本文采用文献计量学方法对《华侨华人历史研究》1999—2008年刊发的372篇论文的引文数量、引文类型、引文年代、半衰期、普赖斯指数、期刊自引率等指标进行统计分析,以反映华侨华人研究的现状和水平。得出结论:《华侨华人历史研究》平均引文率高,研究的实力增强;引文涉猎范围广,但核心区效应不明显;引文类型多样,以图书为主;研究人员利用外文文献的能力需加强;文献知识更新速度慢,应引起文献收藏部门的注意。  相似文献

At the beginning of the 20th century, American officials, newspapermen, and businessmen in China promoted and participated in the establishment of a branch of the Committee on Public Information (CPI) in China. The purposes of the China station were to compete with other foreign states seeking influence in China, to promote American values and to eventually lead China down an “American” path. The CPI China station built an image of America as a friendly country which offered political and economic assistance and held a leading position in the new postwar order, an example which China could use for its own development. Chinese people were quick to respond to this propaganda as they wanted their concerns to be addressed at the Paris Peace Conference and sought to reform their national identity. The idea of a Wilsonian international order gained support in China through effective propaganda. After the diplomatic defeat in Paris, however, some Chinese began to consider a path very different from that of America. The CPI’s promotion of a particular development path for China and new world order had various effects on the country. The propaganda came at a time when the Chinese were searching for a new national identity and gained support from many groups. In addition, the Chinese people were not passive listeners of the propaganda and did not blindly accept the information that was “fed” to them.  相似文献

Today, many who are involved in the governance of urban development and housing plea for area‐based strategies to tackle urban social problems. Various arguments may be given to legitimise that kind of policy intervention. In this paper the assumptions behind the policy application are evaluated. Recurrent discourses and ideas regarding the backgrounds of neighbourhood effects receive extra attention. That discussion will be followed by a critical evaluation of the views that are expressed, both in the literature and through interviews with key actors. Finally, the question will be raised whether it is a good idea to continue with area‐based policies or whether it might be wiser to replace the area‐based policies by domain or sector policies in order to achieve a more direct approach towards the problems that should be tackled.  相似文献

In early 1969 the new US President, Richard Nixon, suggested the expansion of allied political consultation, as well as the setting up of a North Atlantic Treaty Organization (NATO) committee which would deal with environmental problems. The Americans stressed that their proposal did not involve merely the technical aspects of environmental protection, but also the need for modern governance to evolve in order to safeguard the ‘quality of life’, a prime aspect affecting the legitimisation of the political and social systems. The US proposal was not received enthusiastically by the allies, who had little desire for radical changes, and did not regard this as a proper subject for the alliance; some even feared that a NATO role in environmental questions might mask a US disengagement from European security, especially during an era of détente. However, after making sure that the new committee would be fully under the control of the Council (in accordance with NATO's inter-governmental character), the allies finally agreed to its creation. The NATO discussions on the Committee on the Challenges of Modern Society (CCMS) point to the emergence of a new, more complex international agenda, and raise interesting questions regarding transatlantic relations during an era of wider transitions.  相似文献

本文以建国初期知识分子命运的跌宕起伏为线索,重点考察了从1956年知识分子问题会议到1957年反右派运动的历史过程.大致包括以下几个方面的内容:一、知识分子问题会议的召开和"向科学技术进军"的掀起;二、"百花齐放,百家争鸣"方针的提出;三、波、匈事件尤其是匈牙利事件,对知识分子政策的消极影响;四、右派错误言论与整风运动的转向;五、反右派运动的梗概;六、反右派运动严重扩大化错误及其成因.  相似文献

ABSTRACT

Australia cooperated extensively with the George W. Bush administration during the ‘war on terror.’ However, in doing so, Australia failed to condemn, and in some instances, condoned US torture and detention programs. Does Australia’s conduct demonstrate a failure of international law and human rights to constrain Australia’s actions? Although the Howard government was heavily criticised for failing to uphold human rights in the fight against terrorism, international law was not forgotten. This article argues that international law shaped Australia’s cooperation with the US. Australia strategically used international laws to legitimise its cooperation with the US in the face of evidence of US torture. International law was not dismissed to pursue national security interests but used to legitimise Australia’s security policies.  相似文献

During the last decade, in many European countries and cities, area‐based Urban Development Programmes have been initiated, in response to major problems of poverty and social exclusion. Urban Development Programmes are usually developed in a complex interplay between different governmental levels, and implemented by a wide variety of public and non‐public parties. This paper addresses the organisation of these programmes, concentrating in particular on the form and extent of ‘public‐public partnership’, i.e. on the role that the different levels of the public administration play, both through the administrative system and through policy‐making. The ‘empirical’ basis for the paper consists of case studies, derived from the UGIS project (‘Urban Governance, Social Inclusion and Sustainability,’ a research project financed by the European Commission, DG RTD). The short analysis makes clear that both the model of public administration, in terms of the extent and form of decentralisation, and the presence (or lack) of a national policy framework determine the extent to which UDPs can be planned, approved and implemented at the local level. One of the main findings is that the central influence over UDPs depends more on the urban policy framework of the central government than on the model of public administration of a country. Countries with strong national (regional) urban policies, sufficient decentralisation of public administration to the municipal level and the use of governance methods at the local level open up possibilities for successful UDPs. Without upper‐level urban policy frameworks UDPs might be successful as well, but their replicability and the control over their external effects will not be ensured.  相似文献

构建旅游经济效率及旅游网络优势度评价模型,并结合csQCA分析方法,对我国31个省市旅游经济效率、旅游网络优势度水平及其关联组合进行分析,对影响旅游效率、旅游网络优势度以及二者组合的内外部因素进行构型阐述。研究发现:我国旅游经济效率呈现东西高低分化、南北高低相间的空间分布格局,旅游网络优势度表现出明显的多组团形态的板块连片化空间分布格局;市场环境水平、政府支持力度、人力资本水平、交通集散水平、网络信息化水平、区域开放程度等因素,组合形成高旅游经济效率、高旅游网络优势度以及二者协同发展的7种构型驱动模式。  相似文献

In this paper data is presented that gives indications that Fryslân, being the only minority language region in the Netherlands, can be considered to have a distinct regional economy in the Dutch context. Therefore, information is given about the extent of regional identification in business names all over the Netherlands. Reference is made to the theoretical work of Rose and the empirical investigations of Zelinsky and Pellenbarg. Interviews in business firms in Fryslân are described. Fryslân appears to have a special position in the Netherlands in that there is a relatively strong identification by entrepreneurs with the province using the name of that region in business names but particularly by using the regional language, Frisian, for that purpose. There are strong indications that Fryslân also has a distinct regional economic development in the Dutch context because of the bilingual situation. The paper ends with an evaluation and with policy recommendations for the Provincial Government of Fryslân.  相似文献

本研究利用能量色散型X射线荧光光谱分析、共聚焦激光拉曼光谱分析、光学相干层析成像、超景深光学显微观测等多种方法对广西越州故城遗址出土的印度-太平洋玻璃珠饰进行科技分析,获取了玻璃珠的化学成分、物相结构、内部物理结构、表面显微形貌等综合物理化学信息,确定了玻璃珠的玻璃体系、制作工艺(着色工艺、成形工艺)和产地来源,探讨了以丝绸之路为主线的国内发现魏晋南北朝时期印度-太平洋玻璃珠可能的输入路线。广西越州故城遗址发现的印度-太平洋玻璃珠为中外文明交流提供了新实物证据,对深入研究我国南北朝时期中外文明交流具有十分重要的学术价值和研究意义。  相似文献
