This article examines the divisions in Italian socialism between revolutionaries and reformists against the backdrop of the Biennio Rosso (1919–20), taking the writings of Antonio Gramsci and Claudio Treves respectively as characteristic of the two traditions. The central focus is on their opposing accounts of how the socialist movement should organize the masses to achieve its objectives – referred to here as its ‘democratic strategy.’ I demonstrate how the key strategic elements of Gramsci’s and Treves’s positions developed in a dialogue centered on the place that violence, (il)legality, soviets, parliaments and compromise should play in effectively mobilizing the masses for socialism. The article concludes by arguing that in retrospect Treves’s reformism has been a more successful approach, and Gramsci himself conceded something to it in his prison writings. However, I also maintain that the popular character of Gramsci’s radical democratic strategy – first fashioned in the Biennio Rosso – can still contribute to debates on socialism and social democracy today.  相似文献

Museums are increasingly recognised as having a role to play within international relations, to facilitate cultural exchange, assert national identity and foster mutual understanding. Whilst international work is perceived to be politically motivated and diplomatically advantageous, it can be highly beneficial to cultural institutions. In this paper, ‘cultural diplomacy' is shown to be a strategy used by museums to enable organisational development and economic growth. This paper demonstrates how national museums adopted a political rhetoric and used strategic lobbying to formulate a new cultural policy, which expanded the scale and scope of their international work. By defining the parameters and principles of this policy, the institutions wield power, thus challenging the conventional perceptions of policy-making and contradicting commentators who accuse museums of political subservience. Throwing the notion of instrumentalism into disarray, this paper calls for a theoretical and conceptual rethinking, to revamp understanding and bring it in line with practice.  相似文献

Puerto Rico became a territory of the United States in 1898 with the end of the Spanish-American War. In 1952, the island became a ‘Commonwealth’ through the development and approval of a local constitution. While this political status allows Puerto Rico some degree of autonomy, it nevertheless continues to subject the island to United States federal authority. For the last 60 years, discussions on whether Puerto Rico’s Commonwealth status is a permanent or transitional status has fuelled much of the political debate and public policy of the region, and has been highly influenced by political status ideologies: to become a state of the United States, to maintain the current status, or to become independendent. Budgetary, legal, and commercial dependence on the United States causes constant conflicts in the design and implementation of Puerto Rican public policy in areas such as education, law, and economic development. Likewise, culture has not been exempt from these debates. In fact, cultural differences have caused conflict at all levels – from the theoretical conceptions of culture, to cultural policy and arts management. Moreover, the implementation of cultural policies has also been subject to political ideologies and the concept of culture has variably been seen as an obstacle or strength for specific political purposes. In the midst of a sustained economic crisis, the current Puerto Rican government has proposed the development of a comprehensive cultural policy through a participatory process. The objective of this paper is to present this process as a means of analyzing Puerto Rico’s experience through the challenges in designing and implementing cultural policy within a ‘postcolonial colony’ scenario. This paper will place emphasis on the government’s role, cultural public institutions, and cultural production.  相似文献

In this paper we discuss the ongoing restructuring of local cultural policy in Norway. Since the 1990s, we argue, the local cultural sector has been undergoing a structural change, in the form of a movement from institutions to events. As public resources granted to traditional local cultural institutions such as libraries and culture schools decrease, there is a rise in resources granted to new arenas of local cultural life, such as cultural festivals and culture houses. We explain this shift of balance from institutions to events in local cultural policy with reference to three types of mechanism. First, we point to the ‘flexibilisation’ of the cultural sector, which ensues from its sensitivity to changes in the funding of the local governments. Second, new forms of earmarked state funding schemes pull local resources in the direction of cultural festivals and cultural events. A third mechanism that explains the shift from institutions to events is local policymakers’ adoption of theories of culture as a source of urban and regional regeneration.  相似文献

