time.     

New Strategies for an Old Medium: The Weekly Radio Addresses of Reagan and Clinton

Charisma is one of the most common explanations for the success of political leaders in obtaining the support of the mass public. Yet authors employing the concept typically begin their analyses by simply assuming the presence of charisma, foregoing more rigorous analyses, including the consideration of alternative explanations for public appeal. Thus, charisma becomes a post hoc attribution, a residual category of explanation that is difficult to evaluate objectively. This article examines the concept of charisma in the context of the American presidency by testing for its consequences, including presidents obtaining unusually high levels of support, support from unusual sources, or especially intense and committed support, or successfully leading public opinion on matters of public policy. I particularly focus on the best-case tests of John F. Kennedy and Ronald Reagan. Unable to find systematic evidence of some special form of leadership that we might characterize as "charismatic," I conclude that the concept of charisma is neither salvageable analytically nor helpful empirically.     

Japanese Working Holiday Makers in Australia and their Relationship to the Japanese Labour Market: Before and After

The Working Holiday is a relatively new but rapidly growing form of transnational mobility. In Australia, Working Holiday Makers (WHMs) form the largest group of Japanese temporary migrants, and their numbers have been increasing. In this paper, I will discuss the experience of returned WHMs in the light of Japanese labour practice. For my interlocutors, the motivations for taking a Working Holiday were frequently related to their dissatisfaction with their status and future prospects as workers. In order to understand this popular but under-researched form of transnational migration, it is therefore important to consider their self-perceptions about their worker status when they re-entered the Japanese workforce, and how they think their life course has changed due to the Working Holiday experience. The employment experience of WHMs upon their return to Japan illuminates their position in the home society in which their migratory decision-making was situated.

国民党第五次全国代表大会是象征着国民党在国难危急关头走向"团结统一"的标志性事件.本文将以最新公布的<蒋介石日记>,辅以其他相关当事人的日记、信函,结合当时的舆论,通过还原国民党五全大会前后西南与中央间走向"团结"的过程,力图揭示"团结"表象背后的武力威慑、派系纠葛与权谋运用.1934年底,蒋借红军西撤之机,入黔、拉滇以制粤桂.在战略上居于主动地位前提下,蒋欲借五全大会召开之机,通过"党权"的让步与妥协,促成西南与中央间的"复合".然而,因双方在实际利害面前各不相让,加之心理上的壁垒森严,这一形式上的"团结"并未增进双方实质上之凝聚力.中央与西南间之"团结"仅昙花一现,很快又重回到武力解决的旧轨.     

Taking the Local: The Reagan Administration, New Federalism, and Fair Housing Implementation

This article explores how "New Federalism" under President Ronald W. Reagan manifested itself in the implementation of fair housing policy. We examine the Fair Housing Assistance Program (FHAP) and how it led to state and local civil rights agencies playing an increasingly vital role in implementing the Fair Housing Act of 1968. Relying on data provided by the U.S. Department of Housing and Urban Development (HUD), we show that a significant number of fair housing complaints were shifted from HUD to state and local agencies.
