In June 2010, a Ministry of Culture was created in Peru, raising many questions regarding the ability of this new administrative structure to effectively implement a comprehensive cultural policy, which has been lacking so far, for the Peruvian State has based its previous policies almost exclusively on the preservation of cultural heritage. The Ministry inherits the flaws of the National Institute of Culture, and must address various challenges: the improvement of heritage management; the inclusion of indigenous populations in a never established national identity; a renewed scheme of promotion of the arts and incentives to cultural industries. The article discusses possible policy options for the new ministry, evidences the needs for a renovation of bureaucratic culture within the ministry, for clarification in the objectives set to the Ministry and for more comprehensive data about cultural practices in Peru.  相似文献

This paper aims to show how in France, the synthesis of cultural policy and social concerns throws up a number of tensions and pitfalls. These tensions are perhaps most acute because these sorts of cultural policies are not merely about socio‐economic issues but are actually tied to France’s colonial legacy and the presence of a large and often marginalised population of migrants and their descendents. The pitfalls stem from the universalist starting point of French cultural policy, which, although designed to integrate “new” and migrant/postmigrant publics, emergent artists and cultural practices, seems to simultaneously marginalise them since it is already premised on a binary that opposes art as aesthetic expression and art as an expression of cultural (anthropological) identity or social cohesion.  相似文献

Cultural festivals and events are increasingly becoming arenas of discourse enabling people to express their views on wider cultural, social and political issues. Often the debates polarise into those advocating change and those wishing to preserve “traditional” or “local” culture in the face of modernisation and globalisation. This article analyses the discourse on cultural festivals from the perspective of stakeholders involved in traditional and popular culture events in Catalunya. There is generally a high level of agreement about the aims of cultural events and the cultural content that is appropriate for them. In particular, the importance of cultural events in underpinning Catalan identity is seen as being important. However, stakeholders tend to differ more in the meanings attached to concepts such as identity, with policy makers exhibiting a greater emphasis on economic and political issues, whereas cultural producers are more concerned with social aspects of identity. However, the general consensus on the social role of cultural events between the different stakeholders may be one explanation for the relatively vibrant festival culture in Catalunya.  相似文献

Culture has come to play a fundamental strategic role in the territorial development that seeks to integrate knowledge economy with social cohesion, governance and sustainability. However, cultural policies have been unable to respond to the dilemmas and expectations that this new order presents. In order to appreciate the consequences of this process, it is essential to gain a better understanding of cultural policy change dynamics. This article develops a framework for analysing cultural policy stability and change and applies it to the evolution of cultural policy in Catalonia. Both policy continuity and change are conditioned by the evolution of policy discourse on culture and the characteristics of the cultural policy subsystem. Within this framework, this article also takes into account the role of factors that are exogenous to the cultural domain. Lastly, this article addresses particular characteristics of cultural policy change in regions or stateless nations.  相似文献

Public policies that aim to facilitate cultural activities to serve effectively as industries are often regarded as a new phenomenon. This article argues that arts and cultural policies in Australia have reflected and complemented Commonwealth industry policy for most of their history. The significant change that has happened in the past twenty years is not so much a change to cultural policy, but rather a change in the notion of industries and their role in the national economy.  相似文献

Abstract: This article asks how a regional community is culturally constructed as a policy subject in the centre/periphery relation of Finnish cultural policy. The focus is on the options the cultural recognitions analysed from the cultural policy documents of central government and the provincial administration of North Karelia provide for different political interests. It is stated here that the democratisation of cultural policy can be open for and a vehicle of the interests the prevailing spatial dominance attempts to get within the population of peripheries. North Karelia has for centuries been a geographic and economic periphery without inner cultural distinctions. Yet it is regarded as a culturally rich and specific area. The analysis shows that the regional community has continuously been used as a partisan identity for maintaining and reinforcing the spatial integration of national projects. Public cultural image would provide a symbolic compensation for the economically underprivileged. Furthermore, the strong cultural identity of North Karelia has constantly been taken by the regional establishment as an instrument to fight the “opponents of common regional interests” in political conflicts. Thus the principles of democracy have not always meant the capability or attitude to notice cultural polyphony within the region abreast of cultural political decision-making.  相似文献

The rise of the European nation–state system profoundly influenced the map of linguistic and cultural minorities. Catalonia in northeastern Spain is no exception. The consolidation of the Spanish and French kingdoms during the sixteenth and seventeenth centuries left Catalan speakers without political and cultural sovereignty. Furthermore, in the Treaty of the Pyrenees of 1659, the Catalan homeland els Països Catalans was divided by the Franco–Spanish border. Today, Catalan culture and politics enjoy increasing latitude in both Spain and France. This has encouraged various forms of cross–border co–operation in the Catalan borderlands. It has also led many Catalan nationalists to expect still greater political autonomy. Some activists have voiced claims for independence and even the reincorporation of the Spanish (el Principat) and French Catalonias (Catalunya Nord) . However, political tensions regarding the borderland's development exist between the local actors and the Spanish and French national governments, as well as between Catalan nationalists and the population at large. This article examines these tensions, first by looking at cross–border co–operation efforts in Catalonia, and second by assessing the visible markers of identity that Catalan nationalists have placed in the border landscapes. These are contrasted with the results of a survey charting the opinions and attitudes of 'ordinary' Catalans. The article argues that there are significant cleavages among Catalans, and that the era of the nation–states has left a legacy of complex loyalties at international frontiers.  相似文献