This study examines the conception of culture and the cultural policies of the French Front National. Tracing the developments of the party’s cultural agenda before and after Marine Le Pen took over the leadership of the party from her father, I show how the Front National has adapted its discourse on cultural policy to its wider programmatic profile. In the context of a strategy of de-radicalisation promoted by Marine Le Pen, recent years have witnessed focussed efforts by the party leadership to professionalise and modernise the party’s cultural policy programme. However, the analysis of the party’s current cultural policy agenda reveals a remarkable continuity in the way the party leadership conceives of national culture and of what cultural policy should promote. This programmatic continuity becomes apparent in the analysis of the local cultural policies of municipalities won by the Front National in 2014. Exploring the cultural agendas of ten local governments with a Front National majority, I argue that the cultural policies of the Front National remain deeply rooted in a nativist understanding of culture and a dirigiste approach that wilfully excludes postcolonial minorities.  相似文献

Publicly-funded cultural institutions such as theatre companies, symphony orchestras, museums, libraries and so on are increasingly engaging with new technologies as a means of improving their operational efficiency and extending the range of ways in which they pursue their cultural missions. For example, opera companies are broadcasting performances by satellite to cinemas, and art museums are using the Internet to show virtual exhibitions. These developments have implications for funding authorities who need to update their policy approaches to encompass a range of new technological phenomena. This paper provides a framework for assessing technological innovation in cultural institutions, and discusses the ramifications of such a framework for cultural policy. The paper is illustrated using the results of a recent research project that evaluated the UK National Theatre’s NT Live experiment and the Tate Gallery’s use of a web-based exhibition as strategies to expand their audience reach.  相似文献

ABSTRACT

In this paper, we argue that policy assumptions are shaped by mythical narratives carrying underlying beliefs and values. Drawing on narrative studies, organisational theory and Gramsci’s cultural hegemony theory, we examine how sense-making narratives create consensus, how they imply causation and individual agency, and finally how narratives fragment to reveal alternatives to hegemonic ‘common sense’ assumptions. Applying this framework to cultural policy we examine the place of mythic, sense-making narratives in the historical development of foundational national cultural policies in the UK and Mexico – respectively, narratives of ‘the civilising mission’ and ‘social transformation’. We then consider narrative emplotment and individualisation underpinning assumptions about individual creativity in the UK creative industries policy. Finally, we address the postmodern turn in narrative studies, showing how fragmented, polysemous narratives fracture cultural policy into ‘personalised truths’ and give voice to other, counter-hegemonic perspectives. We conclude by proposing an agenda for narrative research in cultural policy.  相似文献

The common expression of ‘cultural development’ appears in many cultural policy statements without it necessarily arousing questions about its precise meaning. Indeed, we usually spontaneously associate ‘cultural development’ to any governmental intervention that aims at stimulating cultural vitality. However, if we look more closely at the origin of this concept, we soon discover that its appearance on the eve of May 68, in France, corresponds to the rise of new concerns in cultural policy matters and to a radical redefinition of the state’s role in this domain. Still enjoying a strong influence, France’s political transformations were closely followed by some Quebecois politicians and socially engaged intellectuals who were participating, at that time, in the formulation of a new political vision in cultural matters in Québec in the 1960s and 1970s. The objective of this paper is thus to retrace the origin of the idea of cultural development and follow its evolution in Québec.  相似文献

This paper provides a historical context for thinking about Germany’s recent embrace of sponsorship and private donations as a means of supporting education and the arts. The paper notes that the chief architect of a new national cultural policy, Michael Naumann, has justified a turn to public‐private collaborative arts funding with the argument that a market‐driven model of private responsibility for the arts stimulates greater citizen involvement in civic life and thus greater democracy. Yet Naumann has not reconciled this argument with Germany’s own history, in particular the fact that Germany’s Golden Age of private support of the arts coincided with the authoritarian German Empire (1871–1918). My analysis of this historical constellation, presented as a case study of one of Germany’s most important museum directors, Wilhelm Bode (1845–1929), argues that private support of the arts formed part of a larger strategy designed to wrest control of arts institutions away from traditional elites. My essay seeks to show that the rise of more responsive public forums was intended to make the fruits of German imperialism and economic domination available to more Germans, particularly middle class Germans. On this basis, the essay suggests two things. First, German imperialist society was less hierarchical and more broadly participatory than is often assumed, complicating its ability to figure as a negative foil today. Second, the harnessing of market forces to German culture was expected to deepen popular appreciation for chauvinistic conceptions of German nationalism that today seem to conflict with what German democracy might ideally be. With these points in mind, I contend not that sponsorship and private donations are incapable of promoting greater public involvement in the arts. Rather, the private sector might yield more democratic outcomes when publicly funded democratic institutions retain a strong voice in the direction of culture.  相似文献

