Singapore, a leading country in the Asia‐Pacific region, is currently attempting to transform its cultural industry into creative economy. Creative economies capitalise on how knowledge can be marketed by merging arts, technology and business. They ensure a nation's competitiveness within an integrated global economy. This paper critically examines Singapore's recent cultural policy developments in tourism, broadcasting and new media. It argues that new creative industries have produced new consumption patterns and identities that harness the place‐branding of “New Asia” as a form of cultural capital and a strategy of regional dominance. Cybernetics is proposed as an approach to frame creative cultural governance and consumption in Singapore.  相似文献

The development of public broadcasters’ Internet services has compelled practitioners and researchers alike to ponder public service beyond broadcasting. Yet, for public service as a key cultural policy tool, rethinking is also needed on the level of regulatory definitions. Are we witnessing a policy transformation into a media‐neutral public service concept? If so, what are the implications for the legitimacy of public service beyond broadcasting? Relating the current situation to a wider policy context, this article scrutinizes different regulatory approaches, tentatively characterized by (1) extending broadcasting, (2) adding to broadcasting and (3) demoting broadcasting. The approaches are illustrated with three cases: Norway, Germany and the UK. Assessing the different approaches, I discuss advantages and pitfalls, and the implications for the legitimacy of public service freed from broadcasting rationales. As policy actors strive to create stable conditions in an unstable situation, I argue, they should keep in mind both the risks of succumbing to details or pursuing exhaustive lists in basic definitions, and the linguistic and cultural characteristics of each polity.  相似文献

Abstract. This paper examines the relationship between nationalist movements and minority languages, with particular emphasis on examples from Britain and Ireland. This relationship is less straightforward than often assumed, and the media's role in it is particularly complex. The varying political uses of minority language broadcasting are discussed, along with the implications of the separation between cultural and political nationalism. The notion of the routine banality of daily broadcasting is used to indicate how such broadcasting can work against nationalist mobilisation. Finally, Ireland is examined in the light of the previous discussion in order to offer an explanation of why it was so far behind many other areas in the provision of minority language broadcasting.  相似文献

This article contends that rumour—the circulation of unverified information —is an important form of political communication which deserves more attention from political scientists. To illustrate this claim a study is made of the part played by rumour in the ‘destabilisation’ of Malcolm Fraser's position as leader of the Liberal Party in August to October 1981. Health is a natural subject of rumour, and rumours about Mr. Fraser's health were used as the basis for speculation about a possible leadership challenge by Mr. Andrew Peacock. The collective character of parliamentary party politics, the artificial nature of media ‘facts’ and the predominance of certain types of news value in the media all encourage such rumours to flourish. The rumours had the effect of destabilising Mr. Fraser's position by creating and then enlarging a climate of uncertainty and anxiety within the Liberal Party and the electorate. Mr. Peacock was thereby enabled to test the strength of his potential support without being obliged to risk an open challenge. The author concludes that the most apt model of rumour to this case is that of ‘milling’, on the analogy of a ‘milling crowd’.  相似文献

Detecting and diagnosing the causes of change through time in archaeological assemblages is a core enterprise of archaeology. Evolutionary approaches to this problem typically cast the causes of culture change as being either stochastic in origin, or arising from selection. Stochastic sources of change include random innovations, copying errors, drift and founder effects among dispersing groups. Selection is driven by differences in payoffs between cultural variants. Most efforts to identify these evolutionary forces in the archaeological record have relied on assessing how well the predictions from a neutral-stochastic model of cultural transmission fit a data set. Selection is inferred when the neutral-stochastic model fits poorly. A problem with this approach is that it does not test directly for the presence selection. Moreover, it does not account for the fact that both neutral-stochastic and selective forces can act at the same time on the same cultural variants. A different approach based on the Price Equation allows for the simultaneous measurement of selective and stochastic forces. This paper extends use of the Price Equation to the analysis of selective and stochastic forces operating on multiple artifact types within an assemblage. Ceramic data presented by Steele et al. (2010, Vol. 37(6): 1348–1358) from the Late Bronze Age Hittite site of Bo?azköy-Hattusa, Turkey, provide an opportunity to evaluate the efficacy of this model. The results suggest that selection is a dominant process driving the frequency evolution of different bowl rim types within the assemblage and that stochastic forces played little or no role. It is also clear, however, that we should be attentive to combinations of direct and indirect selective effects within assemblages consisting of multiple artifact types.  相似文献

Publicly-funded cultural institutions such as theatre companies, symphony orchestras, museums, libraries and so on are increasingly engaging with new technologies as a means of improving their operational efficiency and extending the range of ways in which they pursue their cultural missions. For example, opera companies are broadcasting performances by satellite to cinemas, and art museums are using the Internet to show virtual exhibitions. These developments have implications for funding authorities who need to update their policy approaches to encompass a range of new technological phenomena. This paper provides a framework for assessing technological innovation in cultural institutions, and discusses the ramifications of such a framework for cultural policy. The paper is illustrated using the results of a recent research project that evaluated the UK National Theatre’s NT Live experiment and the Tate Gallery’s use of a web-based exhibition as strategies to expand their audience reach.  相似文献