The objective of the present article is to highlight the obscured links between the multilevel and multifaceted legal concept of cultural diversity and its political uses. It intends to provide a clear appraisal of the concepts of cultural diversity within the legal framework in which cultural policies are immersed. It seeks to focus on the uses of cultural diversity as a legal concept that reflect intense disagreements on cultural policies, that helps legitimatize very different and variable political ideas and that emerges from very different backgrounds. After identifying the exact legal scope of the notion, the article analyses the narratives and discourses that lead to the consolidation and use of cultural diversity as a multilevel legal notion.  相似文献

This paper explores the relationship between museums, cultural sustainability, and cultural policies. Specifically, it offers a theoretical model for the sustainable development of museums and a process for designing appropriate cultural policies for museums with cultural sustainability in mind. The case of Cyprus is used to demonstrate how strengths and gaps in cultural sustainability can be identified within a broader museum environment. The study examines the main stakeholders (the state, municipalities/ communities, and individuals), types of museums (archaeological, art, ethnographic, etc.) they establish and the forces influencing their decisions (such as politics, a sense of national identity, cultural tourism, economic revitalization, and personal agendas) in order to map the Cypriot museum environment and identify the emphasis placed on different parameters of cultural sustainability. By identifying cultural sustainability strengths and gaps on a national level, it becomes easier for cultural policy-makers to design appropriate cultural policies for museums.  相似文献

The Passover festival has been the ritual expression of Jewish cultural identity ever since the Old Testament got the form it has today. This article looks at the ways cultural identity was expressed in antiquity, critiques the traditional prioritising of the story of exodus over its biblical ritual expression in understanding ancient Jewish identity and explores various Pesah sacrifice instructions in Exodus 12 as an implicit polemical ritual discourse engaged in constructing a ritual of cultural distinction. The article pays close attention to the tension between the invented and the real of the instructions, and attempts to identify the possible cultural other against whom some of the Exodus instructions were constructed.  相似文献

Auditing culture     
This article explores the effects of the spread of the principles and practices of the New Public Management (NPM) on the subsidised cultural sector and on cultural policy making in Britain. In particular, changes in the style of public administration that can be ascribed to the NPM will be shown to provide a useful framework to make sense of what has been felt as an “instrumental turn” in British policies for culture between the early 1980s and the present day. The current New Labour Government, as well as the arm's length bodies that distribute public funds for the cultural sector in Britain, are showing an increasing tendency to justify public spending on the arts on the basis of instrumental notions of the arts and culture. In the context of what have been defined as “instrumental cultural policies”, the arts are subsidised in so far as they represent a means to an end rather than an end in itself. In this perspective, the emphasis placed on the potential of the arts to help tackle social exclusion and the role of the cultural sector in place‐marketing and local economic development are typical examples of current trends in British cultural policy making. The central argument purported by this article is that this instrumental emphasis in British cultural policy is closely linked to the changes in the style of public administration that have given rise to the NPM. These new developments have indeed put the publicly funded cultural sector under increasing pressure. In particular, it will be shown how the new stress on the measurement of the arts' impacts in clear and quantifiable ways – which characterises today's “audit society” – has proved a tough challenge for the sector and one that has not been successfully met. The article will conclude by critically considering how the spread of the NPM has affected processes of policy making for the cultural sector, and the damaging effects that such developments may ultimately have on the arts themselves.  相似文献

This article examines the fiscal dimensions of recent support for Catalan secession. Since the region is a cultural community distinct from the rest of Spain, much research has spotlighted national identity features in the calculus of Catalan political aspirations. This study supplements this work by contextualising support for Catalan independence in terms of the state's fiscal arrangements with the use of public opinion survey data. Even after controlling for self‐reported cultural identity and other relevant factors, it argues that support for independence is a function of grievances rooted in the desire for Catalonia to assume responsibility for taxation and spending policy. Meanwhile, it validates some observations about Catalonia's separatist movement, while bringing others into question, and offers support for the theoretical framework linking political economy to secessionism. The results suggest that Spain might be able to stave off Catalonia's separatist bid through some form of political and taxation policy reconfiguration, with the caveats that cultural identity factors and the existence of other separatist movements across the country complicate this strategy.  相似文献

Netflix has gained significant attention in Canada because it exemplifies the challenge posed by digital technology to Canada’s long-standing cultural policies. It is increasingly evident that such policies are limited in their ability to encourage foreign investment while safeguarding Canadian cultural expression. Indeed, the policies proposed thus far have generated “Canadian discontent” across the political spectrum, notwithstanding their promised benefits. This article uses Netflix to explore the cultural politics of cultural policy: the historical and political underpinnings that drive ongoing discussions about state intervention in culture. These politics include the debates about the effect of foreign investment on Canadian cultural sovereignty, and the ideological tensions within the notion of sovereignty itself, namely those between state and consumer and between center and periphery. Using a historiographical approach, this article investigates the controversy surrounding recent government responses to the disruptive force of foreign digital multinationals, such as Netflix.  相似文献