Following the increasing attention paid to popular music in heritage discourses, this article explores how the popular music culture from the 1960s is remembered in Europe. I discuss the role of heritage organizations, media and the cultural policy of the EU in the construction of a popular music heritage of this period. Furthermore, I examine the ways in which attachments to local, national and European identities are negotiated. To this end, I draw upon interviews with representatives of museums, websites and archives. The article reveals a recurring tension between transnational and local experiences of the 1960s. It is found that media and heritage institutions like museums and archives predominantly have a national and local orientation, although narratives with a European vantage point are now emerging on the internet.  相似文献

Europe has a ‘problem’; it is becoming a ‘less cultural continent’ as fewer Europeans are ‘engaging in cultural activities’. This conclusion has been reached due to the findings of the latest cross national cultural participation survey. This paper questions the existence of this ‘problem’ and instead suggests that there is a shared problematisation across Europe sustained by common discursive archaeology that employs various discursive strands in relation to a dominant institutional discourse. The argument is that the ‘problem’ of ‘non-participation’ legitimates a ‘solution’ that predates its emergence: the state subsidy of arts organisations. The paper recaps the comparable problematisations that the researchers have previously identified in the policy texts of their respective countries. It progresses to consider three distinct but interwoven discursive strands upon which the problem representation in both countries, and potentially across Europe, appears to rely.  相似文献

Cultural policy research exists in many contexts, asks many different kinds of questions and adopts a wide repertoire of research methodologies from a raft of academic discourses. This article investigates the research questions and approaches being undertaken by those working in this field. In order to achieve this, the article draws upon readings of contemporary publications in the field and on the authors’ experiences of building a research capacity in the area of cultural policy in a British – and, more particularly, a post‐devolution Scottish – university. The article traces the emergence of an academic discipline in the field, and seeks to advance this by reviewing a tripartite research agenda investigating: the history and historiography of cultural policy; the principles and strategies of cultural policy; and, the relationships between cultural policy and cultural theory/cultural studies.  相似文献

ABSTRACT

The article discusses whether we are approaching the end of public cultural policy in Western democracies, because contemporary cultural policy is not adapted to major transformation processes in contemporary societies. I discuss seven different challenges/scenarios that public cultural policy has to confront today: (1) It appears to be very difficult to democratise culture. (2) Public authorities consistently continue to support cultural institutions that may be obsolete. (3) Professional artists are still poor, despite public support schemes. (4) Public cultural policy is still predominantly national, despite the globalisation of cultural production and distribution. (5) Public authorities increasingly justify subsidies to culture with reference to the beneficial effects that art and culture could have outside the cultural field. Therefore, one might argue that other public bodies could take better care of cultural affairs. (6) A specific public cultural sector may appear to ‘imprison’ culture in a bureaucratic ‘iron cage’. (7) Finally, one might argue that a public cultural policy has no sense in a period of stagnating public finances. In addition, I discuss several counterarguments to these challenges, without coming to a definite conclusion. I have based the analysis on available comparative research about the public cultural policies of Western democracies, predominantly Norwegian cultural policy.  相似文献

This paper draws on a larger research project that investigates the networks and institutions shaping cultural policy across national, international and supranational contexts. Taking Britain as its touchstone, it identifies and maps some of the operational relations between culture, governance and nation shaping the development and orientation of contemporary cultural policy. It thus highlights key formal and informal domestic relationships and contexts within which Britain's local, regional and national cultural policy initiatives are situated. The British context – in which England figures strongly for historical, political and demographic reasons, and so draws a corresponding resistance across other constituents of nation – is shown to be both internally differentiated along various lines, and also embedded in the larger sphere of the European Union that redraws the boundaries of cultural policy and governance. In tracing the contours and interrogating the constitutive elements of Britain's domains of cultural policy, we seek to provide a foundation for understanding the intersections and influences that exist between fields of cultural governance, and their interdependence and fluidity.  相似文献