This article examines the representation of Christchurch, New Zealand, student radio station RDU in the exhibition Alternative Radio at the Canterbury Museum in 2016. With the intention of ‘making visible what is invisible’ about radio broadcasting, the exhibition articulated RDU as a point of interconnection between the technical elements of broadcasting, the social and musical culture of station staff and volunteers, and the broader local and national music scenes. This paper is grounded in observations of the exhibitions and associated public programmes, and interviews with the key participants in the exhibition including the museum’s exhibition manager and staff from RDU, who acted as independent practitioners in collaboration with the museum. Alternative Radio also addressed the aftermath of the major earthquake of 22 February 2011, when RDU moved into a customised horse truck after losing its broadcast studio. The exhibition came about because of the cultural resonance of the post-quake story, but also emphasised the long history of the station before that event, and located this small student radio station in the broader heritage discourse of the Canterbury museum, activating the historical, cultural, and personal memories of the station’s participants and audiences.  相似文献

ABSTRACT

This article explores conceptual frameworks for understanding Korea’s contemporary cultural policy by looking into the historical transformation of the culture-state-market relations in the country. It argues that Korea has become ‘a new kind of patron state’, which emulates the existing patron states in the West firmly within the statist framework and ambitiously renders government-led growth of cultural industries (and the Korean Wave) as a new responsibility of the state. The formation of Korea’s new patron state has been driven by a ‘parallel movement’ consisting of democracy and the market economy, which has defined the political and socio-economic trajectory of Korean society itself since the 1990s. Democracy has been articulated in cultural policy as cultural freedom, cultural enjoyment and the arm’s length principle; meanwhile, the market economy of culture has been facilitated by a ‘dynamic push’ of the state. After discussing the parallel movement, the article points out the tension, ambiguity and contradiction entailed in cultural policy of the new patron state.  相似文献

A noted Singapore-based cultural geographer and specialist on Asia reviews the recent emergence of cultural geographic research on and within China and the implications of China's rise for the study of 21st century cultural geography more broadly. She identifies six major issues modern China is confronting that, when addressed from a cultural geographical perspective, may both enhance an understanding of the country and reshape the practice of cultural geography as a subdiscipline: agricultural reform, economic reform, urban change, rural-urban migration and related social inequalities, the changing family structure, and environmental change. The author argues that if China's cultural geography is to help the subdiscipline at large develop a more international and inclusive approach, it must be driven by questions of significance in China, yield constructive answers of relevance to China, and at the same time derive theoretical ideas that diversify the collective geographical imagination.  相似文献

ABSTRACT

This paper introduces a special issue on Theme Parks in Asia with reflections on how the various theoretical ideas on theming and theme parks that are found in the social science literature can help us to understand the proliferation of theming and theme parks in contemporary Asia. How does theming create a specific spatial and social form that has meaning in a transforming Asia? We trace here the rising importance of theming in places of consumption, education, entertainment and everyday life and argue that further attention is needed to understand the transformation of ideas of culture, nature and heritage within the context of theme park development in Asia. We look at arguments that suggest that theming is part of human cognitive processes, that it creates a frame that gives the content a particular order and meaning; we also consider theming within the context of theories of Disneyization and the ‘experience economy’ in leisure and tourism to explore how ‘new’ experience-based consumerism, and the designing of coherent ‘imagineered’ spaces, plays a role in ordering our social worlds. We also examine how debates over the authenticity or superficiality of theme parks, and more generally in cultural display and preservation, can take on new twists in Asia. We do this by drawing on a review of postmodernist perspectives on themed parks to show how theme parks in Asia can be better understood through nuanced inquiries into the ways cultural, natural and heritage images and icons are cited, referenced and projected, departing from a simple ‘copy’ versus ‘original’ dichotomy. Finally, we position and introduce the papers included in this special issue and suggest further possible research into such a fertile research field.  相似文献

This article examines the emerging intrusion of sport into the realm of cultural policy in tandem with an increased emphasis on culture in civic planning programs. The empirical focus of the article is on the location of sport within recent campaigns by British regional cities to win the title of European City of Culture, to be conferred in 2008. The particular case study considered is the unsuccessful joint bid put forward by Newcastle‐upon‐Tyne and Gateshead. The article looks at how the economic revival of Newcastle has been driven by cultural regeneration, and at how sport has assumed a prominent place within the cultural symbolism and iconography of the city. Consideration is given to the policy background and implications; in particular, the developing links between sport policy and cultural policy and sport considered in relation to the “creative industries” and the arts as more traditionally perceived. The article offers critical reflection upon the role of sport within the desired cultural democracy of the planners and promoters of the “city of culture”.  相似文献