This article seeks to critically examine the ascendancy of culture in the arena of politics by analysing emergent multicultural discourses and policy development in South Korea as an illuminating case study. In exploring various discursive modalities of culture in the politics of diversity, it investigates how culture is identified as a source of social problems and concurrently employed as their solution. Combining discourse analytic and in-depth interviewing techniques, the article focuses on analysing how female marriage migrants and their children are constructed as cultural other, and how the language of culture is deployed to divert attention from issues of power and structural inequalities. In particular, it examines the discourse of ‘cultural deficiency’ and ‘cultural competence’ used in relation to migrants, and assesses the proposed conceptual shift in cultural policy development from multiculture to cultural diversity.  相似文献

This article focuses on government policy aimed at the presentation of the nation abroad through cultural activities and its relation to national identity, external cultural policy. The methodological framework is offered by the discourse analysis of Wodak and the notion of identity of Laclau and Mouffe, treating policy as a discourse. A closer look is taken at the concept of cultural diplomacy and the closely related term nation branding. This article will show how the shift in paradigm also changes the role of ‘the other’ in the construction of national identity and how this influences the role of the arts in international cultural policy.  相似文献

In some European countries, performance contracts have become an instrument for the governance and control of major cultural organisations by the public administration. The negotiation and signing of a performance contract are mainly aimed at developing the goals of cultural policies by means of large organisations in order to achieve the traditional objectives of cultural democratisation and other instrumental objectives (economic development, urban regeneration or social inclusion). Nevertheless, the development level of performance contracts varies when we compare England, France and Catalonia (Spain). Each particular level of development is conditioned by the overall administrative and institutional context and the development level of results-based management and an accountability culture. The level of public funding and the degree of autonomy of management within each organisation can also explain why in some cases governance has been contractualised whereas in other cases either progress is more rhetorical than real.  相似文献

ABSTRACT

This paper compares creative (content) industries policies in the UK and South Korea, highlighting the coevality in their development. Seeing them as ‘industrial policies’, it focuses on how state intervention is justified and why a certain set of policy options have been chosen. The UK policy-makers prefer passive and decentralised roles of the state that addresses market failures via generic and horizontal policies. Meanwhile, Koreans have consistently believed in the strong, resourceful and ambitious state in developing centralised, sector-specific policies for cultural industries. While demonstrating two contrasting approaches to the nation state’s management of cultural turn in the economy, both cases seem to present a ‘paradox’. Despite its neoliberal undertone, the horizontal and fused approach taken by the UK’s creative industries policy engenders some space for ‘cultural’ policy. On the contrary, the non-liberal and state-driven content industries policy in Korea has shown a stronger tendency of cultural commodification.  相似文献

ABSTRACT

This article explores conceptual frameworks for understanding Korea’s contemporary cultural policy by looking into the historical transformation of the culture-state-market relations in the country. It argues that Korea has become ‘a new kind of patron state’, which emulates the existing patron states in the West firmly within the statist framework and ambitiously renders government-led growth of cultural industries (and the Korean Wave) as a new responsibility of the state. The formation of Korea’s new patron state has been driven by a ‘parallel movement’ consisting of democracy and the market economy, which has defined the political and socio-economic trajectory of Korean society itself since the 1990s. Democracy has been articulated in cultural policy as cultural freedom, cultural enjoyment and the arm’s length principle; meanwhile, the market economy of culture has been facilitated by a ‘dynamic push’ of the state. After discussing the parallel movement, the article points out the tension, ambiguity and contradiction entailed in cultural policy of the new patron state.  相似文献

While the use of public policy to construct a Canadian identity has been established in the literature, what is less well understood is whether national identity, once established, might shape Canadians' feelings about these same public policies. This article examines the extent to which citizens' national identities influence their pride in Canada's social security system, and how this relationship may be changing over time. Using data from the International Social Science Programme's 1995 and 2003 National Identity Modules, the article argues that citizens' national identities help explain the contours of social security attitudes in Canada, and that this relationship persists despite significant policy change in the field. Additionally, the paper suggests that political actors may successfully increase public support for their social security policies by “framing” them in ways that appeal to citizens' definitions of Canada.  相似文献

This paper concentrates on several of the most significant moments of Greek cultural policy since World War II, together with its key concepts. It traces the cultural policy of the country, its main changes and its relationship with politics through a socio‐cultural analysis and a look at the political and cultural events which occurred. The concepts of national identity, hegemony, civilizing mission, democratization, and cultural democracy are applicable in this framework. Despite various attempts at reforms, the country's cultural policy could be characterized as ‘path dependent’; it connected unwaveringly to its two main objectives: heritage and the arts.  相似文献