This paper reflects on the value of cultural policy research, particularly when such research forms part of projects that seek to produce insights or ‘outcomes’ that are useful to non-university research partners. The paper draws from the author’s involvement in a project examining cultural diversity in the arts that was funded as part of the Australian Research Council’s Linkage Project scheme. It addresses Eleonora Belfiore’s provocation that this kind of instrumental cultural policy research routinely amounts to ‘bullshit.’ However, in order to understand the critical function of such research, there needs to be greater attention to the lifeworlds of cultural policy and the multiplicity of the policy-making process. This multiplicity both complicates the possibilities for usefulness in policy research, at the same time that it enables such research to be generative in unpredictable ways.  相似文献

ABSTRACT

This paper attempts to understand the cultural censorship practiced in contemporary South Korea, a liberal democracy, where cultural quangos were established after political democratization, following the arm’s length model. I will focus on the analysis of cases from the film industry which has been central to the censorship debate historically in Korea because of its popular appeal. The establishment of arm’s length cultural organizations laid the foundation for freedom of cultural expression which had been seriously curtailed under military rule. However, recent revelations of cultural blacklist cases under the two previous administrations are baffling to understand since rampant political censorship was practiced through ostensibly autonomous cultural organizations. The paper examines the ways in which the state constructed a ‘system of ideological censorship’ by using not only cultural quangos but non-cultural state apparatuses. In so doing, the paper emphasizes the role of non-cultural policy state institutions in the operation of cultural policy and the effect of state systems on cultural organizations. I draw upon the concept of defective democracy to understand the socio-political condition where these cultural organizations exist.  相似文献

This article examines how cultural workers participate in the construction and contestation of the creative economy at the policy level. An analysis of the role unions play in the film and television industry association FilmOntario demonstrates the paradox that the creative economy, as an economic development strategy, presents to the cultural workforce. FilmOntario has succeeded in attracting a high volume of work to the province through film and television tax credit advocacy. Although FilmOntario’s success in policy advocacy is deeply tied to union resources, the unions’ decision to work within creative economy discourses, and in association with employers, has prevented core issues related to the quality of work from being articulated as a function of policy design. The argument is that the discursive and associational choices unions, as the collective voice of the (creative) working class, make as policy actors have a significant impact on the degree to which cultural labour problems are understood as cultural policy problems.  相似文献

ABSTRACT

This paper compares creative (content) industries policies in the UK and South Korea, highlighting the coevality in their development. Seeing them as ‘industrial policies’, it focuses on how state intervention is justified and why a certain set of policy options have been chosen. The UK policy-makers prefer passive and decentralised roles of the state that addresses market failures via generic and horizontal policies. Meanwhile, Koreans have consistently believed in the strong, resourceful and ambitious state in developing centralised, sector-specific policies for cultural industries. While demonstrating two contrasting approaches to the nation state’s management of cultural turn in the economy, both cases seem to present a ‘paradox’. Despite its neoliberal undertone, the horizontal and fused approach taken by the UK’s creative industries policy engenders some space for ‘cultural’ policy. On the contrary, the non-liberal and state-driven content industries policy in Korea has shown a stronger tendency of cultural commodification.  相似文献

The fundamental aim of the cultural policy of the European Union (EU) is to emphasize the obvious cultural diversity of Europe, while looking for some underlying common elements which unify the various cultures in Europe. Through these common elements, the EU policy produces ‘an imagined cultural community’ of Europe which is ‘united in diversity’, as one of the slogans of the Union states. This discourse characterizes various documents which are essential to the EU cultural policy, such as the Treaty of Lisbon, the European Agenda for Culture and the EU’s decision on the European Capital of Culture program. In addition, the discourse is applied to the production of cultural events in European Capitals of Culture in practice. On all levels of the EU’s cultural policy, the rhetoric of European cultural identity and its ‘unitedness in diversity’ is related with the ideas and practices of fostering common cultural heritage.  相似文献

This paper critically analyses current depictions of prevention and tries to offer a new theoretical reflection on the concept by reconstructing it on the basis of Jeremy Bentham’s writings on indirect legislation. It is my aim not only to explore Bentham’s concept of indirect legislation as an outstanding example of enlightened social/public policy, but also to show to what extent his thoughts might be a fruitful contribution to a necessary reconceptualization of current conceptions of prevention, which are heavily criticized by many scholars.  相似文献