This essay uses material from the British Broadcasting Corporation (BBC) archives to show how space-related technoscientific activities played a key role in the development of BBC television. The essay focuses on a crucial period when this influential cultural institution transitioned away from radio as their primary broadcast medium in the 1930s and 1940s to reluctantly embrace television in the 1950s and 1960s. Space-related activities, including astronomy, cosmology, rocketry, aerospace engineering, astrophysics and interplanetary research, played a key role in the modernization of BBC television broadcasting in two intersecting ways. Space-related material provided informative, yet popular, programmatic material that helped BBC television compete in an increasingly commercialized media market, and, later, space projects supplied technologies that impacted on the mechanics of broadcast production and transmission. The profile and prestige of space as a topic, in particular, its visuality, the drama of exploration it presented, and its association with celebrity scientists like Bernard Lovell and Fred Hoyle, meant that such programming became a crucial business asset for the BBC and a professional asset for ambitious producers who saw its commercial potential. Following the launch of Sputnik in 1957, space technology became further intertwined with the development of British broadcasting as the fields of satellite communications and broadcasting transmissions infrastructure converged. In particular, BBC producers promoted the potential development of communication satellites within their television programming by portraying such satellites as plausible and necessary for the advancement of civilization, and most crucially, as a prospective British Space Race achievement.  相似文献

This article asks about differences and similarities in the way cultural policy and business policy deal with regions in Norwegian city regions. The article discusses New Regionalism as a particular spatial practice, and stresses the difference between regionalism as a bottom-up process driven by local stakeholders and regionalization as a top-down process driven by state bodies. The role and significance of New Regionalism in city-regional policy-making is investigated. Empirical findings shows that cultural policy at the city-regional level is still under strong influence from a top-down state regionalization, while business policy at the city-regional level is, to a large extent, an example of bottom-up regionalism. The spatial logic of these two policy-fields differs from each other. Business policy rests on an interpretation of region/place as a container of established networks, relations and interactions that should be coordinated in order to strengthen the region in its competition with other regions. Cultural policy rests on another interpretation that is not territorial in the same degree, but rather on a logic that place/region is created as relations between persons, groups and institutions within a geographical scope that is not predefined and fixed with borders and boundaries.  相似文献

This article looks at the issues facing the regulation of commercial public service broadcasting in Norway. A document analysis of the 2010 renegotiation process to renew TV 2’s public service licence illuminates how a general marketization affects the regulation of the television sector. This process comments on Hallin and Mancini’s model of democratic corporatism in the Nordic countries regarding the power of the state to regulate private media enterprises as cultural institutions. As such, the process of commercialization should include not only the broadcasting sector, but also the political sector. As part of a solution to retain TV 2’s licence agreement, the government effectively had to re‐regulate the cable distribution sector. This case study demonstrates not only the enduring strength and value of the public service institution in a political context, but also the extent to which regulation is guided by technical and economic forces to sustain democratic considerations.  相似文献

This article examines the first forty years of religious broadcasting on commercial radio in Australia, a subject largely neglected by historians of Australian religion and the media. It reveals the diversity of religious broadcasting on Australian commercial radio, the ambiguities of the regulatory framework within which it operated, the influence of American religious broadcasting in Australia, and the challenges confronting religious broadcasters, particularly in the decade between the introduction of television and the emergence of talkback radio. The article concludes in the second half of the 1960s, when religious programming faced mounting commercial pressures, as well as a new opportunity in the shape of “talkback” radio.  相似文献

The ‘new geography’ propounded by Vidal de La Blache in the early years of the 20th century was diffused by his protégés in France and abroad. Field classes played a significant role in the process, with the Collège des Ecossais, established by Patrick Geddes at Montpellier, providing an ideal base for British students to study the natural and cultural landscapes of the component pays of southern France. The careers of Jules Sion and Alan Grant Ogilvie are explored in this article, and practical links between French and British geographers are exemplified through experiences of fieldwork in the Languedoc before and after World War II. Networks of professional contact and friendship are vital in understanding how the practice of modern geography has been shaped.  相似文献

This paper builds on the designation of cultural actors’ actions as a decisive factor in the emergence of urban patterns of art-driven social co-presences in Istanbul. It contributes to the creative city debate from the perspective of community development by incorporating the contemporary arts into urban social space making efforts. Methodologically, the locations of art organizations in the contemporary arts scene of Istanbul are approached as an urban pattern of art driven social co-presences that resulted from the ‘collective action’ in which a multitude of cultural actors are involved. We find that the clusters of art organizations serve as multidimensional social interactions among artist communities. There are, however, inefficiencies in spreading this interactive networking throughout different social segments. Research findings conclude that the cultural actors as agents of generating social co-presences within the place, are not effectively contributing to the society’s social coherence, particularly in terms of creating links with disadvantageous neighbourhood residents.  相似文献
